1 BOYS & GIRLS CLUBS OF BENTON COUNTY FOOTBALL RULES AND REGULATIONS STATEMENT OF PURPOSE-To enable and inspire the youth of this area to reach their full potential using football as a tool to enhance all areas of their life. In order to do this the adults participating in the program must behave in an exemplary manner when supervising youth, while keeping the welfare of the youth free from any adult compulsion for power or glory. ARTICLE I Player eligibility A. SCHOOL ATTENDANCE 1. All players must be currently enrolled in and attending school or must be home schooled. B. PLAYER REQUIREMENTS 1. Be a member in good standing of the Boys and Girls Club of Benton County 2. Present a signed registration form and membership application that is signed by the player s parent(s) or legal guardian(s). 3. Any player that sustains an injury and is seen by a doctor must submit a doctor s release to the athletic director to become eligible to return to play. The head coach has the responsibility and the authority to restrict a player due to an injury. C. WEIGHT REQUIREMENTS 1. 5 th and 6 th grade league a. The weight limit for players eligible to advance the football will be 135 pounds at the onset of the season. b. The weight limit applies to the offensive backfield and to the offensive ends. c. Players will not be re-weighed. d. All players will be weighed rd and 4 th grade league a. Players will not be re-weighed. d. All players will be weighed. 3. Players above the weight limit must be within 3 yards of the line of scrimmage when a punt is declared. D. INELIGIBLE PLAYERS 1. Players on the roster who are ineligible to play may be on the sidelines but not in pads. E. PLAYER DRAFT 1. Drafting sequence

2 a. All expansion teams will draft first (if there should be more than one expansion team the sequence will be determined by lot). b. Once new teams are placed, teams will draft in reverse order of their finish the previous year. c. Draft order is from top to bottom and then from bottom to top. d. The first player in the younger age of a draft will be chosen in reverse order of finish the previous year. e. Should a team still have more returning players as the younger age draft begins, that team will pick in every other round until even. f. Siblings in the same league will be selected as an entry in two successive draft rounds unless requested by parents to be put on separate teams. g. Players living in the same house may be eligible to qualify for section e above. 2. Player selection a. All higher-grade players will be drafted before lower grade players with the exception of brother options. 3. Teams with returning player will have them counted against their earliest round draft. They resume their rightful places in the drafting sequence as the other teams have drawn even with them in number of players. 4. All new players to the division will be placed in the draft. 5. All eligible players will be drafted a. Players who attend skills day and new to the division are deemed eligible. 6. Players who register after the draft date will be placed on a team by the athletic director in the sequence of the draft and with consideration to the number of players on each team. 7. Returning players will remain on the same team they played on the previous year. a. Player s parents may request that their child be placed on another team. b. Request must be made in writing to the Athletic Commission. c. In no case, will a player who has been removed from a team at the parent s request be placed on a team of the parent s choice. d. Players returned to the draft will be placed on a new team by lot. e. The player will not be placed back on the original team. 8. The league frowns on moving players from one team to another for adult purposes. Players will be moved in order to enable a team to fill a coaching vacancy only in truly emergency cases and after all other avenues have been exhausted.

3 9. Only assigned coaches or substitutes will be allowed in the drafting room with league officials. 10. The results of the draft are final. ARTICLE II COACHES SELECTION AND ELIGIBILITY A. Coaches must fill out a coaching application and submit to a background check. B. Returning head coaches will have first opportunity to assume that position for the season. C. Returning assistant coaches will have the next opportunity. D. If no returning coach can be found then applications will be taken for the coaching position. ARTICLE III COACHING RESPONSIBILITIES A. Coaches will turn a typed numerical roster before the season begins. B. Head coaches are directly responsible for the conduct of their fans. C. Coaches are responsible for providing qualified adults to work the chains and the down marker. D. Conduct of players and fans 1. Coaches are required to conduct themselves in a gentlemanly manner in speech and actions at all times. Negative comments directed toward other teams, players, coaches, parents, or officials will not be tolerated. 2. The head coach is responsible for the conduct and sportsmanship of his players, coaches, and fans at games and practices. 3. Each head coach is expected to support and assist Boys and Girls Club staff members in any manner that may be required in order to safely and quickly handle and control instances of unsportsmanlike conduct both on and off the playing field. 4. Spectators will remain on the bleacher side of the field. They will remain between the 25-yard markers and no closer to the field than the bleachers. A team may be penalized for failure of fans to be in the authorized area. E. No coach shall consume alcoholic beverages before, during or immediately after any Boys and Girls Club games or practices. F. Coaches will not conduct or allow parents to conduct any fundraisers without the express written consent of the Executive Director of the Boys and Girls Club of Benton County. ARTICLE IV OFFICIALS A. The athletic director or club representative has final authority in all rulings and disputes at the field of play at all scheduled games. B. Recognizing that game officials are the sole authority when ruling on penalty situations on the field during play, DECISIONS OR CALLS MADE BY THE GAME OFFICIALS ARE NOT SUBJECT TO REVERSAL BY PROTEST, OR BY ANY OTHER MEANS.

4 C. In the event of suspended games, the referee shall be responsible for all information pertaining to possession, quarter, yard line, etc. at the time of postponement. ARTICLE V LEAGUE RULES A. No player may participate until he/she is declared eligible. B. Each player will be issued a helmet, shoulder pads, and a game jersey. Players are responsible for a mouthpiece, a chinstrap, pants, and pads for those pants. C. Game jerseys are not to be worn during practice. D. National Federation of State High School Associations Rules and Regulations will be enforced with the exception of the following 1. Teams are allowed one practice per day. No practice should last more than two hours. A ten minute rest period should be given for every 30 minutes of practice 2. Games will consist of 4-10 minute quarters (12 minutes in 7 th grade) with a continuous clock except for timeouts and after penalties until the last 2 minutes of each half. 3. Should a team lead by 26 points or more the clock will stop only on called time-outs. If the lead is cut below 26 points a regular clock will resume. 4. Any team must have 11 players in order to start at game time and a lack thereof will result in forfeiture of the game. 5. No more than 5 coaches will be allowed on the bench. 6. The coaches box will run from the 20 yard line to the 40 yard line and behind the out of bounds line. 7. League officials may stop the game at any time for any reason. 8. Each player must play 4 downs in each half of every game, failure to do so could result in the suspension of the coach or the forfeiture of the game or both. 9. Punts and turnovers may be returned. No substitutions for a punt. The play will be dead until the ball is kicked. 10. After the point after touchdown the ball will be placed at the 30 yard line of the would be receiving team. 11. Two-platoon football will be in effect. Teams must start with 22 different players with 2 players being able to go both ways per half. A player may not go both ways in consecutive games. In the event that a team does not have enough players for two platooning, the coach must notify the head official or a club official before the game. The team may play as many players both ways as it is short. The opposing team may also play that many players both ways. Teams must switch players who will go both ways at halftime only. Penalty for an

5 illegal player is 15-yard unsportsmanlike conduct and loss of down. 12. One overtime period limit in case of ties. 13. On the point after touchdown, one point will be rewarded for a successful run and two points will be rewarded for a successful forward pass. 14. Each team will receive four time outs per half. The third and fourth time out will stop the clock only and the coach will not be allowed on the field. 15.
