149 148 AN N U AL REPORT OF VAN BUREN AUDITOR S REPORT To tlie board of Municipal Officers: I have this day completed the examination of the books of the Selectmen, Treasurer and Tax Collector for the year ending February 28, 1933, and find them correct. All unpaid bills have been accrued and charged to the proper accounts and are shown in Accounts Payable in the Balance Sheet. The State School fund, while not shown in the Treasurer s receipts, has been transferred to the State Tax account, leaving an unpaid balance of $3, Immediately following the Balance Sheet, you will find Schedules in detail supporting items shown therein in totals. Reviewing the summary of Receipts and Expenditures of all accounts, and considering the exceptionally heavy demand for aid the past year, due to unemployment, the taxpayers should feel that they have been given a very economical administration, as the total overdrafts in all accounts have only been $5,305.36, while the poor account alone shows $13, overexpended. You will note that there is shown in town debt reduction the sum of $10, This includes the omission last year of the $5, that was assesesd for Payment of Bond due March 1st, 1932, entry not having been made when books were closed. 150 ANNUAL REPORT OF VAN BUREN 149 ANNUAL REPORT OF THE MUNICIPAL OFFICERS In view of the extraordinary conditions brought about by the generally depressed state of affairs, it has been suggested that some details, not evident from an enumeration of disbursements, should be discussed in order to facilitate an understanding of what has been undertaken and of what remains to be done. - ASSESSMENTS The present system of cataloguing real estate assures a fairly equitable distribution of the tax burden. It would be necessary to complete the survey to include all farm property as soon as money for this purpose is made available. Again, the necessity of bringing in new lists of taxable property each April is brought to your attention. SUPPORT OF THE POOR Regrettable as it may be, there is no alternative but to discuss our unemployed problem under this heading. Practically all of the expenditure under this appropriation has been to relieve people who ordinarily would or should maintain themselves. Every year there have been eases receiving town aid. This year, the third of the depression, has been the annihilation of reserves in many families. It has been necessary to devise employment and give aid in order to allow families to continue to maintain themselves. The employment given was mainly on highways and the wood lot bought this last year. Tim funds used were those available for the support of the poor and for roads, bridges and sidewalks. Both of these were overdrawn because of the excessive demands made for relief. We feel that there will be. a slow increase in demands for relief until summer. There has been some question as to the wisdom of un-

151 150 AN N U AL REPORT OF VAN BUREN dertaking such work projects in view of the fact that some of the work done has not been absolutely necessary and that some of it could have been dispensed with in the economical administration of the town. To answer such a criticism, it is well to remind you that in all these cases it would have been necessary to give relief. It was thought 'advisable to demand a certain amount of work in return for the aid given, with the intention of discouraging plain begging and of giving some return to the taxpayer for the money which he has been taxed for for the support of the poor. Certain seasons prohibit work of greatest return to the town, so work of less value had to be resorted to. As a means of distributing food to those who were receiving relief, a commissary was organized. There has been some agitation fostered by salesmen from out of town to condemn such a practice. A well managed commissary is the most economical means of distributing food to a group of people which we would be able to use. The reason the Overseers of the Poor had recourse to this plan was to extend the use of the town s credit facilities and nothing more. When disbursements for food alone reached the sum of about five hundred dollars per week, and the town finances were such that no definite, date of payment could be named, the burden of financing the town was too heavy for any one source of supplies. It is unfair and unreasonable in these days to expect a small group of citizens to finance such a large program when no definite assurance of prompt payment could be given. The commissary was the solution of an acute problem. It is a plan that should be kept in mind in times when it would be impossible to have adequate facilities elsewhere. The expenditures as listed in the town report do not give a full picture of the total relief afforded. The St. Vincent de Paul Society, the Charity Crusade, the Milk Fund and other societies have given much of their time and money to help the more needy cases.

Underwear 99 doz. Sweaters 35 doz. In addition to this, there has been distributed in Yan Buren alone approximately eight carloads of flour. It is time to consider the advisability of renting and operating a board-house for dependent children. At present the Town has a number of children farmed out

A more economical and more satisfactory method of caring for these children would be under one roof, where some degree of supervision could be exercised. SCHOOLS Drastic reductions in salaries have been made in order to try to maintain our schools. It is only fair to the teachers to say that, though their salaries have been reduced to a minimum, they have continued giving the same devoted attention to their duties, without complaint, without any question at all. Loyal and courageous, they have continued to teach in spite of the fact that their pay checks were irregular and too often, non-existent. It is impossible for us to overemphasize our appreciation of their courageous attitude. The town will owe the teachers a debt of gratitude that should not be forgotten in better days to come. Due to our financial embarrassment, it has been necessary to forego our contractual relationship with St. Mary s. The Superintendent and the Superintending School Committee have arranged another plan, which is very satisfactory in all respects. It is felt that further reductions in the salaries of teachers should not be undertaken. It is true that nothing but a herculean effort will keep our schools open for another year, but there is such a thing as an irreducible minimum. ROADS, BRipGES AND SIDEWALKS Because of the unemployment problem, it is suggested that all road building possible be undertaken now. We are rather handicapped in distributing labor during the winter months, but there should be no such difficulty during the summer. It is true that the town is not financially able to carry a heavy road-building program, but there is no reason for not utilizing the labor available among those who must receive aid from the Town.

154 ANNUAL REPORT OF VAN BUREN 153 Some return must be expected from those receiving aid. There is no good reason why the Town can not expect a return in labor for its disbursements in supporting the poor. Roads built now should last long enough to allow the town to reduce its expenditures for this purpose in more prosperous days. It has been suggested that the reason new road construction goes to pieces so fast is because we do not have a good grade of gravel to use. Gravel for miles around has been tested and found to be of a poor quality. The suggestion continued to include the setting up of a rockcrushing plant that would operate during the winter and thus render available a quantity of good road material for the following year. This might not be feasible at present, but the plan should be kept in mind for future use. TOW N BUILDINGS The fire station is in need of repairs. The foundation seems to be sinking and the walls are under quite a strain. There may be no reason to expect it to fall down but the time has been reached where some repair should be undertaken. In Keegan, a new fire station has been built. In various sections of town, small stations containing a few lengths of fire hose should be repaired. The school building in Keegan needs a coat of paint and some insulation under the roof. All our school grounds need sprucing up, which can be done very economically at present. We feel it our duty to call your attention to the need for family gardens and other means of securing food for the. family. It is safer to be prepared for the near future than to hope it will bring employment and a period of plenty. A healthy co-operative community spirit will carry all of us through these vexing times. By working together, and by helping each other, we should

Cashen Freshman 27 Wallace Cyr Commercial 104 In order to provide, equal educational facilities for the boys along secondary lines, last October the Superintending School Committee leased the building commonly called Van Buren College, from the Marist Fathers for the scholastic year All books and supplies were purchased as per inventory taken October 1st, 1932, in the presence of Rev. P. Forestier representing the Marist Fathers, and Mr. C. L. O Connell, representing the Superintending School Committee for the Town of Van Buren. Mr. Harrison J. Lyseth, agent for secondary education, after an inspection reported to the State Commissioner of Education the type of work being carried on under an able corps of teachers, and immediately a class A certificate was forwarded to the school. From all reports available throughout the community, I believe the citizens as a whole are in agreement with the above situation. In the four urban buildings comprising the St. John, Sacred Heart, Champlain and Keegan Schools, we have 1367 pupils pursuing the elementary course of study. There are 40 teachers employed in these schools, making' an average of 34 pupils per teacher. There is an enrollment of 134 pupils in six rural schools, making an average of 23 pupils per teacher. In. the elementary urban and rural schools the total enrollment is 1505 pupils, receiving instructions from 46 teach-

159 158 ANNUAL REPORT OF VAN BUREN ers, making in the entire elementary system an average of # 33 pupils per teacher. In our High School Department, we have 231 pupils pursuing the secondary curriculum, 127 girls and 104 boys. Again I am pleased to report that each succeeding year a greater interest is manifested by those completing. grammar school to get into High School. The number not enrolling except for good reasons is comparatively small. The school committee has carefully gone over and over again each and every problem pertaining to the schools, thereby familiarizing themselves with each case., in order to make every dollar bring its full hundred cents worth of service and materials. They endeavored to use the available money for the most important things, cutting where possible those expenditures which are secondary in importance. Their first interest, however, was to give the children the best possible advantages. Owing to the fact that during the summer of 1931 numerous repairs at the Keegan and St. John Schools were perfected, a new rural school erected in the Tardif district, and minor repairs on other one-room schools completed, there remains only the question of what should be done in the Marquis and Calixte Violette< districts. New construction or immediate repairs in these districts should receive your respectful attention. Whatever may be the exigencies, whatever may be the reasons for drastic reductions in appropriations, one thing must not happen. There must be no serious curtailment of educational facilities. Time lost in preparing our children to take their places in the world can not be made up. There are only certain years in which the great majority of them can attend school, and during that period it is our solemn duty to provide full and complete education. I can not close this brief report, the enclosed date of which was made during the most trying and hectic days of our country, without paying a high tribute to our loyal teachers who have voluntarily contributed ten thousand

160 ANNUAL REPORT OF VAN BUREN 159 or more dollars in the past two years as their share to the unemployment situation; because, had they held out for salaries already gained, we never could have carried on. In the handling of the school situation, your duly elected officials, Selectmen, School Committee, etc., would have been powerless were it not for the hearty co-operation of every teacher. I want to take this occasion on the part of the entire citizenry of our community and in the name of the boys and girls to say, We appreciate your sacrifices and are deeply grateful, Teachers. Michaud, a Constable of the Town of Van Buren, in the County of Aroostook and State of Maine, Greet- In the name of the State of Maine, you are hereby required to notify and warn the inhabitants of said Town of Van Buren, qualified by law to vote in town affairs, to meet and assemble at t'he Gayety Theatre, so called, in said Town of Van Buren, on Monday, the twenty-seventh day of March, A. D. 1933, at nine o clock in the forenoon, to act on the following articles, to wit Art. 1 To choose a Moderator to preside at said meeting. Art. 2 To choose a Clerk for the ensuing year. Art. 27 To see if the Town will vote to raise money to be expended on the Parent Settlement Road, the the Levasseur Road, the St. Mary s Settlement Road, the Castonguay Road, the Deschaines Road, the Parent and Ouellette Road and the Violette-Ouellette Road, and if so, what sum of money the Town will vote to raise and appropriate for said roads. Art. 28 To see if the Town will vote to authorize the Selectmen to buy lots No. 1 and No. 9 in the Town of Van Buren, and, if so, what sum of money, if any, the Town will vote to grant and raise for such a purpose. Art. 29 To see if the Town will vote to raise and appropriate money for opening and plowing winter roads. Art. 30 To transact all other necessary business that may properly come before said meeting.
