3 PURPOSE Katy Youth Basketball, Inc. ( KYB ) is a non-profit organization that provides a youth basketball program for boys and girls of all skill levels who are in 1 st through 8 th grades and reside within the Katy Independent School District. KYB s goals for its participants are: To develop basketball skills and improve as a player To learn life lessons that have value beyond the basketball court To feel like an important part of the team regardless of performance To have fun at practices and games KYB recognizes that coaches are an important part of our success. KYB s goal is to provide every coach with the tools to succeed. We are committed to creating a positive culture, in which coaches, parents, fans, officials, and players work together to achieve this mission. 4 KYB Playing Rules The Primary objective of KYB is to promote fair and even play. The Official Basketball Rules as adopted by the National Federation of High School Associations have been accepted, with modifications, as the official KYB playing rules. Modifications, restrictions and exceptions to those rules have been adopted to improve the quality and equalize competition as much as possible. They are as follows: Section 1 - CONDUCT A. A high standard of conduct will be expected from all players, coaches, league officers, referees and spectators. Public bickering and quarreling only serve to undermine the purpose of the league and will not be tolerated. 1. No food or beverages are allowed in the gyms during games or practices. 2. At least one referee will be in charge of each game. The referee is in charge of the gym and his/her decisions are final and must be respected. Comments regarding game officiating should be directed to any Board member. 3. Individuals guilty of unacceptable conduct are subject to immediate removal from the league function. Enforcement of these rules may be administered by the referee or any Board member. B. Coaches, players and spectators are expected to conduct themselves in a respectful manner toward all participants. All participants are to abide by all directives from KISD regarding property and policies of the school district. C. Referees have the authority and responsibility to remove any person from the premises who is abusive, disruptive or disrespectful to any other person; or who violates any KISD policy or directive, or who damages any KISD property. Ejection from a game constitutes removal from the building. Failure to leave may result with the referee declaring a forfeit. All KYB Board members who are not involved in a current game have the same authority and responsibility as the referees regarding conduct of any participant. D. Ejection from a game or removal from premises results in an automatic suspension for at least one game. The KYB board reserves the right to increase the severity of the penalty according to the circumstances. Any person ejected from a gym will also be required to complete an online training course regarding conduct before being allowed back into a gym for future games or events. If a head coach, assistant coach or player is ejected, he/she may not participate in practices or games with his/her team for the following week. A head coach, an assistant coach or a player ejected for the second time may be removed as coach of any KYB teams he/she coaches. Players ejected for a second time may be removed from the league. The KYB Board reserves the right to increase the penalty for a second ejection to include termination of any future relationship with KYB Katy Youth Basketball Page 4
5 Section 2 - GAME ISSUES A. There is no requirement that the best 5 players start a game. Each week each head coach selects 5 players to start the game. The 5 starters will be referred to as Team 1 while the bench players will be referred to as Team 2. The Home team shall select its first five players to play the first quarter and send them onto the court after checking in at the scorer s table; then the Visiting team shall select its first five players and have them check in at the scorer s table. In the second half, the Visiting Team shall select its first five players to play the third quarter and send them onto court after checking in and then the Home team shall select five players to play in the third quarter. Playing time is described in Section 3 Substitution Rules. B. Each team is responsible for furnishing one adult volunteer to be the scorekeeper or the clock operator. Said volunteer must be at least 18 years of age. This person becomes a game official and must be able to perform the assigned duties. C. No team shall have more than two adult coaches on the bench. The bench is restricted to coaches and players only. D. With the exception of the Draft Divisions and the 7 th /8 th Grade Divisions, all games consist of four, six-minute quarters. See Section 3D below for rules applying to Draft and 7 th /8 th Grade Divisions. E. Overtime: if the score is tied at the end of regulation 1. For 1 st and 2 nd Grade Divisions, each overtime shall be two minutes. For all other divisions, each overtime shall be three minutes. 2. Successive overtime periods shall be played until one team is ahead when time expires. 3. Each coach will designate any five (5) eligible players to start the overtime period. All overtime periods shall be played with open substitution. 4. One additional time out will be available to each team for each overtime period. 5. Unused timeouts from regulation will be carried over into overtime. F. Time outs 1. Four per game 2. All time outs are one minute G. Halftime: Five minutes H. Disqualification Any player that has committed five fouls is disqualified immediately and shall be replaced by the coach of the disqualified player, subject to the time limitations set forth in Section 3 below Katy Youth Basketball Page 5
6 I. A team, which has fewer than six players, in uniform and ready to play at the scheduled time, forfeits the game. A team, which has fewer than seven players to begin the second quarter, forfeits the game. J. Players must play one quarter in the first half and one quarter in the second half (3 minute quarter in the second half for Draft and 7 th /8 th Grade divisions). Players cannot play the first two quarters of the game and leave. Players arriving prior to the start of the 3 rd quarter, who were not present in the first half, may only play one quarter in the second half in non-draft divisions. K. The three-point shot is in effect for the following divisions: 5 th /6 th Grade Girls Draft; 5 th and 6 th Grade Boys Draft; and 7 th and 8 th Grade Boys and Girls divisions only. Section 3 - SUBSTITUTION RULES Equal playing time for all players on a team remains the goal of KYB in the non-draft divisions. In the non-draft divisions, when a team has all ten (10) players present and barring no injuries, all ten (10) players will play an equal amount of time equaling two (2) quarters (12 minutes of play) while also playing in both the first and second half of each game. A. When a NON-DRAFT team has all ten players: 1. The coach will designate five players at the start of the game as Team 1 and those players will play the first quarter. 2. The remaining five players will constitute Team 2 and will play the second quarter. 3. At half time, each coach may adjust the lineups of Team 1 and Team 2 and identify different players to play on Team 1 and Team 2 for the second half. Team 1 (as configured for the second half) will play the third quarter. The remaining five players will constitute Team 2 and will play the fourth quarter. B. When a DRAFT or 7 th /8 th Grade team has all ten players, the above rules apply for the first half only. See the third and fourth quarter substitution rules for drafted divisions outlined in Part D below. C. When a NON-DRAFT team has six (6) to nine (9) players: 1. The coach will designate five players at the start of the game as Team 1 and those players will play the first quarter. The coach for the team missing players will then select his or her own player or players to fill vacancies for Team 2 to play in the second quarter. The player(s) chosen must play for the entire segment for which he/she is chosen. 2. The coach for the team missing players will repeat the same process for the fourth quarter. Since no player may play more than eighteen (18) minutes in non-draft divisions, the coach must choose different players to fill the vacancies in the fourth quarter other than those chosen in the second quarter. 3. In the event of an injury, injured players are replaced by their own coaches. 4. If a Team 1 player who has been placed on Team 2 complains of being too tired to continue, causing the coach to pick another Team 1 player to play with Team 2, Katy Youth Basketball Page 6
7 the Team 1 player complaining of tiredness will not be allowed to play in any remaining Team 1 portions of the game. He/She can only play with Team 2, subject to the usual substitution options. 5. In NON-DRAFT divisions when a team has less than ten (10) players, no player may play more than eighteen (18) minutes (three quarters) total, and each player must play at least 12 minutes (two quarters, one in each half), barring injury, sickness or disqualification. 6. If a non-draft team has nine (9), eight (8), or seven (7) players, rule number 5 in bold above still applies. If a team has nine (9) players, two players will have to play three quarters, while all others play two quarters. If a team has eight (8) players, four players will have to play three quarters and four players will play two quarters. Even if a team has only seven (7) players, no player can play more than three quarters. If a team has seven (7) players, six players will have to play three quarters and one player will play two quarters. There are several player combinations that can be used. Below are two example substitution patterns for each situation following the guidelines above. Again, no player may play more than three quarters, and each player must play at least two quarters, one in each half. D. Third and Fourth Substitution Rules for DRAFT and 7 th /8 th Grade Divisions: 1. Substitutions for Draft and 7 th /8 th Grade Divisions work the same as for non-draft division for the first three quarters of play. 2. However, for Draft and 7 th /8 th Grade Divisions, the third quarter will be divided into two, three-minute segments. a. The clock will be set for three minutes at the start of the third quarter. b. The coach will designate five players at the start of the second half as Team 1. This team will play the first three minutes of the third quarter. c. Play will stop after three minutes at the buzzer as if it were the end of the quarter. d. The clock will be reset for an additional three minutes and play will resume. e. When a team has ten (10) players present, the remaining 5 players will constitute Team 2 and will play the second three minutes of the third quarter. f. The third quarter will end at the end of the second three-minute segment. g. The possession arrow will determine possession, as if starting a new quarter. h. The fourth quarter will consist of open substitution for the entire quarter. i. When a Draft or 7 th /8 th Grade team has ten (10) players, no player may play more than two and one-half quarters (15 minutes of play), and each player must play at least one and one-half quarters (9 minutes of play) barring injury, sickness or disqualification. s Played Katy Youth Basketball Page 8

When a Draft or 7 th /8 th Grade team has six (6) to nine (9) players, no player may play more than three and one-half quarters (21 minutes of play), and each player must play at least one and one-half quarters (9 minutes of play) barring injury, sickness or disqualification. Similar player rotations to the non-draft examples above can be used for the first three quarters of play until open substitution begins in the fourth quarter. Section 4 TEAM MEMBERS EQUIPMENT 1. The referee shall not permit any team member to wear equipment or apparel which, in his/her judgment, is dangerous or confusing to other players or is not appropriate. 2. Guards, casts and braces must meet the following guidelines: a. A guard, cast or brace made of or consisting of a hard and unyielding substance, such as, but not limited to, leather, plaster, plastic, wood or metal shall NOT be worn on the elbow, hand, finger/thumb, wrist or forearm, even if covered with soft padding. Players wearing guards, casts or braces consisting of these materials will be disqualified from play. b. Knee and ankle braces which are unaltered from the manufacturer s original design/production are permitted and do not require any additional padding/covering. c. A protective face mask may be worn and made of hard material, but must be worn molded to the face with no protrusions. d. The printing of any child s name (first name, last name, nickname, etc.) is strictly prohibited. Section 5 - DEFENSE Coaches are charged with teaching and implementing the fundamentals of man to man defense. This includes one on one defense of the ball and the concepts of team and help defense. Unless otherwise noted, the following rules only apply to the following divisions: 1 st Grade, 2 nd Grade, 3 rd Grade Non-Draft and 4 th Grade Non-Draft. See Section 7 for division specifications. A. Man to Man defense will be used at all times. Help defense, however, is permitted. Double Team is no longer an infraction, as discussed in detail below. B. No Zone Defense. Zone Defense shall be defined as assigning players to spots or areas on the floor and having no particular defensive assignments by player. For example, camping anywhere on the floor (in the paint, at the top, on the wing) is strictly prohibited. Defenders must move with their assigned offensive player, but are permitted to maintain good help positioning at all times. Defenders should not be so far removed from their offensive player that their positioning is tantamount to a zone. This is a judgment call on the referee s part and will be administered using the Katy Youth Basketball Page 9
10 philosophy is the player demonstrating good help positioning, or are they attempting to gain a competitive advantage by excessively sagging and playing a zone. C. Double Team. Generally speaking, there is no infraction known as double teaming. If a player who has been defending an offensive player finds him/herself in a position to help on defense as a result of a ball screen, the flow of the offense, a drive to the basket, etc., that player is permitted to help, even if the result of that help might be considered a double team. To be clear, if the result of the ball movement is such that two players begin guarding the same player, this is legal. For example, if the ball is within reach and the offensive player enters another defensive player s space, the defender can play good help defense and engage the offensive player with the ball. Even if the result of the action is that two players are guarding one. Switching is not required at any time and no player is required to return to guarding their own offensive player until it becomes apparent that the defender has become a zone defender guarding an area of the floor rather than a help man defender stopping a specific offensive threat. If the ball retreats, all players should regain their man/help positioning. These principles apply whether the ball/player is inside or outside of the paint. D. Trapping. Trapping is not permitted. For purposes of these rules, Trapping is defined as two defenders intentionally attacking the ball handler, regardless of whether that offensive player is attacking the basket or whether one of the defenders is helping stop a specific offensive threat. The goal of permitting help defense is to encourage and reinforce good defensive habits. It is not designed to permit excessive pressure on a ball handler by sending two players to defend the ball at every opportunity, especially in younger age divisions. By definition, a player who attacks the ball regardless of the offensive situation is not playing man but is, rather, playing a version of a zone/trap. As long as the defense and/or the defender is not playing as though they are in a zone/trap defense, more than one defensive player is permitted to engage a ball handler that is attacking the basket as described above. The referee has complete discretion in this area, guided by the principles above. Coaches and fans should spend less time worrying about double teams and more time enjoying a truer basketball experience that will benefit the players down the road. E. In addition to the principles set forth above, any defensive player may leave his or her assignment to: 1. Challenge an offensive player who has beaten his/her defender and who is attacking the basket. 2. Stop an offensive player who has a breakaway opening to the basket or fast break. 3. Defend an offensive player who has possession of the ball with at least one foot in the paint or lane. There is no limit to the number of defenders who may help stop offensive players in the paint. F. Chasing, (one defender leaving his/her player to chase the ball), is prohibited if it is not a help situation Katy Youth Basketball Page 10
11 G. Except for the Draft Divisions and the 7 th /8 th Grade Division (see Section 7 for each division s specifications), defending in the backcourt is prohibited. Defending in the backcourt is defined as guarding an opposing player, stealing the ball or intercepting a pass before the ball crosses midcourt. Possession of the ball cannot be obtained by the defense in the backcourt as a result of a loose ball or errant pass. If the loose ball or errant pass go out of bounds in the backcourt, then the defense gains possession at the spot the ball went out of bounds. H. In the last minute of the game and overtime, in leagues that do not allow backcourt defense, if either team calls a timeout, the clock will not start until the ball crosses the half court line. The 10-second rule to cross the line will still apply. The intent of this rule is to prevent teams with the lead from dribbling out the clock in the backcourt by calling time-outs. I. No team in ANY division that is allowed to full court press (defending in the backcourt) per Section 7, may play defense in the backcourt if they are ahead by 10 points or more. J. Penalties for violating defensive guidelines and defending in the backcourt 1. Can only be assessed by one of the referees 2. First violation: warning 3. Second and subsequent violations: technical foul (two shots and possession of the ball). 4. Violations are cumulative per game (regardless of whether called against Team 1 or Team 2 or in any quarter or half of the game). a. Zone Defense b. Illegal Defense (Trapping) c. Chasing d. Defending in the backcourt Section 6 GOOD SPORTSMANSHIP RULE If a team is up by 20 or more points, the team shall not steal the ball from the opposing team when playing defense. For clarity, pursuing a loose ball on the floor shall not be considered stealing, but any effort by the defender to take the ball in possession of an opposing player shall be. Similarly, intercepting a bad pass thrown directly at the defender shall not be considered stealing, but any attempt to jump into a passing lane to block a pass shall be. When playing offense, the team is required to make at least four (4) passes in the front court before shooting the basketball. Once four passes are made and the shot is rebounded, the ball can be shot again without starting the four pass count over again. The first violation of this rule shall result in a dead ball turnover. The second and subsequent violations will result in a two-shot technical foul and possession of the basketball Katy Youth Basketball Page 11
