75 REPORT OF DEPARTMENT OF AGRICULTURE To the Superintending School Committee and the Citizens of the Town of Ashland: I hereby, submit for your approval my third report as Agricultural Instructor at Ashland High School. Regardless of the fact that the 1933 appropriations gave us practically nothing with which to work we have succeeded in putting forth students trained to be superior in special agricultural jobs. In May 1933 a trained team tied with Sherman High School for the Smith-Hughes Potato Judging Cup for Maine with an abnormally high score of 999 and one-half per cent, At the same time we received final report on our projects. The following boys received prizes: Aroostook County, F. H. Sylvester, Animal Production, 1st; A. W. Coffin, Plant Production, 1st; Leland Watt, Plant Production, 2nd. STATE CONTEST F. H. Sylvester, Animal Production, 3rd. In September 1933 a trained team took second place in Potato Judging at Presque Isle Fair b^ing forced from first place by only a fraction of a point. During the fall months boys have tested many samples of milk for farmers and after April 1, 1934, we will be equipped to test and report on tests for butter fat in whole milk, skim milk, cream, condensed milk or butter. Another summer will find us prepared to make tests on soils and to deliver recommendations for defective soils. Farmers wishing rope halters made for any type of animal at a small cost should notify us at once for rope work is to commence soon. Following is a summary of Project W ork for

PARLIN REPORT OF PRINCIPAL OF HIGH SCHOOL To the Superintendent of Schools, school committee and citizens of Ashland. My second report as principal of your High School brings to your attention a number of items that may interest many and some topics that should interest more people. First of all I should like to call your attention to the fact that your High School is growing by leaps and bounds. We have had an increase in attendance of about 10 per cent over last year. Last year there was a 15 per cent increase over the previous year or a total increase of 25 per cent in two years. Our school is very overcrowded at present and our teaching force is inadequate for such a number. It is difficult to maintain high standards in a school where there is insufficient heating room and where the classes are so large that individual attention is impossible. Another class-room is needed and if schools keep increasing in size it will be only a very short time when the town must face a serious problem of housing its High School. As for teachers two more are needed. There should be one for grade 8 so 77

79 that it may be housed by itself in a home room. Grades 7 and 8 will both have home rooms next year if a teacher is secured. This will do away with the moving of those two classes into the main rooom for study periods, a practice that is very harmful to them. In addition another teacher is needed for high school subjects. Some of our classes in English, Mathematics and History number from thirty-five to forty students, entirely too many. There is, for example, one teacher in our school teach- K ing six classes a day with a total of 180 students. You cannot expect maximum efficiency under such conditions. It is just as easy to start to school a few minutes earlier and it makes a much better looking record for the student at the end of the year.

80 I may state that the general scholarship of the school has improved. Almost all of our students are here for a purpose and are getting a lot out of school. Last Spring the school competed in the tests in English, French, Latin and the general tests for seniors, all of which were conducted by the Department of Education of the University of Maine. In competition against about sixty schools in the state we made a remarkable showing In Latin we ranked first in the state in schools of our size. Our French class ranked second among schools of our own size and third in the whole state. In the English tests we compared very favorably with other schools. There were two French students who ranked among the first ten in the State, George Pelletier and Aldora W ayfield. Katherine Coffin ranked among the first ten in Junior English. Compared with other schools in the county we were first in all tests. Debating was the most prominent of our extra-curricula activities. As members of the Bates debating league we debated against Caribou at home and against Washburn at Washburn. We lost the decision to Carioub by a score of two to one and gained the decision from Washburn by a like score. We debate the same schools this year on March 16 and we hope to win both debates. For dramatics there were presented as usual two plays. The Freshman-Sophomore prize speaking resulted in a victory for Portage. Katherine Coffin was entered in the Spear prize speaking contest at Presque Isle and made a creditable showing. Athletics are slowly but surely on the rise in the school. Last Spring in the Central Aroostook Baseball League we finished second and prospects are bright for a championship team this year. Our girl s basketball team tied for second place in the league this year. The boys basketball team to date has won about half of its 79

81 i high school games this year. The winter sports team has been the best for several years. W e won the class A cup in the carnivals at Ashland and Mapleton by overhelming scores. Again we must not lose sight of the fact that athletics should be used to build up individual character and courage and for the raising of school standards. In our desire to produce winning teams let us not sacrifice any of these principles. Our athletic teams this past year by their fine, clean attitude and actions both at home and away have given your town more favorable advertising than any other single thing. The school and town have built up a reputation for hospitality that is second to none. The agriculture and home economics departments are continuing their good work as in the previous years. Our school has an excellent teaching force. Each teacher has shown a fine spirit of willingness and cooperation. Working under the handicap of overcrowded conditions, classes entirely too large and a teaching load entirely too great, the morale of these teachers has been wonderful. The work of Mr. Orcutt as janitor must be mentioned at this point. Visitors from other towns are always impressed by the neatness and the immaculate appearance of our school building. This is the condition of our building at all times and is not put on as a special show for visitors. In addition he is very careful about the building and equipment. It is difficult to estimate the true worth of such a man to the town and school. You will find an article in the warrant this year asking for an appropriation to pay for the rent on the hall for the next basketball season. Each year this rent is a constant source of drain on the athletic funds of the school. I think most of the parents and citizens will agree that basketball is a great asset to our town and school. 80

82 If the school must continue to pay this rent it will mean the curtailment of all other activities or of basketball itself. I might add that this is the only town in the county which does not furnish free of charge a hall or gym nasium for the use of its school. At your town meeting this Spring consider very carefully the amount of money you are raising for your schools. Do not allow yourself to be convinced by a few people, against your own better judgment, that your schools can be run as efficiently with only half as much money as in years past. Your schools have always been run the most efficiently of any part of your municipal organization and therefore can least afford to be cut. You can get along very well without building roads and bridges for a couple of years but you cannot delay the education of your children for a single day. I urge the parents to come to the front this year and give the schools the support that is so badly needed. A poorly paid teacher is not a satisfied teacher and cannot be expected to go on indefinitely giving the best of service unless given a decent living wage. A school poorly equipped with textbooks and supplies is not a saving to the town of a few dollars but a serious loss in education. Go to town meeting this year prepared to gie your schools all you pos sibly can in financial and moral suppport. Do not let the opinions of a few decide the destinies of your children. Let the American principle of majority vote decide the question. In closing I wish to thank all the parents and citizens for the loyal support accorded the schools this year m all our activities. I wish to thank the different organizations for their help. This spirit of helpfulness and good feeling does much for the betterment of our schools. I wish to thank Mr. Harriman, the school board 81

Get better acquainted with your schools. JAMES H. CROWLEY THE REPORT OF THE HOME ECONOMICS DEPARTMENT To the Superintendent of Schools and Citizens of the Town of Ashland. I present the following report of the Home Economics Department. The Home Economics classes have been on a gradual increase in regard to class average from that of last year. The interest has been keener which shows I hope that the people are seeing a new field that is gradually being opened for the future genration. The students alone cannot make possible the success of this great unexplored area of Home Economics but the parents and citizens must co-operate whole-heartedly as well. I have the splendid co-operation from both the parents and citizens, in regard to this problem. The Course of Study for the present year is as follows with the respective class attendance. Sixth Grade, 77; Clothing, one half year; Seventh Grade, 19; Clothing, one half year; Foods, one half year; Freshman and Sophomores, 8 ; Hygiene and Sanitation, one half year; Personal and Home Care, one quarter year; Juniors and Seniors, 13; Clothing, one third year. 82

84 Care and Construction Foods and Nutrition, one third year; Family Relationship, one third year. * Emergencies in the Households Home and Family Problems The hot dishes are still a very important factor. It provides a hot dish for all students who wish it. These are being carried out the same as last year. The pupils are able to bring milk, meat and vegetables, credit given at market price and a meal ticket issued for that amount. With the money furnished by those who prefer to pay, we have paid for what we were obliged to buy and we hope to have a small balance by spring. W e have a larger number taking hot lunches this year, we furnish dinner approximately to sixty or seventy pupils daily. With the serving of hot lunches the girls have fine experience in quantity cooking especially chowders, scallops and vegetable cookery. Much credit should be given the girls whose work it is to do the duties of the hot lunch. The Juniors and Seniors had a splendid opportunity, in quantity cooking when it was asked of them to serve Carnival Supper, the girls planied the menu, did the purchasing* and served the supper to about one hundred people. 85 REPORT OF THE SUPERINTENDENT OF SCHOOLS To the Superintending School Committee and the citizens of the Town of Ashland. I submit herewith the annual report of the Ashland School Department. TEACHERS New teachers this year are Miss Marjorie Amnott at the South School, Miss Helen Sylvester at the Thornton Grammar School. Miss Tena Adams at the Thornton Primary School, Miss Maxine Turner at the Hill Grammar School, and Miss Fern Snowman at the Hill Primary School. The following transfers were m ade: Mr. Laural Cameron from Hill Grammar School to Wrightville, Miss Florence Orcutt from Hill Primary School to the Sheridan Primary School, Mrs. Arlene Mosher from the Thornton Primary School to the Sheridan Interim diate School. We have lost from our teaching staff the following teachers. Miss Tanguay resigned because she felt that she had served in Wrightville long enough. It was impossible to place her in any other school as we felt that this year we should place our own girls who were graduating from Normal School. She later was elected to the Portage Intermediate School and is very happily placed Miss Katheryn Ferguson resigned to accept a position in the Mapleton School System. Mr. Ernest Libby resigned to accept a position as teacher in the Masardis Grammar School. Miss Harriet Hews resigned and shortly after the close of school was married. Miss Nellie Douglas resigned as she would receive more from the state pension than she would as teacher at the South School. Miss 84

86 Douglas served as helping teacher during the last year s * of her service and was of material help to the rural teachers. The state has discontinued the employment of the helping teacher and at the present time there are only two such teachers employed and they work from Augusta. At this time I wish to thank the teachers for the loyalty that they have shown the children and the School < Department in remaining in the system under the adverse conditions of the present year. They have carried cn the work with the same enthusiasm as they have in the past. HIGH SCHOOL The teachers of the High School have been working under a great handicap the past year. This is due to the fact that they have had to teach some of the 7th and 8th grade classes. This difficulty could be overcome by employing another teacher in the grades. With this extra teacher the 7th and 8th grades would not move from room to room but would remain in their home room for all of their classes. This would mean that they would have the same teacher all of the time and that there would be less tendency to waste time. At the present time they are in the main room while one of the teachers is having a recitation there. It is impossible for a teacher to do justice to a class under these conditions. With this extra teacher it would be possible to make two divisions of the larger High School classes, thus giving more individual help to the students. A report of the High School and the courses in Agriculture and Home Economics will be made by the Principal and the instructors in these courses. 85

87 COMMON SCHOOLS All of our rural teachers, at the present time, are graduates of Normal Schools with one exception. This exception has had a year of Normal School training. Our rural schools need the best trained teachers. The schools are all doing a fine grade of work. The town school didn t have any changes in its faculty. This was a good thing because of the low salaries, it would have been hard to replace them with teachers of the same standard. All of the children of those families that were unable to provide them with milk have been receiving a daily ration of a half pint of milk. This is paid for out of Federal relief funds. We have found in the rooms where the teachrs were able to keep a record of the children s weight that they have incrsased in weight. It seems to be the opinion of the teachers that the children have been doing a better grade of work since they have been receiving the milk. Many smaller children wtio were not on the milk list bring their milk from home and have it with the other children. There seems to be a laxity on the part of some of the parents in not keeping their children in school. Parents have a great responsibility in seeing that tfyeir children are regular in attendance at school. The child is unable to do the work required of him if he isn t regular in his attendance. I urge every parent to co-operate with the school officials in this matter. REPAIRS We haven t made any repairs for the last two or three years due to the depression. This year it is necessary to make some repairs. The South School is sadly in need of it. The toilets here are in a very poor condition

88 and the building needs repairs. In Frenchville, both schools will have to have woodsheds built. The present sheds are in such condition that it would cost as much to repair them as to build new sheds. We were unable last year to do any painting and cleaning. There is need ot some painting and all of the buildings must be cleaned this year. C. W. A. PROJECTS In December the government asked the town to send in different projects for the repair of the schools. The School Department sent in five different projects. These were as follow s: The repair and grading of the lot and buildings at Sheridan, the repair of the building and the grading of the lot at the South School, and the building of a double roof for the Central Building. These repairs are badly needed and it as thought that this would be a good time to have it done at the expense of the government and thus relieve the taxpayer. The applications were rejected and new ones substituted. In place of the original projects we had two approved as follows: The cutting of cedar to be sawed into shingles to repair the buildings mentioned above. With the cedar we had some spruce cut which will be used in the repair of the roofs and the sheds we are planning to build at Frenchville. The grading of the lot at Sheridan has not progressed as rapidly as it should due to the fact that there were a limited number of teams employed and that weather conditions this winter have been very severe; both factors which couldn t-be helped. The grading project we hope will be renewed. All projects must be completed by the first of May., The official scale for the woods project is as follows: They cut 16,369 feet of cedar and 23,982 feet of spruce. It is estimated that this will saw about 28,000

89 feet of lumber and 160,000 shingles of the first three clears. It will be necessary to sell some of this lumber to pay for the saw bill. TEXT BOOKS AND SUPPLIES We have spent for text-books and supplies this year $1, These figures are far below what is necessary for the maintenance of our schools. I am re- commending that the town raise $1, for textbooks, $ for supplies, and $ for insurance. This is a very conservative appropriation considering the condition of the books and the amount of supplies on hand. Under the New Deal we find that the cost of everything has advanced about 40 percent. / CONVEYANCES Under the new conveyance law it will be necessary to raise more money for conveyances than we have in the past. Under this law the motor driven should have the following specifications, the entrance should be from the front right-hand side, with an exit, for emergency only, at the rear controlled from the operators seat. The use of motor vehicles for the transportation of school chil- 9 dren in a greater number than five is forbidden. The Commissioner of Education has warned all Superintendents that in the future this law will be strictly enforced. They were lax in' enforcing his law last fall due to the fact that the towns didn t have an opportunity to provide the necessary appropriation. In regard to winter conveyances the Commissioner rules that the conveyance should be heated or that there shall be provided laprobes for the comfort of the children.

90 I MUSIC There has been some discussion about having music in the schools. It is believed by some that it would be possible to employ a music teacher under relief education. This can be done for adults only. There isn t any' money that can be obtained for the relief of the school situation except that obtained under the C W A for the repair of buildings. At the request of some of the citizens there will be an article in the warrant in regard to teaching of music in the schools. SCHOOLS Under Federal relief for teachers we have at the present time three schools for the education of illiterates. These schools are doing fair work. The teachers are handicapped in that the town is unable to furnish these schools with books and material that they need to carry on their work. SCHOOL CALENDAR At the opening of school in the fall there is a loss of three or more weeks of school. This loss of time is caused by many of the older children being employed in the potato fields. As a remedy for this, I would suggest that school open the middle of August and run until the last week of September. During digging time to close the schools for a short vacation while the crop was being dug. I think that this plan would be for the best interest of all concerned. FINANCES There seems to be some doubt in the minds of some of the people in town concerning the salaries of the 89

91 teachers this year. The salaries were cut about forty percent. The minimum salary is $10.00 a week for the common schools, with a maximum salary of $14.00 per week. Most of the salaries are on the minimum scale. The salaries are figured on a twelve month basis, which makes a lower figure than that given above. The above figures are on a nine month basis. This year the average of the school rates is The rate for the town of Ashland is When you consider that the municipal rate is.052 a very small part of our appropriation goes to maintain our schools. The school rate of this year as compared to the school rate of 1932 shows that there has been a decrease of 48.1 percent in appropriation. The salary average for a six year High School of which class our school is classed is $82.14 a week. The weekly average of the salaries of Ashland High School this current year is $ I realize that we should economize but I think that for the past year that we have made a grave mistake.
