WELCOME, INTRODUCTION, GENERAL INFORMATION Chair Henry Zaborniak and Mary Struckhoff, NFHS Basketball Rules Editor welcomed new committee members, Robert Lombardi of Section Two, Francine Martin of Section Five and Teena Toyas of the NFHS Officials Association. Invited guests were introduced, Peter Webb of IAABO and Ken Koester of Referee Enterprises. These guests assist the committee with keeping abreast of trends in the game and keep the lines of communication open between organizations. Mary Struckhoff and Henry Zaborniak reviewed several administrative items with the committee. 2. ORGANIZATIONAL REPORTS FROM INVITED GUESTS Each guest gave a brief report regarding their respective organizations and the trends occurring. 3. REPORTS FROM COMMITTEE REPRESENTATIVES OF CONSTITUENT FEEDBACK: A. Sectional All sectional representatives were in contact or attempted to make contact with the state administrators in their respective sections. B. Coaches and Officials The coaches and officials representatives reported some general feedback received from those groups. 4. REVIEW SUMMARY OF 2010 QUESTIONNAIRE, STATISTICAL/GENERAL SURVEYS The committee reviewed the basketball questionnaire results (attached). The general basketball survey and the girls and boys basketball statistics submitted from member state associations were also reviewed. 5. UNIFORMS
2 Minutes April 12-14, 2010 Page 2 The committee reviewed several basketball uniforms. Dr. Hickman of the Illinois High School Association made a brief presentation on Monday evening, April 12 th, regarding the uniform proposals submitted by Illinois. 6. REVIEW CORRESPONDENCE The committee reviewed some general correspondence. 7. DISCUSSION/VOTING OF A. Rule Changes # Rules Reference Proposed Rule Change Passed Failed No Action MINIMUM OF 3 FEET. Preferably 10 feet of unobstructed space outside. Adequate buffer zones surrounding the court are highly recommended and important for athlete safety. It is recommended that, whenever possible, ten feet of unobstructed space outside the court be provided with a minimum of six feet allowed. All gyms constructed after (date) should be planned with adequate buffer zones on all sides of the court. It is recommended that all walls and obstructions adjacent to the court be fully padded, especially if less than 10 feet out of bounds ART. 5 Determine when a player is apparently unconscious. The player may not return to play in the game without written authorization from a physician (MD/DO).Immediately remove a player from the game who exhibits signs, symptoms or behaviors consistent with a concussion as in (See NFHS Suggested Guidelines for Management of Concussion) 3A 3B 3C d ART. 8 A player who has been determined apparently unconscious shall not return to play in the game without written authorization from a physician (M.D./D.O.). Any player who exhibits signs, symptoms, or behaviors consistent with a concussion (such as loss of consciousness, headache, dizziness, confusion, or balance problems) shall be immediately removed from the game and shall not return to play until cleared by an appropriate health care professional. (See NFHS Suggested Guidelines for Management of Concussion) Change the uniform rules as follows: A) Replace 3-4-1d with the following: There are no color or design restrictions in the area of the team jersey from the imaginary line at the base of the neckline to the top of the shoulder and in the corresponding area on the horizontal line two inches above the number on the front and the back of the jersey. B) Replace 3-4-1e with the following: Side inserts, including trim/piping/accent color(s), shall be no more than (4) 6 inches in width (2 3 inches on each side of the seam) of any color(s) or design, centered vertically below the armpit. Side inserts for all team jerseys shall be the same width. and extend vertically below the armpit. C) Modify 3-4-2d with the following: A school or conference logo/mascot may be located at the (see
3 Minutes April 12-14, 2010 Page 3 3D 3E 3F 3G b, c and d 5A 3-5-3a apex/opening of the neckline or in the corresponding area on the back of the jersey. D) Replace 3-4-4b with the following: Lettering above a number may be arched, but the first and last letters must be on the same horizontal plane such plane shall not be below a plane extending through the top of the number(s) and shall not extend beyond the mid-point of the number. E) Replace 3-4-4c with the following: Lettering below a number must have the first and last letters on the same be on a horizontal plane. and said plane shall not be above a plane extending through the bottom of the numbers(s). F) Replace 3-4-4d with the following: Any point on any letter or decorative accent in an identifying name shall not be closer than one inch to any point on any number (s). G) Eliminate 3-4-4e Any form of decorative accent (e.g., paw, halo, crown, star) in an identifying name or abbreviation is only permitted if the name or abbreviation is located above the number. Change to the following: b. Hard and unyielding items (guards, casts, braces, etc.) on the upper arm or shoulder must be padded with a closed-cell, slow-recovery foam padding no less than ½ thick. c. Knee and ankle braces are permitted but all exposed hinges must be covered. Most over-sleeves recommended by manufacturers are acceptable. Knee and ankle braces which are unaltered from the manufacturer s original design/production are permitted and do not require any additional padding/covering. d. A protective face mask may be worn and made of hard material, but must be worn molded to the face with no protrusions. A) Headbands and wristbands shall be white, black, beige or a single solid color similar to the torso of the jersey and shall be the same color for each item and all participants. Change to the following: b. A headband is any item that is manufactured to go goes around the entire head. If worn, only one headband is permitted, it must be worn on the forehead/crown, it must be nonabrasive and unadorned, and it must be a maximum of 2 inches. d. Other items, including rubber, cloth or elastic bands may be used to control hair. Hard items, including, but not limited to, beads, barrettes and bobby pins, are prohibited Changing the closely-guarded distance from six feet to three feet Eliminating the closely-guarded count while dribbling New ART. 7 When there is player control, and the ball is being contested between members of opposing teams while the ball and
4 Minutes April 12-14, 2010 Page 4 players are on the floor, ONLY the player who has control or a player of the same team may request a time-out b(1) ART A player, who catches the ball while moving or dribbling, may stop, and establish a pivot foot as follows: b. If one foot is on the floor: 1. It is the pivot when the other foot touches in a step. Either foot may be the pivot when the other foot touches in a step. When a foot is lifted off the floor the other shall be the pivot. 11A A) Playing the game in 18-minute halves by state association adoption? 11B B) Playing the game in 16-minute halves by state association adoption? New ART. 4 Purposely and/or deceitfully delay returning after legally being out of bounds. Delete from A New A) By state adoption, allow the use of a 35 or 30 second shot clock, rule 9, section14 The team in control shall attempt a try for goal within 35 seconds for boys and within 30 seconds for girls after gaining team control. The try shall leave the shooter s hand before the expiration of the allotted shot-clock period, and subsequently strike the basket ring or enter the basket before or after the allotted shot-clock period. 13B B) If a shot clock were adopted, eliminating the closely-guarded count while dribbling? 13C i C) If a shot clock were adopted, eliminating the 10-second backcourt violation?. i. Leave the playing court for an unauthorized reason to demonstrate resentment, disgust or intimidation ART. 5 The head coach shall not permit team members to leave the bench area and/or playing court for an unauthorized reason. B. Editorial changes: # Rules Reference a NOTE Proposed Editorial Change Passed Failed No Action a. Between quarters, at halftime and during a time-out, the substitute must report or be in position to report to the scorer, prior to the warning signal which is sounded 15 seconds before the end of the intermission or the time-out. NOTE: When a substitute is not properly reported, the players in the game at the conclusion of the quarter/when the time-out was called shall begin play for the new quarter/after the time-out ART. 2 Bench personnel are all individuals who are part of or affiliated with a team, including, but not limited to: substitutes, coaches, manager(s) and statistician(s). During an intermission, all team members are bench personnel for the purpose of penalizing unsporting behavior ART A player not wearing the pants/skirt properly and above
5 Minutes April 12-14, 2010 Page & 7 Note 2 the hips and/or a player not tucking in a team jersey (front and back) designed to be worn inside the pants/skirt, shall be directed to leave the game as in 3-3-4; a time-out shall not alter this requirement. NOTES: (Arts. 6, 7) 1. If players from both teams are directed to leave the game because of injury/blood, both teams must request and be granted a time-out in order to keep each player in the game. 2. A time-out granted to keep a player in the game must be requested before the replacement interval begins d d. A school or conference logo/mascot may be located at the apex/opening of the neckline, in the corresponding area on the back of the jersey and/or in either side insert a a. A guard, cast or brace made of a hard and unyielding substance, such as, but not limited to, leather, plaster, pliable (soft) plastic or metal or any other hard substance may shall not be worn on the elbow, hand, finger/thumb, wrist or forearm; even though covered with soft padding ART A ball which touches the front faces or edges of the backboard is treated the same as touching the floor inbounds; see also ART. 1 A dribble is ball movement caused by a player in control who bats (intentionally strikes the ball with the hand(s)) or pushes the ball to the floor once or several times. It is not a part of a dribble when the ball touches a player s own backboard ART Games involving only students below the ninth grade shall be played in six-minute quarters with intermissions as in Article 1. An organization sponsoring games involving teams which combine ninth-grade students with students in the eighth and/or seventh grades, may play those games in quarters of eight minutes. Should we state this as a recommendation? ART The ball becomes live when: a. On a jump ball, the tossed ball leaves the referee s hand(s). b. On a throw-in, it is at the disposal of the thrower and the official begins the throw-in count. c. On a free throw, it is at the disposal of the free thrower and the official begins the free-throw try count ART When the ball is awarded to the wrong team, the mistake NOTE , 4, 5, i must be rectified before the throw-in ends. NOTE: The thrower may penetrate the plane provided he/she does not touch the inbounds area or a player inbounds before the ball is released on the throw-in pass; in this situation the opponent may legally touch or grasp the ball. How often is the traveling rule being properly applied? 4. How often is the hand-checking rule being properly applied? 5. How often is the palming rule being properly applied? 6. How often is the principle of verticality being properly applied? 7. Generally speaking, how often are the rules of the game being properly enforced? 8. How often are school administrators/game management personnel visible and helpful? B. PART III About the rules for , would you favor? 1. Add language to sportsmanship rules regarding warm-ups? 2. Should the fouled team receive and option of the ball for a throw-in or free throws with less than two minutes remaining in the 4 th quarter/ot? 3. Should fouls be reset to zero at the beginning of each quarter/ot? 4. Three-official Mechanics Should officials switch on all fouls (overturn the no long switch in the backcourt)? 5.
