If there is a tie for First or Second Team, team size could be adjusted +/- 1. b) Players must have returned a score in at least 75% of their team s contested league matches (forfeits excluded) in order to be considered for Player of the Year or First Team; players must have returned a score in at least 50% of their team s contested league matches to be considered for Second Team. c) There is no limit on the number of players per school on First Team or Second Team. d) Honorable Mention is anyone who is nominated by their coach. e) Selection is based on league play only; post-season is not considered. f) Any voting will be done by show of hands (public voting, not private voting). Adoption of USGA Local Rule. Add the following: 402. k) Rules 18-2, 18-3 and 20-1 from The Rules of Golf are modified as follows: When a player s ball lies on the putting green, there is no penalty if the ball or ball-marker is accidentally moved by the player, his/her opponent, or equipment. The moved ball or ball-marker must be replaced as provided in Rules 18-2, 18-3 and This Local Rule applies only when the player s ball or ball-marker lies on the putting green and any movement is accidental. Note: If it is determined that a player s ball on the putting green was moved as a result of wind, water or some other natural cause such as the effects of gravity, the ball must be played as it lies from its new location. A ball-marker moved in such circumstances is replaced. Coaches Vote: 6 in favor, 0 opposed [This local rule was made available starting on January 1, 2017 and has been adopted by the USGA and The R&A for all of their championships.] 1. Girls Lacrosse: Frank (please see below for the additional information) i. All Schools were in attendance and it was a very helpful and useful meeting. ii. Division Structure within in the League: 1. 6 Teams (Mitty, Castilleja, St. Francis, Menlo, Menlo-Atherton, SHP). Double Round Robin, 10 league games total 2. Skyline: 10 Teams (Aragon, Burlingame, Carlmont, Harker, Mercy B, NDB, NBSJ, Sacred Heart Cathedral, Sequoia, Woodside). Single Round Robin, with a total of 9 league games 3. Play-offs: Foothill: Double round robin...six team playoff at the end with 1st and 2nd getting first round byes. Skyline: an eight team tourney at the end of the season. There will be no "full league" championship tourney but two separate season ending tourneys for Foothill and Skyline The coaches want the round robin winner to be called league champions and a separate tournament champ if another school wins the tourney. 5. For 2018 Season, Woodside Priory will be coming in for the Skyline 6. Claire Mancini is the coaching rep for the Foothill Division. a. Softball: Kevin i. Alma Heights and Latino College Prep Missing ii. Foothill Division: Claire from Mercy B, Skyline Division: Vince Mcgovern from Mercy SF iii. Lower League/Skyline: Metal Cleats are a concern iv. Confirmed: Foothill League has all three auto qualifiers for CCS b. Track: Mary Jo i. Everyone in attendance ii. New Business: Boys and Girls Long Jump will run 1 st, followed by Boys and Girls Triple Jump will run 2 nd ; which is exactly how the CCS/CIF meets will run iii. Trials: Saturday May 6 th at 2:45PM at Palo Alto High School iv. Finals: Friday, May 12 5PM at Palo Alto High School c. Swimming: Will Leonard Please see notes below: i. 10 out of 13 schools were in attendance ii. Remove Section 802, C, Item III regarding attendance in regular league meets to participate in League Finals. All Coaches Approved. iii. Only 4 schools who have pools: SHP, Castilleja, Harker, Menlo

4 II. Old Business a. CCS scholarship: Applications are due to Dan by February 1 st. Schools who do not submit an application will be voting. Winner is selected by majority. III. New Business a Schedules: Mary Jo i. Fall 2017 Schedules were sent out via google doc b. CCS BOM Agenda Will Leonard will attend i. Realignment could possibly be discussed at the CCS BOM meeting on Wednesday, January 25, ii. Action to be taken on Baseball. Open division will be filled by A league teams with most points. iii. Softball: Tournament 3 divisions: Open of 8, two enrollment divisions of 16. Open division #1 qualifier from A league champs and then teams who are league champs and opt to play in Open. iv. Field Hockey: Play-In game for the last final spot of the tournament. v. Football: 2 auto qualifiers to B Leagues and 1 auto qualifier to C League vi. Girls Tennis: Allow CCS teams semi-finalists to replace a finalist team in NorCal if finalist team chooses not to play. 1. Question: How would you determine semi-finalist team 2. If this came into play, would have to have a 3 rd place match to determine semi-finalist. vii. Water Polo CCS Tournament: 3 Divisions of 6 teams each. Open and two enrollment divisions. viii. Water Polo determining how to send teams to NorCal Championships, which would be based on the Open Division 1. Water Polo maybe moving to the Winter Season. ix. AD s discussion: There needs to be a lim to how many golfers can be on the Honorable Mention. Proposal: Honorable Mention is limited to 6 recipients based on the formula created for reaching 1 st and 2 nd Team. Discussion is permitted for Honorab Mention, if a coach does not feel their student-athlete is fit for the Honorable Mention honor. Therefore, a coach can replace their Honorable Mention selection if awared with a student-athelte they feel is most deserving. e) Selection is based on league play only; post-season is not considered. f) Any voting will be done by show of hands (public voting, not private voting). Coaches Vote: 6 in favor, 0 opposed Lacrosse: ALL IN FAVOR: 11-0 (APPROVED) West Bay Athletic League Girls Lacrosse Pre-Season Meeting Jan. 23, 2017 Items d by league coaches last spring that need to be ratified by the WBAL Board of Managers. Addendum #1 (Division structure within league) For the 2017 season, the Foothill Division will consist of six schools (Archbishop Mitty, Castilleja, St. Francis, Menlo, Menlo Atherton and Sacred Heart Prep. This division will feature a double round robin schedule (10 league games in total). The Skyline Division will consist of ten schools (Aragon, Burlingame, Carlmont, Harker, Mercy-Burlingame, Notre Dame-Belmont; Notre Dame- San Jose, Sacred Heart Cathedral Prep, Sequoia and Woodside. This division will feature a single round robin season (9 league games in total) Addendum #2 (League championship recognition) The winners of the respective regular season league schedules in both the Foothill Division and the Skyline Division will be declared league champions. If there are teams who finish at the top of the league standings with the same won-loss records after the end of the regular season will be declared Co-league Champions in each division. o The tie breaker procedure in section 506 will be used to determine seeding for the season ending league tournament only. Addendum #3 (Post regular season tournament) Foothill Division Tournament (Games to be played Tuesday, Thursday, Saturday) o First and second place regular season finishers will receive first round byes. 3 rd place team vs. 6 th place team in one quarter final; 4 th place team vs. 5 th place team in other quarter final. Games to be played at high seed home field

6 o 1 st place regular season finisher will play winner of 4 th vs. 5 th place game; 2 nd place regular season finisher will play winner of 3 rd vs. 6 th place game. Games will be played at high seed home field. Skyline Division Tournament (Games to be played Tuesday, Thursday, Saturday o Top eight Skyline teams will play in the tournament. No 1 st round byes team #1 will face team #8; team #2 vs. team #7; team #3 vs. team #6; team #4 vs. team #5. All games played at high seed home field. o Semi-finals will have #1 seed vs. #3 vs. #6 winner and #2 seed vs. #4 vs. #5 winner. All games will be played at high seed home field. Both division championship games will be played back to back (Skyline than Foothill)at a neutral site on Championship Saturday. Game dates for 2017 season will be May 9 th (Qtr. Finals); May 11 th (Semi-Finals) and May 13 th (Championship games). We are still looking for a host site for the championship games! Game times for quarter finals and semi finals will be no earlier than 5:30 pm UNLESS both schools do not have AP conflicts and then the games can begin at 4:00 pm. Winners of the post regular season tournament will receive a team plaque and be recognized as the West Bay Athletic League Tournament Champion. SWIMMING WBAL Preseason Coaches Meeting Monday, January 23, 2017 Menlo Minutes added to agenda in this red color. 1. Introductions 2. League "realignment" update Kevin briefly told the story of how SHP requested to leave the WBAL for swimming, but it didn't pan out. 3. WBAL meet Confirmed that start time will be 4:00 for trials, 2:00 for finals. 4. Bylaws Voted unanimously (11-0) to eliminate rule 802, C, III. It no longer makes sense given the current structure of "optional" jamborees. 5. "Dual meet" season After much discussion and arm twisting, we believe we have a site for all the meets. Need someone to host Jamboree #1 (3/23) Notre Dame Belmont agreed to see if they could host this meet, probably at Serra's pool. They will report back. The idea is that NDB would host either Jamboree #1 or #5, and Harker agreed to host the other one. This will be decided based on which meet NDB can host. Need someone to host Jamboree #5 (4/20) (See above; the hope is that this will be either at Notre Dame Belmont or Harker. Need someone to host CSUS/Priory/Pinewood/Nueva meet on 4/26 Nueva is looking into the

7 possibility of hosting this meet. Woodside Priory is also a possibility. These four schools will work together to find a site. Jamboree #2 (3/30) is too large for Castilleja's facility. Solution? Menlo is looking into the possibility of hosting a meet on the same day, effectively splitting this meet into Jamboree #2a and #2b. If this works, the schedule will be: Jamboree #2a (@ Castilleja) = Castilleja, TKA, Nueva, Notre Dame San Jose, Pinewood. Jamboree #2b (@ Menlo) = Menlo, Priory, CSUS, Mercy SF, Notre Dame Belmont, Mercy Burlingame. Jamboree #3 (4/6) is too large for Menlo's facility. Solution? SHP offered to host a jamboree #3b, with the caveat that SHP's JV will be attending the meet, and not SHP's varsity. If this works, the schedule would be: Jamboree #3a (@ Menlo) = Menlo, Castilleja, TKA, Notre Dame Belmont. Jamboree #3b (@ SHP) = SHP JV, Mercy Burlingame, Notre Dame San Jose, Pinewood, Priory Jamboree #4 (4/12) - Harker 6. Questions/Discussion/Advice Tania (Harker) reminded everyone of the two new rules. We also discussed new CCS cuts, and Justin asked if there was any movement on addressing the "inhospitality" of the directors of the CCS meet. Kevin said that there really was not. Discussion continued a bit over a variety of topics. 7. Anything else? The remaining berths will be filled by: teams from A leagues or B league champions that are from basic leagues who opt to play in the Open Division and, if necessary to fill the bracket, the teams from A leagues with the highest CCS point totals. OR. (2) Proposal #2 (CCS Softball Coaches Proposal) Conduct an Open Division in the sport of Softball (MSC 5-1). The Softball Committee is recommending the establishment of an Open division as has been done in the sport of Baseball.. (3) Proposal #3 (CCS Softball Coaches Proposal) The CCS Softball Tournament will consist of 3 divisions of 14 teams each. (MSC 5-1). The Softball Committee is recommending the addition of three teams to the tournament to provide an even number of teams in each division.. (4) Proposal #4 (CCS Softball Coaches Proposal) The Open Division will consist of A League champions, co-champions and tri-champions as well as any qualifier who wishes to opt-up, and then filled by A league teams with the highest CCS point totals. Division I and II will consist of the 28 qualifiers remaining after selection of the Open Division and will be placed into divisions based on enrollment. (MSC 5-1). Major Format Change (1) Proposal #1 Add a team to the CCS Field Hockey Tournament and eliminate the at-large berth. The Field Hockey Committee is recommending the addition of a 12 th and 13 th automatic entry into the tournament so that the Committee would no longer be tasked with choosing a 12 th team from at atlarge pool from either the MBL or SCVAL to complete the tournament bracket. 2. Major Format Change (1) Proposal #1 Allocate two (2) automatic qualifiers to all B leagues and one (1) automatic qualifier to C leagues In review of the actions by the SCCAL in joining the MBL and MTAL, the CCS Executive Committee is recommending a change in allocation of automatic qualifiers. (1) Proposal #1 BONUS POINTS FOR SCVAL-DeAnza and WCAL MEMBERS Using data from a three-year review of the CCS Tournament the Boys Volleyball Committee is recommending that the SCVAL-DeAnza division and the WCAL be allotted bonus points.. (2) Proposal #2 Increase the point value for being a league champion. The Boys Volleyball Committee is recommending this change to increase the gap between points earned by a league champion and those teams who play the league champion.

16 . (3) Proposal #3 Designate the PAL as a C League.. (4) Proposal #4 Designate the MBL-Gabilan a B league and the MBL-Pacific as a C League. The Boys Volleyball Committee is recommending these designations due to the MBL dividing into two competitive equity divisions and the recent establishment of the PAL in boys volleyball.. (5) Proposal #5 Allot the MBL-Gabilan two (2) automatic qualifiers and the MBL-Pacific one (1) automatic qualifier. (MSC 5-0) The Boys Volleyball Committee is recommending these allotments due to the MBL dividing into two competitive equity divisions. CCS BYLAWS AND POLICIES 1. CCS Physical Assault Policy CCS Staff is proposing to changes to the CCS Physical Assault Policy to better address process and responsibilities on this CIF Bylaw. 2. CCS Playoff Policy Proposal For all sports with an Open Division, the Open Division will be limited to 8 teams in a bracket. The ADAC is proposing that the CCS Playoff Policy be amended to limit any Open Division bracket to 8 teams to be implemented by the school year. CIF BYLAWS & POLICIES 1. Pitching Limitation Rule Pitch Count The CIF is proposing this pitch count limitation to comply with the NFHS directive that requires all state associations to establish a pitch- count policy in baseball. 21 B. CCS COMMITTEES (1) (2) 5. Water Polo Proposal #1 Designate the BVAL-MHAL Division a B+ Division. Based on their review of the League Playoff Reults (delta chart), the CCS Volleyball Commmittee, in accordance with the CCS Volleyball bylaws, is recommending a change in classification for the BVAL-MHAL. Proposal #2 Allow more than four (4) teams from one league into the Open Division. In an effort to insure that the Open Division represents the best 8 teams possible, the CCS Volleyball Committee is recommending that the four (4) team limit from any one league be eliminated as has been done in the sport of basketball. 1. Article V Committee DM a. b. Accept Report Major Format Change. (1) Proposal #1 Change the CCS Boys & Girls Water Polo tournament structure from two (2) divisions of 12 teams to three (3) division of 8 teams; an Open division and two (2) enrollment based divisions. With the upcoming changes to the CIF calendar and the addition of CIF Regional play in the sport of water polo, the Committee is recommending changes to the tournament so as not to affect regular season play and to allow for an Open Division as has been used in other CCS Sports.. (2) Proposal #2 CCS entries into Northern California Regional Award the four (4) berths allotted to the CCS for the CIF Northern California Water Polo Regional to the semifinalists of the Open Division 1. REVISION OF ARTICLE V Section 4: Optional Off Season Workout The Committee is recommending that the guidelines clarify that these workouts are limited to one (1) coach in total with no more than four (4) student athletes in any one (1) hour session. Article VII Eligibility DM This amendment addresses the penalties imposed on students who participate as ineligible athletes due to the failure of the school administration to file a CIF transfer application and who would have been eligible if the application had been filed in a timely manner and d by the Section office. CIF BYLAWS & POLICIES 1. UNIFORMED ADMINISTRATIVE OVERSIGHT PENALTY (CIF DM 503.B.1) This CIF Federated Council proposal addresses concerns that students, schools and teams are being penalized for errors or omissions by school officials, adults, which cause students to become ineligible and/or forfeiture of contests and/or elimination or prohibition from section playoffs. 2. STANDARDIZED NUMBER OF CONTESTS (CIF 1206) JW This CIF Federated Council proposed bylaw would create a standardized maximum number of contests in sports that culminate in a Regional or State Championship. 3.
