1 General information regarding policies and procedures can be obtained in the Recreational Sports office, located at the Student Life Center, Room 1201 or online at REGISTRATION: Captains must submit completed entry forms online via the Event Registration & Free Agents page on the Intramural Sports website by Wednesday, January 31 st no later than 3:00 p.m. Additionally, at least one listed member of each team must attend the mandatory captain s meeting on Wednesday, January 31 st at 3:30 p.m. in the Student Life Center, Room Teams who do not send a representative to attend this meeting must pay a $15.00 fee before they are scheduled for competition. COMPETITION: All players must present a current, valid SUNY Cortland Photo I.D. card prior to each game in order to participate. Competition will be offered on two levels: All-School (highly competitive) and Recreational (just for fun). Recreational Sports reserves the right to move a team up to the All-School division if their performance against other teams indicates that they are an All-School caliber team. ROSTER: A minimum of 5 3m/2f or vice-versa and a maximum of 12 players will be allowed on the roster. Up to 7 individuals of either gender may be allowed on the roster, but the maximum number of participants shall still be 12. Individuals may participate on more than one team according to the one-night waiver rule (see below). Members of the varsity and club soccer teams are ineligible to participate in this league. The Drop/Add deadline for this league is Monday, March 5 th. ONE-NIGHT WAIVERS: Team captains can elect to add any eligible SUNY Cortland student, faculty or staff member to their team immediately prior to the start of any league game, regardless of their roster status with the team or any other team in the league. Team captains must work with the individual to complete the waiver request form and the individual must present a current, valid SUNY Cortland photo I.D. card prior to participation. The following restrictions apply: Only one non-roster individual may be added to a team per night. That individual may participate in all scheduled games for that team on the night the waiver is completed. Each individual may only participate on one additional team per night of competition. One-night waivers do not affect the roster status of the individual. Captains who wish to make changes to their rosters must still do so using the regular drop/add procedure. Teams may only add players if existing team members are not present at game time OR if a team has empty spots on their roster (of the required gender, where applicable). Once a game has started, all late players may only sign in if the maximum number of players allowed on the roster (and/or gender, where applicable) has not been reached. Players must be in compliance with all existing eligibility restrictions in order to be added to a team. Players are only allowed to use one-night waivers during the designated drop/add period. At the conclusion of the drop/add period, individuals will be locked onto whatever roster they are listed on. LOCATION: MAC Court, Student Life Center. RULES: A complete rules section is included in this packet. UNIFORMS: Uniforms are required to participate in this league. A legal uniform consists of numbered T-shirts or jerseys. Numbers on the front of the shirt must be at least 4 high. Numbers on the back of the shirt must be at least 6 high. Numbers may only be screen printed or ironed onto the shirt. Each member must have a different number. Team members must wear the same color shirt. Companies that you can order shirts from (generally $7-$12 each): Graph-Tex, Bernard s Custom Logo, Plan ahead. You must have proper uniforms for all games (even the first one). It takes approximately one week to receive an order. If you choose not to purchase jerseys or if you are waiting for your order, a limited number of jerseys are available for rent at $1.00 each per day at the Equipment Checkout Desk in the Student Life Center. NO REFUNDS on jerseys, for forfeits or any other reason.

2 EQUIPMENT: All soccer equipment will be provided by Recreational Sports. Participants are responsible for personal equipment. Shin guards are not required, but are strongly recommended. Please review the rules section of this packet for more information regarding equipment. AWARDS: Championship T-shirts will be provided for the winners of the All-School and Recreational divisions. SCHEDULES: Teams will only be officially scheduled to play in one game per week. If teams wish to participate in additional games, there are two options available: using the open games feature on the Event Registration and Free Agents page; or following the instructions in the opt-in s captains receive every Tuesday during the regular season. Each option will be explained in further detail at the captain s meeting. Schedules are posted on Fridays by 2:00 p.m. on the Intramural Sports website online at Participants will also receive a reminder on the business day prior to each scheduled game, when possible. These reminders are a courtesy, and participants should not rely on the reminder s as the first notification of a scheduled game. It is solely the responsibility of the participants to find out when they are scheduled to compete. The schedule will consist of several weeks of round-robin play, followed (in most cases) by a single-elimination tournament for each level of competition to determine champions. All teams that maintain at least a 2.5 overall sportsmanship rating average during the regular season (see below) and that have played the minimum number of games required will qualify for playoffs. For this league, the minimum number of games to be played in order to qualify for post-season competition is 4. ASSUMPTION OF RISK: Inherent risks are associated with every recreational activity. Participants assume these risks when they agree to participate. All participants are strongly advised to secure health insurance coverage and to visit their physician for a physical examination prior to registration or participation. SPORTSMANSHIP RATING SYSTEM: At the conclusion of each contest, the officials and scorekeeper will assign a score to each team based on the behavior, actions, and attitudes exhibited during the course of play. In all cases, Intramural Sports Supervisors and the Intramural Sports staff may provide input which could raise or lower an assigned rating. Captains must acknowledge their team s rating by signing the score sheet before exiting the contest venue. Teams may also view their sportsmanship ratings in the intramural sports office during regular business hours or online by visiting the Team Schedules page on the intramural sports website. Behavior before, during, and after an intramural contest will be factored into each team s rating. It is the responsibility of the team captain to inform his/her teammates and spectators about the rating system. Ratings will be given in whole numbers on a scale of 0-4. Teams must maintain a minimum 2.5 rating in order to qualify for post-season competition. Teams must also maintain this rating during playoffs in order to advance. For full details about the Sportsmanship Rating System, please visit the Intramural Sports page on the Recreational Sports website. FORFEIT/CANCELLATION POLICY: Cancellations and forfeits are considered events. Any combination of 2 events shall result in the cancellation of all future scheduled games and immediate removal of a team from the league. Rescheduling for this activity will not be allowed. If teams wish to cancel a scheduled game they must provide at least 24 hours business notice (i.e., by 5 p.m. on the weekday prior to the scheduled competition) to the intramural sports office in person or via /voic . The cancellation will be counted as the team s first event, no fine will be issued, and the team will remain eligible for continued participation in the league. Participation in this league is free of charge. However, by registering for this league, team captains must understand that a fine will be assessed to his/her account following the forfeiture of an intramural sports contest without following the cancellation procedure described above. The amount of the fine shall be equal to the wages paid to our intramural employees for the time of the forfeited game. For this league, the fine is $ Fines are mandatory and shall be enforced by way of putting the team captain s records on hold until the fee is paid. Forfeit fines can be paid by cash or check only in the Recreational Sports office in Room 1201 of the Student Life Center. Upon payment, teams will be given the option of continuing to participate in

3 the league or removing their team from further competition. Should the team elect the continue participating in the league, the team captain assumes the risk for an additional fine if his/her team forfeits again. For teams who do wish to continue in the league, the forfeit fine must be paid by 1:00 p.m. on the day before the next scheduled game, or that game will be offered to other teams and your team will be dropped from further competition until the forfeit fine has been paid. Teams paying forfeit fines after 1 p.m. on Thursdays will not be guaranteed a scheduled competition during the following week of play. During playoffs, forfeit fines will not be assessed to teams who are scheduled for games outside of their indicated team availability. Lastly, teams who wish to request to not be scheduled on one or more specific days to avoid known conflicts must submit the request to Recreational Sports by Wednesday of the week before the date of the request. Please keep in mind that our weekly schedules run from Monday through the following Sunday. Recreational Sports will accommodate all requests received in a timely manner, but we respectfully ask that teams keep their availability up to date. Changes to team availability may be made in the Recreational Sports office during regular business hours. GRACE PERIOD: Please note that game time is forfeit time. However, in an effort to reduce the number of forfeited competitions and to accommodate the busy schedules of our students, Recreational Sports will be implementing the following policy for weekly scheduled league competitions: If the minimum number of participants are not present and ready to participate at the time of their scheduled competition, the game clock will be started and the late team will be given a 3-minute grace period to arrive. Of course, all team members must then check in with the scorekeeper and the captains meeting must be held before play can begin. The game clock shall not stop during this process and extra time shall not be added to the game clock to make up for lost time. If the minimum number of participants has still not arrived by the end of the 3-minute grace period, the contest shall be declared a forfeit and the aforementioned forfeit fine will be assessed to the team captain. Recreational Sports respectfully asks that teams do not take advantage of this grace period and instead arrive at least 5 minutes before the scheduled time of competition.

4 SUNY Cortland Intramural Sports Co-Rec Intramural Indoor Soccer Rules Players Teams may field 5 players (goalie and 4 out) which must consist of a minimum of 2 female players at all times. Teams may start with 4 players (must be two male/two female) and may continue with as few as 3 if a player becomes injured and the officials determine that the team has a reasonable chance to win. Goalies are required to wear a different colored jersey than the rest of their own team. Goalies may only substitute during dead ball situations and must notify the scorekeeper prior to the change. Playing Area 1. Each team will occupy one bench area and must remain in that area for the duration of the game. All substitutions must come through the team s designated bench area. 2. All walls and permanent structures are in bounds. However, players that cause the ball to contact any overhead structure without it first being deflected by another player will be penalized accordingly. See the General Rules section below for a complete explanation of this rule. This rule also applies to player during pre- and post-game activity. 3. Balls that leave the playing area by way of the suspended jogging track will be out-of-bounds. The same rule described in #2 above will apply to the player who causes the ball to be out-of-bounds. 4. If the ball becomes lodged in or behind a structure an indirect free kick will be awarded to the team which did not cause the ball to become out of play at the nearest in-bounds area of the court to the point where the ball went out-of-bounds 5. If the ball goes out-of-bounds (exits the gym, enters the substitution area), an indirect free kick is awarded to the team who did not cause the ball to become out-of-bound at the point on the court nearest to where the ball was last in-bounds. 6. All doors in the facility are to remain closed throughout the entire contest, except for the doors leading to the substitution areas; these doors may be opened to allow players to substitute. However, the door must be closed immediately after the player(s) leave the court. It is the responsibility of each team to keep their bench door closed. 7. If both teams caused the ball to become out of play simultaneously, a drop ball will be held between one member from each team at the point where the ball was last touched, or if that point is inside the designated defensive area*, at the nearest point on the court to where the ball was last touched outside of that area. Note: The designated defensive area is the area on the court bound by both basketball sidelines and the volleyball attack line. When a foul/violation on the defensive team resulting in a change of possession gives the offense the ball inside of this area, the ball will be moved to the nearest spot on the line that borders the area. Timing Regulations 1. Games consist of two 20-minute halves, running time with a 2 minute halftime. A coin toss will determine which team takes possession in the first half. The choice of which goal to defend shall be given to the loser of the coin toss. Teams automatically switch goals and possession at halftime and also in overtime periods. 2. Each team is allowed two 1-minute timeouts per game. 3. During the regular season, tied games will be recorded as ties. 4. During playoffs, a tied game will go into a 5-minute sudden death overtime. 5. If still tied, additional 3-minute sudden death overtime periods will be played, each with one less player per team. 6. Mercy Rule: a. Automatic: Team is trailing by 10+ goals w/ <5 left in the 2 nd half. b. Elective: Team is trailing by 10+ goals at any point in the 2 nd half. c. 5 Goals and the Goal Area (Crease) 1. The ball must completely cross the goal line for a goal to be scored. 2. The goal area (crease) is indicated by a painted box slightly wider than and approximately 8 feet from the goal. 3. Only the goalie may handle the ball in the crease. If the goaltender leaves the crease area with the ball in hand, it shall be a change of possession, with the opposing team being awarded an indirect kick from the spot on the designated defensive line closest to where the goalie left the crease. Goalies may step on, but not over the crease lines. Goalies retain their rights as long as any part of their body remains in contact with the designated crease area. 4. ANY player may enter the creased area to play the ball; however, an offensive player CANNOT score from within the crease. If an offensive player scores while he/she is in the crease, the goal shall be disallowed, a change of possession will occur, and the ball will be given to the goalie of the offended team. 5. An offensive player may contact the ball outside of the crease & have their momentum carry them into the crease. 6. A goalie in control of the ball outside of the crease area may dribble the ball back into his/her crease and pick up the ball provided it was last touched by an opponent OR the ball was last headed/chested back by a teammate. 7. A goalie in possession of the ball: a. Must roll or throw the ball to return it to play. The ball must contact the ground or another player in the defensive half of the court to be judged a legal play. b. May not kick the ball (from a dropped or stationary position) unless the ball isn t handled prior to the kick. c. May not be the first player to touch the ball after it leaves the crease. General Rules 1. Players who kick the ball into the suspended jogging track OR who kick the ball and contact any overhead structure will have the following penalties enforced upon them: a. First Offense: a 1-minute penalty during which time the offending team must play one-down. The penalty is releasable (player may return if a goal is scored by the opposing team) and the time to be served will begin with the resumption of play. b. Second Offense: same as for the first offense, with a yellow card also being shown to the player. c. Third Offense: a second yellow card will be shown to the player resulting in his/her disqualification from the match. The offending team will be forced to play short-handed for the remainder of the game. 2. Players who, in the judgment of the officials present, intentionally kick the ball into the bench area for the purpose of wasting time and/or gaining an offensive/defensive advantage will be shown a yellow card. 3. A yellow card will be issued to the team/individual if, in the judgment of the officials present, a dangerous situation is created (i.e., leaving bench doors open, intentionally opening a side door to stop play, playing the ball with a leg raised above the waist with opponents nearby, etc.) 4. Goalies throws may not go past half court on the fly unless the ball contacts the ground or another player on the defensive half of the court. If this infraction occurs, there will be a change of possession, with a free indirect kick being awarded to the offended team from the center circle. 5. During all free indirect kicks, all opposing players must be a minimum of 7 paces from the kicker. 6. Substitutes may be made on the fly provided that the subbing player(s) does not gain any advantage, offensive or defensive. If this occurs, the substitution is disallowed and the offended team will receive a free indirect kick from the center circle Goal Rule: The game will be called if one team has a 10 goal advantage with less than 5 minutes remaining in the second half. 8. There are no offside calls, corner kicks or throw-ins. There are no rules that govern the positioning of players on the court according to gender. There are no requirements for a female to play goal for a certain period of time. 9. Goals can be scored from anyplace on the court. 10. The ball may not be played by any player while lying/sitting on the ground. Slide-tackling is considered a dangerous play and is also illegal.

6 Definition of a Hand Ball It is an indirect kick foul (and potentially a penalty kick) if a player (other than the goalkeeper inside his own penalty area) deliberately handles the ball (meaning to deliberately touch the ball with any part of the arm from the finger tips to the top of the shoulder). However, this foul should not be called if: 1. A player is instinctively trying to protect himself from injury or 2. The player did not deliberately touch the ball but the ball hit his arm & he did not move the arm toward the ball (however, if the player's arms were in an unnatural position such as above his shoulders or sticking out to the sides, then he should be called for a handball). Fouls 1. Penalty kicks are awarded for ALL fouls/illegal handballs by defensive players in the crease OR on direct scoring opportunities that are interrupted. 2. Penalty kicks will be taken from the basketball free-throw line directly in front of the goal. All other players are required to be behind the midcourt line. A penalty kick becomes a live ball and may be played as such as soon as the ball is kicked. However, the penalty shooter may not be the first person to touch the ball after the shot is taken if the ball does not contact another player first (hitting the goalie counts as touching another player). 3. All other handballs outside of the crease will result in a change of possession at the spot of the infraction and an indirect kick being awarded to the offended team. If the infraction occurs inside the designated defensive area, the ball should be spotted on the line closest to where the foul occurred. NOTE: Penalty kicks will only be awarded as a result of a goalie committing a handball outside of the crease if, in the discretion of the official(s), the handball occurred during a direct scoring opportunity. 4. Careless, reckless, and serious fouls: Depending on the play, the official, exercising his/her own discretion, will either signal for play to continue on or he/she may award possession to the offended team at the spot where the foul occurred. Play should be restarted by an indirect kick after bringing the ball to a complete stop at or near the spot where the foul occurred. Players do not need to wait for a whistle before restarting play. 5. Reckless fouls (trip, push, riding into a wall, holding, etc.): Play will be whistled dead when the advantage is lost and a yellow card will be issued to the offending player. If the advantage is retained, the yellow card should be issued during the next stoppage of play. Play will be restarted with an indirect kick from the spot of the foul unless: a. The foul is on the defense and it occurs in their own crease (penalty kick is awarded). b. The foul is on the defense and it occurs inside of the designated defensive area on the defensive half of the court. In this case, an indirect kick shall be taken from the spot on the line that borders the designated defensive area closest to where the foul occurred. If a player receives a second yellow card, a red card shall be issued and they shall be immediately removed from the game. Unless otherwise warranted, a player receiving two yellow cards is not ejected from the game, but simply fouls out and may not participate for the remainder of the contest. Additionally, his/her team must finish the game short-handed. Yellow cards do not carry over from one match to the next. If a team receives a total of 5 yellow cards, the game is over and declared a forfeit. 6. Serious Fouls include slide-tackling, reckless fouls with intent to injure, fighting, excessive and recurrent unsportsmanlike behavior, etc. Serious fouls are penalized with red cards. For counting purposes, straight red cards are counted as two yellow cards. Straight red cards result in the immediate ejection of the player; his/her team must play short-handed for the remainder of the game. ALL EJECTED PLAYERS ARE INDEFINITELY SUSPENDED FROM ALL INTRAMURAL ACTIVITY PENDING A MEETING WITH THE RECREATIONAL SPORTS ASSISTANT DIRECTOR.
