7 RULES 7 ON 7 PASSING TOURNAMENT Field Dimensions Field Length- 45 yard fields & a 10 yard end zone The width is a normal football field Players and Equipment ALL PLAYERS MUST WEAR HELMETS AND MOUTHPIECES All players must be in distinctive school colors All Players must turn in a medical wavier to play Teams consist of 7 defenders and 6 offensive players (can use a center). If in shotgun, you may use an extra player or coach to snap if you do not have a center. NO 8 man Defensive Looks ( 7 Defensive Players on the field at a time ) Starting the game: A central time keeper will be designated to start and end games. They will also announce the time remaining at the 10, 5, and 2 minute mark. A coin flip will determine first possession. Every series is started on right hash mark at the 45 yard line. Moving the ball: Possession always begins at the 45 yard line at the right hash. The Offense has 3 downs to make the 30 line, 3 downs to the 15 yd. line, then 4 downs to score. Offenses always move in the same direction. No kicking / punting. No RUN Plays. No double passes or shuffle passes. ALL PASSES MUST BE FORWARD. Clocks & Timing: Each field will have an independent clock, timer and scorekeeper. Each team will have 25 seconds to snap the ball once it has been marked ready for play; (Delay of game penalty will be a 5 yard penalty) The QB is allowed 4.0 seconds to throw the ball. The Official starts a stopwatch on the snap of the ball from center and stops the watch as soon as the QB releases the ball. If release is under 4.0 seconds, the play goes on. If the release is over 4.0 seconds there is a loss of down and a 5 yard penalty (this represents a sack). If the timekeeper waits until the play is over to see that the clock has exceeded 4.0 seconds, he then brings the ball back to the original line of scrimmage with loss of down plus 5 yard penalty (The timekeeper will be an official). A muffed snap is NOT a fumble / dead ball. The 4.0 second count remains in effect on snaps. Special Rules: No blocking. Receiver/Ball carrier is legally down when touched below the neck with one or both hands (Excessive force by shoving, pushing, or striking a blow will be penalized by automatic first down and 5 yards. Expulsion of a player(s) if ruled unsportsmanlike & flagrant). Defensive Pass Interference will be 5 yard penalty and an automatic 1st down. Offensive Pass interference goes to the previous spot and loss of down. If the offense is on 45 yard line, the penalty is loss of down. Defensive Holding (5 yard penalty) and automatic 1 st down from LOS. Defense is responsible to avoid contact Offensive Illegal Procedure Penalty (5 yard penalty).

8 Offensive team is responsible for retrieving and returning the ball to the previous spot or the new scrimmage spot. Clock does not stop and any delay by offense in retrieving and returning the ball TO THE REFEREE will result in a delay of game and will be a 5 yard penalty from the succeeding spot. The snapper is not an eligible receiver. The ball must be snapped from the ground! Can be another offensive player / coach. An assigned worker will be responsible for setting or re-positioning the Referee s bean bag at the line of scrimmage after each play. No taunting or trash talking. (5 yard penalty & expulsion if flagrant or repeated). The offense must gain at least 15 yards in the first 3 plays or the defense takes over (There is no kicking). Four down territory occurs only after offense proceeds to or inside the 15 yard line (cone) in the last of the three zones. Fighting: the player(s) involved will be ejected from the game (first offense), and ejected from the tournament on a (second offense). If a team fight occurs, the teams involved will be ejected from the pool play and denied participation in any tournaments! Delay of Game: equal loss of down and clock stops in the final 1 minute of play. Two delay of game penalties on the same possession results in a turnover. Any dead ball foul on a play that results in the defense getting the ball and it is unable to be penalized to the 50 yard line will result in a loss of down penalty. The defense, now the offense, would be starting play on the 2 nd down. During the last minute of regulation play, the clock will stop on a first down, incomplete pass, out of bounds play or a time out (1 timeout/team in overtime only) Scoring: Touchdown - 6 points Interception - 3 points (no points for INT on PAT) Turnover on downs - 2 points PAT - 1 point ( 3 yard line) 2 point PAT (10 yard line) Pool Play (Tie Breakers) After coin flip to determine first possession, teams will alternate 4 down series from the 15 yard line. A winner is determined when one team out scores during its possession (each team gets equal opportunity). If a second overtime period is necessary, teams flip sequence and each team must go for two points on the conversion attempts until there is a winner. Regulation clock time will allow for an extra point conversion attempt, if time runs out on last score. Time Game lengths are 21:00 minutes. 7 on 7 tournaments require that all games start at the same time. Injury considerations may reduce the amount of time between games. Pool and Tournament Play: The clock runs continuous during the 1st 20 minutes. Play can stop according to rules of football during the final minute. No time outs (EXCEPT for Injuries. All games on the Field will halt until player(s) are removed as safety dictates).
