1 Morrow County School District Marie Shimer Dirk Dirksen David Norton Principal Superintendent Assistant Principal NE BOARDMAN AVE BOARDMAN, OREGON Telephone: (541) Fax: (541) December 6, 2016 Classification committee: As you continue to gather feedback and review proposals for the new round of classifications I ask you to consider the switch to a 5 level classification model. Issues that we face in the Greater Oregon League: Travel time and cost: for us to travel to the three teams on the eastern side of the league it is at best a 4-5 hour drive over multiple mountain passes. (Nyssa 452 miles; Vale 454 miles; and Burns 480 miles round trip). These trips require double bus drivers or overnight trips due to the travel times and time restrictions for bus drivers. Over the course of each season our teams will make at least two trips that are 4-5 hours one way. In the winter we add the additional hazard of having to go over several mountain passes. Scheduling of games: in an effort to minimize the amount of travel and the associated costs our league has doubled up volleyball games so that we are playing two league games in one day and a third the following day. This puts our teams at a disadvantage of not being able to make adjustments after the first game or allow athletes that may be injured time to recover and be ready for the next game. Consistent officiating practices: An added issue that our teams face has been the different philosophy and officiating practices of having our league games officiated by three different official associations. The adoption of a 5 classification model (draft 4) creates league divisions for the teams in Eastern Oregon that significantly reduce travel time and cost as well as create league groupings that be more evenly competitive. 2 Brad Garrett 64 From: Sent: To: Subject: Lance Dixon Friday, December 16, :04 PM Brad Garrett Latest Classification update Brad, I was looking at the 6 Classification Model and noticed some discrepancies I do not understand. In the regular districts Elgin is included in the Old Oregon, but in the Special Districts for Football Enterprise is in th OOL with 115 and Pilot Rock is also with 98. However, Elgin is not included at all. I see the charts with winning percentages and average participants, but hope if this is the route taken we do not stay on a four year cycle. If a team with 115 students drops down and begins winning the league championship yearly, I hope a league does not have to suffer through it for 4 years. What this chart does not show is that only 1 time in the last 12 years has Powder Valley been the league champions. It does show that we have a.500 record against schools our size or smaller and we get as many boys out as we can. It does not demonstrate how we will compete against schools almost twice our enrollment. It does not show how many of those losses were against larger schools or smaller schools. There are so many factors that are not demonstrated that simple win loss records can not account for. Crane is smaller than half the schools on the list, but has one of the highest winning percentages. Why?? I think we are looking for answers to a problem that we are always going to exacerbate with any fix we come up with. If winning percentages and number of participants is the answer then Riverside, Bandon, Neah-Kah-Nie and Portland Christian all fit the criteria for 1A as well. Sorry if I seem a little cynical, but a system based on enrollment is as fair as we will ever get unless we are going to have statewide criteria for the hiring of coaches, oversight of programs, equal investment in facilities and outcomes based performance measures. Give me duplicates of Crane's or Dufur's (or several others I could name) coaching staff and lets see if our program improves. Give me 10 more students in the high school with the same setting we have and I doubt long term results will change dramatically. So what is it we are really trying to fix? If it is the opportunity to participate I think the current system does that at the lower levels with the ability to co-op, if you can not field a consistent program. If it is the opportunity for equal outcome, then our entire coaching recruitment, administrative support and oversight of sports needs to be changed. I would even submit that if you eliminated the requirement for league contests during a season, kept the current ranking system, classified schools by enrollment and stood back and observed you would see schools finding competition at their own level of ability (most times) for competition and ranking purposes. I am not sure how you would determine playoff slots, but we can hash that one out later. Finally, I know why we have the SEA, but find it interesting that many of the schools in the state finals have high poverty rates, as well as ADMr numbers below the 1A cutoff. Just some thoughts as I reflect on the current Draft. Again, thanks for listening. I know your job is not easy, but even though i live in ranch country I just don't believe in fixing things with duct tape if I know we will just be fixing it again tomorrow. I believe you could have the top 3 from each district become auto qualifiers for state and do a play-in model (Similar to 4A) with crossovers between the 4th and 5th place teams in different districts. This would remove the RPI from 2A football if we were to play 8 or 9 games in the district. I am very confused on the 5 classification model of how that was put together. Knappa being an original member of the Northwest League would then join a new league that regionally makes zero sense. Our travel in our current league is already a nightmare. This 5 classification proposal would be disaster. Travel for new league: Delphian 3.5 Sheridan 3.5 Nestucca 3.5 Gaston 3.0 Faith Bible 2.15 Neah-Kah-Nie 1.5 Vernonia 1.5 Clatskanie 45 min Adding another team that is 3.5 hours away does not work. We currently do everything we can to avoid weeknight games for long travel games. Playing a 4 pack of basketball games on a Tuesday night means we would leave at 10:30 and get home past 1 am. This would be happening multiple times. Looking at the new NWL in the 5 Class proposal, we would be driving by teams we currently play or have been in our league in the past. PC, City Christian, Columbia Christian, and Horizon would all be teams that we are traveling by. This proposal is not something that Knappa could support. I also do not understand why Gervais, Chemawa, Jefferson, Illinois Valley, and Lakeview would be dropping to 2A - they all have leagues that regionally work for their size. I am not opposed to a 5 Class model - just the way the leagues are set up. The 6 Class model has us in a much better regional league that is manageable in terms of travel. Cascade Ch and St. Mary s will petition to come up which will make our league a nine team league. Both schools have already been talking about coming into our league and playing at the 4A level. I would suggest you look over the drafts and KCSD give feedback to the OSAA on the best choice for our schools/district. As the district AD, I feel one draft (6A or 5A) is better for KCSD. I also believe it would be good for Klamath County School District to stand as a group on either the 6A or the 5A classification draft being proposed. Please review the and then give me a call either today or on Monday and share your thoughts/ideas on the best model for your school. Once I have feedback from all schools, I will send the OSAA feedback from Klamath County School District. When the feedback from the state is reviewed, the committee will then focus attention on a classification model (6A or 5A) which is supported by a majority or the feedback from around the state. I want to give you my initial reaction to the 6 class football only proposal: It is quite frankly one of the dumbest documents I have ever read. Again, I felt it was important to give my initial reaction. Now that it's been a little time since my initial reading please allow me to give you my reaction: It is quite frankly one of the dumbest documents I have ever read. I truly believe everyone has lost sight of why we switched from 4 classifications roughly ten years ago. We currently have the best system of classification for competitive balance. We furthermore have systems in place such has petitioning to play at lower/higher levels and/or to play independent schedules when necessary to remedy bad competitive balance situations. I would prefer to continue to express my thoughts in person as I truly believe some of the problems we are asking the classification committee to remedy should be the problems the championship committee should be trying to remedy. Our problems are not in the six class system. In the state of Oregon, larger leagues and shorter distances for travel are impossible to solve with regard to the number of classifications unless we want to go back to a 4 class system or smaller. The 5 class proposals do not solve the problem. The 5 class proposals shift the problem. The 6 class football only proposal creates new problems. Again, we are using the wrong committee for our real issues. Our real issues need to be solved by the Championship and Ranking Committees. I know this is a long and difficult process. I hope at the end of it decisions are fair and what's best for kids. I have coached high school football for 15 years in Oregon. The last two as a head coach. I have also coached in the metro league for all of those those years. I will never run from a tough game or think I can't win the big one. In order to be the best you have to beat the best. I think that for kids sake it's important to look at data over the last several years. The last time that a public school won the metro league was was 2012 when southridge won it. Jesuit has won the metro league in football 11 times since 2004 with only two public schools only winning it once out right. We have several schools who battle each other hoping for that one class that can beat them. I took a look at the last draft and adding in another power into the metro ( record) makes an already difficult league very very tough. If you are going to bring in a quality program to the metro in Sherwood we need to move Jesuit to play an independent schedule. Move them every year or every 4 years to a new league so other public schools can battle it out. I don't have a problem playing a private school in the play offs. It just doesn't seem fair that the metro league needs the perfect class to win one championship. 12 Brad Garrett From: Sent: To: Subject: Joseph Keizur Sunday, December 18, :36 PM Brad Garrett; Brad Garrett RE: Classification Proposals 69 Classification and Districting Committee: Here is a link to an article that ran Friday in the Hillsboro Tribune regarding our group of parents and coaches and our opposition to leaving the Metro: hillsboro tribune sports/ faction arises to oppose osaas new league The Hillsboro School District has chosen to move forward with this proposal with no input from their constituency and they are attempting to do so based primarily on the lack of success of one sport. There are many other sports in the district competing at a high level against Metro teams. This is not just about football. Even in the case of football, Hillsboro has not made a solid investment in improving athletics to compete at the Metro level. Rather than reward the District for this, hold them accountable. Their attendance numbers and socio economic indicators are just as good as other Metro area schools (Aloha, Southridge, Beaverton). The argument that they do not win enough to keep athletics sustainable is a specious one based on a self fulfilling prophecy. Ignore athletics, invest nothing and watch it slide, then ask to play in an easier league. Don t reward this behavior. EVERY LEAGUE IN OREGON has teams that struggle from time to time or even for years. As a graduate of Aloha High School, we had success in football once in 30 years! Nobody ever offered to allow Aloha to leave Metro because they struggled to compete. Don t let Hillsboro argue for participation over achievement without showing they have tried to improve their programs to meet the competition of the Metro League. 13 Subject: Classification Proposals Classification and Districting Committee: We represent a group of parents and coaches from the Hillsboro/Aloha area who are interested in the classification and districting process. We have read the Committee Charge Letter and reviewed the proposals by OSAA thus far and plan to comment and testify throughout the process. We respect the job you have to do and we understand that no one plan will make every school, parent or player happy. It s a tough job. Attached is the proposal we crafted for submittal to the OSAA. The plan has been posted on the website, but we wanted to ensure it was placed in the hands (or in this case boxes) of every member of the committee. While we believe greatly in our proposal, we also understand the limitations of reality which may or may not lead to our ideal. The proposal includes its own memo, outlining proposed changes and solutions while addressing the factors included in the Charge Letter. Parts of this proposal may be a non starter (like the elimination of the PIL) but the purpose of the proposal is to spark conversation and new thinking within the committee and the OSAA. We appreciate you reviewing the proposal. Secondly, an article was recently published in the Hillsboro Tribune: hillsboro tribune sports/ forest grove and hillsboro area highschools seek new sports league It appears the Hillsboro School District and others will be seeking the creation of a new league, solely for the purpose of leaving the more competitive Metro League. We would like the Committee to know that members of the Century Youth Athletic Association do not support the creation of a new league. We believe the Metro League is the league in which we should be competing and that instead of trying to find lesser competition, the district needs to pursue further investment in its athletic programs, better coaching and embracing the challenge of playing skilled competition. For too long the Hillsboro School District has played the victim in the ongoing melodrama that is inclusion in the Metro League. If and when Hillsboro comes forward with a proposal for a new league, we will actively oppose it and offer testimony and evidence for staying in the Metro League. Thank you for your consideration. 14 Brad Garrett 70 From: Sent: To: Subject: Brandon Standridge Monday, December 19, :35 AM Brad Garrett Classification Feedback Members of the Committee: In looking at the new proposals and listening to the testimony via the webinar I feel that I need to stand up for my community and my district regarding the proposals. My feedback is on draft #5, which we would like to ask that the cutoff be raised from 189 to 200, and place us in the Mountain View Conference. We are again the only public school under 200 ADM for that classification. In making this change, we would be the only school affected and would put us where we belong at 2A, not playing 3A schools. In moving to 3A we would be driving past schools that we have played traditionally in our league, to move to a league where we would be outmatched and increase our travel immensely. I have projected our ADM for the next 4 years with the SES multiplier we will be steadily hovering at 195. If our population trend continues the way it currently is, it will end up even lower than that. By raising the cutoff, we stay with schools and communities that are comparable to us and have a chance to grow the number of athletes participating in our sports. I know there have been some rumblings that small schools all want to stick with 6 classes, I don't think that is true across the board. I know that our league felt like the 2a football playoffs this year were kind of a joke 29 teams has varsity programs and out of those over 20 we're really bad...not much of a state championship. I know we would rather play teams like willamina, colton, scio, etc... THis is just a thought Would it be possible to look at a 5 class system, with numbers like for 1a, for 2a, a, a, then 1040 up 5 a...these are just estimates and could be way different...but what this would allow us to do is have schools with 0 70play 6 man football and 70 up play 8 man...i would also let teams that want to play up a level petition to play up and if a school is within 10% of the enrollment number they could appeal to play down or if they are historically bad they could appeal as well. This is what montana does I think then if a team is at 1100 and struggling the hey can play down even. Just some ideas, not sure if this type of idea has been thrown around. I know a lot of the public schools at our level would be fine playing a bunch of bigger schools that are also public, they just don't want to play private schools that are bigger than them. I think that is the biggest concern amount many of the 2a size schools. I think most schools in our class would play public schools that go up above 250, but they don't want to play santiam Christians of the world. I know that 5 team football leagues makes it difficult to set schedules, we would certainly want 7 or 8 team leagues in the new clarification. If we can't even make 4 leagues of 8 in football then I hope we look closely at that. We can't I fill byes with the current formats. STE. 1, WILSONVILLE, OR From: Christopher Spencer [mailto:spencerc@knappak12.org] Sent: Wednesday, December 21, :55 AM To: Kyle Stanfield <kyles@osaa.org> Subject: NWL Kyle - I know this may not be your department, can you get this to where it needs to go, but I got a few legit issues with how our league is set up and how RPI is configured. After looking through the data and tracking RPI, playoffs and seeding for the playoffs, I believe that it is very beneficial to have a league with less teams. The leagues that have larger amount of teams, like the NWL (10), are put at a competetive disadvantage to leagues with lesser amount of teams. Since I am in the NWL and have been following closely for now my 4th year at Knappa, I believe some issues need to be addressed. We have 18 league games for basketball, since we play a home and home with each team. This gives us almost no flexibility in who we can schedule outside of league play. For instance, take a look at Western Menonites non-league schedule, they get to schedule teams that have very good RPI's and inflate their RPI. They have been masters of maneuvering their schedule this way and always have games pop up in their schedule late January to help with this. In the NWL, we have 2-4 teams that are not very competitive. These teams usually win less than a handful of games all year (See NKN, Gaston - etc). I have to play them two times, while smaller leagues can find games that are advantageous to them. Leagues with 5 teams have an even greater chance of inflating their RPI. They can afford having a couple teams that are not very good because they can schedule accordingly. This has really handicapped the NWL and their seeds heading into the final OSAA state tournaments. City Christian who was very good last year, then heads to Burns, City finished 2nd in our league and was still unable to secure a top 8 spot to have a home game. Knappa then has to head to a team like WM and we lose a close one by 3 points. If I had the chance to schedule better, I could boost my RPI. My next concern is the how the playoff allocations for 2A basketball leagues are given. NWL has 10 teams, yet only gets 3 births to state. The COLUMBIA BASIN, and WAPITI both have 5 teams each, but are GUARANTEED 2 BIRTHS, to state. The SUNSET league has 6 teams and gets 2 to state. I do not understand at all how 2-5-team leagues can each get 2 births to state when a 10 team league only gets 3. This makes no 1

18 sense. Then, we are handing out two RPI highest seeds to teams that did not qualify through league playoffs. When our league is at such a huge disadvantage to how we can operate our non-league schedule, we are rewarding conferences with less teams capable of boosting RPI. For our league to not have 4 guaranteed spots in the final 16 and float 2 births by RPI is not fair to our league. It is really too bad this is how it is divided. At the AD conference this was addressed and we did not have enough votes to shoot this down. The people that spoke the loudest, got their way and they happened to be from a 5 team conference. This needs to be addressed. Next concern - Delphian. Delphian is currently very close to the TRI-River league. The 5 public schools in our league play football, volleyball, basketball, wrestling, track, cross country, baseball and softball. They do not participate in much and from day to day or season to season, they will all of a sudden cancel their program like baseball last year, or only have a JV program or some other arrangement. In the middle of baseball season, they canceled their season because they are not very good. Currently they have a girls varsity basketball team that is not able to compete at a JV level for our league. They will not win a game this year against a league team. We spent 3.5 hours on a bus to play their girls varsity and won Our girls over the last 4 years have been down in our league and are currently 2-4 on the season and struggle against anyone that is ok. I am not sure what to do in this scenario. They had girls when their coach asked them to check in, shook their head "no" because they did not want to go in. Not only does this effect the RPI and ranking of our league, it is not ethical for anyone to be playing games like that. I do not want to see anyone get beat like that - our bottom end girls that can not make a lay up were able to shoot the ball as many times as the want until they could score. I think they should be moved to the TRI-River, play 1A or move to being independent. The public schools in our league are stable and play each of the sports listed above. Delphian, has very little participation in our league. I would also like to propose an exhibition game at beginning of the season that is not counted for RPI purposes. I believe in the sports other than football that have more games, it would be great to have a game or two that does not effect the RPI. That way I can play rival games or challenge up against teams that we would not normally play due to worrying about RPI. First, I really appreciate all that you guys have to do as I know it isn't easy. I understand that there is a desire to have six classifications for football, but I am not sure why. Lakeview likes the five class proposal that the committee came out with. With recent drop in our enrollment, we would be the third largest school in that league, but more importantly, the competition level would be appropriate for us in all sports. We wouldn't dominate in anything but be vying for a playoff spot in most years. Those communities look a lot like ours. We would prefer this same model in football as well. The six classification for football that came out has us competing against Mac-hi that has 400 students, La Pine with 324, Umatilla with 318 and Nyssa with 277! We would be all in if you moved us to the same 2A league in the six classification football proposal with Illinois Valley. That is what we would prefer. Again, communities that look more like us. Having been at La Pine the past 20 years prior to coming to Lakeview, i can tell you that they will be much healthier than we will be in the near future. We play Burns every year, and I can't remember the last time Lakeview beat them (maybe four years ago). We played Vale three of the last four years and were not close. Our last game with Nyssa was a blood bath that was so bad, we mutually decided (I am being told) to not play the next year. The other issue, which would be the same in any league is that of JV games. With the current restrictions on quarters, in order to have JV games, we would have to play on different days which means lots of trips that are in excess of four hours (five trips a year). The other would "only" be three 1

23 hours. I'm afraid this might keep us from having JV teams, or we play local teams for JV games (Lost River- 2 hours, Bonanza- 1.5 hours, Etc). I know there has been much discussion about the safety involved in football and that is the reason for 6 classifications. However, in your proposal for football, you have us in a league with much larger schools than the five class proposal that would not include football. I think this would have us have a better chance for injury. We are in favor of the five classification model proposed (Draft #6). If you have to go to six classifications for football, we would ask to be put in a 2A league with Illinois Valley (they are 40 students larger than us) instead of the 3A league that you proposed. As a classification, our main goal is to maintain (as much as possible) a competitive balance throughout. Understanding of course, there is no perfect solution when dealing with such a vast composition of schools and demographics. With that being said, we would like to keep the 1A cut-off at 89 students. Even at this number we still have great parity at our level with many of our schools having fewer than 40 students. The number of classifications, whether it is five or six, is not of the utmost importance to us. However, it appears the majority of the five classification models create a larger 1A with a higher cut-off point. Thus, it will leave an even wider gap between our larger and smaller schools. The 1A is by far the largest classification when it comes to the number of schools. We feel any additional schools would only dilute the competitive balance further. I greatly appreciate the time and effort each of you spend while working through the minutia of this process. 30 Dear Classification Committee: 1/18/17 83 I m writing you to to express my thoughts on a few aspects of your work and the proposals I have seen thus far. I appreciate the position the committee is in, in that you will have a tough (impossible?) time pleasing the whole state, and I don t envy that position. I just want to say a couple things in regards to the whole process and Canby s place in it. First, I m thankful that we are seriously considering moving to 5 classifications. We (I was in the Pacific Conference then) thought this was the right step when we moved from 4 to 6 classifications years ago (why move up 2 classifications when you could move up one and see if it fits for the state?). I understand that more schools are happy that we have six as it gives more schools a chance to compete for a state championship. With that logic, why don t we go with 10 classifications? I m hoping that the proposals coming forward will solidify the 5 classification option in the committee s minds. Oregon just doesn t have the population to support 6 separate classes and playoff structures that go with that number. With 32 teams qualifying and only 48 schools in the top classification, too many weak teams qualify, and Canby is sometimes that team. I would propose fewer classifications with smaller playoff brackets with league champions earning a first round bye. Otherwise, we lose the value of league play overall and have playoff matchups that don t merit playoff consideration. As for league make-up, I think the committee should try to match geographic location with competitiveness when building the leagues as much as possible. Canby s place in the whole picture: Canby understands that we are one of the outliers in the whole metro picture and so can be positioned in various alignments of leagues. Currently, we live in the toughest league in the state, which limits our success in the win-loss column, but if you look at the games themselves, they are very competitive in almost every sport. We are not a doormat in our league by any means and will occasionally have strong classes that allow us success in various sports (e.g. football semi-finals four years ago). The geography of this league makes it relatively easy for our student body to travel to support our teams, and they do this regularly. Moving us to the new league as the Hillsboro proposal shows has us traveling past several schools that we currently play in the TRL. While this new league may increase our success in terms of wins and losses, it also greatly increases our travel time and budget as our nearest opponent in that new league is currently our furthest. Canby s coaches and athletes are fairly split on the different proposals. Some enjoy playing the toughest competition to prepare for the playoffs, others would enjoy having greater success in the regular season, and others would enjoy more qualifiers for playoff and state competition. Ultimately, we will accept the place we are put by the committee because we can make it work wherever we are placed and we will refrain from choosing one league over another. On another note, wherever the committee lands, I would hope that the football districting follows with the proposed league alignments. I think it makes it more convoluted to take the premier sport of focus for most schools and have them playing schools in a separate league alignment than their other sports because of what it does to disconnect the energy of building school spirit throughout the year. I am appreciative of the fact we are no longer in Brookings Harbor's league. Thank you committee! Creswell would be in support of the latest 5A proposal. We believe that puts our student athletes in a more equitable position than the current 6A proposal does. We also think the 5A proposal is more regional as we are paired with teams that we have historically competed against like Harrisburg, Pleasant Hill, Elmira, Junction City rather than in the 6A proposal going to the Roseburg area for most league games. My concern with the 6A proposal is the fact we will be playing multiple teams at that level with twice our enrollment(cottage Grove 759 students) with 2x enrollemnt would be in our league. I also see Woodburn in that classification and that concerns me a great deal being that they have 1547 students and we have 370. While I know they have struggled competing in many of their sports, they have almost 1200 more students and that does not appear to be reasonably equitable. I sincerely appreciate the hard work and time the committee has put into this as I know it is a difficult undertaking. I look forward to next meeting and the next proposals. 41 Cascade Christian Illinois Valley Lakeview Rogue River St. Mary s January 17, 2017 To Whom It May Concern: Recently, the Southern Cascade League Athletic Directors met at their regularly scheduled league meeting and discussed, at some length, the most recent proposals forwarded by the classification committee after their December 12 th meeting. As a league we have some concerns about Draft #5 which leaves us with our current six classification model. First, we understand the huge task that the committee has and understand the efforts that go into this process and appreciate the work that the committee has done. However, our concern with this draft is that it leaves the Southern Cascade League with only four members! This really puts us in a bind. If this is the model that is adopted, both Cascade Christian and St. Mary s will petition to play up and Rogue River will petition to play down. Obviously, there won t be a Southern Cascade League anymore and where do you put Lakeview? Draft #6, changing to a five classification system, is preferred by everyone in the Southern Cascade League. I know that we have heard recently that the six class system is not broken so why fix it. It is broken from our perspective. We strongly urge the committee to adopt a five class system for all sports across the board. All member schools would accept this proposal and there would be no petitions to play up or down if this is the draft adopted. Lastly, we would prefer to have the same league for all sports and not add to the special district concept by doing something different with football. We understand that there is a push to treat football differently but the proposal that came out might have leagues that are too big. It would mean that your non-league rivals would no longer be able to schedule you. We know that it is up to the leagues to decide how this works and there has already been talk about splitting those football leagues into smaller halves. This would put us right back into smaller leagues and schools avoiding traveling to the outlier schools. In closing, The Southern Cascade League would strongly urge the committee to adopt a five classification system. 42 Newport High School 91 Wayne Spencer Athletic Director Newport High School Classification and Districting Committee Oregon School Activities Association Dear Committee Members: In the form of an introduction, I am Wayne Spencer, Athletic Director at Newport High School currently a 4A school. In the interest of full disclosure, I am a proponent of retaining the current six-classification model. I believe that the schools that make up the 4A classification are appropriately grouped. They are schools that, for the most part, represent a single community. They tend to be more rural in nature with similar community demographics. The schools that compete at the 4A level are well matched in athletic competition. Recently an op-ed argued that the OSAA had a well to do problem. The article presented evidence that at the 6A level 37 out of 44 state championships were won by the school with the lowest 1/3 of free and reduced lunch percentage. I took it upon myself to examine the competitive balance of 4A schools. I found that in the previous four years 72 percent of the 4A schools have won at least one OSAA athletic state championship. These results support the argument that the 4A classification works and does not need to be dismantled. I have attached the results. At your last committee meeting, I heard, in at least two cases, a person giving testimony say something similar to we do not look like those schools. In both cases they were asked, for example, what does a 4A school look like? I have given serious thought as to how to differentiate between schools larger and smaller than the current 4A schools. I believe that examining a school s ability to offer sub varsity sports creates a clear distinction. In our current 4A classification the vast majority of schools are able to offer two teams in football, three teams in volleyball, three teams in basketball and two teams in baseball and softball. Using the Draft #6: 5-classification model and using Newport High School as an example, I question if many of the schools in the proposed West Valley League are able to consistently offer a JV football team, a third volleyball team, a third basketball team or JV baseball and softball teams. Without these sub-varsity teams many non-varsity athletes at my school would miss the opportunity to participate in interscholastic sports. I see this dilemma for many of the current 4A schools when placed in a fiveclassification system. Conversely, I would question if the current 4A schools that are moved up will be able to provide the additional sub-varsity teams that schools of over a thousand students are able to offer. Far more students participate at sub-varsity levels than varsity; a classification system that best meets the needs of younger, inexperienced athletes must be given strong consideration. In summary, the six-classification system has proven to work well for schools of the size that I represent. The schools are similar in size and community demographics. They are competitively balanced and can best serve athletes at all levels of competition. I can see no compelling reason to break-up this successful arrangement. As we spoke about briefly on the phone today, we are very excited to continue as a member school in the OSAA for years to come as we have in the past, but as you are well aware, the proposals from this Committee has left us little choice but to explore the option of becoming members of the WIAA. While we believe that this move is very practical for our community and kids, we also understand there are some hurdles to cross with both associations. I realize that Hermiston High School has not presented an alternative proposal to the committee to this point, but we are prepared to do so. While the committees projected numbers place us in the highest classification, and the nearest conference is the Mt. Hood Conference, we believe is very easy to see that this is just not practical what so ever. We are not talking about having to participate in the IMC and make two overnight trips to Bend or years ago having to travel to LaGrande and Ontario. What the committee is proposing we do is unheard of. As I have explained before in previous communication, making seven or eight trips to the west side for conference plays turns in to eleven to thirteen trips or more for a season in a traditional home and home schedule. The committee is aware of the details, we cannot expect our students to miss hundreds of hours of instructional time in a year. As the attached letter points out, we are prepared to argue that our projected ADM numbers would fall in a reasonable range to allow us to participate in a 5A conference, given a six classification system. We have seen a huge spike in Hermiston High School ADM in the last couple of years and we believe this is due to circumstances the committee should consider when placing us in a league. With our current student population of 1560 and our last published free or reduced lunch numbers, our current ADM would be 1330 and future ADM with the two classes coming in to HHS, approximately I will be prepared on Monday to share more information. I am writing tonight to electronically send the Classification Proposal that a group of us have been working on the past few weeks. I shared this document with you last week after the 4A Statewide Scheduling Meeting. We believe this proposal is a working document, not necessarily a finished product. We understand if ADM numbers need to be adjusted to determine better competitive balance (we simply kept the same ADM numbers for a 6 Classification Proposal as posted by the Classification Committee on 12/16/16) or if the factors for football invitations to play at a lower level would need to be adjusted (we simply used a single factor of a minimum winning percentage of.333 over the past four years provided a program played the past four years at the same level or higher). Our group Tony Smith from St. Paul, Chris Roche from Wilsonville, Jacob Pence from Banks, and Robert Medley from Scappoose will be at the meeting on 1/30/17 to formally present this proposal. Unfortunately, I will be out of town and not available to attend this meeting. 63 Oregon High School Athletics Redistricting Proposal Buell Gonzales, Jr & Chris Schofield - Brookings-Harbor High School 95 This proposal is a major shift in the way we in Oregon have traditionally done our League, District, and Play-Off Systems. This is not a Classification Proposal. Don t just jump to find pages to see where your school would fit. Read all the bullet points and consider the proposal with an open mind. We understand this proposal is late in the game and would take serious discussion to even get started. But we believe this has merit and deserves your time. With Oregon High Schools considered among the Nation s worst when it comes to graduation rates and total monies spent on education we as Educational Leaders need to address this issue before it is addressed for us. With School Districts looking for different ways to keep kids in the classroom and reducing travel costs it only makes sense to start thinking outside the box. As Athletic Directors we need to have the ability and freedom to schedule closer League games and not be tied to a system that forces long play-off bus trips across the state. The current format has led to more time out of the classroom and more money spent on travel. This proposal addresses what we believe will help schools that need help as well as leaving the schools alone that are doing just fine. Major Tenants of the Proposal: We have based this proposal on the current 6-A Classification System. It s important to note that this proposal would not change if the State moved to a 5-A Classification System. Whatever Classification System the OSAA decides would be used. Football, Cross Country, Cheerleading, Dance, Swimming, Tennis, Track & Field and Golf will remain the same as they currently are. Schools will be in Leagues/Special Districts according to their current size and geographic location. The playoff format would also remain the same for those sports/activities. This proposal does not offer any change from the current OSAA format for League/District and State Playoffs. For Football it is important to note that school size plays an important role in student-athlete safety. We feel the current League and State Playoff System is best for student-athletes and the continued success of the sport. For Volleyball, Boys and Girls Soccer, Boys and Girls Basketball, Baseball, and Softball this Redistricting Proposal eliminates the current OSAA leagues format according to Classification Size. Schools will no longer only be tied to other schools in their region within the same classification for League games. New Leagues would be created based on region and willingness of those schools to compete regardless of classification. All schools will be allowed to compete in the District and State Playoffs according to their classification. So every team makes the playoffs. In this proposal schools cannot play down a classification for the playoffs. Any school can however choose to play up a classification for the League, District and State Playoffs. Schools like McKay, North Salem, Woodburn, Gervais, Riddle, and Illinois Valley that have requested to play down a classification can choose to compete in leagues where they are more competitive regionally. Schools should not be forced to play in a League solely based on enrollment. This proposal would eliminate the OSAA RPI and the need to track Out-of-State records. It is important to note that this proposal changes almost nothing for schools in the Portland, Salem, and Eugene areas. The PIL would remain completely intact for all sports if they choose.

64 What the Re-Districting processes would look like: 95 At the end of each OSAA Calendar Year in late May/early June the OSAA would release their Districts for each school/sport. Each District would represent the regional schools within the same classification. Within the current 6-A classification each District would have roughly 6-14 teams, depending on the size of their classification. In the current system there would be 4 Districts for 2-A, 3-A, 4-A, 5-A and 6- A. 1-A would have 8 Districts. Each District would decide how to come to a #1 and #2 Seed to send to the State Tournament Site, or Regional Playoff for 1-A, and then the State Tournament site. Important to note that Districts are broken up according to Regional Classification. Once the OSAA releases their Districts within each classification then it is the responsibility of each school to create their own Leagues within the state. Each school would have a say in which League they play in: small, large, hybrid, etc.. For example a 2-A school could be in the same League as a 4- A School. Or a 5-A school could be in the same League as a 6-A school. The travel reduction for each high school would come from the creation of these regionally based leagues across classifications. Traditional rivalries would/should be honored. These Leagues would have different sized schools. i.e. Coquille (3-A) being in a League with Bandon (2-A), Myrtle Point (2-A), North Bend (4-A), Marshfield (4-A), and Reedsport (2-A). All those schools just listed are within an hour drive or less of each other (This is just an example. All the schools listed above would have to agree to be in that league). At the conclusion of each League season all the coaches within a District would meet and rank eachother according to their record, common opponents, current talent level, etc. It is important to note that every school would make the District Play-Offs regardless of their League Record. From the example League above North Bend and Marshfield would be in a Regional 4-A District and attend that meeting with the other 4-A schools in their District and vote/rank each other for the District Playoffs. There could/would be BYE s for 1 st -2 nd if needed with high seeds hosting early games. The Semi-Final and Final Rounds would be neutral site regionally based. Important to note that small schools could be in a League with larger schools and their record would not accurately depict their competitiveness within their classification. At this Regional District Coaches Meeting each coach would have a short, three minute time frame to plead their case. Coaches would then vote/rank each other and if desired coaches can challenge one spot up, have another 1 minute discussion, then vote/rank again. The whole process would take an hour. There are detailed procedures of this process below. These processes have been utilized by other state high school associations. Go to the Wisconsin HS Sports Page to find out some more specific info. No need to reinvent the wheel... Tourney Procedure: Season Regulations: Other Benefits and Advantages: This process eliminates the RPI and need for rules/regulations for scheduling opponents within the classification for accurate ranking and play-off placement. There would also be no need to track Out-Of- State opponent s records. Knowing which teams are within the schools District gives coaches the ability to scout ahead of time. Important to note that teams in the same District might not play each other in League. These teams would have the opportunity to play each other in the District playoff scenario at the conclusion of the League Schedule.

65 We believe that these procedures give schools greater flexibility in scheduling. With larger leagues, there are a host of options available for scheduling and competitive balance. Leagues may divide based on size to keep competitive balance, especially in areas near population centers where travel is not as large a factor as it may be in rural areas. Leagues may choose to divide by geography to ease the travel burdens on schools they are responsible for. There are many different options to make this work for metro and rural areas. In the past, when hybrid leagues were created, it put some schools at a distinct disadvantage since the playoff formula (namely the OSAA RPI) put some teams at a mathematical disadvantage for playing against larger schools while other schools gained a distinct advantage mathematically by playing against smaller schools. This proposal removes those advantages and disadvantages from the system by removing the RPI. Instead, each team would make their respective district playoffs. Seeding would be determined by the coaches within each district, allowing teams to survive tougher scheduling. By removing math from the equation, it rewards rather than punishes teams for tougher pre-season scheduling. We return to a system in which games early in the year are an opportunity for teams and coaches to grow and develop rather than placing such a premium on winning right out of the gate. NOTES 95 This is as close as it gets to a one size fits all solution. Currently we are painting ourselves into a corner with procedures and policies that only work for places with large populations? This proposal keeps the metro area to it s current format and makes it better for the schools that struggle with budgetary and travel issues. We can honestly say that the way we are currently doing it is not best for ALL student-athletes in Oregon and this proposal addresses those current deficiencies.

To see if we could give you a good picture of where we stood on the possible 5 Classification vs 6 Classifcation models. They were asked to prioritize, their thoughts at this time, on three possible Classification alignments for the time block. All members voted and the question and results are shown below. 67 Brad Garrett 97 From: Sent: To: Subject: Brad Carbone Friday, January 27, :53 PM Brad Garrett Football Only Classification I think the committee needs to stop a moment and think about how school size and availability of players does make a difference in the abilities of a squad. Why is it that there are only a few examples of lower division colleges beating FBS I schools. A champion in FCS (Eastern Washington just barely competes with a very mediocre Oregon State program.) Placing schools of distinct size advantage against, ie 2x-3x the students, to other schools definitely puts them at an advantage in moving them down. Just think of Reynolds or Gresham severely injuring a kid at La Salle or Parkrose. This will be considered gross negligence in any court of law. And I assure you, there will be severe injuries when mammoth schools run over smaller schools, the coaches won't be able to help themselves from going for the complete decimation of the opponent. Moving McCay and North Salem down to 5A doesn't make sense in any scenario. McCay with over 400 kids more than cutoff, seems like a disaster waiting to happen. Taking into consideration the outcome from prior years doesn't make sense. The only thing this accomplishes is to make a handful of teams feel better, but what are you offering the kids from smaller schools that will get crushed in the process, or forbid the player that loses his career because they aren't able to compete with one of these large population schools and gets permanently injured or disabled. I also noticed that the full student populations were not reported this period, just the adjusted numbers. Is that because if people saw just how many students that Reynolds and McCay draw from they wouldn't be quite as excited about the issues of participation. Seems like that would be the first number that would be published, it isn't that students from lower income parents participate less in sports. It seems if the committee hasn't taken into account the primary objective first, to keep the kids safe. Otherwise no one would suggest putting Reynolds against La Salle, three times the students after your adjusted population, does that mean it is more like four or five times before your free and reduced lunch adjustment. This goes back the the comparison to college, there are always restrictions for moving down to a lower classification. Are you going to make Reynolds restrict their varsity team to just 30 players when they move down to level the playing field. It cannot be said that there aren't many more student athletes at Reynolds than smaller schools, the statistics just won't support that assumption. I will say that if the OSAA decides to go this direction, I would only hope that all the general liability and specific committee member insurances are paid up and have large policy limits assigned. Because I could see board members and the OSAA defending itself in court many times over. I appreciate you taking the time to listen to my arguments.. 1

68 98 January 27, 2017 Classification and District Committee Members: Cascade High School is requests that we continue with a six classification system for the next four year cycle. Cascade also requests to remain within the 4A classification. We believe the 4A classification has been functioning well and prefer that minimal adjustments are made to the schools and the leagues that are currently within the classification. Since the student population in Oregon has increased 2% since the last round of reclassification four years ago, we would hope that the committee would increase the cap of the 4A classification to reflect Oregon s population changes. In a smaller school, one large class can impact the total population of the school. Our current senior class is exceptionally large, and the current 8 th grade class is similar in size to our freshman, sophomore, and junior class sizes. Cascade is an open enrollment school and is at capacity. For the school year a formal request will be made to Cascade School Board to cap the class sizes, which will control the number of inter-district transfers and stabilize the total population of the student body. Cascade School District recently began an online school to recapture students who had dropped out of school or not graduated within four years at the alternative school which is housed in an elementary school 3.8 miles away from the high school. The students at this location have been included in the high school count, even though the students in the alternative school and on-line school have not participated in extra-curricular activities. We are working with Oregon Department of Education to make the alternative school and on-line school a separate school which will allow us to better meet the needs of the high risk students. Once this occurs, the students at the alternative school site will not be counted as a part of Cascade High School s population. Schools currently in the 4A classification are similar in size, tend to be rural, have similar sports participation, and similar music programs. The schools that have roughly students have similar athletic facilities, music programs, and number of administrators available for supervision of athletic contests. The 4A schools have a history of working together to fill team schedules with non-league games. As a classification, 4A has worked together to improve the play-in procedures to ensure competitive balance and avoid match-ups of schools within the same leagues. Within the six classification system, the 4A schools have been a productive and amiable group. Please consider retaining the six classification system and making minimal changes to schools and leagues in the 4A classification for the next four-year cycle.
