7 ADMINISTRATION 1.1 VISION The WA Netball League is an elite training and competition structure that provides the best opportunities for players, coaches, umpires and officials to develop and maximise their abiities. 1.2 OBJECTIVE To produce Suncorp Super Netball players; To provide a competition for state team athletes; To ensure the continued development of all participants by providing the highest standard of playing, coaching, umpiring and officiating: Deliver the best elite state netball competition in Australia; Profile netball in Western Australia; Build the capacity of our Regions. shall operate the WA Netball League ( the Competition ), comprising of four divisions League, Reserves, 18U and Mens. 1.3 UNIFORMS Teams in all divisions shall wear the same uniform with colours being that of the club or as determined otherwise. Application for any change to uniform must be registered using the WA Netball League Change of Uniform Form (Appendix 1) with the Game Development Coordinator- Competitions and approved by prior to purchase In the event of a clash of colours, the second- mentioned team shall change their bibs to an alternative colour. Each team must have a secondary colour bib and must nominate this colour of bib at the beginning of each season For all regulations concerning uniforms, please refer to the 2018 WA Netball League Commercial Manual. 7

8 1.4 VENUES DARLING RANGE SPORTS COLLEGE 117 Berkshire Road, Forrestfield: EATON RECREATION CENTRE 18 Recreation Drive, Eaton: HBF ARENA Kennedya Drive, Joondalup: GERALDTON Redink Homes Midwest Stadium, Eighth Street, Wonthella: MANDURAH AQUATIC & RECREATION CENTRE 303 Pinjarra Road, Mandurah: MUNDARING ARENA Mundaring Weir Rd, Mundaring: NORTHAM - Northam Recreation Centre Peel Terrace, Northam: STATE NETBALL CENTRE 200 Selby St, Jolimont: VENUE ACCREDITATION Where possible all competition venues shall meet the accreditation requirements of Netball Australia, including run off requirements (3.05 meters) and adequate space for the placement of team benches, score bench and signage Should the required run off not be available at a venue, a minimum run off of 2.5 meters with room for placement of team benches, score bench and signage may be negotiated with the Venue accreditation requirements will be provided to each venue The allocated umpires for each match shall have the power to decide as to the standard of the court, in conjunction with the Match Delegate. 1.6 TRAVEL, ACCOMMODATION & GROUND TRANSPORT Where budget permits, a subsidy may be paid to each country club travelling to the metropolitan area. The subsidy does not, and is not intended to cover the total cost of travel arrangements Where budget permits, an additional subsidy may be paid to country clubs where a team from that club qualifies to participate in the finals series. 8

9 1.6.3 There should be no reliance on travel subsidies being provided, as all subsidies are subject to budget allocation. will provide subsidy information prior to the Competition season commencing. 1.7 TICKETING Individual tickets may be purchased at the venue on match days. Season tickets may be purchased on match days or on the website ( Grand final tickets may be purchased at the door of the venue on the day of the match. SINGLE GAME Adult $10 (GST inclusive) Concession $5 (GST inclusive) 16 years & Under Free SEASON PASS (Valid at all venues and on dates listed in the 2018 fixture including finals) Adult $90 (GST inclusive) Concession (any concession card) $60 (GST inclusive) GRAND FINAL Adult TBC Concession TBC 16 years & Under Free 1.8 PRIMARY CARER The Primary Carer can only perform the role of Primary Carer and no other role on the team bench Each team must have a Primary Carer on their team bench for each match Primary Carers must hold a minimum Level 1 Sports Trainer Accreditation, or higher, and must have been trained in the use of Spinal Boards Primary Carers must hold a current Working with Children check Primary Carers are to wear the standard club official shirt. 9

10 1.8.6 All Primary Carers must be registered via the Primary Carer Registration Form (Appendix 3) to by Wednesday 30 May All Primary Carers must be registered members on MyNetball by Wednesday 30 May VIDEO OPERATOR & PHOTOGRAPHER ACCREDITATION Each team is permitted to have one (1) official Video Operator and one (1) Photographer per match Video Operators and Photographers must hold a current Working with Children check Clubs are required to register their Video Operator and Photographer personnel by submitting the Video Operator and Photographer Registration Form (Appendix 3) to by Wednesday 30 May Video Operator and Photographer personnel will be required to be registered as volunteers on MyNetball by Wednesday 30 May Video Operators and Photographers are not permitted to be on the court floor during matches and will be required to wear a Video Operators/Photographers vest at all times Video Operators and Photographers must report to the match delegate upon arrival at the venue to be given their Video Operators/Photographers vest MEDICAL All athletes and officials who participate in the 2018 WA Netball League must be affiliated with and are therefore covered under the National Risk Protection Program. All affiliation fees are inclusive of the insurance premium. For more information on the National Risk Protection Program, click on the link It is the Club s responsibility to ensure athletes have gained clearance to play from the appropriate medical practitioner whose primary employment role is to diagnose the relevant injury/illness sustained by the athlete. will from time to time request a copy of a player s clearance from major injury, but not limited to, for its records. 10

11 1.11 BRIEFINGS & REVIEWS A pre- season briefing will be held for the WA Netball League Coordinators and Managers, Score Bench and Umpires Squad and other appropriate personnel Additional briefings will be held as necessary Internal reviews of the WA Netball League will be held as deemed necessary SPONSORSHIP & SIGNAGE For all regulations concerning sponsorship and signage, please refer to the 2018 WA Netball League Commercial. 2. COMPETITION STRUCTURE 2.1 WA NETBALL LEAGUE Participation in the WA Netball League is by Invitation, as determined by Netball WA Participating Clubs for 2018 are: Coastal Sharks (League, Reserves, 18U) Demons (League, Reserves, 18U, Mens) Midwest Tigers (18U) Perth Lions (League, Reserves, 18U) Rangers (League, Reserves, 18U) Souwest Jets (League, Reserves, 18U) West Coast Mens & Mixed Association (Mens x2) West Coast Warriors (League, Reserves, 18U, Mens) Wheatbelt Flames (League, Reserves, 18U) Each of the participating clubs as listed in is permitted to enter one team in each division of the WA Netball League. Clubs are required to enter teams in each division unless negotiated with A club must register a minimum number of players by the date specified: 10 for the squad if fielding League and Reserves teams, with unlimited registrations 12 for the squad if fielding a Reserves team only, with unlimited registrations 11

12 12 for the squad if fielding an 18U team, with unlimited registrations 12 for the squad if fielding an Mens team All listed players and officials must be financial members of prior to start of the season and have applied for a clearance via My Netball if applicable A team may register additional players or officials at any time during the competition. This must be done at least 24 hours prior to start of the first match that those players/officials are participating in A player or official will not be permitted to take part in a match or be seated on the official bench if relevant paperwork and payments have not been completed A player cannot be registered with more than one club or play for more than one club in any given season For League divisions, a maximum of 10 players, (dressed in the appropriate uniform) plus five team officials may sit on the team bench during any given match. For the Reserves, 18U and Mens divisions, a maximum of 12 players, (dressed in the appropriate uniform) plus five team officials may sit on the team bench during any given match For League division, up to 10 players may be listed on the Team List (as registered as per 2.1.4), which must be provided to the Score Bench prior to each match. For Reserves division matches, up to 12 players may be listed on the Team List (as registered as per 2.1.4), which must be provided to the Score Bench prior to each match. No more than four players 26 and over (as of 31 December 2018) may be listed on the Team List. For the 18U and Mens divisions, up to 12 players may be listed on the Team List (as registered as per 2.1.4), which must be provided to the Score Bench prior to each match. Only those players named on the list prior to the match will be permitted to take the court, no player names may be added to the Team List following the commencement of the match A team must have its coach, manager and primary carer identified on the Team List and are required to sit on the team bench For competitive balance and consideration to the competition and in the spirit of the game, consistent League or above, i.e. West Coast Fever/Western Sting players from 2017 and 2018 are not permitted to play against a club fielding an 18U and Reserves teams only, unless this player is returning from injury and has approved medical dispensation, or other appropriate reasons, approved by. 12

13 2.2 COMPETITION DRAW The Competition shall consist of two preliminary rounds in which all teams shall meet twice The top four teams from the preliminary rounds, in all divisions will advance to a final series, consisting of two (2) semi finals, one (1) preliminary final and one (1) grand final The format of the final series for League, Reserves and 18U divisions is as follows: Semi Final 1 1 v 2 Semi Final 2 3 v 4 Preliminary Final Loser of Semi Final 1 v Winner of Semi Final 2 Grand Final Winner of Semi Final 1 v Winner of Preliminary Final The format of the final series for Mens divisions is as follows: Semi Final 1 1 v 4 Semi Final 2 2 v 3 Grand Final Winner of Semi Final 1 v Winner of Semi Final The scheduling of matches in the WA Netball League shall be determined by Fixtures remain subject to amendment during the season, with reasonable notice of any amendments provided to the relevant teams where reasonably practicable Should a match not be able to commence due to the unavailability of the court for reasons beyond the control of competing teams, and 30 minutes has elapsed from the scheduled match commencement, may decide to proceed with or reschedule the match Round Rotations /Formats shall be determined by. 2.3 COMPETITION POINTS The official score sheet is the only true record of a match In the preliminary rounds for all divisions, points will be allocated by way of two points for a win, one point for a draw and zero points for a loss. Only matches in the final series will be played until a result is achieved In the event that due to unforeseen and exceptional circumstances a match cannot be rescheduled (refer 5.8) for completion the following shall apply: 13

14 A drawn result will be declared if the game was stopped prior to or during half time and each team awarded one match point, with score at that time recorded; If the game has entered the third quarter a win and two (2) points will be awarded to the team with the highest score at the time in which the match was stopped, with score at that time recorded; In the event that the score is tied and the match has entered the third quarter, a drawn result will be declared and each team awarded one (1) match point, with score at that time recorded; If the game cannot be rescheduled, a drawn result will apply and each team will be awarded one point Should, for any reason, a venue disruption or breakdown occur resulting in a scheduled finals match not commencing on time or being stopped, and where the match is unable to commence or continue within thirty minutes of the scheduled commencement time or stoppage, the match shall be rescheduled. The match will begin as new and teams will be able to make changes to their selected team If the game has entered the third quarter a win will be awarded to the team with the highest score at the time in which the match was stopped. 2.4 TEAMS ON EQUAL POINTS In the event that, upon completion of the preliminary rounds, two or more teams have earned the same number of points, the placing of those teams shall be determined by ranking the teams concerned according to goal percentages achieved by each team during the preliminary rounds (i.e. total goals scored by the team divided by total goals scored against the team, multiplied by 100 over one, for all matches played in the preliminary rounds) If, after applying 2.4.1, two or more teams remain tied, the teams concerned will be ranked according to the goal percentage achieved by each team in matches played between those teams in the preliminary rounds (i.e. total goals scored by the team in matches involving the other team concerned divided by total goals scored against the team in matches involving the other team concerned, multiplied by 100 over one, for all matches played in the preliminary rounds) If, after applying and 2.4.2, two or more teams remain tied, the team having scored the greatest total number of goals across all matches in the preliminary rounds shall be awarded the higher placing. 14

15 2.5 FINALS To be eligible to take part in the Finals Series for all divisions: Qualification for finals by non- West Coast Fever players: Players must have been listed and played in a minimum 5 (five) preliminary matches in the WA Netball League for their club, or have approved medical dispensation by Qualification for finals by West Coast Fever players: Players must have been listed and played in a minimum 3 (three) preliminary matches in WA Netball League for their club, have approved medical dispensation by A player may play in any division of the WA Netball League (subject to age eligibility), however the division in which a player plays the most matches throughout the preliminary rounds shall be deemed as the division in which the player shall be permitted to participate in final series matches West Coast Fever and Western Sting players are not permitted to play in Reserve and 18U divisions unless this player is returning from injury and has approved medical dispensation from A player who has played more than half of their games (50%) in the higher division is then not eligible to play down unless their club has a team in finals in more than one division. Should the higher division not play on the same weekend as the lower division, that player cannot play down a division that weekend. 3. PLAYERS 3.1 AFFILIATION Minimum age for players participating in the League, Reserve or Mens divisions is 16 years as at 31 December Minimum age for players participating in the 18U division is 15 years and not more than 18 years as at 31 December 2018 unless otherwise agreed to by. Please note: players turning 19 years as at 31 December 2018 (maximum of two), in extenuating circumstances only and upon receipt of written request from the club, may be considered eligible for the 18U division. 15

16 3.1.3 West Coast Fever players eligibility for involvement in WA Netball League as determined by the West Coast Fever Head Coach and allocation of players to clubs as advised by In 2018 the allocation of players is: Coastal Sharks Rangers South East Demons Perth Lions Souwest Jets West Coast Warriors Wheatbelt Flames Jhaniele Fowler Jessica Anstiss Courtney Bruce Kaylia Stanton, Annika Lee- Jones Shannon Eagland, Ingrid Colyer Natalie Medhurst Verity Charles, Stacey Francis 3.2 SELECTION The selection of players to the Team List is within the sole discretion of the clubs, subject to the rules contained in this document shall have first priority on any player for any West Coast Fever, Western Sting or State Team representative commitment. 3.3 PLAYING RESTRICTIONS Movement of players between teams: Players may play a maximum of five quarters across all three divisions in any one fixture date, however the game in which the most quarters have been played is deemed as the qualifying game. Players may not participate in two games occurring at the same time For the purposes of determining if a player has played in a quarter, this occurs once a player has taken the court, irrespective of the amount of time the player remains on the court during that quarter. 3.4 WEST COAST FEVER PLAYERS West Coast Fever players will only be available for League matches and club training as determined by the West Coast Fever Head Coach. Court time, injury, travel and training commitments will be taken into consideration when releasing players back in to the WA Netball League During the Suncorp Super Netball season, it is expected that, under the direction of the West Coast Fever Head Coach, West Coast Fever players who do not receive 16

17 adequate court time on court, may return to play for their WA Netball League club, so as to continue to develop skills and strategies in pressured game situations The West Coast Fever Operations Manager, in consultation with the West Coast Fever Head Coach, will notify WA Netball League coaches via or text of the player s availability, focus points, number of quarters a player is released for and the preferred position if necessary. Please note that this notification may not occur until the day of the match It will be the player s and respective club responsibility to contact WA Netball League coaches to know where and when to meet regarding their WA Netball League commitments West Coast Fever players are subject to the WA Netball League Allocation Policy and must refer to that policy before requesting a transfer from one club to another at any time during or after their selection to the West Coast Fever team It is a requirement that while a player may not be released to play for their allocated club, the player will attend the WA Netball League club to provide assistance at functions, with coaching etc. for no less than 2 x 2 hour sessions during the season. To book a player appearance, clubs will need to complete a player request form and submit this to Suzanne Lennon WCF Operations Manager for approval. 3.5 WESTERN STING PLAYERS ANL athletes are not permitted to train in the WA Netball League environment until the conclusion of the ANL season unless communicated by West Coast Fever Operations Manager in consultation with the Western Sting Head Coach During the Australian Netball League season, it is expected that, under the direction of the Western Sting Head Coach, Western Sting players who do not receive adequate court time on court, may return to play for their WA Netball League club, so as to continue to develop skills and strategies in pressured game situations The Western Sting Operations Manager, in consultation with the Western Sting Head Coach, will notify WA Netball League coaches via or text of the player s availability, focus points, number of quarters a player is released for and the preferred position if necessary. Please note that this notification may not occur until 24 hours before the match. 17

18 3.6 STATE PLAYERS NATIONALS RECOVERY To be eligible to participate in the WA Netball League following any National Netball Championships, State Team players are required to have a minimum 48 hours recovery from the last Nationals game before returning to competition or training and are subject to medical clearance. will communicate this information to all clubs. 3.7 INTERNATIONAL TEAMS/PLAYERS International teams/players visiting WA during WA Netball League: Visiting teams wishing to participate in the WA Netball League require visit approval from Netball Australia and training- program approval from A visiting player with non- permanent residency requires approval from for allocation to a club to compete in the competition. 3.8 OTHER COMPETITIONS Netball League players are eligible to participate in any other, Regional or Association competition, subject to the qualifying and/or selection criteria of the Association/Region, and in consultation with the player s club. 3.9 CLEARANCES For the purposes of this section and the transfer of a player, the WA Netball League season is deemed to conclude immediately following the final match of the final series, with a new season commencing immediately. Clearances prior to the start of the season must be lodged via MyNetball by 9:00am Wednesday 30 May With the exception of players on the West Coast Fever playing list, any player wishing to change WA Netball League clubs must be granted a clearance from their former club on MyNetball prior to taking part in the competition to be eligible to play. Clearances will not be granted to participants wishing to switch clubs if they have already been registered with a WA Netball League club during the 2018 season Any clearance required during the season must be approved by, a minimum of 24 hours prior to the players first match of the season. The player cannot participate in a match until the clearance has been granted. 18

19 3.9.4 The club requesting a player clearance, must allow the former club up to 7 days to approve or deny the clearance. The Game Development Coordinator Competitions may grant a clearance if deemed necessary Players require a clearance from a club if they have previously played for that club in the WA Netball League Players signed to the West Coast Fever playing list are subject to the WA Netball League Allocation Policy and must refer to that policy before requesting a transfer Any club retains the right to refuse a transfer if a player has an outstanding debt and/or is in possession of property of that club, until the debt is settled and/or all property returned. Approval shall be granted and the transfer form approved within 72 hours of receipt of payment of such debt or returned property Where a club refuses its consent, the reasons in writing shall be provided to the club requesting the transfer, within seven days of the postmarked date, or the date recorded as having been forwarded on the application for transfer. The Sport Development Coordinator Competitions may grant a clearance if deemed necessary INELIGIBLE PLAYERS A player will be deemed ineligible if: a) Not recorded on the team list prior to the commencement of the match. [Penalty: Loss of two competition points to the offending team goals for and against shall remain as scored for both teams] b) A player has or will have by the completion of the match concerned played more than five quarters on any match day across either the WA Netball State League, Reserves or 18U divisions. [Penalty: Loss of two competition points to the offending team goals for and against shall remain as scored for both teams] c) A player may not participate in two games occurring at the same time. If a player is named on two team sheets for matches being played at the same time, both offending teams shall be penalized. [Penalty: Loss of two competition points to both offending teams goals for and against shall remain as scored for both matches] 19

20 d) The player has not been listed on the team list for any division and not participated in the minimum number of games as listed in during the preliminary matches to qualify for finals. [Penalty: Forfeiture of game. The forfeiting team may also be subject to a financial penalty, at the discretion of ] e) The player is not affiliated, registered or gained a clearance prior to being listed on the team list. [Penalty: Loss of two competition points to the offending team the goals for and against shall remain as scored for both teams] The eligibility of any given player on any given occasion will be determined on the facts as they are outlined in this document and the evidence available. No exceptions will be made on any other grounds The Sport Development Coordinator - Competitions shall maintain all records relating to the above NETBALL INTEGRITY FRAMEWORK REQUIREMENTS Please note: This is still to be ratified by the Governance and Risk Committee and the Netball WA Board, which reserves the right to change/amend our recommendations Under the Integrity in Netball Framework finalised at the end of 2014, and revised in 2018, WA Netball League players and officials are required to complete the following outlined on Page 21 of this manual. 20

22 The Netball Integrity Framework is required to be completed and submitted to by Wednesday 30 May it is recommended that the WA Netball League Coordinators are appointed as the Integrity Officers for their club. MATCH OFFICIALS 4.1 COMPETITION REFEREE The Competition Referee will be the Sport Development Manager and if not present at a match will be contactable by mobile telephone ( ) The Competition Referee will be the reference point for any issues or disputes that arise in respect of the Operations Manual or Commercial Manual or during an event, outside of the official rules, and in respect of which a prompt decision must be made The Operations and Commercial Manuals will be the first reference point where any dispute occurs. 22

23 4.1.4 The Competition Referee has the power to appoint or remove officials. (In the case of umpires, the Competition Referee will consult with the umpire s designated representative before formalising a decision) The Competition Referee has the power to assign courts, start matches and excuse a team from playing for a definite period The Competition Referee can default a team that has not been excused from playing and is not ready to play when called upon to do so The Competition Referee may prevent a team playing a match where an ineligible player is listed on the team list The Competition Referee may, at any time, postpone play on account of the condition of the court or surrounds, or if a team, player or other person does not abide by the rules outlined in this document The Competition Referee may declare a forfeit by a team should it breach the rules outlined in this document and award competition points to the other team whatever the result of the match The Competition Referee may hear protests by either of the participating teams in a match and award competition points to one of the teams, irrespective of the result of the match The Competition Referee will not make decisions on the playing rules applied by the umpires There is no appeal against the Competition Referee s decision. 4.2 UMPIRES Umpires shall be allocated by and must hold a minimum National C Badge and be affiliated with NWA by the specified date It is the responsibility of each umpire to have competence understanding the Official Rules of Netball 2018 and protocols The decisions of umpires shall be final and shall be given without appeal Team Captains have the right to approach an umpire during an interval or after the game for clarification of any rule. Coaches may approach the Match Delegate at the end of the game to organise a meeting between the coach & the umpires at the best available time. 23

24 4.2.5 Teams concerned with umpire allocations may approach for clarification. 4.3 BENCH OFFICIALS shall appoint official scorers and timekeepers, who shall hold a Bench Official Accreditation (or working towards their accreditation) and who must be affiliated with. 5. MATCH RULES 5.1 POLICIES All participants will be bound by all relevant policies, including but not limited to: Member Protection National Privacy Policy; Netball Australia Member Protection Policy; Netball Australia Junior Netball Policy Health and Pregnancy Guidelines Netball Australia Pregnancy Policy Netball Australia Integrity Framework Netball Australia Anti Doping Policy; Netball Australia Integrity Framework Policies For a full list and copy of all policies please visit the website CODE OF CONDUCT All participants in the WA Netball League will abide by the Netball Australia Codes of Conduct Each club is responsible for the conduct and actions of its members including, but not limited to, players, coaches, managers and officials. 24

25 5.2.3 The team coach shall be responsible for the actions of their players and other team personnel on the court and team bench, and the implementation of appropriate strategies to promote a professional approach The actions and behaviour of participants on the court and team bench shall reflect an appropriate professional attitude toward umpires, score bench officials, opposition officials and players and staff and representatives. 5.3 MATCH COMPOSITION x 15 minute quarters minute quarter time and three quarter time breaks minute half time break Injury time as per the International Netball Federation Rules of Netball, All WA Netball League matches will commence at the time as listed in the fixture An official fifteen (15) minute time warm up period will be displayed prior to the commencement of each match reserves the right to alter the timing of the warm up period at any stage. 5.4 MATCH BALLS shall provide official match balls for use in all Competition games. Match balls in 2018 will be Gilbert branded Belt- Up balls as part of the Insurance Commission of WA s sponsorship with. Each team will also be provided with 10 Gilbert branded Belt- Up balls for training purposes. Teams are required to use Gilbert netballs as warm up balls in the Competition venues. 5.5 MATCH FORFEITURE In the event of a forfeit match, for any reason, that team must provide notice to the Sport Development Coordinator - Competitions no later than 24 hours before the scheduled commencement time for the match concerned Any team forfeiting a match for any reason shall have two Competition points and fifteen goals deducted from the totals listed for that team in official records. Two points 25

26 and fifteen goals shall be awarded to the opposing team. The forfeiting team may also be subject to a financial penalty, at the discretion of A team shall forfeit a match in the following circumstances: If the team advises of its intention to forfeit, as outlined in above; If fewer than five players in either competing team are ready to commence play five minutes after the scheduled match commencement time, as outlined in 5.6; If a player participating in the finals series has not played minimum of requirement (refer to 2.5.1) of games during the preliminary matches. 5.6 FAILURE TO TAKE THE COURT No team may take the court with less than five players In the event that, at the time scheduled for the commencement of a match, fewer than five players are present for either or both of the competing teams, a maximum period of five minutes shall be allowed for at least five players of a team to arrive If, at the end of this time, there are fewer than five players present for one team, the offending team shall forfeit the match Should five players arrive within the allowance of five minutes; a ten- minute warm- up period shall be granted to both teams The match shall then commence fifteen minutes later than the scheduled commencement time Should notification of a delay be advised, the match may continue on arrival of the delayed players, provided that a ten- minute warm- up can still be undertaken without delaying the commencement of the match more than thirty minutes beyond the originally scheduled commencement time Should this not be possible; the offending team shall forfeit the match. 5.7 UMPIRE UNAVAILABILITY Should one or both umpires allocated to a match not be in attendance at the commencement time for a match, a maximum period of five minutes shall be allowed for the umpire or umpires to arrive. 26

27 5.7.2 If, at the end of this time, two allocated or alternative umpires are not present, the match shall be rescheduled Should both umpires arrive within the allowance of five minutes; a ten- minute warm- up period shall be granted to both teams The match shall then commence fifteen minutes later than the scheduled commencement time Should notification of a delay be advised, the match may continue on arrival of two allocated or alternative umpires, provided that a ten- minute warm- up can still be undertaken without delaying the commencement of the match more than thirty minutes beyond the originally scheduled commencement time Should this not be possible; the match shall be rescheduled. 5.8 VENUE DISRUPTION Should, for any reason, a venue disruption or breakdown occur resulting in a scheduled match not commencing on time or being stopped, and where the match is unable to commence or continue within thirty minutes of the scheduled commencement time or stoppage, the match shall be rescheduled. Should this not be possible refer to Should, for any reason, an evacuation of a venue be required, venue staff in consultation with the Competition Referee - or representative will give direction. Evacuated teams shall be kept informed of any situation via the Team Manager and/or public address announcements Management of any venue disruption, breakdown or evacuation shall be under the direction of the Sport Development Coordinator - Competitions or appointed representative, in consultation with venue management. 6. JUDICIARY Please refer to the 2018 WA Netball League Judicial Process. 7. MATCH DAY PROCEDURES 7.1 WARM UP AREA 27

28 7.1.1 Due to limited space, teams participating in matches will have 15 minutes warm up time on the court to which their match is allocated. 7.2 COURT ENTRY Teams will be permitted entry to the playing court area when the previous match has concluded or as otherwise advised by the match delegate All courtesies will be afforded to any match still in progress when a team enters the playing area. 7.3 PLAYER S BENCH Team benches will be placed at either end of the sideline nearest to the score bench. Seating will be provided for 10 participating players (12 participating players for Reserves, 18U & Mens matches) and five officials, who are the coach, manager and up to three other personnel, at least one of who must be a Primary Care Person who is qualified to diagnose and/or treat injury and/or illness One statistician per team will be permitted courtside however must be affiliated to and notified to the Sport Development Coordinator - Competitions. Personnel acting in this role must be actively involved with statistical duties and is permitted to liaise with team coaching staff during interval breaks. Verbal involvement during the game is not permitted and personnel are subject to removal from the court if not carrying out these duties in an appropriate manner. Statisticians will be required to wear a Statisticians lanyard whenever taking to the arena. Statisticians are required to sit behind the bench. Should that not be practical then they are required to sit at the far end of the bench, away from the coaching staff All Statisticians must be registered members on MyNetball by Wednesday 30 May Registered players are ineligible to undertake the role of statistician The first- mentioned team in the fixtures shall be seated to the right of the centre circle, the second- mentioned team to the left of the centre circle All players and officials (inclusive of Primary Carer and Statistician) must be dressed in the club uniform. Primary Care personnel must be dressed in their Primary Carer uniform. Failure to do so may result in being asked to leave the bench. Players must be dressed ready to take to the court. 28

29 7.4 TEAM LISTS & SCORE SHEETS The Team Manager will lodge a copy of the Team List, on the prescribed form, no later than 15 minutes (or time as advised) prior to the commencement of each match Team lists shall list up to 10 players for League, 12 players for Reserves, 18U & Mens matches, and up to 5 officials participating in the match. The score sheet should be completed by listing surname name, followed by a comma, then first name. Surnames should be in alphabetical order. Positions are then placed in the right column of the score sheet Player additions after the commencement of the match are not permitted Prior to or during the match, any personnel or positional changes must be notified immediately, on the prescribed form, to the Bench Manager. Notification to the opposing team or umpires is not required Team Managers may collect copies of score sheets for the match following completion of the match concerned. Team managers should allow sufficient time for the completion of the score sheets before approaching the score bench. 7.5 COURTSIDE ANNOUNCER shall appoint personnel to undertake the duties of courtside announcer, as deemed appropriate from time to time Where games are allocated to country venues, it shall be the responsibility of the home venue to provide personnel, in conjunction with. 7.6 ELECTRONIC CLOCK & PLAYER INTRODUCTIONS Where available, the electronic clock will commence to run down 15 minutes prior to the commencement of each match At the conclusion of each match teams are expected to be moving away from their bench within three (3) minutes. The teams participating in the following match may then move to their benches. Teams can take to the court for their warm up once the score bench has begun the 15- minute warm up clock Where no electronic clock is available, umpires will indicate at one minute prior to commencement upon advice from the score bench. 29

30 7.6.4 Player introductions, if scheduled, will commence two minutes prior to match commencement Introduction for subsequent time slots, if scheduled, will commence after the completion of the previous match Player introductions will not take place without a PA system. 7.7 CHANGE ROOMS Where possible, change rooms will be made available for the use of teams When possible access to change rooms will be available one hour prior to each game, and 30 minutes after each game Team names will be affixed to the door of each change room and must not be changed Valuables should not be left in rooms when unattended, as security cannot be guaranteed. 8. AWARDS 8.1 JILL MCINTOSH MEDAL The Jill McIntosh Medal is the annual recognition of the WA Netball League Fairest & Best player. This player performs at a high standard and displays good sportsmanship qualities and respects team members, opposing players and officials at all times. The umpires allocated to each WA Netball League match shall register votes on a basis. The Bench Manager shall provide voting slips. Completed voting slips are to be returned to the Bench Manager. The player with the most votes at the conclusion of the rounds will deemed the award recipient. 8.2 PLAYERS MILESTONE Players having played 100, 150, 200, 250 and every 50 matches thereafter in the WA Netball League competition - League (or highest) division shall be recognised for each milestone. 30

31 8.3 COACH MILESTONE Coaches having coached 100, 150, 200, 250 and every 50 matches thereafter in the WA Netball League competition - League (or highest) division shall be recognised for each milestone. 8.4 UMPIRES MILESTONE Umpires having umpired 100, 150, 200, 250 and every 50 matches thereafter in the WA Netball League competition - League (or highest) division shall be recognised for each milestone. 8.5 BENCH OFFICIALS MILESTONE Bench Officials having officiated 200, 300, 400 and every 100 matches thereafter in the WA Netball League shall be recognised for each milestone. 8.6 WA NETBALL LEAGUE TEAM OF THE YEAR This award is for eligible athletes who have played in six or more WANL matches in the League division only. The WA Netball League competition - League coaches will nominate a team of seven using the process for each position from GS to GK. Voting slips and criteria will be distributed to the WA Netball League - League coaches during the final round of the competition. Completed voting slips are to be returned to Heath Bailey, Game Development Coordinator- Competitions. 8.7 WA NETBALL LEAGUE FAIREST AND BEST - RESERVES Awarded to the Fairest & Best Player from the WANL Reserves Competition. This player performs at a high standard and displays good sportsmanship qualities and respects team members, opposing players and officials at all times. The umpires allocated to each WA Netball League Reserves match, shall register votes on a basis. The Bench Manager shall provide voting slips. Completed voting slips are to be returned to the Bench Manager. The player with the most votes at the conclusion of the rounds will deemed the award recipient WA NETBALL LEAGUE FAIREST AND BEST 18U Awarded to the Fairest & Best Player from the WANL 18U Competition. 31

The umpires allocated to each WA Netball League Mens match, shall register votes on a basis. The Bench Manager shall provide voting slips. The player with the most votes at the conclusion of the rounds will deemed the award recipient WA NETBALL LEAGUE COACH OF THE YEAR The WANL Coach of the Year is presented to a coach who contributes to the development and success of the WANL Club and their region by demonstrating ongoing commitment to their team s and the club s development. A Selection Panel consisting of the West Coast Fever Head Coach, West Coast Fever Academy Coach and Netball WA Sport Development Manager will determine the recipient of this award WA NETBALL LEAGUE UMPIRE OF THE YEAR The umpire at the conclusion of the WA Netball League who has conducted themselves on and off the court in a professional manner and displays sportsmanship; showing continual improvement in their standard of umpiring across the competition period. The Sport Development Manager, High- Performance Umpire Coach and one other appointed WANL Umpire Coach will decide on the recipient of this award WA NETBALL LEAGUE BENCH OFFICIAL OF THE YEAR The Bench Official at the conclusion of the WA Netball League who has conducted themselves on and off the court in a professional manner and displays sportsmanship; showing continual improvement in their standard of officiating across the competition period. The NWA Sport Development Coordinator Competitions, in 32

33 conjunction with the WANL Bench Officials Advisory Group, will decide on the recipient of this award WA NETBALL LEAGUE GRAND FINAL - MVP Awarded to the Most Valuable Player from each division of the WA Netball League Competition (18U, Reserves and League) Grand Finals. This player performs at a high standard and displays good sportsmanship qualities and respects team members, opposing players and officials at all times. Three Identified personnel, i.e. accredited coaches shall register votes on a basis to select the Most Valuable Player in each of the 18U, Reserves and League Grand Final Matches. The Sport Development Coordinator- Coach/Player shall provide voting slips. The player with the most votes at the conclusion of each of the Division Grand Finals will deemed the award recipient WA NETBALL LEAGUE CLUB OF THE YEAR The WA Netball League Club Shield will be awarded to the Region that scores the most wins across all three female WA Netball League divisions through the rounds of the competition (Finals games and the Mens competition are not included). WA Netball League WA Netball League Reserves WA Netball League 18U A shield will be awarded to the successful region at the Jill McIntosh Medal. Recognition of second and third place will also be formalised to ensure that incentive for all clubs is maintained. Points are awarded to each team for each win or draw recorded across all three female WA Netball League divisions in the given season: WA Netball League WA Netball League Reserves WA Netball League 18U Clubs that field teams in two divisions or less only will receive a weighting on points allocated for their respective wins in each division. Points will be awarded throughout the qualifying rounds only. Points will be awarded as follows for Clubs fielding teams in all three divisions: 33

34 Division Points per win Points per draw League 100 n/a Reserves U Points will be awarded as follows for Clubs fielding less than three teams: In the event of a tie the region that scores the most points in the highest division will be declared the winner. If the clubs cannot be separated, then both teams will be acknowledged as joint winners OTHER AWARDS Additional awards will be developed and implemented as deemed necessary. Please note that all Awards including those relating to the Netball League will be reviewed during 2018 by the Awards and Recognition Committee PRESENTATIONS WA Netball League Awards, as determined, will be presented at the Jill McIntosh Medal, which will be announced at a later date RECORDING The Game Development Coordinator - Competitions shall maintain all records relating to the above awards COUNT BACK PROCESS Division Points per win Points per draw Reserves U In the event of tied votes for any award a count back process will be applied.
