6 1.WELCOME ADDRESS FROM PRESIDENT OF THE 6th EAST ASIAN GAMES ORGANIZING COMMITTEE (TEAGOC) Honored Chef de Mission, The 6th East Asian Games will take place in Tianjin, namely from October 6-15, Meanwhile, our preparation works are progressing steadily. All National Olympic and Regional Olympic Committees participating in this multi-sport event are currently busy organizing their delegations. I would like to take this opportunity to welcome you all on the behalf of the 6th East Asian Games Organizing Committee (hereafter referred to as TEAGOC). The National Olympic and Regional Olympic Committees (hereafter referred to as NOCs) participating in this event, are recognized as prominent members of the East Asian Games Association (EAGA) for their major contributions in promoting Olympic movement in East Asia. All have played vital role in uplifting Olympic spirit, promoting development of sports events, maintaining peace and prosperity in East Asian region. Our goal is to convey the awesome beauty and passion of Tianjin, which are embodied in people of Tianjin, to every spectator and visitor of the Games. To attain that, the preparation for the Games requires extensively hard works and great efforts in many aspects. It is truly a testament to commitment and dedication of us. TEAGOC has developed a close tie with all National Olympic and Regional Olympic Committees, who join hands with us in efforts to turn this event into an East Asian sports gala filled with brilliance, enthusiasm, harmony and passion. For your support and cooperation, I would like to express my gratitude to all of the National Olympic and Regional Olympic Committees actively involved in this event. PREFACE Tianjin will host the 6th East Asian Games in October, By then, Delegations dispatched by Nine National and Regional Olympic Committees, including eight members of the East Asian Games Association (EAGA) and one Associate Olympic Committee, will come to this event. For this purpose, TEAGOC provides this chief de Mission Handbook of the 6th East Asian Games, which aims to not only supply the National and Regional Olympic Committees with overall and necessary participation guideline and help for the upcoming games, but also to know more about Tianjin and the 6th East Asian Games. The manual covers introduction to the basic information in terms of Tianjin, TEAGOC and each NOC service as well as guidelines for participation in the 6th East Asian Games. Information about competition session for delegations and the most up-to-date policies and procedures are also included. 7

ABOUT TEAGOC 4.1 TEAGOC and its organization structure Established on April 24, 2009, TEAGOC takes charge of the organization of the Games, with Huang Xingguo, Mayor of Tianjin, acting as President. On January 2011, an executive board was also set up to oversee the preparations for the Games under the leadership of TEAGOC. To promote cultural exchanges between the countries and regions in East Asia To combine sports with economy, so as to broaden external exchange channels between Tianjin and the East Asian countries and regions To fully utilize the opportunities brought about by the East Asian Games with freed thoughts and renewed ideas, so as to launch more projects, cultivate personnel and develop the city s sports industry 4.3 Emblem, Mascots, Slogan and Official Website Emblem The Emblem, based on the letter J (initial of Jin, the short form of Tianjin), is designed into the image both of the waves of the Haihe River (mother river of Tianjin) and of the athletic track. It also echoes the Lucky Clouds, a traditional graphic pattern adopted for the Beijing 2008 Olympic Games, which, together with the Jixiangornis, a legendary bird denoting good luck and happiness. generate a symbolic picture spectacular with its motion and significance and illustrates the theme of the Games, The red, green and blue colors used for the emblem symbolize the peoples through East Asia, as well as their aspirations and good wishes. 10

11 4.3.2 Mascots The Mascots of the Games are two Angels, the design of which are based on the Chinese rose (city flower of Tianjin) and the Lucky Clouds pattern. The former symbolizes peace and friendship while the latter harmonious development. The angels are named Jinjin (initial of jin, the short form of Tianjin) and Dongdong (initial of dongya, the Chinese phonetic alphabet for East Asia). Jinjin, a lovely girl wearing a Chinese rose, opens her arms to welcome all the guests to the city. Dongdong, an energetic boy with Lucky Clouds on his head signifying good luck and harmony, jumps up and makes the gesture of victory to indicate the success of the Games Slogan Share Happiness demonstrates TEAGOC s efforts to stage, in collaboration with the member NOCs, a splendid sports and cultural gala, and its wishes to communicate the happy and harmonious spirit to all the participating athletes, the audience as well as the peoples of East Asia. Create Splendor embodies TEAGOC s desire to hold a fantastic event for people of East Asia through joint efforts of every country and region taking part in the Games Official Website The official website of the 6th East Asian Games is Launched in 2012, it is TEAGOC s official platform for releasing Games-related information, including feature stories, progress in Games preparations, Games-time news and competition results. The website features the introduction to the East Asian Games, the host city of Tianjin, and the historical and cultural facts about the East Asian countries and regions. It also provides services such as sports entry, accreditation and ticketing services. 11

12 4.4 External Relations and NOC Service TEAGOC s External Relations Department bridges its communications with the NOCs. Its major functions include the EAGA and NOCs reception, protocol service, airport/port service and language service, etc. TEAGOC s NOC service is conducted with a single-point-of-contact strategy, to better help with their preparatory work for and participation in the Games. DELEGATION ACCREDITATION AND ARRIVAL 5.1 Accreditation Accreditation Categories There will be two categories of card used at the 6th East Asian Games, the Identity Accreditation Card (IAC) and the Card for Special Purposes. The IAC of the 6th East Asian Games is a card issued by TEAGOC and under the authorization by the East Asian Games Association. After validation, the cardholder will be given access to specific zones at the competition venues. The Card for Special Purposes is a temporary card that grants card holders access to the designated zones within the specified period of time. Visitor Card, Transferable Identity & Accreditation Card and Temporary Pass Card all fall into this category Procedure In order to participate in the 6th East Asian Games, NOC delegations should follow the five steps for the procedure of accreditation for the Games. Date December 22, 2012 March 5, 2013 May 31, 2013 Before September 10, 2013 September 30, 2013 to October 15, 2013 Action TEAGOC releases or posts the 6th East Asian Games Accreditation Guide and Identity Accreditation Card (IAC) Application Form to NOCs. NOCs distribute or to TEAGOC the Identity Accreditation Card (IAC) Application Form before the deadline. TEAGOC processes application information and distributes the Registration Status Report to NOCs. TEAGOC distributes Pre-Valid IAC to NOCs. NOCs validate the IAC for use after entry into China Accreditation Center During the 6th East Asian Games, members of delegation can validate their Pre-Valid IACs and resolve any accreditation problems at the Reception and Accreditation Center. In case no major epidemics have occurred in China or abroad, individuals will not need to complete a Health Declaration Form on Entry/Exit. However, anyone with symptoms of fever, vomiting, coughing, respiratory difficulty, diarrhea, or suffers from infectious disease, psychosis or the like, shall report immediately and to take vaccine. In the event that a major epidemic breaks out in China or abroad, all participant in the event of major epidemic breakout, either locally or outside of China must fill in the Health Declaration Form on Entry-Exit, pass through the Inspection and Quarantine channels and accept inspection and quarantine Entry of NOC Medications & Medical Equipment Entry of Medications Declaration of Medications All delegations must provide a full inventory of any medications they intend to import to China during the Games, typed in English, and grouped into three categories narcotics 15

16 or addicted drugs, blood and biological products and other medications. The list shall include detailed information on each substance, including trade names, brand names, specifications, formulation, smallest units per package and quantities, etc. Medications Prohibited from Entry Substances and medications prohibited from entry include opium, morphine, heroin, marijuana, and other addictive narcotics and psychotropic substances. Submission Deadline for Declaration for the Import of Drugs The Declaration for the Import of Drugs will be distributed during the Chefs de Mission Seminar in October, 2012, and must be returned to TEAGOC on or before March 31, TEAGOC will confirm whether the medications are eligible for entry, to each NOC on or before July 31, NOCs that fail to submit their declaration forms before the cut-off date may have their materials refused or face delays in bringing substances into China for the Games. Custom Clearance Upon arrival in China each NOC may be requested to provide TEAGOC s confirmed inventory of imported medication to China Customs. The Customs may then check this inventory against the actual medications being imported by the NOC. In order to expedite this process NOCs are asked to pack medications separately. Any unused medications for personal use must be re-exported one month after the closing ceremony of the Games. Customs officials reserve the right to check TEAGOC s confirmed inventory of imported medication upon departure. Stock of Medications The imported medication is for the team use only. NOC delegations remain responsible for the stock of medications they bring to China for the duration of their stay. These medications will not be stored or monitored in any way by TEAGOC Entry of Medical Equipment Declaration of Medical Equipment All delegations must provide TEAGOC a full inventory of any medical equipment they intend to import to China during the Games. Each NOC may be requested to provide TEAGOC s confirmed inventory of imported medical equipment to China Customs for clearance. Submission Deadline for Declaration for the Import of Medical Equipment Declaration for the Import of Medical Equipment will be distributed during the Chefs de Mission Seminar in October 2012, and must be returned to TEAGOC on or before March 31, TEAGOC will confirm whether the medical equipments are eligible for entry, to each NOC on or before July 31, Such confirmation will serve as China Custom s approval for entry during the custom clearance. NOCs that fail to submit their declaration forms before the cut-off date may have their medical equipments refused or face delays in bringing medical equipment into China for the Games. Custom Clearance and Transport of Imported Medical Equipment Please refer to the Freight and Customs Guide for detailed information (Chapter 13). 16

17 Stock of Imported Medical Equipment NOC delegations remain responsible for the stock of medical equipment they bring to China for the duration of their stay. The imported medical equipment must be exported out of China one month after the Closing Ceremony of the Games Arrival and Departure Forms (A & D Forms) To ensure NOCs are able to receive prompt and efficient reception services upon arrival and departure during the Games, TEAGOC requires each NOC to provide detailed and accurate arrival and departure information in time. TEAGOC will send A&D Forms (electronic version) to NOCs on April 1, The A&D Forms are designed to obtain all necessary information and to capture NOCs expectation and needs upon arrival and departure. NOCs are required to complete the forms and to return them via post, or fax to TEAGOC on or before June 30, The information included in the A&D Forms of NOCs should be as accurate as possible. Any change or update before arrival should be communicated to TEAGOC promptly. 5.3 Airports and Railway Stations Upon Arrival Beijing Capital International Airport Beijing Capital International Airport is one of the arrival and departure airports officially designated by TEAGOC. The Protocol team at Beijing Capital International Airport is assigned to welcome and bid farewell to the accredited members, and provide assistance in protocol arrangement and transport so as to ensure an efficient and smooth entry/exit of Games participants and their accompanying luggage. TEAGOC will provide transport services from the airport to the Official Hotels for delegations participating in the Games. If required, vehicles will also be provided to assist in the transport of large or heavy sport equipment for the NOCs Tianjin Binhai International Airport Tianjin Binhai International Airport is one of the arrival and departure airports officially designated by TEAGOC. The Protocol team at Tianjin Binhai International Airport is assigned to welcome and bid farewell to the accredited members, and provide assistance in protocol arrangement and transport so as to 17

18 ensure an efficient and smooth entry/exit of Games participants and their accompanying luggage. TEAGOC will provide transport service from the airport to the Official Hotels for delegations participating in the Games. If required, vehicles will also be provided to assist in the transport of large or heavy sport equipment for the NOCs Beijing Railway Station Beijing West Railway Station is one of the arrival and departure railway stations officially designated by TEAGOC. The Protocol team at Beijing Railway Station is assigned to welcome and bid farewell to the accredited members, and provide assistance in protocol arrangement and transport so as to ensure an efficient and smooth entry/exit of Games participants and their accompanying luggage. TEAGOC will provide transport service from the railway station to the Official Hotels for delegations participating in the Games. If required, vehicles will also be provided to assist in the transport of large or heavy sport equipment for the NOCs Tianjin Railway Station Tianjin Railway Station is one of the arrival and departure railway stations officially designated by TEAGOC. The Protocol team at Tianjin Railway Station is assigned to welcome and bid farewell to the accredited members, and provide assistance in protocol arrangement and transport so as to ensure an efficient and smooth entry/exit of Games participants and their accompanying luggage. TEAGOC will provide transport service from the railway station to the Official Hotels for delegations participating in the Games. If required, vehicles will also be provided to assist in the transport of large or heavy sport equipment for the NOCs. 5.4 Delegation Registration Meetings (DRMs) At the DRMs, information of all registered athletes and team officials of an NOC, accommodation, vehicles, assignment of NOC assistants, and categories of access entitlements will be finalized. DRMs will be held in the Delegation Headquarters Hotel from September 30 to October 2, Meetings will be held between 08:00 and 22:00 each day, when each Chef de Mission and/or other authorized delegate(s) (maximum 4 persons) will meet with TEAGOC. DRMs will be scheduled with each NOC respectively before the meetings are due to be held. The agenda of the DRMs will be as follows: Verify eligibility of athletes and confirm the information contained in the Sport Entry Forms. 18

19 Confirm names of all Team Officials and Extra Officials. Confirm the members of the delegation headquarters. Review accreditation categories, access and other entitlements for registered athletes and team officials, and confirm the assignment of upgradeable and transferrable cards. Confirm the hotel rooms for the athletes, office space and equipment allocated to the NOCs and verify accommodation for the VIPs and NOC officials. Confirm the category and number of vehicles assigned to the NOCs, including the allocation of T1s-dedicated vehicles for Chefs de Mission, delegations and VIPs, and provide information about shuttle bus services. Confirm the number of NOC assistants assigned to each NOC. Confirm the number of protocol assistants (volunteers) assigned to the NOCs. Confirm the Daily Competition Schedule, dates and time for technical meetings and provide information about venue equipment. Verify the arrival and departure information of the NOCs. Confirm the date and time of, as well as the number of attendees for, the Team Welcome Ceremony. Confirm the names of flag bearers and the number of delegates taking part in the Opening Ceremony Parade. Confirm the number of tickets required and allocated for the Opening Ceremony. Discuss and resolve any payment issues. TEAGOC will set up Information Desk at Official Hotels. After all of the above procedures have been completed, a Final Status Report will be signed before the conclusion of the DRMs. At the conclusion of the DRMs, TEAGOC staff will assist the Chefs de Mission and other delegates in validating their IACs. A team of staff, led by an appointed supervisor, will provide assistance in claiming and delivering luggage to each room, escort delegates to their rooms in the Official Hotels, and pre-arrange time for IT equipment installation. Please note that only at the conclusion of the DRMs, may NOC delegates validate their IACs and check into the Official Hotels. TEAGOC therefore strongly advises each delegation to complete the DRM preferably at least 24 hours prior to their planned check-in time. 5.5 Transport to the Official Hotels With the available arrival and departure information, transport services will be available at Beijing Capital International Airport, Tianjin Binhai International Airport, Beijing Railway Station, and Tianjin Railway Station to the Official Hotels for the 6th East Asian Games. 19

20 All the athletes and officials will be taken from the airports and railway stations officially designated by TEAGOC to the Official Hotels. All athletes and team officials shall have their luggage transported with them (in the baggage compartment). In the event that there is not enough room for the luggage, additional vehicles will be arranged for the luggage. (Delegations with over 35 members staying at one same hotel could reserve luggage vans, and so could those delegations with special equipment.) Chefs de Mission and Deputy Chefs de Mission will be picked up from the airports or railway stations with cars specially designated to them by TEAGOC. 20

OFFICIAL HOTELS 6.1 Hotel Assignment and Operating Period The Official Hotels designated by the 6th East Asian Games include the Headquarters Hotel, Delegation Headquarters hotel, hotels for technical officials, hotels for athletes, and hotels for the media Headquarters Hotel Renaissance Tianjin Hotel, a five-star hotel two kilometers away from Tianjin Olympic Center, is designated as the Headquarters Hotel of the 6th East Asian Games. The reception and operating period of the Headquarters Hotel varies according to different guests. For Presidents of IOC and OCA, Presidents and Secretaries-General in charge of the management of 24 events in the 6th East Asian Games or Associations of an individual sport, the reception and operating period of the Headquarters Hotel will be 4 consecutive days, namely from October 5 (1 day prior to the opening ceremony) to October 8. For President, Honorary President, Vice Presidents, Secretaries-General, Council Members, Chairperson, Committee members of the East Asian Games Association, Presidents and Secretaries-General of NOCs, the reception and operating period of the Headquarters Hotel will be 13 consecutive days, namely from October 4 (1 day prior to the EAGA Council Meeting) to October 16 (1 day after the Closing Ceremony). During the specified period, the VIPs will be provided with free suites or single rooms, plus meals and drinks services of different standard according to their ranks. The Department of Public Relations of TEAGOC will be in charge of the reception of Headquarters Hotel Delegation Headquarters Hotel The Delegation Headquarters Hotel is Tianjin Huatai Royal Tulip Hotel. The reception and operating period of the Delegation Headquarters Hotel will be 17 consecutive days, namely from September 30 to October 16. During the specified period, the guests will be provided with suites, single rooms or twin rooms, and meals and drinks services of different standard according to their ranks. 21

22 The customers of the Delegation Headquarters Hotel will include: Chefs and Vice Chefs de Mission. One Chef for each delegation and the number of Vice Chefs (maximum four members) is dependent on the number of the delegation members. Members of the delegation headquarters, which is also dependent on the number of the delegation members. One Medical Officials Besides, each NOC will be provided with two office rooms equipped with TV set, telephone, computer, internet access, mini-fridge, desk and chairs, and other useful office articles and equipment. Note: National and international long-distance phone call, fax and Internet access at the hotel rooms will be charged according to the Price List of the hotels Hotels for Technical Officials Complimentary accommodation will be provided to the technical officials in six four-star hotels adjacent to the competition venues at which they will work in the specified period of time. These hotels include: Tianjin Huibinyuan Hotel, Tianjin Hopeway Business Hotel, Tianjin Minshan Hotel, Tianjin Huigao Garden Hotel, Tianjin Aqua City Holiday Inn, Tianjin Junhui Jianguo Hotel, Tianjin CATARC Century Hotel. Tianjin Junhui Jianguo Hotel also serves as hotel for athletes of badminton for their competition venue is far from the urban area. TEAGOC will provide free laundry service to the technical officials (a set of competition clothing-a jacket, a pair of pants or shorts, and a pair of socks-per day). Duration of Service: October 2-16, 2013 Guests: Technical delegates of Asian Federations, referees, and members of the arbitration commission Types of Hotel Rooms: single, twin Hotels for Athletes According to the principle of proximity, accommodation will be provided to the athletes in 13 four-star hotels or above. These hotels include: Tianjin Geneva Hotel, Tianjin Jinlong International Hotel, Tianjin Saixiang Hotel, Tianjin Grand View Hotel, Tianjin Wealthy Hotel, Tianjin Golden Crown Hotel, Tianjin Xinmao Tiancai Hotel, Crowne Plaza Tianjin Jingji Hotel, Tianjin Jinbin International Hotel, Tianjin Crystal Palace Hotel, Crowne Plaza Tianjin Binhai Hotel, Tianjin Junhui Jianguo Hotel and Tianjin Meihao Hotel. Each team will be provided with a single room and twin rooms. 22

23 TEAGOC will set up a clinic in the hotels to provide medical services to the athletes. TEAGOC will provide free laundry service to the athletes (a set of competition clothing-a jacket, a pair of pants or shorts, and a pair of socks-per day). Duration of Service: October 2-16, 2013 Preparations before Check-in: April 2013: Receiving the Hotel Room Allotment Application Form from TEAGOC June 2013: Returning the completed Hotel Room Allotment Application Form to TEAGOC. September 2013: Receiving the Hotel Room Allotment Confirmation Form from TEAGOC. Guests: Team leaders, coaches, athletes, team doctors and extra officials Hotels for the Media Four-star Tianjin Century Hotel, Tianjin Mei Du Hotel and Tianjin King Hall Hotel with convenient transport and telecommunications facilities will be designated as official hotels for the media. Duration of Service: October 2-16, 2013 Transport: Free shuttle bus service from the hotels to the competition venues. Board and Lodging: Preferential price for hotel rooms but meals at their own expenses. Guests: Accredited media personnel. 6.2 Information Desks Information Desks will be set in all the Official Hotels, providing the following services: arrival and departure, accommodation and catering, laundry, sightseeing, competition and training information, information of transport to and from training and competition venues. Duration of Service: 6:15 22: Catering Facilities and Services The official hotels will provide catering services during the Games time. 23

24 6.3.1 Operation of Hotel Catering Service Headquarters Hotel: Catering cards will be issued to the VIPs to dine in the hotel restaurants. Delegation Headquarters Hotel: Members of delegation headquarters may have self-serviced meals in the designated restaurants in the hotel upon presentation of IACs. Technical Officials Hotel: A certain amount of money will be given to the referees and technical delegates to pay for afternoon and evening meals by themselves. Free morning meals will be provided. Athletes Hotel: Athletes may have self-serviced meals in the hotels they are staying upon presentation of IACs).In the event that the athletes cannot return to the reception hotel for food because of the competition, the coach or the team manager could make a reservation at the Information of Hotel twenty-four hours in advance and the Department of Reception will deliver fast food to the competition venue. Hotels for the Media: Free Morning meals will be provided and Catering services for the media at noon and night will be at their own expenses. Note: Members of delegation headquarters may have their meals at the athletes hotel, but they should inform the Information Desk of Delegation Headquarters Hotel of the number of people and the time. The athletes may have meals at the hotel they are staying at only Operation of Venue Refreshment Service The Service Team of the venue will send the refreshment to the VIP room, technical officials room, referees room, and the lounges for the athletes and media. Different groups will receive the refreshments upon presentation of their IACs and have them in the specified zones. Time for Refreshment: From half an hour before the competition to the end of the competition. Type of Refreshment: finished products. Type of Service: self-serviced. 24

25 6.3.3 Catering Service in Hotels. Menu: Chinese Food, Western Food and Halal Food Refreshment Service at the Venues. Menu: dessert, fruits, hot and cold soft drinks. Beverages for VIP rooms: black tea, fruit juice, and coffee Catering Service during the Opening and Closing Ceremonies In the event that the Opening Ceremony or Closing Ceremony prevents the delegations from having meals at usual time, TEAGOC shall provide them with packaged dessert and bottled water where they are gathered, and with dinner after the Opening/Closing Ceremony. 25

The date and time of the meetings will be decided by the technical delegates responsible for each sport. The participating teams should send representatives to 37

38 attend the meetings, whose job is to finalize the issues relating to the competitions of each sport in compliance with international competition rules. 8.7 Team Draw Results When the Entry by Name is completed, the exact date for Team Draw for Team Sports will be confirmed by both the East Asian Games Association and TEAGOC. 8.8 Sports Equipment All sports equipment used in competition and training venues will meet all the requirements of the International Federations, Asian Federations, and East Asian Games Association. 38

39 9. NOC ASSISTANTS During the 6th East Asian Games, a team of volunteers will be assigned to each NOC delegation to provide assistance where needed. MEDICAL SERVICE 11.1 Medical Services during the Games Medical Service at Designated Hospitals TEAGOC will designate nine hospitals to provide outpatient, emergency, expert consultation and hospitalization services. Special medical treatment areas will be established in the designated hospitals Medical Service at the Official Hotels A clinic will be available in each official hotel to provide medical services to the participants of the 6th East Asian Games holding the IACs. The clinic will be open from September 30 to October 16 from 8:00 a.m. to 22:00 p.m. First aid and ambulance transport services will be provided by the clinic. A medical room will be set up where the registered doctors of the NOCs can provide medical services to the delegation members, except injection, treatment of the wounds, and surgery Medical Service at Competition and Training Venues Medical Service at Competition Venues Each competition venue will have a medical station for the athletes, a medical station for the spectators, and a temporary medical station to provide on-site first aid and ambulance services to the holders of IAC and admission tickets. The service period will be from one hour before the competition to the time when all the athletes and spectators have left the venue Medical Service at Training Venues Each training venue will have a medical station to provide on-site first aid and ambulance services to the athletes. The service period will be from half an hour before the beginning of the training to one hour after the training. 41

Any medical professional providing medical treatment or services to another team must hold valid agreements signed with both delegations Colletion of Application Forms The NOCs shall submit the Medical Registration Certificate (duplicated copy), the Cooperation Agreement (duplicated copy) and the NOC Medical Services Statement to TEAGOC before February 28, Medical professionals who fail to register with TEAGOC will not be allowed to provide medical services during the Games. 42

43 Verification TEAGOC will verify the Practicing Registration Application Forms and other relevant documents submitted by the NOCs and distribute the confirmation of the above-mentioned documents to the NOCs before April 30, Registration TEAGOC will go through the practicing registration procedures for the medical professionals after the verification and confirmation of the Practicing Registration Application Form and the Medical Services Statement submitted by the NOCs Medical Service by Registered Team Physicians Registered team physicians will be permitted to: provide medical services, excluding injections, dressing wounds or surgical procedures, for members of their own teams or other teams in accordance with relevant bilateral agreements, in NOC Medical Rooms. have priority in providing treatment, including first-aid and massage, to members of their own teams or other teams in accordance with relevant bilateral agreements, at Athlete Care Stations in competition venues or training venues; prescribe medications and order laboratory work to be done in the NOC s Medical Rooms of designated official hotel. Prescriptions will only be filled at the NOC s Medical Rooms of designated official hotel. have access to an appropriate medical plan for any patient under their care requiring hospitalization. Should a team member or other team member covered by a relevant bilateral agreement require treatment at a designated hospital, such treatment will be provided by that hospital s medical staff. The attending physician at the hospital will consult with the team s physician wherever possible regarding treatment. In the event of any disagreement regarding treatment, the attending physician s decision shall prevail Medical Liability for Team Physicians TEAGOC will not be liable for any medical treatment administered, prescribed or otherwise performed by any team physicians on members of their own teams or any other team under any relevant bilateral agreement between the two parties. The insurance provided by TEAGOC shall not cover the malpractice of the physicians of the delegations. 43

44 11.3 NOC Medical Agreement Signing of NOC Medical Agreement NOC Chefs de Mission and/or Chief Medical Officers are asked to sign and return the NOC Medical Agreement, confirming that its physicians are authorized to provide medical services to team members during the Games. Chief Medical Officers shall ensure that each medical professional accompanying the delegation is a registered practitioner and possesses the necessary credentials, insurance and skills required to perform his or her duties to a professional standard and can accept responsibility for any treatment administered Distribution and Collection of NOC Medical Agreement The NOC Medical Agreement for the 6th East Asian Games will be distributed during the Chefs de Mission Seminar. All NOCs are required to return the completed NOC Medical Agreement to TEAGOC on or before February 28, Physicians belonging to any NOC that fails to sign or return the Agreement will not be allowed to provide treatment to athletes or other patients, during the Games. 44

INSURANCE 12.1 Medical Insurance TEAGOC will provide free medical services, including ambulance service, emergency treatment and drug treatment, for acute illnesses, injuries or other emergencies of the NOC members and guests, members of the Council of East Asian Games Association, technical officials, and NOC delegation members. The period of free medical services for the above-mentioned people is from September 30 to October 16, 2013 The period of free medical services for Chefs de Mission or their authorized representatives attending the Delegation Registration Meeting is from the time of their arrival to October 30, Repatriation Insurance In the event that an accredited Games participant needs to be brought back to his or her country or region due to life threatening illness or death, TEAGOC will bear all costs related to the repatriation and will arrange for appropriate medical staff to accompany the patient if necessary. In the event that a Games participant dies during the Games time, TEAGOC will take all appropriate measures regarding transport of the remains to his/her home country or region Property Insurance All NOCs should ensure that they have appropriate insurance against any loss or damage while in transit, for any shipment and/or freight being transported to and from China, as well as appropriate property insurance to cover the storage and use of their equipment and goods in China. TEAGOC kindly suggests the NOCs buy the following insurance: Marine/Air Transportation Insurance covering all the instruments and equipment transported to Tianjin for the 6th East Asian Games. Property Damage Insurance covering possible damage or loss of the property used, stored and transported in Tianjin due to any accident or natural disaster. 45

46 12.4 Medical Liability Insurance TEAGOC shall not bear any liability arising from the malpractice of the medical professionals of the delegations, and kindly suggests all NOC delegations buy medical liability insurance Delegation Liability Insurance In the event of an accident during the Games time causing injury, death or property loss of a third party, the staff member or athlete of NOC delegations responsible for the accident shall bear civil liability arising from the accident in accordance with the law. 47 13. FREIGHT AND LOGISTICS 13.1 International Freight TEAGOC recommends Sinotrans Ltd in China as the international freight forwarder of the 6th East Asian Games. The payment of any international freight charges shall be borne by NOCs. While TEAGOC is more than happy to provide this information, NOCs are under no obligation to use any of these service providers. Any NOC electing to use its own international freight forwarder must inform TEAGOC of this and provide us with the freight forwarder s name and details. NOCs should, at this time, make arrangements for any assistance that might be needed from TEAGOC upon arrival of the shipment. Such arrangements should be made three months ahead where possible. We strongly recommend that NOCs use the same international freight forwarder to send team equipment home after the Games that it uses to bring equipment to China for the Games Freight Inspection and Quarantine China has clear regulations on the inspection and quarantine of the entry and exit of goods. Please consult the Customs and Freight Guide for details Customs Clearance TEAGOC will issue, to the NOCs, the documentation needed to facilitate a shipment s clearance through customs, including the 6th East Asian Games Freight Certification Letter and Customs Declaration Warrant. TEAGOC will not be responsible for any customs clearance fees. We suggest that the NOCs use the same service provider to go through customs clearance formalities that it uses to ship equipment to and from China, for the Games. TEAGOC will issue a Letter of Guarantee to assist NOCs shipping team equipment of temporary entry to China. Please consult the Customs and Freight Guide for details. 47

48 Restricted goods include animals, plants, animal or plant products, wild fauna and flora, medicines, guns and ammunition for Games use, wireless communication equipment, foreign journalists and photographers equipment used to conduct interviews, satellite TV receivers, wooden packaging materials and foreign vehicles. Corresponding approval documents must be produced for the customs clearance of the restricted goods. Goods and materials explicitly prohibited from entry by the Chinese laws shall not be brought into China. Please refer to the Customs and Freight Guide for details on the declaration and confirmation of the restricted goods and for the list of contraband items. Foreign correspondents must declare to the Customs the equipment for interview they bring into China, and go through the procedures of customs clearance with the Letter of Confirmation, Letter of Guarantee, and the List of Equipment. Foreign correspondents without the invitation of TEAGOC must declare to the Customs the equipment for interview they bring into China and go through the procedures of customs clearance in accordance with the Announcement of the General Administration of Customs No. 104, 2008, Announcement of the General Administration of Customs No. 19, 2009, and Announcement of the General Administration of Customs No. 31, Foreign correspondents bringing equipment for interview out of China shall go through the customs procedure and have their deposit money refunded in accordance with the Announcement of the General Administration of Customs No. 59, Please refer to the Customs and Freight Guide for details. As for the entry and exit of other goods and equipment, the Customs will verify the Letter of Confirmation of TEAGOC and go through the relevant procedures of the Customs Domestic Movement of Team Equipment Sinotrans Ltd is appointed the official logistics supplier by TEAGOC and will be responsible for shipping of the NOC equipment from its point of entry into China to the competition venues. The costs incurred shall be borne by TEAGOC. TEAGOC will not cover local freight charges for NOCs who wish to use their own logistics company. Any NOC wishing to ship goods or equipment using their own service provider must notify TEAGOC of their intention to do so before June 30, 2013, so that we can issue appropriate permits for vehicles and staff to enter and exit the competition venues. 48

49 It is each NOC s responsibility to maintain and store all the team equipment except shooting guns and ammunition Entry of Sporting Firearms and Ammunition Sporting firearms and ammunition must be approved by the China s General Administration of Sport, before being brought into China. When entering China, the athletes carrying sporting firearm shall register with the border check stations and public security departments with corresponding approval certificates and apply for the permit to carry firearm that will be used for customs clearance of the guns. The number of sporting firearms and ammunition brought into China by athletes competing in shooting events must be consistent with the number given in the application form, and be submitted when applying for permission to bring such equipment into the country. Firearms and ammunition to be used during the Games must be packed separately and brought into China along with the athlete s personal luggage. Firearms and ammunition not used during the Games must be taken by athletes and accompany them when leaving China. During the Games, TEAGOC will operate a Firearms and Ammunition Entry and Exit Declaration Office at entry and exit ports. TEAGOC will be responsible for transporting and maintaining firearms and ammunition used during the Games after they have been brought into China. Please refer to the Games Technical Handbook for regulations governing specific issues related to firearms and ammunition including their application and use Entry of Medicines All NOCs must declare all medicines and medical instruments shipped into China before April 1, Medicines and medical instruments are only permitted to be used by members of the delegation itself. Unconsumed medicines and medical instruments must be transferred to a port of departure and leave China within one month of the Games ending. Please refer to the Customs and Freight Guide for the list of medicines prohibited from entry. 49

50 14. DOPING CONTROL All the competition events will be subject to doping control. TEAGOC will implement doping control program of the 6th East Asian Games in accordance with the World Anti-Doping Code of WADA and other relevant international standards. EAGA-MC will be responsible for the supervision of the Anti-Doping Program for the 6th East Asian Games. The doping control tests of the 6th East Asian Games will be unannounced incompetition tests. All the tests will be conducted at the doping control stations in the competition venues by a venue doping control team composed of managers, DCOs, chaperone coordinator and chaperones. The athletes who are informed to receive doping control test after the competition shall report to the doping control station immediately with their AD-CARDs under the observation of chaperones. The athletes receiving the test may be accompanied by a representative from the delegation they belong to, and the athletes who are minor must be accompanied by a representative. The athletes who needs to use any substance or method included in WADA 2013 Prohibited List for medication purpose shall apply to EAGA-MC for approval in accordance with International Standard of the Therapeutic Use Exemption of WADA. All the samples shall be sent to National Anti-Doping Laboratory in Beijing accredited by WADA for analysis. The results will be sent directly from the laboratory to the Chairman of 10EAGA-MC. 50

MEDIA OPERATIONS 15.1 International Broadcast Center (IBC), Main Press Center (MPC) and Venue Media Centers International Broadcast Center (IBC) The International Broadcast Center (IBC) will be a comprehensive area for ITVR signals production. The mission of the IBC is to provide the best possible working facilities and services for media staff from the host broadcaster and rights holding broadcasters all over Asia. The IBC Bumpin period will start from September 6, 2013, and the IBC will begin its operation, dated from September 20 to October 16, from 9:00 a.m. to three hours after the competitions Main Press Center (MPC) The MPC will accommodate rented offices for the accredited print and photographic media as well as the non-rights holding broadcasters. It provides facilities and services for the accredited media during the Games. It is also TEAGOC's headquarters for media operations. The MPC will officially open on September 26, 2013, and it will operate from 9:00 a.m. to three hours after the competitions are over Venue Media Centers (VMCs) Facilities and Services of Venue Media Centers The accredited print and photographic media as well as the non-rights holding broadcasters can work at the venue media centers. The facilities and services of the venue media centers will include: Workrooms for print media Press conference area Media tribunes with a view of the field of play Mixed zones for media interviews In mixed zones for media interviews, the accredited media s priority is as follows: reporters of host broadcaster, China Central Television, Cable television station, radio, print and photographic media. Photo Positions FOP; Photo Position Stands Without affecting the priority of host and holding broadcasters, reporters of RT radio and 51

52 television stations which have bought public signals may go to the competition venue to intetview the awarding ceremony VMC Periods of Operation The VMCs will be open to the media three days prior to the start of the 6th East Asian Games. Media shuttle buses will begin services at that time. The Centers will close at the conclusion of the Games. Operating hours for the VMCs will vary depending whether it is a competition or non-competition day at a given venue. On competition days, the VMCs will begin operations three hours before the start of their first scheduled competition event and stay open until three hours after the events are completed. Closing times may be postponed in case some media staff continue to stay in the VMCs after their normal closing times, and media shuttle bus service will continue accordingly. On non-competition days, the VMCs will be open from 9:00 to 18:00, with shuttle buses to the venues in service for the same length of time Media Accreditation Media accreditation for the 6th East Asian Games can be divided into three categories: Print Media (E), Photographic Media (EP), and Broadcasters (RT). The NOCs are responsible for organizing Media Accreditation in their own countries or regions. Media from Non-participating Country or Region should directly apply for Accreditation to the Department of Media & Communication of TEAGOC. The projected Timelines for the Accreditation Process are as Follows: On April 1, 2013, TEAGOC will distribute the 6th East Asian Games Media Accreditation Guide, Media Identity and Accreditation Card Application Forms (E Category, EP Category, and RT Category), Instructions for filling Media Identity and Accreditation Card Application Form, and the 6th East Asian Games Media hotel application Form to the NOCs. Medias from Non-participating country or region should directly contact Media & Communication Department of TEAGOC in order to obtain the 6th East Asian Games Media Accreditation Guide, Media Identity and Accreditation Card Application Forms (E Category, EP Category, and RT Category), Instructions for filling Media Identity and Accreditation Card Application Form, and the 6th East Asian Games Media hotel application Form. On May 31, 2013, it is the deadline for the NOCs and Media from Non-participating Country or Region to return their Media Identity and Accreditation Card Application Forms to TEAGOC. TEAGOC shall not guarantee the issue of Identity and Accreditation Card to the NOCs or Media from Non-participating Country or Region who intend to submit Identity and Accreditation Card Application after the deadline. On September 1, 2013, TEAGOC will issue the Media Identity and Accreditation Card to the NOCs and Media from Non-participating Country or Region. 52

53 On September 30, 2013, TEAGOC will validate the Media Identity and Accreditation Card to the NOCs and Media from Non-participating Country or Region at the Main Press Center (MPC) Entry and Exit of Media Staff, Supplies and Equipment For entry of media staff, please refer to the Entry Guide of the 6th East Asian Games Customs Clearance of Sporting Equipment Invited foreign media personnel with sporting equipment shall report their list of devices and equipment to TEAGOC one week in advance, and TEAGOC shall appoint personnel to assist them. Foreign media staff should declare their equipment to the customs for entry and exit. For details, please refer to the Customs and Freight Guide of the 6th East Asian Games Refreshment for the Media Refreshment will be provided for the media in the MPC, IBC, and VMCs Transport for the Media TEAGOC will provide free transport with scheduled shuttle buses for the media from the designated hotels for the media to the MPC, the competition venues and non-competition venues 15.6 Other Matters for Media Services NOC Press Conferences at the MPC The NOCs will be able to book press conference facilities in the Main Press Center through the Press Conference Booking Office. Prior information on attendees will be needed for the provision of name plates and Guest Passes into the MPC where necessary NOC Press Attachés Briefing A meeting of NOC Press Attaches will be held in the MPC three days before the Games begin. The briefing will address arrangements such as press ticketing, interview procedures in the mixed zone, NOC press conference booking, press conference after the competitions, and other issues relating to media operations. 53

The buyers shall pay the rest 60% of the ticket fare before September 20th, 2013, in order to collect their tickets Public Ticket Sales Public ticket sales will be launched on September 1, Ticket Sales Networks include: Tianjin Ticket Sales Network, China Bohai Bank and its business outlets, China Sports Industry Group, Tianjin Post. Tianjin Post also provides ticket booking service via telephone. Based in Beijing, China Sports Industry Group Co., Ltd is in charge of ticket sales within Sports system covering most provinces and cities in China Collection of the Reserved Tickets If the party with the ticket reservation would like to change the order for the number of ticket, he or she should accordingly change his or her order before 4pm October 4th, 2013, and no later than that time. (Maximum of 15% of the value for tickets ordered can be refunded) 16.2 Games-Time Ticketing During the Games time, tickets can be bought on the day of competition at ticket offices set up at the competition venues or at the outlets of Tianjin Bohai Bank and Tianjin Ticket Sales Network Tickets for the Opening/Closing Ceremony Only the ticket holders, including both accredited and non-accredited, will be admitted to the Opening/ Closing Ceremony of the Games. The quotas of tickets allocated to the delegations by TEAGOC are dependent on the number of accredited athletes and officials of each delegation Group Ticketing TEAGOC will be given priority to the NOCs whose athletes are competing in the sport events. 56 16.5 Discount Policy Discount Given to Ticket Reservation Tickets reserved before August 31, 2013 shall enjoy a 10% discount of the face value of the tickets. Tickets reserved before September 15, 2013 shall enjoy an 8% discount of the face value of the tickets Discount Given to Group Tickets 10% discount of the face value of the tickets shall be given to the group tickets with a total amount exceeding RMB 50,000 yuan. 15% discount of the face value of the tickets shall be given to the group tickets with a total amount exceeding RMB 80,000 yuan. 20% discount of the face value of the tickets shall be given to the group tickets with a total amount exceeding RMB 100,000 yuan. The above-mentioned two discount policies can not be enjoyed at the same time Tickets for Delegations Athletes will be permitted to enter the athletes seating area to watch competition events in which they are also competing, using their identity accreditation cards. For each competition event, the number of tickets for the Different Sport Athletes (DSA) will be determined and allocated to the NOCs by TEAGOC Types of Seating Areas Seating areas are divided into three categories, A, B, and C, for Football, Basketball, Volleyball, Table Tennis, Badminton, Tennis, and Gymnastics. Seating areas are divided into two categories, A and B, for Judo, Karate, Taekwondo, Wushu, Weightlifting, Swimming, Athletics, DanceSport, and Fencing. Seating areas are not categorized for Baseball, Hockey, Shooting and Cycling. Tickets of Bowling and Squash are not sold. Dragon Boat and Cycling can be seen outside. Sales of tickets for the Opening/Closing Ceremony are to be conducted according to the ticketing policies published by TEAGOC on its official website. 56

FINANCE 17.1 Board and lodge Expenses Each of the delegation members should pay a sum of USD 50 everyday for board and lodging and a deposit of USD 100 for accommodation to TEAGOC in the period of their reception. Those extra personnel should each pay a sum of USD 100 everyday for board and lodging and a deposit of USD 100 for accommodation to TEAGOC in the period of their reception Time for Payment Based on the numbers of accredited member in each delegation, TEOGOC will estimate the total fees of ten days stay accordingly after the Pre-Delegation Registration Meetings. Each delegation should pay 70% of board and lodge expenses of all members (including athletes, officials and extra officials) and accommodation deposit prior to September 15. If any delegation fails to pay the fees, TEAGOC will not validate the IACs. The rest of 30% of fees will be payable to all delegations in five days after the Delegation Registration Meetings Methods of Payment Delegations may pay by telegraphic transfer to the designated account of TEAGOC. The TEAGOC could receive USD or RMB, and payment will be converted to RMB yuan according to the current exchange rate published by the State Administration of Foreign Exchange Account Settlement and Refund Policy Delegations should get their accounts square before checking out of the hotels. If there is any damage to the articles in hotel room, the occupant of the room will be liable to outstanding fees. After conclusion of the Games, TEAGOC will charge all delegations according to the real fees. The outstanding fees shall be payable to the delegations within 15 days of being noticed by TEAGOC. TEAGOC will refund the deposit, in the same currency as it has been paid, to the designated account of the NOCs within 15 days of being noticed by TEAGOC. 57

TECHNOLOGIES 18.1 Internet Access and Telecommunications Service via Charge Card The NOCs may lease Internet lines and service packages in advance via fax and refer to the Internet and Telecommunications Tariffs Directory for detailed information on services and fees. China Telecom and China Mobile will provide fixed and mobile voice and data services for the NOCs in the official reception hotels and at competition and non-competition venues GPRS (General Packet Radio Service) China Mobile s GPRS networks can provide Internet access for the NOCs using GSM/GPRS 900/1800MHz dual frequency bands. The requirements for this service are a mobile phone that supports GPRS and Internet functions or a computer with a Wi-Fi/GPRS card Using Local SIM Card Leasing services for Local SIM Card will be available. The NOCs may use their own GSM mobile handset in China and purchase the Pre-Paid 2G and 3G connection package available in the Rate Card catalogue G Service China s telecommunications service provider will provide 3G (W-CDMA, TD-SCDMA, CDMA2000) voice and high speed wireless Internet access for the NOC delegations. The connection speed can be as fast as 21 Mbps. The requirement for this service is a mobile phone that supports 3G or a computer with a Wi-Fi/GPRS card PSTN Service China s telecommunications service provider will provide common telephone lines, PSTN access to the Internet and other value-added services for the NOCs. Modems are not included in the service ADSL Service China Telecom will provide ADSL services with speeds vary from 512k to 4M for the NOCs and dynamic IP address within the rental period Leased Line Service China s telecommunications service provider will provide point-to-point leased line services, 59

60 including DDN, ATM, FR, SDH and MSTP leased line, and real-time transparent transmission of data, image and voice, at the NOCs request. High-quality Dedicated Internet Access with Port N 10M or Port N 100M and optical fiber access will also be available. Users need to be equipped with access devices and corresponding ports including routers, switchboards and Proxy Server. Depending on the chosen type of Internet service, connection speeds vary from N 10Mbps up to N 100Mbps NOC s Own Handset Mobile telecommunications networks available in China include GSM 900/1800MHz, 3G (CDMA2000), 3G (WCDMA) and 3G (TD-SCMDA). The NOCs wishing to bring their own mobile handsets that are compatible with the above mentioned mobile phone standards and still using their home operators services are recommended to roam onto the China Mobile Network NOC Radio Frequencies Assignment and Equipment Inspection All radio transmission equipment operating during the Games shall comply with the relative laws and regulations of the People s Republic of China. Frequency spectrum will be charged in accordance with the Regulations on Radio Management and Charging. Users who wish to operate their transmission equipment (not including public mobile communications equipment; definition applicable to the following) before or during the Games must apply for frequency spectrum for their transmission equipment. TEAGOC will assist the NOCs with the application and correspondence with the radio regulation authorities, (such as) providing information about application progress update/application status, final result and license issue. All radio transmission equipment shall be inspected, labeled and issued a license if approved by the radio regulation authorities before actual operation. The approved equipment can only be operated in the specified time and area written on the label. Users who wish to import the radio transmission equipment must submit the technological information to the radio regulation authorities for license application. Application for radio frequency spectrum will be open on January 1, 2013 and closed on July 31, TEAGOC will work hard to coordinate and satisfy the needs of the NOCs in accordance with the related laws and regulations of the People s Republic of China. CEREMONIES AND CULTURE ACTIVITES During the Games time, TEAGOC will organize a series of cultural activities to showcase Tianjin as a famous historical and cultural city as well as an international metropolis, to create a happy and peaceful atmosphere for the 6th East Asian Games and to leave a good impression for the participants of the sporting and cultural event. The major cultural activities are as follows: 19.1 Opening and Closing Ceremonies of the 6th East Asian Games The Opening and Closing Ceremonies of the 6th East Asian Games will be held on October 6 and October 15, 2013, respectively. With the integration of sport and art and modern hi-tech stage effects, the ceremonies will present to the audience stunningly beautiful and magnificent scenes Peking Opera Performances Peking Opera is the National Opera of China. As one of the centers of the art, Tianjin is the only city in China which has two national-level Peking Opera troupes, boasting the best artists of male roles, female roles, painted roles and clowns, and rich and colorful repertoires of diversified schools. During the Games time, TEAGOC will organize excellent performances of Peking Opera, including masters show, dialogues with masters and interactive games, to help audiences home and abroad have a close touch with Peking Opera. Meanwhile, TEAGOC will select isolated scenes, modern and multimedia Peking Opera to show the charms of the traditional culture to the friends from East Asian countries and regions Tianjin s Pursuit of the Olympics TEAGOC will invite the participating delegations for free visits to Tianjin memorial museum in honor of Mr. Juan Antonio Samaranch, former President of the International Olympic Committee (IOC), who has been reputed as a key personage of the reforms of the Games of the Olympiad and one of the greatest statesmen of the 20 th century. Through visits, delegations will plant trees to demonstrate their friendship and pray for peace, bringing about beautiful memories of the Olympics. Tianjin s pursuit of the Olympics, its key role in the Olympic history, its sound image as a representative of China and its appreciation of peace and friendship will be fully explored. 61

During the Games time, Tianjin will hold Exhibition of Culture and Art, Exhibition of Paintings and Calligraphy from Home and Abroad and Tianjin s Gourmet Food Festival, displaying Tianjin s image as the most potential and open city to spread traditional culture by showcasing its most representative culture, art and gourmet food. Tianjin's rich cultural implications, atmosphere and pursuit of excellent culture and arts will also be highlighted. 62

SECURITY 20.1 Organization of Security General security headquarters shall be set up to strengthen leadership and organization and formulate a meticulous plan and emergency response program for the security of the 6th East Asian Games. Security offices shall be established in all the official reception hotels, including the Headquarters Hotel, Delegation Headquarters Hotel, and the hotels for the athletes, technical officials as well as all the competition venues to handle possible incidents Security for Headquarters Hotel, Delegation Headquarters Hotel, and Hotels for Athletes and Technical Officials Security Measures Necessary security facilities will be established around the Headquarters Hotel, Delegation Headquarters Hotel, and the hotels for athletes and technical officials. Patrolling security forces will be deployed in and around the controlled areas Personnel Security Check All the personnel will be subject to security checks at the entrance to the venues and hotels. All the personnel crossing the control line must have their IACs checked. Personnel without access right and articles in violation of the security regulations will be forbidden Vehicle Security Check Special parking lots will be open near the Headquarters Hotel, Delegation Headquarters Hotel, and the hotels for athletes and technical officials. All the vehicles will be subject to security check before entering the parking lots. Vehicles without the pass will be forbidden from entering. 63

64 20.3 Security for Vehicles and Personnel at the Venues Security Measures Necessary security facilities will be established around and at the competition venues. Patrolling security forces will be deployed in and around the security line and security personnel will be deployed in competition venues. Security offices shall be established in competition venues Personnel and Vehicle Security Check All the vehicles and personnel with special passes to the competition venues, non-competition venues, training venues, including independent training venues and the enclosed security areas, shall be subject to security checks. Articles violating the regulations on venue security will be forbidden to be brought into the venues Security for Political Leaders In case of the arrival of political leaders of NOCs, the Chinese government will provide necessary security services Other Security-related Information During the Games time, demonstrations, religion and race protests and other protest activities shall not be held in designated areas and competition venues. 64

ENVIRONMENTAL PROTECTION & WASTE DISPOSAL 21.1 Environmental Protection During the Games time, measures will be taken to ensure the running of corporations sewage prevention facilities and the discharge of pollutants under the national environmental standards. There will be no such violation of environmental laws as dark smoke emission, odor pollution and discharge of waste water without disposal. Safe and civilized Construction is guaranteed on construction sites. Whenever an emergency happens, it will be dealt with properly in time. Classified waste bins will indicate how different category of waste will be collected, and the Games participants need to follow the instructions. INTRODUCTION TO TIANJIN 1.1 Overview Tianjin is one of the four municipalities directly under the jurisdiction of the Chinese Central Government, with a current permanent population of million, consisting of 16 districts and counties, and occupying a land area of 11,916.9 square kilometers, and with a coastline of 153 kilometers. Eight hours ahead of GMT, Tianjin lies in the center of the Bohai Bay on the western coast of the Pacific Ocean, between Latitude 38 34' ' North and between Longitude ' ' East. It is situated in the northeast of the North Plain in China, about 120 kilometers away from the country s capital city of Beijing. A major access to the sea in north China, Tianjin has throughout history been an important channel of river and sea transport. As early as in the mid-19 th century, it was opened as a trading port, and constant development over the years has made it an important international port and a hub of finance and commerce. The city is conveniently accessible, with well-built facilities for traffic on land, at sea and in the air. Behind, it has a vast hinterland of over two million square kilometers. Externally, it keeps trade contacts with more than 400 harbors of over 180 countries and regions, with a cargo handling capacity exceeding 450 million tons, which ranks the city at the fourth place in the world, and a standard container handling capacity of million, standing at the 11 th place in the world. Tianjin Binhai International Airport is the largest air transport hub in north China and a major freight distributing center in northeast Asia. Representative natural landscapes and places of historical and cultural interests include the scenic spot in Jixian County, the sea-front, the Drum Tower commercial and business street, the Western-style buildings along Wu Da Dao, the Italian-style street, the ancient culture street, the food street, the Tong Luo Wan tourist area in the heart of the city, to name just a few. Tianjin is an economic center undergoing booming development. As far as the past five years are concerned, the city witnessed a growth of over 16% in gross output value year-on-year to exceed 1 trillion yuan, which translated into a per capita value of 13,000 US dollars. The Binhai New Area, where the national strategic opening-up and development program is being fully implemented, is fast growing to be a new power in driving the regional economy. Construction of a more livable and eco-friendly city is proceeding fast, with its unique style taking shape, characterized by a grandeur and glamour in its integration of Chinese and Western elements, and a blend of both ancient and modern. In conformity with its positioning by the central authorities, Tianjin is well on the way to becoming an international port city, an economic center in north China and an eco-friendly community. 1.2 Useful Information Language: Putonghua (Mandarin Chinese) Time: Tianjin is eight hours ahead of GMT.
