3 Mission Statement To recruit, retain and develop qualified referees to meet current and future needs of basketball in Ireland. Key Objectives 1. To Define a clear pathway for referees 2. To increase the quality and quantity of Referees, Tutors and Assessors through programmes of education, support and help at school, local/regional and national level. 3. To set annual targets for referee recruitment and retention and monitor progress 4. To build up our F.I.B.A referee base 5. To review and, were applicable, recommend changes to the structures governing local area/regional associations and to review and recommend changes of rules and regulations that may act as an inhibitor to the progress of this development plan. This plan sets out the goals and actions which will drive the achievement objectives Short & Medium Term Objectives 1. The need for a complete overhaul of our educational training practices and the need to get certification for the training undertaken 2. To put in place a clear referee pathway progression for all referees 3. To develop an advanced programme for young referees 4. To retrain existing Tutors & Assessors 5. To set up a Mentoring System Recruitment Requirements 1. Provide a central organisation to promote and develop appropriate Introductory Referee Courses in line with the development plan 1.1. Actively promote refereeing as an option in conjunction with other developing sectors of the game, particularly Mini Basketball, Post Primary Schools and any other development programmes under the auspices of Basketball Ireland Ensure a suitably qualified group of Tutors are available to run Introductory Courses Advertise such courses in all outlets, Basketball Ireland Website, Area/Regional Board Websites, Club Websites etc 1.4. Develop follow up programmes to the Introductory Courses 1.5. Maintain appropriate database of all course participants.
4 Retention 2. Ascertain the reasons why referees leave the game, and develop appropriate counter measures to combat same 2.1. Develop Mentoring System for new officials, 2.2. Develop methods of recognition of service for referees at all levels of the game Develop an ongoing campaign emphasising the importance of refereeing to the development of the game. Subsection to include National/Regional Referees Committee Details Tutors & Assessors National Assessors Local Assessors Tutor Grading & Certification National League Officials Panel Resources Sole resource for all matters pertaining to refereeing within Basketball Ireland Newsletter Rules Corner Becoming a Referee (Grading System) Referee Calendar Details of all training, courses, seminars etc Referee iphone Application In allowing for the fast paced, information super highway society of today, we should look to have an innovative approach to interfacing with the refereeing community. Developing an iphone App for example will give instant, one-tap access to exclusive news, features and will allow users to stay instantly connected with the refereeing community The features included could be: Exclusive News Arena Map NLOP Roster Referee Information (National & Local) NRC Branding The NRC needs to establish itself as a brand, through the development of a logo to be included on all area association branding and on all headed paper; this logo will also be placed on the NLOP referee tops. In the absence of a specific field on the BI website we should look to e stablish our own website as a means of direct communication with the refereeing community.
5 To further promote the NRC and the development of its officials, and to help create a positive, vibrant image of refereeing the NRC should look to acquire a number of promotional banners. These would be displayed at all NRC events; National Conference, Seminars etc. In addition they will be used at referee courses, helping to display a positive, youthful First Impression to participants, or demonstrate to those aspiring to the next level of the expectations in terms of the physical image and professionalism. Local/Regional Committees As the NRC is responsible for the recruitment, retention and development of referees at all levels of the sport, it will need to work closely with the Referee s Area/Regional Committees under our auspices. In order to achieve our key objectives local/regional referees associations will be subject to the Rules & Regulations as set down by the NRC. To enhance the process and ensure uniformity of message and communication, a Area Representative will sit as a non-voting member on the Regional Board or on any area associations within their region. Their primary responsibilities will be as follows: 1. To be the direct link between that area/regional associations and the NRC 2. In conjunction with National Development Officer, Area/Regional Committees devise and implement local development plan. F.I.B.A Technical Instructor & F.I.B.A Referees F.I.B.A s philosophy will be driven by the F.I.B.A Technical Instructor within Basketball Ireland. In addition they will have responsibility for Ensure that all referees participating in basketball in Ireland have access to all information from FIBA relating to updates in refereeing mechanics, rule changes and training tools from the FIBA website. Monitoring & Reporting to F.I.B.A of existing F.I.B.A officials Fitness & Rules Competencies Monitor the development of current F.I.B.A candidates. Work in conjunction with NRC and the National Development Officer in scouting and developing future FIBA candidates. Ensure where possible, that we have all the technical equipment needed to help our referees develop to their full potential. F.I.B.A licence holders will be expected to participate in Development Programmes within their Area/Regional Association. Candidates identified for F.I.B.A will have to commitment to a clear set of objectives prior to them to attending a F.I.B.A clinic Tutors & Assessors This Development Programme outlines the process for accreditation for Tutors at all levels. Once the Education Programme for Tutors is complete only those fully accredited will facilitate Referees Courses. Only those courses facilitated by an accredited Tutor will be considered valid.
6 Tutors will be graded depending on the following: Coaching Ireland Accreditation Experience & Knowledge Future Training An Education Programme will be implemented for the National Assessors Panel; this panel will be responsible for completing assessments at N.L.O.P level. In addition the National Assessors Panel will be responsible for the educating and mentoring of the Local Assessors Panel. Senior Local League Referees In areas/regions where support is required to implement/improve structures, and development, this will have to be assisted by senior referees within that area/region. In conjunction with the NRC and the Regional Representative these officials will be responsible for driving development within that area/region. It is envisaged that only those senior officials who are actively participating in their area/region will be developed to NLOP Standard, and invited to participate on Tutor & Assessor Education Programmes. Communication The referee community needs to promote itself as a vibrant, active, visionary section of the sport. By engaging with the area/regional associations and other Basketball Ireland Stakeholders, we can develop dynamic lines of communication and these opportunities will arise. In using the communication resources available to us and doing so in an efficient manner we can maximise our visibility in the sport. There are four key areas of communication available to the refereeing community Website We can communicate with both the referees and the larger basketball community by establishing an Officiating Sub Section on the Basketball Ireland Website (see Resources above). In addition to this primary source of communication we should promote the establishment of Area/Regional Association websites Areas/Regional Associations The Area Referee Representative on Area/Regional Associations will be the main point of contact for communication from the NRC to the association and vice versa. Area/Regional Secretaries may communicate directly with the Secretary NRC and vice versa. Council Basketball Ireland & Member Committees
7 The Aims & Objectives of this and any future programmes will be channelled through the Council of Basketball Ireland. It is vitally important that NRC s council representative has all lines of communication to the council & develops a solid working relationship with all Council Members. It may be of benefit to the NRC to have representation on a number of other National Committees, this opens new lines of communication both for the NRC and the committees themselves, for example: National Appointments Officer NRC and the National Competitions Committee or F.I.B.A Technical Instructor and the International Affairs Committee, NLOP Representative NRC on Superleague Men s Board. Basketball Ireland Staff For all matters outside of National Competitions and F.I.B.A a single direct line of communication between the NRC (secretary) and the staff of BI needs to be established. Establishing a single point of contact will provide a concise, efficient channel of communication between the governing body and the NRC. Where communication falls outside of this requirement (National Competitions & Appointments Officer NRC and F.I.B.A Contact & F.I.B.A Referees/National Instructor) all communications should be copied to the NRC Secretary. Grading Structure The existing level structure will be updated to reflect the below Grades; Grade Age Course Criteria Requirements Introductory 16 Undertake an Introductory/Grade 3 Course Grade 4 16 Undertake an Introductory/Grade 3 course and complete Personal Development Manual. Grade 3 16 Undertake an Intro/Grade 3, achieving a 60% pass mark in both theory and practical examinations Grade 2 18 Undertake a Grade 2 Course, achieving an 80% pass mark in both theory and Minimum of two years as Grade 1 practical examinations Grade 1 20 Minimum of two years as Grade 2 One of the barriers to proper development of officials at local level is the reliance on a small group of committed individuals. The administration of appointments is often the number one priority to the detriment of development, we must make sure that we give these individuals as much support and help as is possible. One way in which this can be achieved is that official s within each area being encouraged to participate in administration/development work within their area.
8 Grade 3 officials may have to display an interest in development/administration before being accepted onto Grade 2 course. This work can be done through, involvement in a committee, inclusion on a mentoring programme, etc. Grade 2 officials to be accepted onto an Advanced Referees/Grade 1 Course will have to have shown a commitment to their local area association. This may involve, involvement in committee work where necessary and playing a leading role in the development of officials at local level. In some areas Grade 2 officials may have to volunteer for future tutor training. On completion of /Grade 1 Programme, newly graded officials may have to commit to development/administration at both national and local level. Notwithstanding the above some individuals may be Fast-Tracked through the levels by the NRC, details as outlined in this document Examination Board The following National Assessors/Tutors will form the examination board for Grade 1 for the season 2011/2012 Tony Burke F.I.B.A Dave Smith F.I.B.A David Collings F.I.B.A David Caballe F.I.B.A Denis Hennessy John Houlihan National Assessors Panel The following National Assessors will be invited to take part in assessment seminar held in conjunction with the National Conference and in the main will form the basis for the National Assessors panel for the season. Taking into consideration geographical void, approaches will be made to individuals in certain areas for additional resources. Cork: John Houlihan Dennis Hennessey Angela Duke Limerick: Sarah Deegan Galway: David Collings F.I.B.A Joe Naughton Midlands: John O Connor Dublin: Dave Smith F.I.B.A Emer Kenna Emma Perry Mary Dempsey Tom Quinn Tony Burke F.I.B.A Technical Instructor National Conference The National Conference will take place annually on the first (1 st ) weekend of September. This will be open to all registered referees. All Local Area/Regional Pre Season seminars to take place during the second or third weekend of September.
9 Standing Agenda Items for National Conference 1. Fitness Test 2. Rules Test 3. Points of Emphasis 4. Technical Aspect of Conference to include Table Officiating & Commissioning 5. Assessment Programme Local Area/Regional Pre Season Seminars will include the Points of Emphasis, FIBA New Rules & Interpretations & Local Development Programme. The NRC will engage with relevant clubs (through SLMB, NCC & Area Boards) at both National & Local level to identify areas of concern in relation to refereeing matters. The findings will be presented at the National Conference. All Assessors & Tutors will be invited to attend conference from 2011/2012.From 2012/2013 all National Assessors will be required to attend conference and undertake the NLOP Rules Test. The NLOP Assessment Programme will be presented. The National Assessors panel will be presented. The programme aims and objectives for the coming season will also be outlined. The National Conference will be included on curriculum for Pathway & CORE. National League Officials Panel (N.L.O.P) NLOP Membership Requirements The below must be achieved by officials in order to be considered for membership of the National League Officials Panel (NLOP). Officials wishing to become members of the NLOP must apply through their Local Area/Regional Association. 1. Full participation in annual conference 2. Achieving required level for Fitness Test 3. Achieving required pass mark on Rules Test A Fast-Track Programme will instigate for NLOP. Candidates who have been identified and approved by the NRC for Fast- Track will have Personal Development Plan put in place for duration of inclusion on programme. Self Assessment Forms to be issued in advance and discussed individually with potential NLOP Members during the conference. A short medium term goal for the NLOP will be the introduction of 3 Person officiating. The first stage of its introduction will be at Men s & Ladies Superleague for the 2011/2012 season. Two panels to be
10 selected for NLOP Superleague Panel (3 person officiating) and Division One Panel (2 person officiating) Schools Development Programme There are currently a large number of officials only officiating within the schools leagues. At present these referees are lacking support and development. Working closely with the Schools Committees will help improve the standard and number of referees in this area. In addition the following Development Programme will be in place: 1. All School referees to register free of charge with their respective local area/regional associations. 2. All schools referees will be invited to attend Development Seminars & participate in development programmes within that area. They will also be informed of all relevant information regarding the running of the Area Association, this shows that a support structure is in place at local level and that a pathway does exist from schools official into local association. 3. School Liaison Officers to be put in place in all Regions. The function of the liaison officer will be as follows a. to assess where possible School officials, b. Point of Contact (discipline procedures at schools level) c. Ensuring officials have log book 4. Yearly camp for schools officials to be organised 5. All schools referees will be invited to National Conference 6. All schools referees will be invited to apply for Pathway Programme There will an introduction of a new level for schools referees (Grade 4) who successfully complete the Log Book Accreditation System. Funding to be sought through channels not exclusive to NRC yearly budget (schools development programmes/department of Education/Sports Council Development Grants/Schools Sponsors) Emerging Talent & Centre of Refereeing Excellence The necessity to identify young talent has never been more prevalent when looking at the age profile of our senior referees. One of the most successful refereeing programmes was the Pathway Programme; in addition a Centre of Regional Excellence project was enabled. We will be introducing an amalgamation of the best aspects of both programmes and rebranding them into four provincially based Emerging Talent Programmes for young officials nominated through the Club, Schools & Area Association Structures. The programme will be designed to nurture and develop the next generation of referees in a safe and supportive environment. It will be done under the stewardship of our senior tutors, and will lo ok to strengthen the refereeing community at local and national levels. Having completed the Emerging Talent Programme (1-2 years) the best students will be invited into the National Centre of Referee Excellence.
11 The Centre of Referee Excellence will be a one year programme, it is envisaged that the steady stream of schools/club and local referees feeding into the four provincial Emerging Talent clinics will provide enough competition for places on this programme. Development Camps A closer tie between referee development and player development camps needs to be established, Basketball Irelands National Camp at Gormanstown is a prime example of this. The expertise both from a coaching and player perspective should be utilised by the refereeing community in the development of our officials. Additional camps may need to be considered to facilitate the outlined programmes in this document Emerging Talent, Schools etc, if these are done in camps under the auspices of Basketball Ireland the involvement of the referring sector should be pursued. International Memorandum of Understanding Where Basketball Ireland enters into an agreement or signs a Memorandum of Understanding with another National Federation provisions for refereeing development should be include d. The NRC should be provided with an opportunity to liaise with the Federations and discuss: Best Practice Development Programmes Refereeing development opportunities for both countries Scheme for Training Exchange Programme There is currently an MOU signed with Basketball Ireland and the Turkish Federation, under current economic situation this MOU may not be as beneficial as initially envisaged. It is hoped that in co operation with Basketball Ireland that we would sign a MOU with a country closer to Ireland for example, Wales, Scotland or England s National Federation Teams All international teams travelling abroad to participate in non FIBA Referee Appointed Tournament will be accompanied by a referee. Where a team from abroad is participating in a game or tournament under the auspices of Basketball Ireland, the NRC through the National Appointments Officer will make the appointment. Where appropriate the National Appointments Officer may instruct a local area association to make the appointment.
12 Accredited Official Where a referee has undertaken a FIBA Referees Course and been awarded a Grade outside of Ireland, in order to be accredited with the referring community as a graded official they will need to provide the following detail: Letter from National Federation Grading Structure within their Refereeing organization The Grade they held Any other relevant information Any official who was accredited in a country outside of FIBA s jurisdiction must supply above details and may have to undertake a referee s course. Non Registered Officials There are many non registered people officiating, primarily at underage basketball through clubs and schools. This is a practice we must work to eradicate permanently in the sport. There are many reasons as to why it is vitally important that non registered people should be dissuaded from officiating: Best Practice the education of young players especially in the rules and respect towards officials is paramount to the future of our sport. To have a non-educated person refereeing games give a poor First Impression to young players of the role of a referee. This also leads to many young people discounting refereeing as a hobby. From an insurance perspective, non registered people are not covered by Public Indemnity, and in the event of an action been taken against them they are liable for their own legal costs. In co operation with Basketball Ireland, Schools & Area Boards we must work towards the goal that all games under the Basketball Ireland jurisdiction are refereed by 2/3 officials. Annual Review There will be a comprehensive annual review of each of the programmes outlined in this document. Annual meetings will be undertaken with key stakeholders, local development officers, Programme Tutors, National Assessors, and Area Representatives and based on this feedback all programmes will evolve. Finance Within the annual budget submitted by the NRC to the Council of Basketball Ireland, a minimum of 60% of the funds allocated should be for the development of referees. Additional funding for development should also be sought from other areas be this through additional sports council funding or alternative revenue streams. An allowance for F.I.B.A will need to be included as a standing item on any budget submitted to the council, and should be considered separate to the NRC budget request.
