1 FOOTHILLS MIDDLE LEVEL LEAGUE HANDBOOK 1.0 FOOTHILLS LEAGUE MIDDLE SCHOOL PRACTICES No change in these practices will take effect unless approved by the Principal's association. 2.0 GENERAL POLICIES 2.1 All schools participating in activities and athletics sponsored by the Foothills League have 8th grade as the last grade in the school. 2.2 League Activities: The Foothills League supports and sponsors both Athletic and co-curricular events and schools are encouraged to take part. 2.3 Participating schools are expected to establish and maintain good sportsmanship and courtesy toward opponents and officials. 2.4 Participants in any League contest are to be under the direct supervision of a coach at all times. They are not to leave the contest area, i.e., the gym, fields or track Visiting teams are not to bring food or drink to the host school. 2.6 The league is separated into two divisions: 1. Issaquah schools & 2. Snoqualmie Valley, Riverview and Mercer Island 3.0 ATHLETICS 3.1 GAME OFFICIALS - Two registered association officials shall be used for all seventh and eighth grade varsity basketball games and one registered association official for varsity wrestling, volleyball. These officials will be paid according to the WIAA Handbook. Competent adults will be used to officiate all other inter school league activities. A copy of the Foothills League Rules will be made available to all officials as they arrive. If an official does not arrive the game will begin with a mutually agreed upon adult official. 3.2 There will be no league-team championships. TROPHIES - Each school pays for its own trophy (if one is desired), but the cost is not to exceed $ Optional team awards may include certificates for participants and 4-5 small plaques for special recognition. 3.3 SCHEDULE CHANGES - Necessary changes in schedules may be arranged by mutual consent of the schools involved, providing they do not conflict with the General Policies of the Foothills League or WIAA. The Athletic Director and Administrator needs to be notified of all schedules changes. 1

2 3.5 SCHEDULES - League schedules shall be drawn up by the athletic committee approved by the principals' association, and distributed to the participating schools by the spring. "Revised" shall be put on the top right hand comer of any schedules that are revised ELIGIBILITY - Each member school shall establish its own eligibility regulations. All school established eligibility regulations must meet, but may exceed WIAA regulations ACADEMIC ELIGIBILITY- If a student is passing all classes s/he is eligible to turnout and participate in athletic competitions. Foothill members must follow the minimum requirements. Schools may have requirements that exceed the minimum requirements. Grades will be checked 10 days into the beginning of each sport season. If a student is failing a class s/he will be put on athletic probation for 10 days. The students may turnout and participate in athletic competitions during the first 10 day period. At the end of the first 10 day probationary period grades are checked again. If the student is still failing a class at the end of the probationary period s/he will be on academic probation for another 10 days. S/he may turnout but not participate in athletic competitions. The student may be removed from probation as soon as the grades are raised. At the end of the second probationary period grades are checked again: If a student is passing all classes s/he is removed from probation. If the student is still failing a class s/he is done for the season. Students will lose eligibility for the duration of the season for the following behavior violations: Possession of drugs, alcohol or tobacco at school or possession of any weapon at school. Any student that is referred to the office for disciplinary reasons more that twice during an athletic season may be suspended from participation for a long or short period of time. Length of suspension depends on the degree of the infraction 3.7 SCHEDULING AND TIME OF ARRIVAL-All games will be scheduled and played beginning at 3:00 or 3:30 p.m. except evening contests or with mutual agreement by administrators of the schools involved. Each school is authorized to play one home and one away evening contest in each sport. 3.8 SCOUTING - Scouting of any league athletic contest is prohibited. 3.9 VIOLATION OF LEAGUE OR WIAA RULES 3.91 Any violation should be reported to the league association via letter. If the two schools don't agree on the corrective action, the problem should be brought up at the next league meeting Sanctions issued by the league could include a warning, or there could be a forfeit of the game or match. 2

4 4.0 FOOTHILLS LEAGUE BOYS BASKETBALL REGULATIONS 4.1 The home team shall select the team bench and begin the game at the opposite basket. 4.2 There shall be a separate seventh and eighth grade team. There will be 8 minute quarters for both 7th grade games and 8th grade games. 4.3 A team may press as long as the/do NOT have a lead of 10 points or more. 1st time: Warning, 2nd time: Technical. At halftime is a team is up by more than 25 points the coach that is down can choose to play with a running clock. (Clock will stop during free throws) 4.4 7th and 8th grade game order will be rotated to allow both teams equal time playing first as much as can be coordinated. 4.5 Leather balls will be used. Host school will provide 6 warm up balls. 4.6 Zone defenses on a team's defensive end of the court are not permitted. This includes a half court trap. The officials shall warn the zoning team for the first offense and then a technical foul shall be called for each offense thereafter. Players must stay within 6' of the player they are defending within the 3-point line. 4.7 *Persons at scorers' table--one must be an adult Timer 4.72 Scorekeeper 4.8 Association officials shall be used in all games. If one or more official does not arrive, the game will begin with a mutually agreed upon adult. 5 5.0 FOOTHILLS LEAGUE GIRLS BASKETBALL REGULATIONS 5.1 The rules governing play are those set by the National Association for Girls and Women in Sport, (commonly referred to as NAGWS). This includes such things as not using the Ten-second line. Operation of a separate 30-second clock is mandated by NAGWS. If no 30-second clock is available the 10-second rule will apply. 5.2 No zone defenses on a team s defensive end of the court are permitted. This includes a half court trap. The officials shall warn the zoning team for the first offense. A Technical foul shall be called for each offense thereafter. Players must stay within 6' of the player they are defending within the 3-point line. 5.3 There shall be a separate seventh and eighth grade team. 6 6.0 CROSS COUNTRY REGULATIONS 6.1 Meets start 15 MIN. after all schools have arrived, after walk through of the course. Latest start time 4:15. Finish line shoot should be after the finish line. 6.2 Standard course distance Meters (1.86 miles). Times are given at mile markers. 6.4 Participants need 10 turnouts to compete (WIAA). 6.5 Order of Events: 6th grade (if numbers are high 2 heats) 7th/8th grade girls run together, 7th/8th grade boys run together. (We will alternate boy/girls order.) 6.6 Number of runners to be scored at dual meets shall be decided by coaches. If one team only has three runners the race will be scored top three. Minimum of three required to score. Invitational and Finals will be scored according to WIAA rules-top 5. Host school needs to apply for permit at Sammamish State Park. 6.7 Host meet Invitational and Finals- alpha-each school will rotate as host. Invitational Finals 14-IMS/TOLT PC 10-MW/TOLT IMS 15-MW/TOLT MI 11-PL/TOLT TF 16-PL/TOLT BL 12-PC/TOLT SMS 17-PC/TOLT CK 13-BL/TOLT TOLT 18-BL/TOLT MW 19-IMS/TOLT PL (Ribbons are given after finals- Each school will have a person designated to fill out ribbons at the event) 6.8 Invitational and Finals meets- each school needs to provide a manager or noncoaching designee to supervise. A starting gun will begin each race. 6

7 7.0 Girls Soccer 7.1 Soccer will be governed by the Foothills, WIAA and NFHS rules Eighth and Seventh grade teams scheduled to play home and away at the same schools Games will run 30-minute halves with a 5-minute half time, unless a shortened time frame is mutually agreed upon by the coaches. (ie darkness, weather ect.). 7.4 Host schools should provide 2 lines persons, when possible. 7.4 After the game, players and coaches are expected to shake hands at mid-field The host school will provide a properly inflated #5 game quality ball. 7.6 Soccer pitches and goals shall meet WIAA standards 7.7 In this pilot year the only jersey requirement is a pennie/pe Jerseys type cover up. 7.8 Goalies must wear a colored jersey that is distinguishable from the other players. 7.9 Shin guards are required Tights may be worn if solid in color No metal clears will be allowed A phone call shall be made by 12:00 pm unless extenuating circumstances arise, if the fields are not playable or if a team is unable to play. 7

8 8.0 SOFTBALL REGULATIONS 8.1 There will be free substitutions on defense, batting order will always stay the same, and coaches may bat the entire team feet between bases, 40 feet from the mound to the plate. 8.3 There will be an 8 run per inning limit. As soon as a team has a 10 run lead they will be limited to a 4 run per inning limit. The 4 run per inning limit will be lifted if the opposing team reduces the lead to less than 10. No limit in the last inning 8.4 There should be a 6 to 12 foot arc in the pitch. After 3 consecutive walks a coach can choose to pitch. The student would still play defense for that postion. 8.5 Base runners may run on contact, no leading off. Runners should slide when appropriate, running over opponents is not allowed, no rough contact is allowed. 8.6 Each school should try to organize two levels of teams- "competitive =A" and "recreation =B" We will organize accordingly at the fall coaches meeting defensive players are to play in the field. 8.8 Games will be played to 7 innings, no new innings after 5: Start time 3:00 or as soon as each team is warmed up Teams will use an eleven-inch synthetic leather incrediball. Home team provides game ball, visiting team back up ball. Official softball bats are to be used. Home team keeps official scorebook Catchers are to wear protective gear (mask and chest protector) 8.12 Rubber cleats are allowed, no steal cleats Rainout agreements: *Cancel buses by noon to avoid a late fee *Host coach calls visiting coach by 11 *Host coach can reschedule at own discretion Infield fly only applies in A games 8.15 If a team is up by 15 or more runs by the bottom of the 5 th the game will end immediately at the B level only. 8

9 9.0 FOOTHILLS LEAGUE TRACK REGULATIONS 9.1 League championships will be determined on results of finals against league opponents. Each age group and gender will have its own league champion. (8th boys, 7th boys, 6th boys, 8th girls, 7th girls, 6th girls). All meets will be scheduled for Thursdays if possible. 9.2 All field events will begin at 3:00 p.m.(tolt, MI 3:30) Sign up for any field event will end 15 minutes after the team arrives. Warm ups ends 30 minutes after the meet begins. 9.3 High Jump Starting Heights: 6th girls: 3 ft. 6 in. 7th girls: 3 ft. 6 in. 8th girls: 3 ft. 8 in. 6th boys:3 ft. 8 in. 7th boys: 4 ft. 2 in. 8 th boys: 4 ft. 6 in. Each group of participants will enter the event when the bar reaches his/her minimum setting. The cross bar will be raised by 2 inch increments. A competitor will be out of the competition after three consecutive misses at any height. Do not lower the bar. 9.4 Shot Put: 8 lb. outdoor shots will be used for both 7 th & 8 th grade boys and girls. 6 LB for 6th grade. Four attempts will be allowed with no finals. 9.5 Discus: A discus weighing 2 lb. 3 1/4 oz. or 1 kg. will be used for both boys and girls. Four attempts will be allowed with no finals. 9.6 Long Jump: For both boys and girls, four attempts will be allowed with no finals. 9.7 Hurdles: 75 Meter hurdle event for boys and girls. 13 meters to first hurdle, 8.5 meters between each hurdle and 11 meters to finish line. 30" hurdles for girls (and 6th graders) and 33" hurdles for boys. 9.8 In any competition, a participant may enter a maximum of four events per meet. If four events are entered, the participant may enter no more than three track or three field events. A competitor may enter both the 1600m run and the 800m run in the same meet. 9

10 , 800 and short medley relays: It is up to the discretion of the starter and the coaches to determine the number of heats to accommodate the number of runners. Heat # 1-8th grade boys in lanes 1 and 2: 7th grade boys in lanes 3 and 4 Heat #2-8th grade girls in lanes 1 and 2; 7th grade girls in lanes 3 and m Run: (An open race in two heats) Qualifying time of 10 min. Heat #1 8th grade boys and 8th grade girls (more than 20 split heats) Heat #2 7th grade boys and 7th grade girls Heat #3 6th grade boys and 6th grade girls Run: (An open race in four heats) Qualifying time of 4 min. Participants will start in lanes with no stagger. Any participant may break to an inside lane once they have a one and one-half stride advantage over the runner being passed. If the track is marked participants may start in lanes with one turn staggers and stay in lanes around the first curve and then cut in. Host schools will have the discretion to use an international start for the 800-meter and mile run with the agreement of the visiting coach. If there are more that 24 participants heats cannot be combined All events will be run metric as per interscholastic handbook. All field events will be measured in feet and inches ORDER OF EVENTS: BOYS GIRLS 75 m hurdles (7 hurdles, 33" high) 75m hurdles (7 hurdles, 30" high) 1600m 1600m Medley Relay ( ) both 100m dash 100m dash 400m relay 400m relay 400m dash 400m dash 800m run 800m run 200m dash 200m dash 800m relay 800m relay (4x400 may be added with mutual agreement from both coaches prior to meet) FIELD EVENTS: (All complete at the same time-schools may enter 4 participants in each event) High Jump, Long Jump, Shot Put & Discus All schools should have a discus cage. 10

11 9.14 In dual meets, three entries per school will be allowed in track events unless there are empty lanes, in which case each school will be allowed to enter a number of competitors equal to one half of the available lanes on the track. (Examples: On an eight-lane track, each school will be allowed four entries.) Designated lane assignments are as follows: Dual: Host-odd, Guest-Even, 9.15 In Division meets, only two entries per event per school will be permitted in field events and one entry in track events. The exception being the 800 and 1600 where two athletes per team may be entered Only team members will be permitted to travel to away meets Meet Officials: Competent adults and qualified responsible high school students. Rope off timers box from start of the 100 to the finish line. Track Events: Timers - Adults (Time by place not by lanes) Adults preferred, but if competent adults are not present, students may be used. In the high jump, the official will set the bar, determine false starts, and call the order of jumpers. Three false starts equal one miss. Distance event times, round up to next 10th unless the 100th place is a zero. Rule 3.4A At the conclusion of a race timers will confer with clerk before making final placements. Field Events: In the long jump, the official will determine the legality of the put or throw and record the distance of the put or throw. ("0" on the measuring tape should be placed where the throw lands.) 9.18 It is recommended that coaches remain off the track while results are being recorded One collective false start will be allowed per heat. A second false start in any heat will disqualify the individual runner. This will apply to either league or dual meets Uniforms need to follow WIAA rules Each school will need to provide an adult for supervision at the final meet and send an adult to help with set up. 11

12 10.0 VOLLEYBALL REGULATIONS 10.1 The rules governing play are those set by Federation Rules 10.2 Association officials are to be used. Line judges should be positioned on the opposite side of the court from their own team th and 8th grade game order will be rotated to allow both teams equal time playing first Time Elements: Warm-up: Each team has whole court for seven minutes Each team has cross-court serving for two minutes 10.5 Three full games (eighth vs. eighth, seventh vs. seventh) are to be played. Seventh graders can not play on the 8th grade team and 8th graders can not play on the 7th grade team Points are to determine a game. Rally scoring will be used, three games to 21 no cap, must win by 2. There will be no use of a libero The home team shall explain their floor regulations to the visiting team prior to the start of the game and provide balls for visiting team to warm up with The ball can be played off the ceiling on your side of the court except on the serve. (Play will be stopped if the ball strikes the ceiling directly over the net and the ball will be called out) 10.9 A reminder - blocking the serve is not allowed. Also, it is not allowed for a team to yell balls up when a player is serving Adult at scorers' table will assist with either the book or scoreboard No paint or glitter on body, face or hair, ribbons are ok Setting of a serve is permitted Net height= 7 4 1/4 12

13 11.0 FOOTHILLS LEAGUE WRESTLING REGULATIONS 11.1 All League matches are to be refereed by an Association referee who is paid according to the WIAA handbook. If an official does not arrive by the scheduled staring time, the match may be officiated by one of the coaches if mutually agreed upon For reserve matches(jv & 6 th grade), competent adults may referee (no h.s. students)responsibility should be shared by both schools Weight divisions are: 78, 85, 90, 95, 100, 105, 110, 115, 120, 125, 130, 137, 145, 154, 164, 175, Heavy Weights 11.4 Unlimited division wrestlers may not have more than a 30 lb. weight difference. (Jan. 1st there is a 21b. Weight allowance) 11.5 NO turnouts, formal or informal, prior to the official opening day All participants will be weighed no later than 12:00 p.m. on Monday matches; For Tuesday matches wrestlers will by weighed Monday after practice or Tuesday AM; Wed. match day's students can be weighed no later than 1 hour after school starts and on Friday the week of finals. Weight list should be available upon request on match day. Scales at each school must be checked annually for accuracy If a wrestler refuses to wrestle any opponent, that wrestler will not be allowed to wrestle for the remainder of the day Any wrestler who has braces must wear a mouth guard Athletes are only allowed to compete in one culminating (final) event th graders will only compete against 6th graders Each school will need to provide an adult for supervision at the final meet Wresting Tournament Seeding 1. The wrestler must have wrestled half of their matches at that weight. 2. Only the varsity matches count for seeding 3. A.5 point goes to the wrestler for each match they have wrestled at that weight, plus 2 points a win. 13

14 A. A 7-0 record= 17.5 PTS. B. A 100lb. Wrestler wrestles 6 times in varsity at 100 lbs. And 2 times at 105 lbs. Their record is 6-0 at 100 lbs. Points toward seeding are 3+12=15. If the athlete s record was 4-2 the points would be 3+8= If there is a tie we break the tie through: A. Head to Head B. Common opponents C. Coin toss 5. When matches are cancelled and cannot be rescheduled, each wrestler will be awarded.5 participation points. 6. Participation ribbons will be awarded to wrestlers who participate but don t place. 7. Wrestlers are allowed a one pound. All wrestler from in the same weight class need to use the same scale. 14
