1 HAHNDORF RIFLE CLUB Inc (HRC) RULES AND BY-LAWS June 2013 These Rules and By-Laws have been developed in tandem with the June 2013 revise of the HRC Constitution. All previous Rules By-laws are subsumed by this document. The interpretation of these Rules and By-laws shall be determined by the Committee of Management. In these Rules and By-laws masculine includes feminine. Definition of Terms Management Committee (the Committee) collectively, the elected officers responsible for all aspects of the running of HRC. Its composition and powers are in accordance with relevant section/s of the Constitution. Club Officer A member of the Committee, Range Executive or Events Committee. Range Officer (RO) A Range Officer (or Officers) will be appointed by the Management Committee, or a Member thereof, to take full charge of a rifle competition or other organised shoot. The RO is a member of the Range Executive. He has the final say on any matters of safety or shooting conduct at those firing points/targets for which he is responsible. Range Executive A person or persons appointed by the Committee or Member thereof to conduct a competition or other range shoot in accordance with Club Rules and Procedures. The Range Executive is primarily responsible for the observance of range and competition discipline. At a standard Club Competition shoot, the Range Executive will usually simply consist of the Range Officer. Event Committee At an important competition such as the Kingship, an Event Committee will normally be appointed by the Committee of Management and will form the Range Executive on that day. The role of the Events Committee is to ensure the smooth running of the event by problem solving matters that might otherwise distract the RO from his primary range duties. This Committee, or selected members thereof, may also fulfil the role of a Disputes Committee. Disputes Committee At an important competition such as the Kingship, a Disputes Committee will be nominated by the Committee of Management. Their role will be to arbitrate and decide any matters of Competition Rules transgression referred to them by the Range Officer. Competitor (also Shooter ) Any person who takes part in a competition, organised shoot, rifle zeroing activity or other informal shooting practice on the HRC Range. Competition The aggregate of a series of shots or matches approved by the appropriate Club Authority (normally the Committee of Management or a sub-committee acting under their authority). Open Competition A competition shoot organised by HRC whereby members of the public are invited to attend. The Kingship and the Black Powder Invitational are examples of this type of competition. 2 Scorer A person who records the score on the score cards during a shoot. Shoot-Off Additional shots fired after the completion of a competition in order to determine the winner, and, where necessary, place getters. Time Limit Time allowed during which one shot or series of shots may be fired by a competitor, or team, as provided in the relevant competition shooting rules. Standard or Normal Club Shoot A Club shoot where no visitors are expressly invited to attend (unlike Open Invitation events); usually consisting of either a 15 shot 200 yard centre fire competition or a 43 shot rimfire shoot. Handicapper A person appointed by the Committee to maintain Club Member s individual handicaps in accordance with Paragraph 3 of these By-laws. 1. MEMERSHIP 1.1 A full member is a person over the age of 18 years. A junior member is a person over the age of 12 years and, if under the age of 16, will shoot under supervision of a mentor/family member. Further Membership classifications are detailed in the Club Constitution. 1.2 Each member upon joining the club will receive a copy of the constitution, Rules and By-laws of the Club and be conversant with them. 1.3 Full membership of the Hahndorf Rifle club for a financial year will commence from the second regular shoot after the AGM until the start of the first shoot after the AGM of the following year. Half yearly membership will commence from the 1st September until the start of the first shoot after the AGM the following year. Junior membership and fees will be decided by the Committee. 1.4 Should HRC affiliate with a body/club having similar objectives to HRC for the purpose of shooting a competition at HRC participating members of that body/club will be granted ordinary membership of HRC for that day s shoot,with no voting rights nor the opportunity to be elected to the Committee. 2. MEETINGS 2.1 Shooting shall commence at the time to be decided by the Committee. 2.2 One or more qualified RO s shall be appointed at each shoot, and shall be provided with and arm-band, badge or other identifying clothing such as a red safety vest that makes this person readily identifiable to all shooters. The RO must ensure that they are familiar with RO duties. 2.3 Competitors may either fire prone or sitting. Prone shooters must have their rifles supported by their hands and bodies and must not allow any part of the rifle to touch the ground or any other support. Unless in conflict with specific HRC Competition etc Rules, SA Rifle Association rules apply. Sitting competitors must use the box provided and may rest the barrel of their rifle against the side of the post provided for that purpose, but must not touch the post with any other part of the rifle or their body. The only exception to this rule is that a pad approved by the Committee may be fitted to the barrel for resting against the post. HRC By-Laws Revised June 2013 Page 2

3 2.4 In the instance where the firearms have been manufactured with full wood stock and it is impractical for padding to be attached to anything other than the stock, then it will be permitted to attach some form of padding to the stock. This allowance will only apply to commercially manufactured firearms. 2.5 The RO has the final say as to the eligibility of any equipment used by any shooter on on the range on the day. He may be assisted by the Committee in this decision, particularly on open competition days. 2.6 Visitors/Casual Shooters A Visitor is defined as a person attending the range with the intention of participating in the competition of the day. A visitor who is a member of a recognised Australian Rifle Club or who is a member of the SSAA may attend any scheduled shooting match A visitor who is not a member of the SSAA or a recognised Australian Rifle Club may attend a maximum of three scheduled shooting matches per year, after which attendance will be as a casual shooter. This restriction does not include attendance at Open Events (eg. The Kingship) All Visitors must be in possession of a current South Australian Firearms Licence or the Inter-state equivalent thereof WHICH MUST BE SIGHTED BY A CLUB OFFICER. Persons not in possession of such a licence or who cannot produce such a licence will be classified as Casual Shooters for the purposes of Range fees and registration; but will be permitted to take part in the competition shoot of the day should they so wish A Casual Shooter is any person wishing to use the range outside of the Competition of the day: For example to test loads, zero a rifle or simply to enjoy firing a few shots. He may or may not be a member of the SSAA and may or may not have a current SA Firearms Licence or the inter-state equivalent thereof. If a Casual Shooter does not have a current SA Firearms Licence or Interstate-equivalent, or cannot produce same for Club inspection, then, on registering to shoot, they must sign the SAPOL approved Declaration to the effect that they have, or are eligible to obtain, a Firearms Licence All visitors and casual shooters must sign the Club Visitor s Book on arrival at the range. 2.7 In all cases it is the RO who decides if that person can or cannot shoot on the range on that day, although he may access Committee Member advice in exercising this power. Typical of the matters the RO will consider in making this decision will be: registration information, the firearm the person intends to use, the mentoring/coaching support available or deemed necessary and attitude to shooting of the individual. There is no appeal of the RO s decision. Should a person be precluded from shooting by a RO any range fees paid by that person will be refunded. 2.8 Shooters With Disabilities The RO is empowered to make allowances for any competitor who may be suffering from any physical disability. 4 3. CONDUCT OF RANGE SHOOTS AND COMPETITIONS The Committee, or sub committee/s appointed by the Committee will develop Rules and Procedures for the conduct of shoots at HRC Range. In developing these Rules and Procedures guidance should be drawn from the following paragraphs of these By-laws. 4. HANDICAPS 4.1 The Handicapper will declare the shooter s handicap for each match. The exceptions are the Kingship and President's Cup which will be scratch competitions. Normally there will be one handicap prize per match. 4.2 Handicaps will be based on an average of the best three matches of the last five matches, and is the difference between that average and 156 for centrefire and 400 for rimfire. A maximum handicap of 24 applies to centrefire competition and 60 to Rimfire. 4.3 A competitor using the smallest percentage of his handicap to reach a possible score for the match (normally 156 for centrefire or 400 for rimfire) is the winner. If, on the day, no shooter scores a match possible by using 100 percent of their handicap or less, no handicap prize will be presented. 4.4 Should the position of Club Handicapper not be filled, handicaps may be calculated using a Daily Handicap System described in Annex B to these By-laws. 5. MISCELLANEOUS COMPETITION RULES 5.1 If a competitor fires a shot on the wrong target, his/her score will be the lower of the two scores. 5.2 Any competitor who arrives after the first round of shots has been fired will be able to compete at the RO s discretion that may include a limitation on sighters available. 5.3 During Club events, should an off-rifle or handicap event end up with a tied score, a countback will apply to decide positions. This process will not necessarily apply to open or nominated events such as The Kingship. The count-back will start from the last scoring shot fired. 5.4 Perpetual trophy events will gain points from the first regular shoot after the AGM and will cease after the last regular shoot in December. Perpetual trophies will remain the property of HRC and will be returned to the Club by the third Saturday in December in the year in which they were received. 5.5 Scoring for perpetual trophies is as follows: Top of Rifle five points for first, three points for second and one point for third place. In the event of a tie for a position the points for the two positions will be divided equally. The Kingship and President's shoots will not count for points. 5.6 Both the President's Cup and the Birthday Shoot will be Top of Rifle events and open to both aperture and scope shooters. Tied positions will be decided by a shoot off. Handicap prize/s may be awarded at Committee discretion. HRC By-Laws Revised June 2013 Page 4

5 5.7 The Committee will decide the prizes for all competitions. 5.8 A minimum of three shooters are required for a Top of Rifle event to be held. A minimum of four shooters is required before a handicap prize is awarded. 5.9 Any shooter may use any rifle which is approved by the RO, but may use only one rifle per individual competition shoot Telescopic sights are not permitted in events designated for aperture sighted rifles only, nor are aperture sighted rifles to be used in scope sighted events. Where no specific designation exists (for example the standard Club Competition shoots) then both aperture and scope shooters will compete on an equal footing Rifles fitted with open sights will not be permitted on the range unless satisfactory shooter accuracy can be assured The RO may require that a shooter demonstrate satisfactory accuracy by engaging a 50 or 100 yard target before allowing that shooter to engage a 200 yard target Any competitor who misses the target will give a satisfactory explanation to the Range Officer before being permitted to continue. Continued misses will result in that competitor being suspended from the competition by the Range Officer 5.13 The Lessor has been granted permission from the Committee to have the use of the range The Range will not be used by members outside of events arranged by the Committee without the express permission of a Committee office bearer; and also provided that a member of the Committee is present whenever the range is in use Each competitor will be permitted to win only one prize at a shoot except for the Kingship. 6. SHOOTING Centre Fire Competitions. 6.1 Every competitor will use only one rifle for an entire match. Ammunition will be either factory loaded or, in the case of hand- loads, these must be loaded specifically for the rifle in use. Borrowing or procuring hand-loaded ammunition at any time during centre fire matches is strictly prohibited. Factory loaded ammunition of good brand repute may be procured/borrowed during a centre-fire match if approved by the RO and Committee representative/s. 6.2 After firing a shot the competitor must immediately proceed from the booth in a safe manner while the scorer announces the value of the shot; it is the responsibility of the competitor to confirm the value of the shot entered on his/her score sheet. 6.3 Only one competitor at a time will be allowed at each shooting position in the shooting booths unless the RO authorises otherwise. 6.4 Shooting will be conducted by firing in rotation and every shooter will be in position at the post when their turn comes or the shot may be forfeited. 6.5 If a competitor fires a round and simultaneously the target is moved and this is witnessed by the scorer or another competitor, the RO must be notified and with his permission that shot will be forfeited and another taken in its place. 6 6.6 If the bullet leaves the barrel it must be recorded as a shot in the competition unless the RO rules otherwise. 6.7 Normal matches will be decided by the firing twelve scoring shots by each competitor. Each competitor will fire two optional sighters in the first detail, then six consecutive scoring shots. In the second detail the competitor will fire one optional sighter followed by six consecutive scoring shots. All sighters are optional provided that the scoring shots are consecutive. The Committee will have the right to vary the format of any shoot. 6.8 Each competitor will be allowed a MAXIMUM OF TWO MINUTES after his/her name has been called to fire his/her shot and leave the booth or the shot may be forfeited. 6.9 No persons will be permitted to shoot more than one nominated rifle on the day during the competition time except on Kingship Day or other occasion when more than one distinct competition is fired (For example concurrent centrefire and rimfire bench-rest competition) The Committee may set aside any day, for the purpose of testing rifles and/or ammunition as well as other shooting events. 7. SAFETY 7.1 HRC Range Safety Rules are at Annex A to the By-laws and have been framed in accordance with the Safety Rules of the Sporting Shooters Association of Australia South Australia, Inc (SSAA- SA) and the following sub paragraphs. 7.2 While on the range it is the individual s responsibility to wear adequate ear and eye protection 7.3 No firearm will be loaded until the competitor has taken his place at the firing point with the barrel pointing down range and through the safety frame (if shooting from the box). 7.4 At all other times the rifle must be unloaded with the action or breech open. 7.5 During a competition when a rifle is in transit the firearm must be carried with the barrel in a vertical position and the muzzle pointing upwards. 7.6 Prone shooters are exempt from placing the barrel through the safety frame but must comply with relevant the S.A.R.A. Rules (unless these directly conflict with HRC Competition or Safety Rules.). 7.7 The Range will not be used until all the required red danger flags have been displayed 7.8 The use of the 50 yard range is prohibited after the match has commenced unless permission is granted by the RO. 7.9 When Cease Fire is ordered either verbally or by half-masting the targets at the butts, all rifles must be unloaded, inspected by the RO and then removed from the firing line. Once the RO is satisfied that all firearms are safe and removed from the firing line he will then close the range and suspend shooting. HRC By-Laws Revised June 2013 Page 6

7 7.10 Any shooter wishing to go down range for any reason must obtain permission from the RO before they leave, and on their return must again report to the RO. Once the RO has clearly stated that the Range is closed and shooting is concluded for the day, free access to the Range will be allowed Red safety flags are not to be removed from firing booths/ points without the permission of the Range Officer The committee may at its discretion remove any person from the premises who they consider is under the influence of alcohol or drugs or whose actions or manner is offensive Percussion cap or Flintlock rifles firing black powder must be positioned on the same side of the booth as their percussion cap or flintlock, normally on the right hand side unless a left-handed rifle is being used In the event of a hang-fire: Call the RO. At the RO s discretion shooting will be halted and the area cleared. Remain in the shooting position with the muzzle pointing down range without attempting to open the rifle for 60 seconds, and then act on further instructions from the RO. So far as is possible the rifle must be unloaded or discharged before being removed from the booth or other actions taken so as to render the firearm safe In the event of a jammed round: Call the RO. At the RO s discretion shooting will be halted and the area cleared. Remain in the shooting position without attempting to remove the round until instructed to do so by the RO. Under the direction of the RO, make the rifle as safe as possible then remove the rifle to the safety area and there take what action is necessary to render the firearm as safe as possible. Under no circumstances is any attempt to be made to remove a stuck cartridge (as opposed to a stuck cartridge case) from a firearm by hammering from the front with a cleaning rod or equivalent. If the cartridge cannot be removed by breech extraction the firearm must be made as safe as possible and removed from the range for gunsmith attention Smoking in any covered area of the Club premises is prohibited. 8. RANGE/TARGETS 8.1 The specifications of the centre fire target to be used are as follows: A black circle of eight inches diameter on a white background, centred within the black circle is a buiiseye measuring two inches in diameter with a score value of thirteen. 8 value line is a twelve and is situated 1.5 inches from the thirteen value line. The eleven value line is 1.5 inches from the twelve value line. Thereafter all depreciating value lines are black on a white background and are two inches apart to the value of one. 8.2 All centre-fire events are to be shot at the range of two hundred yards unless designated by the Committee. 9. KINGSHIP 9.1 Where the Rules and Bylaws of the Club are inconsistent with the Kingship Rules stated in this paragraph, then this paragraph will prevail. 9.2 The Kingship day is a day of shooting where each competitor will be contesting the King's Prize and after that position is filled the competitors will be divided into two restricted classes as listed below. A competitor is allowed to win only one prize on the day. Class 1: Rifles firing jacketed bullets and smokeless powder. Class 2: Rifles firing cast alloy bullets and black powder. In each restricted class a minimum of four shooters must be registered to allow prizes to be allocated to that class otherwise the Committee will decide what to do with the nomination fees and the prizes allocated to that class. Only one nominated rifle per person will be permitted to shoot in each section. 9.3 Every competitor will have their nomination fees paid before they will be allowed to compete for the Kingship prizes or other prizes allocated to classes of competition shot on the day. 9.4 The Committee is responsible for fixing the King's prize and other prizes for any competitions conducted on the day in parallel with the Kingshoot. The Committee will also set any entrance or other fees. 9.6 The Kingship is open to any qualified person using an approved rifle without magnifying sights. A qualified person is anyone holding a South Australian Firearms Licence - or Interstate equivalent. If a person does not hold a licence, provided that there is no impediment to them obtaining such a licence, they will be accepted as a qualified person, provided they sign the SAPOL recommended Declaration to that effect. 9.7 On the day and before the commencement of the competition no fouling shots where a projectile exits the muzzle will be permitted. 9.8 If more than one competitor scores a possible of 156 they will have the right to install a medal on the belt of medals and there will not be a shoot off for that position a tie will be declared. 9.9 In the event of any tied scores of less than a possible for the Kingship winner the position will be decided by a shoot off, shot for shot. Once all placings of the tied winners have been decided by shoot-off, the Event Committee will decide the remaining prize positions using a count back system. The count back will start with the last shot fired in the competition and work backwards. HRC By-Laws Revised June 2013 Page 8

9 It may be necessary to hold a shoot off for the other competitions shot on the day using the same system should there be tied first-place winners In the event of the present King being involved in a shoot off for the first place, he has the right to decide the order of the shoot off. All other shoot offs will be decided by the toss of a coin Only competitors and Officials of the Club are permitted in the shooting booths during the Kingship Competition If a shot is challenged by a competitor a deposit of $10 may be required to be lodged with the RO and refunded if the challenge is upheld. However, if the range must be closed to view the targets at the rifle butts an additional $40 may be required to be lodged with the RO and will be refunded if the challenge is upheld. If the challenge is dismissed the fees will remain the property of the Club The Belt of Medals is to remain the property of the Hahndorf Rifle Club The Committee decision in any dispute will be final If the RO witnesses, or is informed of a breach of Competition Rules or safety procedures by a competitor, then that competitor will be warned of the breach by the RO if, in the opinion of the RO, the breach is a minor one. For a more serious breach, the RO will suspend the competitor from shooting and immediately confer with the Disputes Committee to determine whether the competitor should be merely warned or disqualified ONE HUNDRED YARD RIFLE SHOOT 10.1 The organising of the.22 Rifle shoots will be at the discretion of the Committee. Handicap procedures are as per Clause 3 of these By-laws. No distinction will be drawn between scoped or aperture competitors for handicap or prize purposes. 11. Standard Shoot Prizes 11.1 Outside of the special competition shoots conducted by HRC, Standard Saturday shoots are normally either 200 yard, 12 scoring shot, centrefire competitions; or 100 yard 40 scoring shot rimfire competitions. Unless otherwise specified, the prizes at such shoots will be a medallion for top of rifle and a Club glass for the handicap winner Once a member has won five bronze medallions he may exchange those for one silver medallion. Once a member has amassed 3 three silver medallions he may exchange those for one gold medallion All bronze and silver medallions remain the property of HRC and must be returned on cessation of membership. Gold medallions remain the property of the winner In addition, should a member shoot a one round possible (78 in centrefire or 100 in rimfire) they are entitled to a silver-inlaid medallion that remains their property. Should a member shoot a competition possible (156 for centrefire or 400 for rimfire) they receive a gold medallion that similarly remains the winner s property. 11 Annex A to HRC By-laws Hahndorf Rifle Club Basic Range Safety Rules In relation to safety matters the Range Officer has total authority on the Range, including the power to expel and person or persons who do not obey Range Rules or who jeopardise the safety of any person on the Range. 1. The onus of carrying out the safety rules of the Club shall rest on all shooters, club members and officials present at the time. 2. All persons on or near the firing line must pay attention to and obey all orders given by the Range Officer/s (RO). An RO must be appointed at all times when there are two or more shooters using the range and must be easily identifiable by the wearing of distinctive clothing, hat or badge. Assistant Range Officer/s (ARO )may also be appointed, will be similarly identified, and have the same authority as the RO. 3. All firearms musty be bagged or cased when moving to or from the car park to the firing line area. 4. On arrival at the range, all persons wishing to fire a firearm on the range must report to the RO, sign the appropriate documentation and pay the appropriate range fees. 5. After reporting to the RO your firearm/s are to be placed in the racks provided with actions open and muzzles pointing upwards 6. All persons on or near the firing line must pay attention to and obey all orders given by the RO. 7. No shooting is permitted unless all red flags are flying as required. 8. No Firearm is to be taken to the firing line without the approval or instruction of the RO. 9. When moving around the range, all firearms must be pointed in the air. They must be unloaded, have the action open and magazine removed. 10. All firearms must be checked and cleared by a person other than the shooter before they are permitted to be taken from the firing line. 11. Before allowing people down range, the RO will ensure that firing booths/points are closed with a string of red safety flags. These flags can only be removed and booths/firing points reopened on order of the RO. 12. No handling of any firearm is permitted on the firing line while there are people downrange. 13. All firearms should be secured adequately while not being used or under the direct control of the owner, RO or delegate. 14. On hearing the command Cease Fire from any person, or if any unexpected interruption to the shooting occur, shooters will immediately unload their firearms and await further instructions. 15. All targets must be placed so that spent projectiles will impact directly into the mound. No shooting at anything which may cause ricochets. 16. Should a hang fire, misfire or other firearm malfunction occur, the shooter must immediately attract the attention of the RO whilst simultaneously ensuring that their HRC By-Laws Revised June 2013 Page 11

12 firearm remains pointed safely down-range. In the case of a hang fire/misfire, rifles must remain safely pointed down range for at least one minute. On the arrival of the RO act on his/her further instructions. 17. No attempt is to be made to remove a stuck live round. The firearm is to be made safe and removed from the line and the range. It should be taken to a gunsmith for the removal of the round. 18. Ear and eye protection should be worn at all times when on or near the firing line. Failure to do so may affect any claim made in regard to an incident where injury might have occurred. 19. In the interest of safety and good public relations, camouflage clothing and thong-style footwear are banned on the firing line. 20. Absolutely no alcohol is permitted within the firing line area. No consumption is to be permitted for any person who is intending to shoot later on the same day. No person who is adversely affected by alcohol or a drug is permitted to be on the Range. Sighting-In Firing Point Additional Safety Rules 1. Only the person with approval from the RO will discharge the firearm. 2. All firearms are to be shot as single shot rifles. Where firearm design makes this difficult, magazine loading may be approved by the range Officer on an individual case basis. 3. All shots must be fired so that they pass under the wooden elevation limiting mantle. 4. Before moving down range to change targets etc, shooters must obtain specific permission to do so from the RO, then report to the RO on their return. Centrefire/Rimfire Competition - Additional Range Safety Rules These Rules reflect or compliment Club By-Laws and/or other Conduct of Competition documents developed under By-Law authority. 1. The RO controls all shooting/safety aspects of a rifle competition and has the power to disqualify any competitor for a breach of rules during matches. 2. Any misfire or accidental discharge that fails to register on the target must be reported to the RO immediately and documented on the score sheet. 3. A Danger Signal or a call of cease fire by a RO or Scorer is indicated by the raising of a red flag above the mantle, holding a target at the half-mast position or all targets at half-mast. The RO shall call cease fire in a loud voice, and it shall be repeated by the Scorers whenever a danger signal is given at the butts or firing points. On seeing/hearing a danger signal competitors will immediately unload and then await further instructions from the RO. Scorers will check that competitors comply. 4. At open competitions, a Range Executive may also be appointed to assist the RO in ensuring observance of discipline and Rules and shall have power to disqualify any competitor for a breach of rules during matches. 5. 13 Centrefire competitions: No person shall load until commanded by the scorer. At all shoots, bullets will be loaded singly. Only the round to be fired will be taken into the booth. Whilst loading and once loaded the rifle muzzle must be pointed in the direction of the target and remain inside the safety enclosure where provided. Prone shooters are exempt from placing the barrel through the safety frame but must comply with relevant the S.A.R.A. Rules. Before leaving the firing point each competitor will open the breach and go through the unloading motion whilst the muzzle is pointed at the target. At all other times the muzzle must be upright and the action open. Rimfire competitions: All firearms are to be shot as single shot rifles. When rifle construction makes this difficult, magazine loading will be permitted on individual approval by the RO. No rifle will be loaded until the competitors have taken their places with their barrels pointed down range, and commanded to do so by the RO. Whilst loading and once loaded the rifle muzzle must be pointed in the direction of the target and remain inside the safety enclosure where provided. Prone shooters are exempt from placing the barrel through the safety frame but must comply with relevant the S.A.R.A. Rules. All competitors will have their actions and magazines cleared, whilst keeping their muzzles pointing upright, by the RO or delegate before leaving the booth. Black Powder Firearms Additional Safety Rules 1. Percussion cap or Flintlock rifles firing black powder must be positioned on the same side of the booth as their percussion cap or flintlock, normally on the right hand side unless a left-handed rifle is being used. 2. Black powder firearms that require continual cleaning, may be stored horizontally on the bench closest to the car park with muzzles pointing into the hillside cut-away. 3. No bulk powder is to be taken to the firing line. All charges must be pre-weighed and individually wrapped for use. Black powder in not to be dispensed from a canister, flask or horn into the firearm. 4. Any bulk black powder brought onto the HRC Range must be stored in the original manufacturer s container. 15 Annex B to HRC By-laws HAHNDORF RIFLE CLUB DAILY or SINGLE SHOOT HANDICAP SYSTEM To be used when a handicap is required and not already in place. 1. The Single Shoot Handicap System 1.1 This handicap system applies to the standard centrefire and rimfire competitions where 12 (centrefire) or 40 (rimfire) scoring rounds are fired. It can be modified to suit other competitions. 1.2 The maximum allowable handicap is 24 for centre fire and 60 for rimfire. 2. Centrefire. 2.1 The score achieved in the first round of 6 scoring shots is subtracted from the possible score for that round (78) and the result doubled. This becomes the member s handicap for that competition shoot on that day. Example: First Round. 12, 13, 10, 10, 11, 10: Total 66; = 12; 12 x 2 = The person who uses the lowest percentage of his handicap to achieve a possible score is the handicap winner on the day. Example: Second Round: 12, 12, 11, 10, 11, 13. Total 69. Total for both rounds: = 135 To achieve the possible of 156, this person requires 21 points from their handicap: = 21 As a percentage of their handicap (24), this works out to be: 21/24 x 100 = 87.5% As stated the person who achieves a possible by using the least percentage of their handicap wins. In the event of a tied percentage, a count-back system is used to determine the winner. 3. Rimfire The Rimfire Handicap system mirrors that of centrefire, except that the handicap is based on the scores received in the second and third rounds of the competition on the day. Example: Second Round score: 88. Third Round score: 90. Handicap for the day is: ( =12) plus ( = 10) or =24 x2 =48. HRC By-Laws Revised June 2013 Page 15
