PLACE AND DATE OF THE EVENT The 2018 Windhoek Motor Club & Friends Total Tara Rally will be held in and around Swakopmund, Usakos, Karibib, Wilhelmsdal, Windhoek, Aris and Omeya on Thursday, 08 November 2018, Friday, 09 November 2018 and Saturday, 10 November DESCRIPTION OF THE EVENT 8.1 Route description: Total distance of the route : Approx. 517 km Total distance of the special stages : Approx. 211 km Number of Days : Number of Legs : Number of Sections : Number of Service Parks : Number of Services : Number of Special stages : Number of Super Special stages : Type of road surface : Gravel & Tar Service parks will be in operation : 9 (No Road service will be allowed, refueling will only be allowed at the Service Parks) 8.2 Fuel: No other fuel then the use of pump fuel, avgas and racing fuels are permitted Competitors are entirely responsible for providing and distributing their own fuel throughout the event. 8.3 Eligible Cars: Vehicle classes shall be in accordance with SSR 28 Art. 2.1: and 2.1.2, i.e.: S Class Class S1: Class S2: Class S3: Class S4: Note: up to 1600cc 1601 cc up to 2000cc 2001cc up to 3000cc above 3000cc To determine the classification of the cars, the following factors will be applied to the engine capacity with a 5% tolerance (All these factors are cumulative on any one car): a) Turbo & Super charged engine 1.4 b) 4X4 driven vehicles 1.4 c) Rotary engines 2.0 5

IMPORTANT TIMES 9.1Final Administrative Checks: Final documentation will be done at the Rally HQ, Swakopmund between 13h00 and 15h00 on 08 November Scrutineering: Scrutineering will be done at the Steckels Toyota, Swakopmund between 13h30 and 15h30 on Thursday 08 November Driver s Briefing: Competitor s final briefing will start at 16h30 on Thursday, 08 November 2018 at the Rally HQ, Swakopmund. NB!!!! Attendance of the Driver s Briefing is compulsory for all Drivers and Navigators. Competitors to sign register at briefing. 9.4 Race: The event will start on Day 1 at 17h00 on Thursday, 08 November 2018 at Bidvest Yard, Swakopmund and the first car will finish Day 1 at 20h06 at the same venue. Day 2 will start at 07h00 on Friday, 09 November 2018 at Bidvest Yard, Swakopmund and the first car will end the last stage at 19h37 at Tony Rust Raceway, Windhoek. Day 3 will start at 10h00 on Saturday, 10 November 2018 at Tony Rust Raceway and the first car will end at 12h37 the same venue. 10. START DETAILS Day 1: The first competing car will leave the Start time control at 17h00. The remaining competitors will leave at 3 (three) minute intervals during day time and 5 minute intervals during night time to allow for a sufficient dust gap. Day 2: The first competing car will leave the Start time control at 07h00. The remaining competitors will leave at 3 (three) minute intervals for the remainder of the event. Day 3: The first competing car will leave the Start time control at 10h00. The remaining competitors at 3 (three) minute intervals for the remainder of the event. 6

8 A re-group will take place for Day 2 and again for Day 3 with starting positions according to the times results of Day 1 for Day 2 and results of Day 2 for Day PRE-START REQUIREMENTS Only competitors who have paid the entry fee and have completed the procedure will be allowed to start. The following will be checked at the final admin checks: 11.1 Current competition licenses or Foreign ASN starting permissions or releases for Entrant, Driver and Codriver Provincial driver s licenses or special dispensations of Drivers and Co-drivers Vehicle registration : NMSF SSR s for Rallies, Part 1, Article Properly completed and signed entry forms, declaration forms and indemnities. ASN stamp of approval and/or VISA for foreign crews If vehicle was checked for eligibility (scrutineered) The start clearance sheet, duly signed by the event secretary and scrutineer, to be handed to the start area IN Marshall The necessary authority to change vehicle and crew, if applicable A completed medical declaration form. 12. RESULTS 12.1 Results will be determined as per SSR Partial provisional results will be posted at the Rally HQ on Thursday and Friday night after the last competitor has finished the day and the scoring completed Provisional results will be posted at the Rally HO on Saturday. 10 November 2018, 17h30 or whenever it become available Subject to protests, the provisional results will become final one hour after the announcement of the provisional results at the same venue The prize giving function will start on Saturday the 10 November 2018 at 19h00 at the Windhoek Country Club Golf Club. 7

ENTRIES 18.1 Opening and closing dates for entries: Entries open on 15 October 2018 at 08h00 and must reach the organizers not later than 01 November 2018 at 17h00, which will be the closing date for the entries Closing date for late entries: Late entries close on 06 November 2018 at 17h00. NB!!!: Late entries are subjected to a levy of N$ and will fall in at the back of the starting list Entry procedure: Entries to be sent to: The Secretary of the Meeting wmc@motorsportnamibia.org NB!!! No entry will be accepted unless submitted on the official entry form, duly completed and signed, accompanied by the appropriate fee / proof of payment. International license holders must provide confirmation of approval to compete from their local Sporting Authority. (refer to GCR125(vii) (a)). 19. Official Documentation i.e.: One set NMSF prescribed documentation (USB stick), All organizer s compulsory advertising decals, One set Subjective Route Notes (Pace Notes) (USB) Road Book (USB), One (USB) video of stages to replace recce run. NB!!!: An electronic version of the Subjective Route Notes (Pace Notes) and route video will be provided on 06 November 2018 when late entries has been closed and payment has been received from the competitor. NB!!!: ORGANISERS DO NOT TAKE RESPONSIBILITY FOR SUBJECTIVE ROUTE NOTES. SUBJECTIVE ROUTE NOTES TO BE STUDIED IN IN CONJUNCTION OF THE ROUTE VIDEO. The Starting Order for Day 1 will be at the discretion of the COC and the Stewards/Art The Starting Order for Day 2 will be based on the classification determined at the finish of the final stage of Day 1. The Starting Order for Day 3 will be based on the classification determined at the finish of the final stage of Day Running of the Super Special Stage: There are 2 x Super Special Stages and 19 x Special Stages in the 2018 Tara Rally. The starting order of a Super Special Stage is entirely at the discretion of the COC and the stewards. (Art ) 24. POST RACE SCRUTINEERING There will be a Parc Ferme in operation at the end of the event. All vehicles to be held in Parc Ferme until the results become final or when the Clerk of the Course deems fit. 10

12 25. TIMING The Rally Time Clocks will be used. An electronic count down will be used to count down the remaining time from 59 seconds as follows: (Refer to SSR 28 Article 19.5) 25.1 Time Recording: It is the onus of the competing crew to ensure that the completed timecard is handed in to the scorer at the following Service Parks: (Refer to SSR 28 Article 8.4, 17 and 20) Day 1: Hand in at marshal when entering Service Park B. Day 2: Hand in at marshal when entering Service Park D (Sukses). Day 2: Hand in at marshal when entering Service Park H (Wilhelmstal). Day 2: Hand in at marshal when entering Service Park J (Tony Rust). Day 3: Hand in at marshal when entering Service Park L (Tony Rust) Unrealistic time Refer to SSR 28 Article START SIGNALS Refer to SSR 28 Art FALSE STARTS Refer to SSR 28 Art CREW CHANGES Refer to GCR 104 (vii) 29. IDENTIFICATION AND PUBLICITY 30.1 Competitors must supply their own competition numbers complying with prescribed specifications in the NMSF Handbook SSR s for rallying The organizers will provide advertising material provided by the sponsors and must be placed in the position as described by the organizers. (See attached Diagram) Any competitors not displaying advertising material provided by the organizers for the duration of the event will forfeit any trophies and prize money. 31. JUDGES OF FACT Refer GCR 163 &

13 32. SCRUTINEERING Scrutineering will be done at the Rally HQ, Swakopmund on Thursday, 08 November 2018 from 13h30 till 15h30, with special attention to GCR 239 (Safety Apparel & Equipment). 33. GENERAL OBLIGATIONS 33.1 Holding Areas and Time Controls: Refer SSR 28 Art A HOLDING AREA will be in operation at the start of the event. All vehicles to be in the START HOLDING AREA 10 minutes after their scrutineering time and not later than 16H00 on Friday, 08 November 2018 at the Bidvest Yard At the time controls at the end of a leg or the end of the event crews may check-in in advance without incurring any penalty. However, the time entered on the time card will be the scheduled time of the rally, not the actual time Penalties / Exclusions: Refer SSR s 21, 22 & 28 Art. 18 & 19 and SSR Failure to present a car by 16h00 at the Start Holding Area will result in a penalty of 10 seconds per minute or fraction of a minute. Except in the case of Force Majeure duly recognized by the Stewards of the Meeting Any car not present by 16h30 will not be permitted to start. (refer SSR 16.3) 33.3 Service Parks / Vehicles: There will be 12 (twelve) Service Parks in operation for the duration of the event, namely: Service A Bidvest Yard Service B Bidvest Yard Service C Arandis Service D Sukses Service E Usakos Service F B2 Total Station Karibib Service G Wilhemlstal Service H Wilhelmstal Service I Tony Rust Service J Tony Rust Service K Aris Service L Tony Rust For times and location of services see Itinerary / Program of the Event. 12

14 Servicing of competing cars may only be carried out by service vehicles displaying the event SERVICE decals. Roadside assistance will NOT be allowed. Servicing and refueling will be limited to service parks for safety reasons The use of tarpaulins is compulsory in service parks during service Special attention should be given to the following with regard to service park timing: The time clocked at Service B IN will be the end of Day 1 time The time clocked at Service J IN will be the end of Day 2 time The time clocked at Park Ferme (Tony Rust) IN will be the end of Day 3 time and the end of the rally Cars may not be removed from the overnight Service Parks or Park Ferme at the end of the rally without the consent of the COC Medical & Safety There will only be a control marshall at the following Service Parks to take your time card: Day 1: Service Park B Bidvest Yard Day 2: Service Park D Sukses Service Park H Wilhelmstal Service Park J Tony Rust Day 3: Service Park L Tony Rust Service times are included in the ideal times of the Liaison Sections The telephone numbers of the hospitals / emergency services in the areas that will be covered by the event will be included in the safety plan included in the final documentation pack Indemnity In exchange for being able to attend or participate in the event, entrants agree: To release NMSF, FIA, promotors, sponsor organizations, land owners and lessees, organizers of the event, officials, representatives and agents from all liability for any death, personal injury, psychological trauma, loss or damage howsoever arising from their participation in or attendance at the event, except to the extent prohibited by law; to attend or participate in the event at own risk. 13

15 33.6 Insurance Cover Included in the entry fees are cover for competitors/crew members for Public Liability under a master policy held by the Namibian Motor Sport Federation for an amount of N$1 million, for the entire event (including scrutineering) until the posting of the final results, or prior retirement subject to policy terms and conditions. In the event of a competitor causing damage to property the excess is payable by the entrant/competitor. NMSF Policy No.: K (Excess amount: N$10,000.00). 34 GENERAL 34.1 The use of slick, studded or spiked tyres are prohibited The Clerk of the Course reserves the right to close up the field at the start of each stage, if necessary Tool bag: Refer to SSR 28 Article Underbody protection is permitted Lighting Additional forward-facing headlamps may be fitted in accordance with Appendix J of the International Sporting Code (maximum of 8 including original headlamps). The centers of additional forward-facing headlamps must be below the horizontal plane of the lowest point of the windscreen Windows The use of silvered or tinted film complying with article 253, Item 11 Appendix J is authorized on the side and rear windows. 35 ALCOHOL CONSUMPTION: A NO TOLERANCE policy is maintained with regard to alcohol consumption by anyone present in the pit area. This includes mechanics, crew, representatives, supporters, family and the friends. The competitor, or in the case of a minor, his/her representative, shall be responsible for the people in their pit area. If anyone is caught consuming alcohol or being under the influence of alcohol in the pit area, it may result in immediate disqualification of the rider/competitor. This will apply even if you have finished the event. There may be a breathalyser present at the event and breath alcohol tests may be conducted in a random fashion by the Chief Medical Officer at the discretion of the Clerk of the Course. The Clerk of the Course may also have any individual rider, competitor, crew member and representative suspected of being under the influence of alcohol, tested by the CMO. 14

17 APPENDIX I : COMPETITION NUMBERS & ADVERTISING Rally Plates and Competition Numbers Competitors entered in the Club Rally Championship must provide their own permanent door panels and numbers. The rear window rally plate shall be a transparent area 28 cm x 15 cm. For safety monitoring purposes this must be placed at the top of the rear window, clearly visible at eye level from behind the vehicle. Advertising Advertising is permitted on the car, including the roof. Advertising on the windows is prohibited with the exception of a maximum 15 cm high strip on the upper part of the windscreen and rear window. Competitors who accept the Organizers optional advertising must reserve three areas on the vehicle: A1 A2 A3 : One area 15 cm x 20 cm on each of the front doors. : An area 15 cm x 20 cm on the bonnet of each car. : Upper part of front windscreen. The advertising should be as follows: 16
