1 PlayStation 4 National Premier Leagues - Women's Club Licensing Criteria Ref Criteria Teams 2 Youth Development 3 ing 4 Governance 5 Finance 6 Facilities The PlayStation 4 National Premier Leagues - Women's Club Licensing Criteria is applicable to any club wishing to participate in elite state-based competitions. In order to be licensed to participate in such competitions, a club must at a minimum meet various mandatory criteria. It is intended that this criteria would apply for seasons commencing in In certain limited cases, a Member Federation may seek FFA approval to phase in compliance over the four year period. It is planned that the minimum standards required to enter the competitions will increase over time. Should a club meet future criteria ahead of time, FFA and the Member Federation would seek to recognise and publicise this on behalf of clubs. It is expected that criteria will need to be adjusted on an annual basis by FFA. The areas covered in the criteria are listed to the left. 2 TEAMS (FFA Original) Ref Requirement / Flexible Team Composition (Senior Women's, U17, U15, U13) It is recommended that the club must field a Senior Women's, U17, U15 and U13 team. These teams are required to participate in the highest level of competition available within the Member Federation's jurisdiction. The Senior Women's team must operate in accordance with the regulations pertaining to the Player Points System at Team Composition (Reserves/U19, U16, U14, U12) Flexible Subject to sufficiency of playing numbers, a MF may introduce a Reserves (or U19) and U16, U14 and U12 competition. 1.3 Player Points System Flexible A minimum requirement of any accredited club is that the selection of its Senior Women's Team be made in alignment with the regulated Player Points System or Player Composition as determined by FFA and its Member Federation. 1.4 FFA/Member Federation Pathway A club must release any player who has been selected for participation in the official FFA/Member Federation Talented Player Pathway (e.g. W-League, SAP, NTC etc).

The fee structure must be reported to the Member Federation and FFA for approval on an annual basis in accordance with Section 10. 8 GOVERNANCE Ref Requirement / Flexible Membership The club must ensure that all its key stakeholders are recognised as Members under its Constitution, including registered players, coaches, administrators and volunteers. 4.2 Business Plan The club develops a basic annual Business Plan which is prepared by management and approved by the Board of the Club. 9 FINANCE Ref Requirement / Flexible Financial Records The Club must maintain financial records in the form and nature required under Australian law. 5.2 Annual Financial Statements The Club must prepared annual financial statements in accordance with Australian Accounting Standards (including a balance sheet, profit and loss statement and statement of cash flow). 5.3 Inspection of Financial Records The Club must make available to the Member Federation or FFA any financial information requested within 3 days of receiving notice of an inspection. 5.4 Accounting Systems The Club must maintain accounting systems to enable it to properly maintain its financial records. 5.5 Training Compensation Clubs will be entitled to solidarity contribution in accordance with FIFA regulations
10 FACILITIES Ref Requirement / Flexible Local Government Flexible The Club must present, on an annual basis, its facilities plan to Local Government and obtain written confirmation from the LGA that it has acknowledged the plan 6.2 Alignment with Member Federation Facility Strategy The Club must have regard for the Member Federation's overall facilities strategy for its jurisdiction when developing its facilities plan. Member Federations will provide advice to the Club when considering the Club's Facilities Plan as required under Stadium & Training Sites The Club must comply with the specific stadium and training site infrastructure requirements determined by governing Member Federation. (Note that FFA will seek to establish nationally consistent facility standards in the medium term - these standards will be introduced in revised licensing criteria in the future). *******************Currently C-Class Criteria for WPL Clubs. 6.4 Female match venues Flexible (but strongly recommended) Where possible, the Senior Women's team should play on a pitch at least equivalent to the class or standard used by the Men's U20 team.
11 ORGANISATIONAL STRUCTURE Ref Requirement / Flexible Organisational Structure The Club shall document its management structure to include position titles, positions descriptions and the name of staff filling such positions. The documented management structure should be submitted to the Member Federation before the commencement of each season (refer Section 10 for reporting obligations). At a minimum, the club must prepare the above documentation for the positions of General Manager, Treasurer, Media, Marketing, Child Protection managers as well as all coaching/technical staff. Clubs must ensure that these positions are allocated to individuals involved in an official capacity at the club as a minimum.

14 REPORTING Ref Requirement / Flexible Club Annual Report Flexible The Club shall prepare an annual report which summarises the activities undertaken in all areas of the club, the successes achieved and areas for further development. The report shall be submitted to the Member Federation no later than 20 working days after the Grand Final (or final match) of the competition that season. For integrated clubs, the Club Annual Report must contain a specific section on women's football Technical Director's Report The Club Technical Director shall prepare a report containing an assessment of the training programs conducted across each youth team. This report shall be presented to the state technical director for discussion. The frequency of the report shall accord with requirement 2.4 and be submitted to the Member Federation no later than 20 working days after the Grand Final (or final match) of the competition that season. For integrated clubs, the Club TD Report must contain a specific section on women's football Financial Reporting The club shall submit its annual audited financial statements within 4 months of the end of the Club's financial year Fee Report In accordance with Criteria 2.6, the club shall submit a report on an annual basis outlining its proposed player fees for the year. The report shall contain a breakdown of the costs incurred in delivering the programs and will be assessed by the Member Federation and FFA for their reasonableness. Both FFA and the Member Federation shall have the power to require the club to validate information contained in the report or to require the club to revises its proposed fees. The report must be endorsed by the Member Federation and FFA. The fee report must be submitted by 31 December each year in respect of the following year's season.
