These competitions will instill in their students and coaches a philosophy of sportsmanship and fair play. 1

2 SECTION 1 MEMBERSHIP Rights & Responsibilities 1. PRC-HS Member Schools will endeavor to provide competitive sports teams in as many sports and levels as possible. 2. Adequate facilities and officiating must be provided for tournament fixtures (renting or using another school s facility is an option). 3. These competitions will instill in their students and coaches a philosophy of sportsmanship and fair play. 4. All the teams must be uniformed according to the activity. 5. PRC-HS Member Schools must provide a contact person for all activities (the Activities/Athletic Director), and must work to use a seasonal philosophy (no year-round sports teams). 6. PRC-HS Member Schools are required to post Code of Conduct rules during PRC tournaments. Constitution 1. PRC-HS Member Schools must be represented at every planning session. Member Schools get one vote each to motions floored at league meetings. 2. Motions for constitutional change must be submitted to the PRC-HS Chair at least two weeks in advance of the Spring AGM. 3. The PRC-HS Chair will distribute all motions for constitutional change to all Member Schools at least one week in advance of the AGM. 4. In order for a motion to be voted on, at least 50% of the Full Member Schools must be present at the meeting and the motion requires a majority vote in order to pass. 5. Membership status will be decided at the AGM by a majority of schools, and will be dependent on the school meeting the required standard for PRC-HS membership. Length of Membership 1. Membership is valid for a year with the beginning and end being the PRC-HS Spring meeting. Membership Votes 1. Divisions are to bring any membership issues to the Executive Committee at least one month before the Spring meeting. 2. All final membership issues are determined by majority vote by the Athletic Directors of Member Schools. Membership Renewal 1. Membership is renewed year to year if a school meets the minimum membership requirements. Membership Requirements A Member School is considered to have met the minimum membership requirements if it: 1. Sends at least one (1) representative to both the PRC-HS Fall and Spring meetings; 2. Hosts the required number of PRC-HS events as agreed upon by Member Schools at the PRC-HS Spring meeting (2 events); 3. Has participated in all PRC-HS divisional tournaments agreed to at the PRC-HS Spring meeting or has given written notice of inability to attend to a Tournament Director of an agreed to tournament within one month of the tournament start date; 4. Abides by the rules and regulations of the PRC-HS Handbook Loss of Membership 1. Member Schools must meet the minimum requirements (section 7.d). Failure to do so may result in removal from PRC-HS. 2. Any changes in membership status are formally reviewed and voted on by the Member School Athletic Directors at Spring Meeting. If a member is removed from the conference, a letter is sent to the school s Athletic Director and Head of School notifying them of their removal and the reasons for removal. Force Majeure on Membership Status 1. If a situation arises that is considered to be beyond the control of a school and causes the school to not meet the minimum requirements for membership, the Member Schools will vote whether or not to uphold its membership status. Each situation will be reviewed on an annual basis. Membership Application A school seeking PRC-HS membership must: 1. Contact the PRC-HS Chair or Executive Committee through or the PRC-HS website; 2. Complete a PRC-HS Trial Membership Application; 3. Operate as a school whose programs promote the types of events that are consistent with the PRC-HS Codes of Behavior; 2

3 4. Go through the two-year application process as outlined below. Year 1: Application Year Unaligned School (Trial Member) During the application year, an applicant school: a. Must host a site visit by the PRC-HS Executive Committee (if requested); b. Must schedule core sport friendlies with PRC-HS Member Schools and discuss potential tournaments with other unaligned schools. c. May be granted, at the end of the application year, a one (1) year divisional school membership status through the majority vote of the Athletics Directors of Member Schools. Year 2: Probationary Year Divisional School (Trial Member) A probationary Divisional School: a. Must participate fully (both hosting and attending) in boys and girls volleyball, basketball, and soccer tournaments and exchanges during the probationary year; b. Must host the required number of PRC-HS events as agreed upon by Member Schools at the PRC-HS Spring meeting (2 events); c. Will not be granted voting rights; d. May be granted Full Membership status at the end of the probationary year through majority vote of the Athletics Directors of Member Schools. If at any time membership is denied during this two-year process, a notification letter will be drafted by the PRC-HS Chair, approved by the Executive Committee, and sent by the Chair to the applicant school informing it of the denial. Year 3: Full Member - Divisional School A full member Divisional School: a. Must participate fully (both hosting and attending) in boys and girls volleyball, basketball, and soccer tournaments and exchanges; b. Must host the required number of PRC-HS events as agreed upon by Member Schools at the PRC-HS Spring meeting (2 events); c. Will be granted full voting rights; SECTION 2 DIVISIONAL ALIGNMENT Divisions are to be set at the Spring Meeting each year based on a recommendation by the PRC-HS Executive Committee and voted on by Member Schools. Divisions are to be aligned fairly based on size of school, level of play, level of involvement, etc. Divisions are for exchange and tournament play only. A Member School can schedule friendlies within a particular season with any PRC-HS Member Schools and Trial Member Schools. SECTION 3 DISCIPLINARY PROCEDURES 1. A demonstrated pattern of non-adherence to PRC-HS constitutional standards, which has compromised the integrity of the league, will result in a review by the Executive Committee. 2. The Executive Committee may decide to assign a school probationary status. 3. Probationary status may be assigned for the remainder of the school year and/or the following year. 4. During the time of probation a school may only compete in tournaments with the agreement of the Executive Committee and the Tournament Director. The Executive Committee will communicate to the offending school the reasons for their probationary status. By the next AGM following a school s probation, that school is responsible for presenting reasons why their probationary status should be altered. 5. The probationary status is reviewed at the Spring PRC-HS Meeting. The Full Membership Schools of PRC-HS may decide to: a. Continue with probation b. Return the school to full member status c. Remove the school as a member 3

4 SECTION 4 EXECUTIVE COMMITTEE 1. Appointment a. The PRC-HS Executive Committee will consist of the Chair, and two further Executive Members. b. Elections for vacated positions are held annually at the Spring PRC-HS Meeting. c. Full Member Schools Athletic Directors are permitted one vote each. d. No more than one representative from a Member School may serve on the Executive Committee. 2. Duties of the Chair a. Establishing an agenda for the meetings. b. Prior to the meetings, fax or an agenda to the schools. c. Serve as the facilitator of these meetings. d. Maintain and update PRC-HS Handbook. e. Facilitate the ongoing improvement and refinement of the PRC-HS league and its competitions. 3. Duties of the Other Executive Committee Members a. Take minutes during Executive Committee and full membership meetings and distribute to Member Schools within two weeks. b. Act as an appeals board for matters relating to the PRC-HS handbook. c. Decide on disciplinary procedures relating to Members Schools. d. Be available to clarify league rules and procedures to other Member or prospective Member Schools. SECTION 6 FUNDING 1. All team costs (uniforms, coaching stipends, equipment purchases, and practice or game facility rentals) are the responsibility of the school. 2. The home school should arrange referees when hosting fixtures. 3. It is assumed that all PRC-HS Member Schools will bare the burden of tournament hosting but may charge a minimal tournament fee if necessary. Tournament Director will make invited schools aware of this upon sending out tournament invitations. 4. Tournament and Exchange hosts are responsible for all site costs associated with hosting these events, including awards. 4

5 SECTION 7 CORE & INVITATIONAL SPORTS 1. Core Sports (played on a seasonal basis with a tournament): a. Volleyball (Season 1; September-November) b. Basketball (Season 2; November-February) c. Soccer (Season 3; February-April) No league standings are kept for PRC-HS competitions. Tournaments are to be organized without seeding and with every school having as equitable a chance as possible. A mid-season exchange is to be played whenever possible, allowing teams a chance to play matches against other schools from the region. These will be friendlies only, without scores recorded for league purposes. One-Day Invitational: Any school wanting to host a One-Day Invitational event under the auspices of PRC-HS may do so by informing the PRC-HS Chair and inviting all Member Schools. Rules are to be based on standard international federation rules but are ultimately at the discretion of the host school. These adapted rules are to be made known to competing schools no less than two weeks prior to the event. However if an event is to be held in the future, the rules should be agreed upon in the prior Spring PRC- HS Meeting. 2. One-Day Invitational Sports include (but are not limited to): a. Tennis (Season 1) b. Golf (Season 1) c. Cross Country (Season 1) d. Table Tennis (Season 1) e. Swimming (Season 1) f. Badminton (Season 3) g. Track and Field (Season 3) h. Touch Rugby i. Rugby j. Netball *See Appendix 1 for a complete list of this year s PRC-HS Core & Invitational Sports events. SECTION 8 TEAM CATEGORIES & GRADE LEVELS 1. Each Member School may enter teams in each of the above events. Note that the grade levels are only a guide and age is the criterion by which eligibility is determined: Categories & Age Guidelines (based on age as of September 1, 2017) U19 (must be born after September 1, 1998) At least age 14 (must be born on/before September 1, 2003) At least age 14, but cannot be 19 on or after September 1, Requests for an exception made to Tournament Director at least one week prior to competition. 2. In competitions, all Member Schools must be given the opportunity to enter one team in each tournament. Extra teams (such as multiple teams from a single school, PRC-HS Trial Members, or schools from outside the PRC-HS League) may be added at the discretion of the Tournament Director if numbers allow. 3. Schools must be prepared to provide proof of age to the Tournament Director if requested. SECTION 9 TOURNAMENT FORMAT 1. All tournaments should be round robin in structure or pool play. Refer to Tournament Format Appendix Pool play should incorporate a cross over, a championship and consolation games. 3. Pools should be divided randomly, however the Tournament Director may use discretion to keep apart teams from the same school or who play each other regularly during the season. 5

6 4. Game lengths should remain at full time, if time permits (this will depend on the number of teams entered). 5. Travel time sensitivity should be taken into account for traveling teams. 6. Tournament games should, where possible, comply with the official PRC-HS tournament rules. However if this is not possible due to facilities, time constraints or the number of games required, all changes must be communicated to the Athletic Directors of all competing schools at least two weeks prior to the event. 7. At least one month before an event, the Tournament Director will send out an to all PRC- HS schools asking for an indication of whether their school can enter a team/s into the event. Athletic Directors must endeavor to inform them of their intention to (or not to) participate as early as possible. 8. A tournament information sheet must be sent out to all competing schools at least two weeks prior to the event. It should contain information about: a. The location of the event. b. Name and contact details (including mobile number) of the Tournament Director. c. Information about meals, medical care, etc. SECTION 10 EXCHANGES 1. All PRC-HS schools are invited to participate in the Mid-Season Exchanges in Soccer, Volleyball, and Basketball. 2. Schools may enter more than one team if numbers permit. 3. The Exchange may happen at least once per season. This means that schools from different cities will meet each other prior to the final competition. 4. The priority should be to schedule matches between teams from different cities. 5. The recommended number of matches per team, per Exchange, is three. *See Appendix 1 for a complete list of this year Core Sport Exchanges. SECTION 11 VOLLEYBALL GAME RULES Most recent FIVB rules will be applied, except for the following amendments 1. Matches are best 2 out of 3 sets. The third set is to 15 points (must win by 2 points). 2. It is recommended that a warm-up system, controlled by the match officials, be used for all matches. 3. Unlimited substitutions are permitted, however the following restrictions will apply. In any given set, once Player A has been replaced by Player B, these two players can only replace one another. This means that a maximum of 12 players are permitted to play in each set for each team. When a new set commences, the previously established pairing between Player A and Player B no longer applies. New pairings may be created with the start of each new set. 4. The following reduced net height will be used (Boys 2.43m; Girls 2.24m) 5. PRC-HS Tournament Tie-Break Rules: a. Result head to head between tied teams b. Set differential head to head between tied teams c. Point differential head to head between tied teams d. Overall set differential during the tournament e. Overall point differential during the tournament/group play f. Coin Toss by Tournament Director SECTION 12 BASKETBALL GAME RULES Most recent FIBA rules will be applied, except for the following amendments x 8 minute quarters with stopped time. Time discretion by Tournament Director. 2. Overtime periods will be 3 minutes and begin with a jump ball. 3. Size 6 ball for girls; boys play with Size 7 ball. 4. Unlimited substitutions are permitted on any whistle (but not between free throws). 6

7 5. Possession Arrow: A jump ball will begin the game followed by the use of a possession arrow on any subsequent jump ball situation. 6. PRC-HS Tournament Tie-Break Rules: a. Result head to head between tied teams b. Point differential head to head between tied teams c. Overall point differential during the tournament/group play d. Coin Toss by Tournament Director SECTION 13 FOOTBALL (SOCCER) GAME RULES Most recent FIFA rules will be applied, except for the following requirements Neutral.pdf 1. 7 vs. 7 players (1 goalkeeper + 6 field players). 2. Matches shall be 2 x 20 minute halves with a 5-minute stoppage for halftime. 3. Unlimited substitutions are permitted. 4. The offside rule shall NOT be applied. 5. Any player who is issued a red card during PRC-HS play will be suspended from the next scheduled match in that tournament. 6. In the case of a forfeit, a 3-0 score will be recorded for tournament standings. 7. Field size is reduced to approximately ½ of the regulation size. 8. If possible, the following changes should be made to the field markings: a. The goal area and penalty area are combined into one area b. The size of this combined goal/penalty area is somewhere between the size of the proper goal area and the size of the proper penalty area. All rules which normally pertain to these areas are still in affect. c. Penalty Spot shall be 9 meters from the goal line. 9. Goal size is reduced to approximately 2/3 of the regulation size. 10. In a tournament, wins count for 3 points, draws for 1 point, and losses for 0 points. 11. PRC-HS Tournament Tie-Break Rules: a. Result head to head between tied teams. b. Goal differential head to head between tied teams. c. Most goals scored head to head between tied teams d. Goal differential during the tournament/group play e. Most goals scored during the tournament/group play f. Coin Toss by Tournament Director 12. In matches where draws are not permitted (post round-robin), 2 x 5 minute extra time periods will be played. If the score is still tied, a penalty shootout will be held, with three players from each team involved, progressing to sudden death if still tied as per FIFA regulations. 13. All players must wear shin pads in PRC organized friendlies, exchanges, and tournaments. Referees must line up players in advance of each game to check each player for shin pads. Players are not allowed to enter the pitch without shin pads. It is recommended (but not required) that each host school have a few extra shin pads for any athlete that does not have them. SECTION 14 HOSTING RESPONSIBILITIES The following is a list of responsibilities that the host school for league games and tournament play is expected to meet: 1. Provide a quality venue, as defined in the federation rules renting is an appropriate option. 2. Provide water and first aid care free of charge, and make meals available for purchase. 3. Host School has the option to charge a minimal fee to cover tournament related expenses. Tournament Director must submit proposal to Executive Committee at least six weeks prior to tournament. 4. Assist in providing or accessing required medical treatment beyond first aid, however this is not the financial responsibility of the host school. 5. Adequate amount of time for the games must be ensured. 6. Provide awards. 7. Score sheets should be kept by the Tournament Director. 7

8 8. Results of all tournaments must be sent to the PRC-HS Chair for historical records. 9. Host schools must provide officials of both adequate quality and quantity depending on the norms of the sport. Coaches, parents and high school students may be used, but must be of acceptable quality and maturity, and should be assigned to neutral games wherever possible. a. Basketball 2 referees and 1 scorekeeper/clock operator. b. Soccer 1 referee. c. Volleyball 1 referee and 1 scorekeeper. DISCLAIMER: As the PRC is not a paid membership based conference and we are not associated with any governing boards, we do not have any official protocols for dealing with athlete injuries. Ultimately in the PRC, attending tournaments, exchanges, and friendlies are at each student athlete's own risk. It is assumed that each individual in attendance of a PRC event has covered themselves with the proper insurance either privately or through a school provided program. While it is recommended that host schools provide basic first aid, it is the responsibility of the injured individual, and not the host school, to cover any costs (and assume 100% responsibility) related to any and all injuries. The PRC exists solely as a way for international schools in the Pearl River Delta to have an easy way to exchange information related to athletic program development and schedule friendlies, exchanges, and tournaments with other schools. The PRC, its Member Schools, and the Executive Committee are not responsible for any injuries or other medical emergencies happening to individuals attending PRC events. SECTION 15 TEAM ROSTER FORM 1. A team roster form (included as an appendix) will be submitted to the Tournament Director. It is to be signed by the coach and Athletic Director of the competing school. It is the Athletic Director s responsibility to check the form to ensure that all athletes are eligible to compete in the tournament. 2. Roster forms will not be required for friendly matches or exchanges, however only eligible players may be used unless previously agreed by the opposing Athletic Director or the exchange director. 3. Competing schools must send a passport copy at the next convenient opportunity if requested by the Tournament Director. SECTION 16 AWARDS 1. At Basketball, Volleyball, and Soccer tournaments: a. Four trophies will be awarded to teams in recognition of the following: i. 1 st Place ii. 2 nd Place iii. 3 rd Place iv. Sportsmanship b. Presentations shall take place immediately following the conclusion of the final match. 2. Trophies are to feature the following information: a. PRC-HS or Pearl River Conference-High School Logo b. Recipient (e.g. 1 st Place) c. Age Category/Gender/Sport (e.g. U19 Boys Soccer) d. Year of Event (e.g. 2017) 3. Sportsmanship Trophy Voting Criteria: a. Each participating team will complete the PRC-HS Sportsmanship Form for each team in the tournament based on: i. Meetings during the season ii. The PRC-HS Mid-Season Exchange iii. The end of season tournament b. Schools do not complete a rubric for themselves c. Rubrics are submitted to the Tournament Director at the conclusion of play SECTION 17 COMMUNICATION English is to be the spoken language among coaches at any PRC-HS exchange or tournament. Each Member School is responsible for sending at least one coach or staff member who can speak English in order to make for a better overall experience for everyone involved. Member School Athletics Directors will make an effort to send English-speaking coaches to friendlies as well. 8

10 APPENDIX 2 TOURNAMENT FORMATS These are recommended formats for PRC-HS Tournaments. Alterations may need to be made due to facilities, number of teams competing or other factors at the discretion of the Tournament Director and with approval of the PRC-HS Executive Committee. Three Teams: Double round-robin, with no playoff games. Four Teams: Full round-robin, with a championship game and third-place playoff. Five Teams: Full round-robin, with a championship game and third-place playoff if time permits. Six Teams: Two pools of three (A and B), with all teams qualifying for the knockout rounds. The top team in each pool (A1 and B1) will receive a bye to the semi-final. The second and third placed teams will play each other in quarterfinals in the format below: Seven Teams: A pool of four and a pool of three, with crossover semifinals (A1 vs. B2, B1 vs. A2). The winners of those games play the championship game, the losers play for third place. The third placed teams in each pool play for fifth place, while the fourth placed team in the pool of four takes seventh place. Eight Teams: Two pools of four, with crossover semifinals (A1 vs. B2, B1 vs. A2). The winners of those games play the championship game, the losers play for third place. The third placed teams in each pool play for fifth place, and the fourth placed teams play for seventh place. Nine or more teams: In this scenario, shortening games will be appropriate. In soccer and basketball, this means shortening overall game time. In volleyball, sets can be reduced to 15 points. Tournament Directors should endeavor to keep pool play and playoff games, but can use their discretion to adapt the tournament to the situation. More than one team per school should not be allowed where this would lead to more than eight teams being involved in the competition 10

13 APPENDIX 5 PLAYERS: CODE OF BEHAVIOR Play by the rules. Never argue with an official. If you disagree, have your captain or coach approach the official during a break or after the competition. Control your temper. Verbal abuse of officials, other players or spectators is never acceptable. Deliberately distracting or provoking an opponent is not tolerable or permitted behaviors in any sport. Work equally hard for yourself and/or your team. Your team s performance will benefit and so will you. Be a good sport. Applaud all good plays whether they are made by your team or the opposition. Treat all participants in your sport as you like to be treated. Do not bully or take unfair advantage of another competitor. Cooperate with your coach, teammates and opponents. Without them there would be no competition. Participate for your own enjoyment and benefit, not just to please parents, friends or coaches. Respect the rights, dignity and worth of all participants regardless of their gender, ability, cultural background or religion. 13

14 APPENDIX 6 COACHES: CODE OF BEHAVIOR Remember that young people participate for pleasure and that winning is only part of the fun. Never ridicule or berate a young player for making a mistake or not coming first. Be reasonable in your demands on players time, energy and enthusiasm. Operate within the rules and spirit of your sport and teach your players to do the same. Ensure that the time players spend with you is a positive experience. All young people are deserving of equal attention and opportunities. Avoid overplaying the talented players. The average players need and deserve equal time. Ensure that equipment and facilities meet safety standards and are appropriate to the age and ability of all the players. Display control, respect and professionalism to all involved with the sport. This includes opponents, coaches, officials, administrators, the media, parents and spectators. Encourage your players to do the same. Show concern and caution toward sick and injured players. Follow the advice of a physician when determining whether an injured player is ready to recommence training or competition. Obtain appropriate qualifications and keep up to date with the latest coaching practices and the principles of growth and development of young people. Any physical contact with a young person should be appropriate to the situation and necessary for the player s skill development. Respect the rights, dignity and worth of every young person regardless of their gender, ability, cultural background or religion. 14

Focus on the child s efforts and performance rather than on the winning and losing. Encourage children always to play according to the rules and to settle disagreements without resorting to hostility or violence. Never ridicule or yell at a child for making a mistake or losing a competition. Remember that children learn best by example. Appreciate good performances and skillful plays by all participants.
