1 U15 SCHOOL GAMES NETBALL 2018 COMPETITION REGULATIONS 1. OVERVIEW 1.1. The U15 School Games Netball Competition (hereafter called School Games Netball ) is a competition managed by England Netball, as the governing body for Netball in England, as part of the wider School Games National Finals, managed by the Youth Sport Trust These regulations set out the Rules and Protocols upon which School Games Netball should be run It is the responsibility of all Team Managers and Coaches, not England Netball, to ensure that all players and relevant parties within the team are fully conversant with these regulations. 2. AIM OF SCHOOL GAMES NETBALL 2.1. The aim of the School Games Netball is to enable high performance U15 athletes to compete against each other to determine a competition winner whilst developing the appropriate skills and experience in a performance environment, required to perform at international level as well as benefiting from the wider benefits the School Games multi-sport event environment will bring as well 2.2. A fundamental principle of the School Games Netball competition is to work in collaboration for the betterment of the athletes involved. Decisions will be taken in the first instance to ensure an open, fair and transparent competition, but the secondary criteria will be the betterment of the athletes involved in the competition 3. SCHOOL GAMES NETBALL COMPETITION ORGANISATION 3.1. Except where stated within these regulations, England Netball s Chief Executive Officer will normally delegate authority for the management and administration of the Tournament to the Competition and Events Manager The Competition and Events Manager and other staff and volunteers shall organise, manage and administer the School Games Netball competition, in line with the wider School Games event managed by the Youth Sport Trust 3.3. The Competition and Events Manager will appoint Competition Referees who will have the authority and jurisdiction to make decisions on any matters arising throughout School Games Netball, including, but not limited to: Altering or amending the playing schedule as necessary; Determining if teams and/or players are in breach of these Regulations and imposing an appropriate penalty (including but not limited to disqualification of any individual or team); Upholding the decision by any medical advisor, including but not limited to School Games doctor or physiotherapist, regarding the participation of a player and whether they are able to; A) Start the match Or B) Continue to play

2 Determining the action to be taken if a player is suspended from a game, or ordered to leave the court and take no further part in the game; Adjudicating instances of unsportsmanlike behaviour including instances of teams predetermining the outcome of a match; Any matter not covered by the Regulations The Competition Referees may consult with additional people to assist with the above, but the final decision and accountability will lie with the Competition Referees. 4. COMPETITION STRUCTURE 4.1. The Competition will be spilt into four stages. Stages 1 and 2 is four (4) groups of three (3) teams in a single round robin format. Final standings from Stage 1 will then determine which group each team plays in Stage 2, and final standings from Stage 2 will then determine which group each team plays in Stage Stage 3 is three (3) groups of four (4) teams in a single round robin format. Final standings from Stage 3 will then determine which final placing game in Stage 4 each team will play Stage 4 are final placing matches to determine the final standings for each team within the competition The winner of the Final will be declared the School Games Netball champion 5. TEAM ELIGIBILITY AND PERSONNEL 5.1. Team membership of the School Games Netball 2018 shall consist of: The Eight English Netball Superleague teams Invited teams from Yorkshire Netball and London Pulse Home nations squads from Netball Northern Ireland and Netball Scotland 5.2. By entering a team in School Games Netball, teams/lead organisations agree that: They will abide by these regulations They are able and willing to fulfil the costs and commitments of participation in School Games Netball They follow all guidelines and procedures put in place by the Youth Sport Trust and the event organisers for all aspects of the event, including but not limited to transport, accommodation, accreditation, safeguarding, catering and any other operational matters 5.3. In order to participate in School Games Netball, the squad and Team Officials must: Be affiliated to the relevant Netball Governing Body. For English based teams, the appropriate affiliation fee must be received by England Netball s Head Office (Membership Services) not less than four days before the deadline for the appropriate Team Registration Sheet specified in and be in receipt of a valid membership card for the appropriate season before the affiliation will be considered complete Have a maximum squad size of Submit a Team Registration Sheet with a maximum of 12 players (and 3 reserves) to the Competition and Events Officer at England Netball s Head Office by 5pm on Sunday 15 th July 2018 and also via the School Games Registration System, within the same timescales No changes may be made to the Team Registration Sheet once the Team Manager has submitted the form. Except for in exceptional circumstances (e.g. injury), which must be sent through to the Competition and Events Manager and via the School Games Change System. These changes must be made from the named reserves on the School Games Team Registration Sheet.

3 Ensure that all players must be under the age of fifteen (15) years old as at 11.59pm on 31st August Anyone under the age of thirteen (13) as at 11.59pm on 31st August 2017 must complete an age branding form and submit it alongside the Team Registration Sheet The nominated School Games Head Coach must hold a current UKCC Level 2 Qualification. The team must provide proof of the qualification alongside the Team Registration Sheet Have up to four (4) Team Officials. These will include a Head Coach, Primary Carer and a Team Manager The Team Manager s responsibilities are: To manage and co-ordinate all pre-games athlete and team staff requirements including selections, data input into the Games Database System (this includes confirming information from team members (e.g. dietary requirements), transport arrangements, and kit ordering and distribution To effectively manage all athletes and team staff to ensure a high quality athlete experience throughout To be in loco-parentis for all athletes in the team throughout the 2018 School Games, including both field of play and non field of play areas To manage athlete and team staff discipline in accordance with the Codes of Conduct and any other agreed protocols within the sport/team To manage all communication flows between the NGB, Single Point of Contact, team staff and athletes To work in partnership with the Safeguarding Manager, Co-ordinator and Officers to ensure the safety and well-being of athletes and team staff at all times To work in partnership with other Team Managers and team staff within the sport to ensure coherence between individual, team and sport plans at the 2018 School Games To read and be familiar with the Games Services Manual and Safeguarding Plan To be familiar with UK Anti-Doping Policies and testing procedures To work professionally to ensure a meaningful experience for a Team Attaché if one is assigned to the team The Primary Carer: Must be qualified to diagnose and treat injury or illness (for example, doctor or physiotherapist) with a minimum qualification of a first aid certificate. Must wear identification as specified by England Netball. Is permitted to access the court during a stoppage for injury/illness of a player or blood issues. Must advise the Umpires if in their professional opinion a player is too ill/injured to be removed from the court within 30 seconds and/or if assistance is required. Teams must provide evidence of the relevant qualification for their primary care person alongside the Team Registration Sheet The Team Officials and up to five (5) players not on court shall constitute the Team Bench Team Bench may coach while play is in progress provided they are positioned at their Team Bench. Coaching is also allowed during intervals refer to INF Rules The first listed team on the fixture schedule will use the Team Bench positioned to the right of the Technical Officials table as you look out onto court, unless other wised agreed with the Competition Referees.

4 Each participating team is responsible for conducting satisfactory disclosure and barring services searches for each Team Official prior to their appointment and is further responsible for complying with the England Netball and School Games Safeguarding Policies England Netball recommends that individuals (Player, Coach, Umpire) if pregnant should only participate with approval from their doctor and in accordance with any guidelines issued by itself. The England Netball Personal Accident cover excludes any loss or expense due to pregnancy, childbirth, miscarriage or any consequence thereof. However if for example, a member who is pregnant is involved in an accident not related to the pregnancy, subject to the conditions of the policy, the relevant benefits would be payable. However if any situation (such as hospitalisation) was prolonged as a direct result of pregnancy, pregnancy complications or even early childbirth, then this portion of any claim is not covered. 6. MATCH REGULATIONS All matches shall be played to the International Netball Federation Rules of the Game currently in force in England at the time, except where specific regulations may apply. 6.1 Match Timings All Matches shall be thirty-two (32) minutes in duration (that is, four (4) quarters of eight (8) minutes each), with a three (3) minute half time period, intervals of one (1) minute at quarter and threequarter time and three (3) minutes between the end of the previous game and the warm up period for the next scheduled match. A warm up period of ten (10) minutes will be provided on the competition court to both teams ahead of the next Match Central timing will be used and will normally be sounded by a hooter, but Matches will start and finish on the Umpires whistle The Central Timekeeper will commence timing when the Match is started by the hooter The Central Timekeeper will signal (either by hooter or by electronic umpire device) to the Umpire whose whistle shall end each quarter Play will be stopped when instructed by the Umpire who shall blow the whistle to stop play. To restart play the Umpire shall signal and blow the whistle for play to be resumed The hooter will sound at the beginning and end of an interval A warning will be given before play is due to commence two (2) minutes prior to the start of each match and then thirty (30) seconds for the teams to take court before the start of each quarter Umpires must ensure that: a) Before the start of each Match the two Captains have tossed for centre pass, and informed the Umpires and Technical Officials of the result;. b) All Teams are on court, in position and ready to play, at the scheduled time in accordance with the playing schedule and the Central Timekeeper; c) No Team starts a Match with less than five (5) Players on court Any Team not on court as detailed in accordance with a) to c) above will concede the Match. Zero (0) points will be awarded to the Team conceding the Match and match points for a win (5) will be awarded to the Team on court, in position and ready to play at the correct time. The Umpires must record on the Scoresheet the name and arrival time of the Team which arrived late. 6.2 Substitutes and Team Changes

5 6.2.1 During the quarter time, half time and three-quarter time intervals, substitutions/team changes may be made by both Teams providing they take place immediately Only injured or ill Players may be substituted during a Match owing to the shorted games time. No other changes may be made during a Match by either side No extra time will be allowed for injury or illness, or for any substitution made as a result of it. 6.3 Injuries and Accidents Play may be stopped if the Umpires deem it necessary due to the injury or illness of a Player Team Officials are required to take great care in moving an injured player or ill player from the court Should a Team Official / Medical staff feel that an injury is critical (e.g. to a head, neck or back) and that the injured Player should not be moved without the assistance of Medical Staff, then the Umpires should note the time lost during treatment and report to the Competition Referee who will adjudicate In the event that a Match is abandoned for any reason, for example because of serious injury, the result of that Match will be determined by the Competition Referee, having regard to the score at the time at which play was suspended. 6.4 Match Officials (Umpires) England Netball will appoint Match Officials centrally for all Matches. All of whom will be registered through the School Games Registration System In the event that an Umpire fails to arrive, or is injured or taken ill during a match, the following procedure will be applied: a) The Competition Referees must be informed immediately; b) England Netball s Officiating Manager will appoint a replacement umpire for the Match. 6.5 Technical Officials The Technical Officials are the Scorers. Two (2) Scorers shall constitute the Technical Officials Bench. As all matches will be centrally timed, no Timekeepers will be required Scorers will be required for all fixtures and will be centrally appointed by England Netball. 6.6 Kit and equipment Teams are responsible for providing their own playing kit and the colours of this must be declared alongside the Team Registration Sheet Teams must carry an alternative set of playing kit and bibs for use where a clash of colours occurs. It is the Team Manager s responsibility to identify any potential clash. Where a clash of colours is identified, Team captains shall arrange to toss a coin to decide who shall wear their alternative kit Spare kit must be provided by each team and be readily available during a Match, for example, to replace blood-stained clothing A match ball will be provided by School Games, and this ball should be used for all Matches during the Competition 6.7 Scoring The Competition tables for Stages 1 to 3 of the Competition (excluding the placing Matches in Stage 4) will be compiled on the basis of the points awarded to each team.

6 6.7.2 Teams will be awarded league points as follows: a) Three (3) points for a win; b) One (1) point for a draw; c) Zero (0) points for a loss Where Teams are level on points within Stages 1 to 3 of the Competition: a) Goal Average shall be used to determine their relative positions, i.e., the Team with the higher average score over the course of the competition stage shall take precedence b) In the event that Goal Average does not differentiate between the Teams, then Goal Difference shall be applied, i.e., precedence shall be given to the Team with the greater difference between goals scored and goals conceded c) In the event that Goal Difference does not differentiate between the Teams, then the result of the group Match(es) between the Teams will be the decider, based on the points awarded d) In the event that the group Match(es) result does not differentiate between the Teams, then the Team with the greatest number of goals scored shall take precedence e) In the event that neither Goal Average nor Goal Difference nor the group Match result nor goals scored can differentiate between the Teams, the winner will be decided by a playoff game(s), the format of which shall be determined by the Competition Referee. Note - Where one of the Teams has its Goal Average, Goal Difference or total number of goals scored affected by conceded fixtures, then all goals scored by and against conceding team(s) in all fixtures shall be omitted from the calculations of the Teams level on points. Except where one of the Teams level on points is the conceding team, at which point they assume a goal average of 0 and will be the lowest ranked Team of those level on points In Stage 4 of the Competition, the following will apply if there is a draw at full time: a) There will be extra time of two (2) minutes each way; b) Teams change ends immediately after full time, and the centre pass is taken by the Team entitled to the next centre pass c) The Teams will change over at half time without a break; d) In the event of a draw after the full period of extra time, play will continue without a break, until the next goal is scored, whereupon the Team which scores that goal will be the winners. 6.8 Registration of Results Scoresheets must be checked and signed by the Scorer(s) and both Captains. Once the official Scoresheets have been signed no dispute can be logged, unless it is marked Under Protest in accordance with If there is disagreement in relation to the final score, the procedure outlined in Section 7 (Competition Complaints Procedure) should be followed It is the responsibility of the winning Team Captain or Team Manager to take both Scoresheets to the Event Office after they have been signed by both Scorers and Team Captains In the event of a draw, the Team Captain or a Team Official from each Team will take responsibility for taking a Scoresheet to the Event Office. 7. COMPETITION COMPLAINTS PROCEDURE 7.1. On the Competition Day, all queries and complaints (a Complaint) should be directed to the Competition Referee in the first instance. These will be dealt with as follows: Where the Complaint relates to the competition format or management, including (but not limited to) the schedule, the opposing team, playing surface or other playing arrangements, a protest must

7 be made, before the start of the match (or as soon as possible after the issue becomes apparent during the match) to the Competition Referees by the relevant Team or Technical Official. The Complaint must then be acknowledged by the Competition Referees who will decide what action should be taken; or Where the Complaint relates to the playing of a match, the scoring, and/or its result, the relevant Team or Match Official, must do the following: Inform their opponents and the umpires of their complaint; Mark the score card with the words Under Protest ; Take the marked score card to the Competition Referees, straight after the match; Explain the issue in full to the Competition Referees; and the Competition Referees will decide what action should be taken The Competition Referee decision in relation to decisions taken under clauses or is binding. Parties to the complaint shall have the right to appeal the decision under Section 9 below. 8. APPEAL OF COMPETITION REFEREE SDECISION 8.1. A party to a Complaint submitted under Sections or shall have the right to appeal a decision made by the Competition Referees in relation to that Complaint on the sole condition that; The decision has a potential impact on a match result, a league table, or the outcome of the Competition; AND there has been a failure by the Competition Referees to follow these Regulations or the Competition Referees reached a decision on the basis of an error of fact. These are the only grounds of appeal and any appeal must be submitted in accordance with the appeals process set out within this Section. An appeal should be forwarded in writing from the Teams Nominated Head Coach of the objecting party to the Competition and Events Delivery Manager within seventy-two (72) hours of the match concluding The appeal shall be accompanied by a cheque for 100 which shall be returned if the appeal is upheld or if there are any other extenuating circumstances. The Competition Appeal committee (CAC) will decide whether the extenuating circumstance warrant the cheque being returned The Competition and Events Delivery Manager will establish CAC which will consist of individuals that are independent of the Competition; one of whom will be appointed as the Chair. For England Netball, this will usually but not exclusively be three members of staff The Chair of the CAC will give notice the appeal to the opposing team and any other team that they believe could be impacted by the outcome of the appeal. These teams will be permitted 72 hours, from the date they receive the appeal from the CAC, to submit any evidence or submission that they wish the CAC to consider All submissions and evidence must be submitted in writing. No parties involved in the appeal, including the appellant, will be able to make a verbal representation to the CAC The CAC shall meet and conclude the matter within 72 hours of receiving the evidence and submissions.

8 8.7. The CAC will immediately notify all the parties who presented submissions and evidence of their decision and any penalties imposed. The CAC shall have the discretion to publish the decision through whatever media it considers appropriate The CAC shall have the power of England Netball to make all decisions and impose any penalties (including but not limited to, reprimands, the deduction of points, fines, suspensions and expulsions from the Competition) relating to the appeal The decisions of the CAC shall be considered to be the decisions of England Netball and shall be final and binding on all participants in the Competition. For the avoidance of doubt, there shall be no further right of appeal under England Netball s Disciplinary Procedures Manual or otherwise The Procedures in this Section 11 shall be governed by the Arbitration Act 1996 and amounts to a binding arbitration agreement for the purposes of Section 6 of that Act. The seat of the arbitration shall be England If the circumstances require a decision to be taken sooner than permitted by this Section 8, and all parties to the appeal agree, the timetable with which an appeal is raised, submissions made and the decision taken can be shorter than the 72 hours stated in this Section. In such cases the CAC shall issue a revised timetable which shall be binding on all parties. 9. MISCELLANEOUS PROVISOS 9.1. England Netball will not be liable to any person, whether in contract, tort (including negligence) or otherwise for any direct or indirect loss or injury of any nature, howsoever caused and howsoever arising from the matters covered by these Regulations, provided that nothing in these Regulations excludes or restricts England Netball s liability for any personal loss or injury caused by England Netball s own negligence, the negligence of its employees, or for fraud If any of these Regulations are held by any competent authority to be invalid or unenforceable, the remainder of the Regulations shall not be affected thereby These Regulations shall be governed by and interpreted in accordance with English law Any questions regarding these Regulations can be addressed to: Competition and Events Manager, England Netball, SportsPark, 3 Oakwood Drive, Loughborough, LE11 3QF 9.5. England Netball reserves the right to amend these Regulations each year in advance of the Competition and such amendments will take effect from the first date of publication of the completed amended procedure on the England Netball website All teams are required to follow the agreed processes and procedures laid out by School Games for accommodation, transport and travel, which will be communicated to Team Manager.

9 Definitions Competition Appeals Committee (CAC) means a body of up to three (3) individuals who are independent of and not connected to the Competition that will hear an appeal or a group of appeal(s) on the Competition Referee s decision as set out in section 8. Competition Referee means the individual appointed by England Netball with all necessary authority and jurisdiction to make decisions on any matters arising during the Competition Day as set out in 4.2. Competition Referee Log Book means a record of any incidents, disciplinary matters, changes to schedule or complaints that arise on the Competition Day and are passed onto the LOC, templates for these documents are available at England Netball Head Office means the registered offices of England Netball which currently are England Netball, SportsPark, 3 Oakwood Drive, Loughborough, LE11 3QF. The address is CompEvents@englandnetball.co.uk Match means an individual game of Netball played, in accordance to 6, forming part of School Games Netball (Players) Not on court means the players listed on the Team Registration Sheet that are not, at that present time playing in the Match Player means an individual listed on the School Games Team Registration Form who may from time to time participate in a Match. Squad means the 12 Players listed on the School Games Tournament Team Registration from which a Team may be selected. Teams means up to seven (7) Players actively participating in a Match at a given moment. Team Officials mean the individuals (up to four (4)) that are listed on the Team Registration Sheet and include the Head Coach, Team Manager and at least one (1) primary care person.
