1 Commonwealth Middle School Athletic Conference By-laws By-law 1 Eligibility A contestant must have, for the current semester or grade period up to/including Monday of the week preceding that which the contest occurs, a 2.0 GPA. No special recitations of tests are to be given for the purpose of making a student eligible. Student managers and any other student having an official connection with the athletic program shall come under this eligibility rule. Grades are to be checked weekly by coaches. By-law 2 Age In the case of extenuating circumstances, the principal of the school must bring the information about the student to the fall meeting for consideration of eligibility. A majority vote will determine whether the student will be granted eligibility. 8 th Grader Eligible if 15 on or after August 1 st 7 th Grader - Eligible if 14 on or after August 1 st 6 th Grader - Eligible if 13 on or after August 1 st By-law 3 Retention As a student enters the sixth (6 th ) grade; he or she has three (3) years of eligibility. Any student retained for any reason will not be eligible to play any sport during their retention year. In the case of extenuating circumstances, the principal of the school must bring the information about the student to the fall meeting for consideration of eligibility. A majority vote will determine whether the student will be granted eligibility. Interpretation: As a student enters the sixth (6 th ) grade, he/she has three years of eligibility. If he/she elects not to participate in a particular grade, then he/she only has two (2) years of eligibility remaining. If a student fails to participate in any sport while at middle school level and fails the eighth (8 th ) grade, then that student will not have eligibility remaining. By-law 4 Playing Up Any seventh (7 th ) grade student may play in the eighth grade (8 th ) grade without loss of eligibility, but an eighth grade (8 th ) student may not play in a seventh (7 th ) grade game. By-law 5 Certification of Eligibility A team roster for each team and grades in all sports, along with the birth dates of each, must be submitted to the commissioner. The host school will keep them on file for one year. The eligibility list for each sport must be signed by the coach and principal. No participant will be added to the eligibility list within fourteen (14) calendar days prior to play-off or tournament.

Middle By-law 7 Practice Section 1 - Organized practice (including tryouts) shall not begin prior to the following dates: Football/Girls Basketball/Soccer July 15 th Boys Basketball October 15 th Cheerleading/Dance KAPOS rules apply Baseball/Softball/ Track February 15 th Section 2 - Sunday practice Sunday practice for all sports is prohibited. By-law 8 Length of Contest/Game The starting times for all events will be 5:00 p.m. unless the two individual schools involved agree to change the times. (Exceptions may be made in cases where schools do not have lights) For all games there will be a ten (10) minute rest between halves and a fifteen (15) minute warm-up between games. This may be shortened if games are started late and/or both coaches and referees agree. Section 1 Baseball - Eighth (8 th ) grade will play 5 innings. - Seventh (7 th ) grade will play four (4) innings or until time expires
3 -No inning starts after 9:15 unless coaches reach agreement before the start of the 7 th grade game or the game is being played on a day there is no school the following day. Section 2 Softball Eighth (8 th ) grade will play 6 innings or 1 hour and 30 minutes. -Seventh (7 th ) grade will play 5 innings or 1 hour and 15 minutes. Section 3 -Basketball Eighth (8 h ) grade will play six (6) minute quarters. - Seventh (7 th ) grade will play six (6) minute quarters. - Sixth (6 th ) grade will play six (6) minute quarters. Section 4 Football Eighth (8 th ) grade will play eight (8) minute quarters. -Seventh (7 th ) grade will play seven (7) minute quarters - Sixth (6 th ) grade will play six (6) minute quarters By-law 8 Admission Admission Prices for all CMSAC sponsored events: 1. Students in grade one through twelve (1-12) $ Adults $3.00 The host school for the cheerleading competition finals will charge the usual admission fee to help cover the expenses for the competition. Regular event prices that are established by the conference will be observed. By-law 9 - Scheduling The conference schedule will be created and given to each member school by the host school. The number of games will vary per sport, however in most incidents teams will play all schools in their division at least once. No regular season conference games will be played after the eighth (8 th ) grade tournament series. Section 1 Baseball/Softball Each school will play their conference twice, home and away. Section 2 Basketball Home and away games will be counted as conference game. (Model and Berea- First round records will be doubled for seeding purposes) Section 3 Cheerleading Competition will comply with K.A.P.O.S rules and regulations. Section 4 Football Each school must play the other schools in their division to be eligible for playoffs Section 5 Soccer Each school will play their conference twice, home and away. Boys and Girls teams will play on the same nights and will rotate who plays first. By-law 10 Officials/Supervision Officials are to be assigned by the assigning secretaries chosen at the spring conference meeting. The organizations chosen will be evaluated each year and will be chosen on a year by year basis. The use of registered officials is not only an obligation, but a requirement; the penalty for violation will bring possible suspension. If there is any question about an official
4 being registered, he should be asked to show his/her card. Coaches or other persons connected with competing schools shall not officiate at a contest that involves the school where the official is employed. The home team will provide a designated official whether it is the principal or other certified personnel at all events. The coaches will not be responsible for crowd control at home events. By-law 11 Overtime/Extended Play Section 1 Basketball If regulation time has expired and the teams are tied, a three (3) minute overtime period will be played. This process will continue until one team wins the contest. Each team will be allowed a one (1) minute time period between each overtime period. Also, each team will be awarded one (1) additional time-out during the overtime period. Section 2 Football The overtime periods will be limited. In the sixth (6 th ), seventh (7 th ), and eighth (8 th ) grade regular season games, there will be a maximum of three (3) overtime periods to determine a winner. At the end of the third overtime, if the score remains tied, the contest is over with a tied score. Play-off games or games for the conference championship will not have a limit on the number of overtime periods. The game will continue until there is a winner. By-law 12 Tournament/Post Season Play Section 1 Baseball/Softball In both the seventh (7 th ) and eighth (8 th ) the higher seed team will host the tournament game(s). - Seventh (7 th ) grade The top (4) teams will play in the conference tournament. -Eighth (8 th ) grade All nine (9) teams will play in the conference tournament. Section 2 Basketball 6 th grade-top 4 seeds (seeding will be based on regular season play) 7 th grade-seeded tournament th grade- Seeded tournament 1-9 Tournament Play will begin on Friday with a play in game between 8 and 9 seeds for both 7 th and 8 th grade. The 8 seed in the 8 th grade will host both of these games. The rest of the tournament will begin on the following Monday. Monday- 8 th grade 1 vs. 8/9 4 vs. 5 3 vs. 6 2 vs. 7 Tuesday- 7 th grade 1 vs. 8/9 4 vs. 5 3 vs. 6 2 vs. 7 Wednesday- 6 th grade 1 vs. 4 2 vs. 3 Thursday- 8 th grade 1-8/9 winner vs. 4/5 winner 3-6 winner vs. 2-7 winner Friday- 7 th grade 1-8/9 winner vs. 4/5 winner 3-6 winner vs. 2-7 winner Lowest seed will be the host team. 5 Section 3 Cheerleading Competition will be the third (3 rd ) Saturday in February each year. Section 6 Track The conference track meet will be the first Friday in May. By-law 13 Division Tie-breaker This system can be used in all situations (including tie breakers). Section 1 Baseball 1. Final standings will be determined as follows: 1. Head to head. 2. Who allowed the least points in games played between tied teams? If still tied then 3. Coin toss Section 3 Football 1. Head to head 2. Divisional Record 3. Fewest Points allowed 4. Coin toss By-law 14 Awards Trophies will be awarded for both conference champions and tournament champions and runner-up where appropriate.

This will give the home team ample time to notify the officials. By-law 16 Reporting Game Scores The coach of the home team shall report scores via the conference website the day following each conference game to report wins and losses. The conference president will send out a weekly newsletter with division standings if all schools comply with the call-in rule. Schools who do not report their scores by the Monday following the week of play will be fined $25. By-law 17 Rule Clarifications At times it may be necessary to further explain rules for a specific sport. Section 1 Basketball -Only adults, eighteen (18) years or older may operate the game clock. Section 2 Baseball

Drop limit pitch = 1 inning Base coaches If a player is used, a helmet must be worn Sliding For all plays at the plate, the runner must slide or avoid contact without barreling over the catcher. The catcher may block the plate, runner has to go around. Catcher may not block plate without possession of the ball. Mercy Rule 10 runs after 4 innings 15 runs after 3 innings Darkness If an inning is started and not completed due to weather, darkness, etc., the score will revert to that of the last full inning.
