Introduction / announcements The Chair welcomed everyone to the 10 th Sport Assembly. Great that we are together with ten nations around the table. Apologies had been received from John Teunissen (ICEWH Chairman). Chair also informed that IWAS has given the Dutch representative, Rolf Martens, a permission to attend the meeting by Skype due to family circumstances Roll Call Roll Call was performed by Charmaine Hooper from IWAS. All nations were present Adoption of Agenda (DOC 2) Point 4.5. was moved to 4.1.as Charmaine Hooper will have to leave earlier. The agenda was adopted. 2. Minutes previous Sport Assembly (DOC 3) 2.1. Matters arising from the minutes It was noted that if the ICEWH is going to change something in the minutes on content, the committee should discuss it with the minutes writer and/or nation representatives before sending to the nations Adoption minutes 9 th Sport Assembly, Italy 2010 The minutes of the last meeting were adopted. 2 3. Report ICEWH 3.1. Report Nov 2010 & April 2012 (DOC 4) The Chair presented the Activities Report Nov 2010 April 2012 (period since SA2010). Denmark asked if it would be possible to advice on the invitation on the website whether or not the tournament is open for everyone. If this isn t clearly stated, it causes extra work for the OC as there are many enquiries. The Operational Regulations 2012 were recently approved by the IWAS board and will be published on the website. A competition waiver has been given to the Czech Republic approved by the ICEWH Executive Committee. The report was adopted with the addition of the competition waiver Statistics EWH Development (DOC 5) Canada and USA have been added to the list for the first time, due to started cooperation. The amount of players is higher and can be recorded if all nations deliver their data. There was a discussion about Japan and hopefully there will be a contact with them soon. There are 14 nations in total on three continents playing EWH. The Chair recommended that the nations should use the data also to follow their own national development. She also hopes that all the nations would consider organising games and demonstrations to get the sport more known. Statistics were adopted Adoption general report of ICEWH (doc 4 and 5) The General Report of ICEWH was adopted. 4. EWH development 4.1. Recent development present Nations Germany: There are three leagues with six teams in each league. They also have 50 school teams (who are not in the leagues) so there is a big growth to be expected as the players get older. Finland: There has been a programme especially for young players, but there hasn t really been any growth during the past two years. Maybe the EC tournament will help in finding new players. Belgium: There are four leagues with 20 teams altogether. A course for referees will be held next year. Czech Republic: At the moment there is one league. Things are going forward. Hopefully they will have a new club in another city soon. Denmark: There is a connection with the national Floorball association and hopefully EWH will be accepted as their member. Currently there are three clubs with more to come. The maximum would be seven clubs, but the main goal is five. Altogether there are about 26 players. If they re accepted by the Danish Floorball Association, they will withdraw from the EL-Hockey Association. Spain: They now have four clubs in Barcelona, two in Madrid, one in Valencia, and hopefully more to come. They have just held a national referee course. Italy: There are two leagues, with two divisions in one league and four in the other. They have three or four new teams coming. They hold at least one referee course a year and have altogether 52 referees. There was a big improvement with the referees last year, partly due to the co-operation with the Football federation. Altogether there are 317 players. Slovenia: At the moment there is one club, but hopefully they will have a new club soon. They see it as a development to be at the Sport Assembly and to play on international level. The lack of players obviously slows down the development as well as financial issues with attending international tournaments. Switzerland: They have been accepted by the Swiss Paraplegics Association as a competitive sport. At the moment they re trying to set up an organisation and professional structures. The main problem is to find the right people for the right positions. The main goal for the end of the year is to start a league. Netherlands: They have three focus points: referee developments, increase in national team s training and national competitions. ICEWH SA2012 2/14 July 2012

3 4.2. Development / contact other nations Australia there is contact. The EWH Competition is going on. North America: one of the focus points is to get more co-operation with Canada and USA. Contacts are going on. Both have been invited to join the Sport Assembly. ICEWH has visited the Powerhockey Cup in 2010 and Canada has visited the WC & SA in ICEWH has explained to Canada and USA that EWH is much like Floorball, which can be seen as indoor Ice-Hockey, because of similar game rules. Powerhockey and EWH are the same sports with 90-95% same Game Rules. Greece, South Africa and Malaysia John Teunissen has had contact during the General Assembly of IWAS in Sharjah. ICEWH has send them information. IWAS: it s important to make one EWH sport world-wide Development with IFF and FIH IFF (International Floorball Federation) co-operation has started and there have been some demonstrations in IFF events for thousands of spectators. Drawing EC2012 has taken place during the IFF WC Women in Switzerland. Many presidents of national Floorball federations were present and showed their interest for EWH. It s a very similar sport when it comes to the field, only the size of the goals and the size of the field are different. The co-operation is going smoothly and EWH has its own page on the IFF website ( Some nations have contacts with their national Floorball association. In Finland EWH is part of the Floorball organisation. Floorball is a recognized sport by the International Olympic Committee (IOC). FIH (International Fieldhockey Federation) contact has been opened. FIH has indicated that they are open for co-operation and will first keep the contact by the European Hockey Federation. The Netherlands is fully integrated, Belgium has some contact. Fieldhockey is an Olympic sport. Discussion: how do nations feel about the co-operation with Floorball / Fieldhockey associations? Chair said that it would give clearness if we can make the decision over the next two years. Also the name of the sport should be given some thought. IWAS has indicated that the name Electric Wheelchair Hockey is too long and should become more modern and shorter. Netherlands: Fieldhockey. Two years is too short, we will need both connections in order to grow. Spain: Fieldhockey Belgium: Fieldhockey and Floorball are both small in Belgium, so Belgium has no preference on who ICEWH will choose, however there should be a clear vision on who ICEWH will concentrate on. Germany: Need more time. There are no connections to the Floorball association in Germany, nor with the Fieldhockey association. Denmark: Floorball. It should be decided whether we should concentrate on Floorball or Fieldhockey. This has been discussed since 2004, a decision should be done rather sooner than later. Slovenia: Floorball. Should we be a sport in our own right? Finland: Floorball, we should make faster decision. Czech Republic: Floorball Italy: Floorball Switzerland: Floorball 4.4. Development Powerchair Football Chair told that there are about 15 nations on four continents. It has IPC recognition. Great Britain and France are the biggest nations. It is a growing sport. Denmark: it is more appealing to the big audience, because it s Football. Chair: it seems easier for them to grow, because it s called Football and played 4 versus 4. There s an 11 km/h speed limit, the ball is bigger than a normal football and the game is played without boundaries, which results in a slower game then EWH. Arm/hand strength is not needed as all players use a pusher in front of the wheelchair to push the ball. Football is maybe easier to start but EWH has more sport elements: requires more skills, technics and tactics. Also: in EWH players can use all the physical possibilities they have, incl. arm/hand/trunk strength. Challenging to get football players to move to EWH. ICEWH apparently concentrates on EWH. Standpoint: We have our own sport and develop EWH as best as we can with international competition and development world-wide. ICEWH SA2012 3/14 July 2012

4 4.5. Development IWAS Full Status / IPC Recognition Charmaine Hooper explained that IWAS has given a full sport status to EWH. IWAS will continue to work with EWH to promote the sport. She also explained that the maximum grant has already been given to EWH. EWH has been a development sport but now is a full status IWAS sport. It will be possible to apply to become an IPC recognized sport. The document which enables the application to become an IPC sport has been received. This is an important step for EWH. Chair gives a thank to IWAS for the full status. In order to become a Paralympic sport, there need to be at least 18 nations over three continents. Denmark asked if the USA is counted as a country since they re not playing according to the international rules. Slovenia agreed that there are differences in the rules (such as the goal size and high balls). Chair: we have counted all nations which play EWH, even if not yet on international level, also f.e. Estonia. The national associations of Canada and USA are called: the US EWH Association (USEWHA) and the Canadian EWH Association (CEWHA). ICEWH has explained to USA and Canada that 90-95% of the game is the same and that only a few rules differ. IWAS pointed out that IWAS has good contacts with the American and Canadian organisations. Co-operation is important in order to make one sport, so it s about building up contacts. IWAS also indicated that the earlier IWAS is informed about a potential new nation, the easier it is to build a relationship between IWAS and a new organisation How to get more EWH nations? Nations should invest in more teams and also invest in doing work with their neighbouring countries. It is important to increase the contacts all over the world whenever possible on all levels. 5. Committees & Responsibilities 5.1. ICEWH Committees (DOC 6) Chair said that if nations want to nominate someone to the Executive Committee, they should start considering it from now. Especially the post of the Marketing & Communication Officer should be filled. More people will be added to the Jury Commission (who have just been to Pajulahti). Denmark asked how long they should try and contact a member who s not responding. Chair will make the last effort to try and get in touch with the member and after that they can be dropped out if nothing has been heard. We need active members, capable and committed people. Heads of subcommittees should set deadlines and if someone doesn t reply by the deadline, they can go ahead without that person s opinion. Ilkka Siiki (Finland) will become the Head of Technical Commission. Fabio Rodo (Italy) will also join the Technical Commission as member. Saila Luumi (Finland) has a lot of work to do for Event, Competition and Development, because there s lack of volunteers in those subcommittees. So more volunteers are needed! Anna Rossi (Italy) will become the Head of the Marketing & Communication Committee. Next elections for Executive Committee members will be in SA ICEWH Positions & Responsibilities (DOC 7) Adoption Slovenia pointed out that the Technical Commission shall develop the A, B and C theoretical Referee Exams, not the Referees Commission, as stated in the document. The document is adopted with this change The need for more active volunteers See Players Eligibility & Classification 6.1. Players Eligibility: minimal disabilities Information / discussing (including motions from Italy: DOC 13) Head of Classification Committee briefed about the pulmocardial affections. The measuring of pulmocardial affections is difficult. You can t do it in a sports hall etc., only in big university hospital. Therefore pulmocardial affections are not allowed into IWAS/IPC sport events. About endurance: how to measure and what is the importance of it if you re using an electric wheelchair? ICEWH is following the IPC code, due to agreement of the nations in a previous SA. On national level every nation may deviate from the international standards to allow other players to play, but the national system shall be in accordance with the international classification system. 5 Slovenia asked what is the ultimate goal of our sport? To enable severely disabled people to do sports or to become a Paralympic sport? Chair: the goals of the international EWH movement are based on the agreements of the nations in previous SA s as stated in the ICEWH Business Plan, namely: to increase the sport world-wide to enable severely disabled people to compete on international level and, if possible as ultimate aim: to become a Paralympic sport in the future. If a nation wants to change aims they shall send a motion for the next SA, as this subject is not part of the current agenda. If the list of minimal disabilities should be changed, the nations should send their motions for next SA. Head of Classification Committee explained that we re using the classification documents in the correct way: following the IPC code of conduct as agreed previously. Disabilities cannot be compared with the functional level. Finland, Czech Republic, Denmark, Switzerland and Netherlands want to keep talking about this issue. Belgium and Spain partially agree with Italy. Head of Classification Committee: The MRC is an international widely accepted method of muscle strength measurement. Also advised by the IPC Scientifical Committee. It is clear that it can only be used in defining loss of muscle strength; it has no function in the measurement of other impairments. The reason that people with neuromuscular diseases are allowed to play only with muscle power less than 4 and that persons with other disabilities can play with normal muscle power is because in neuromuscular diseases the main impairment is loss of muscle strength. In other diseases other impairments are important: range of motion, hypertonia and/or fragile bones. The IPC Scientifical Committee strongly advises the Classification Committees to express impairments in terms as used in the ICF (International Classification of Functioning) Classification System (DOC 8) Information / discussing Chair briefed about the classification system paper. Head of Classification Committee: Class 1 is not defined. Can everyone who uses a T- stick be classed as class 1 player, f.e. in case a class 3 player moves from handstick to T- stick during a match? Chair: according the current game rules all players are allowed to play with a T-stick. This question shall be answered in a next SA. Italy wants to know why it is stated in the document that the classification panel will take the ultimate decision in any given case although it should be clear to everyone. Head of Classification Committee explained that the classification is only made by expert opinion, based on the experience of the ICEWH Classifiers, not yet by scientific evidence. In case of players in grey areas between the classes, the Classification Panel takes the final decision, like referees do this during a match. If nations know people/organisations who can do the scientific research, like at universities, hospitals or rehabilitation centra, they should inform ICEWH. Netherlands disagrees with a 4 class system, because it will be too much in contradiction with the other IPC aims of attractively (speed of wheelchair and ball, passing and block setting) and sport on elite level with the best players, compared with the current game rules and 2 class system (T-sticks and Hand-sticks). Maximum points will reduce the most important element of team sports, namely passing possibilities for which at least 3 players with hand-stick, who are able to pass the ball at a longer distance, are needed. With more points the coach has more possibilities as also mentioned as starting point Voting round To vote about the 4-Class Functional Classification System as written in DOC 8. 6 Discussion on whether on Option A it should say that there must be one from each class, it will cause difficulties for smaller nations, such as Czech Republic. It was decided that there should also be Option C: maximum of 11 points, no need to have one player from each class. Option A: Maximum of 11 points and to oblige that from each class one player shall be on the playing field. No nation. Option B: Maximum of 12 points Netherlands. Option C: Maximum of 11 points Germany, Finland, Belgium, Czech Republic, Denmark, Spain, Italy, Slovenia, Switzerland Decision: The next ICEWH Competition will be played with the 4 class system with a maximum of 11 points on the field Classification Procedures (DOC 9) Short evaluation EC2012 / information / discussion Denmark hoped that it would be more clear, where to find the protest forms, TUE forms etc. on the several websites. Chair: all was written clearly in the Entry and Registration information. The Communication Committee will be requested to have a critical look at the website. The difference between the processes on the people who are being classified for the first time and who have confirmation classification should be more clear and better separated. Chair: all national member organisations of IWAS can request the ICEWH Classification Committee to deliver data. The EC Classification Team has delivered each team the status of all EC participating players. It was pointed out that in document 9: B. The Classification Process Step 2 has a. b. b. c... Should be a. b. c. d...this will be changed Adoption All nations apart from the Netherlands accept. The Classification Procedures are accepted. 7. Rules & Regulation 7.1. Speed Control System (DOC10) Short evaluation EC2012 / information / discussing The Speedometer as used in Denmark, Italy and Germany has been used in Pajulahti during EC2012, after try-out in WC2010, but still has showed several difficulties, like: unreliable measurements, and with this system it is not possible to measure during the game. The people who are testing with the speedometer should be the same people with all the wheelchairs. The player him/herself is responsible to take into account all the things that might affect the speed, such as tyres not being full. Finland suggested that the wheelchairs could be tied down with the same sort of lines that are used in taxis. Would it be possible to mount the wheelchair to the roller so that human error can be minimised? The roller showed different speeds at the beginning and the end of the tournament. The Organising Committee should provide also a speed control system at the practice venue so that the teams have a chance to test the speed. An elastic band can be used to use the joystick. The Sport Radar Gun was tried out during EC2012. Advantage is that with this system can be measured during the game. But you have to catch the players at the right time: the gun only takes the speed if the wheelchair moves straight towards or straight away from the gun. The Referee and Jury Teams will work out the measured results and will come up with a report of both systems as experienced during EC2012. The ICEWH Technical Commission will set up a next proposal for speed control systems, to be used/tried out during WC2014. Students of the university of Antwerp in Belgium are developing a new system, which will enable measuring the speed during the game it is unclear, however, when this will be ready to use. 7 Czech Republic told about a device that could be used to measure the speed. The ICEWH Technical Commission will look into this. Finland pointed out that the testing of different speed control methods shouldn t be carried out in World or European Championships but somewhere else, in smaller tournaments. Chair explained that the current system was tried out in WC2010 and in a Danish tournament, as well as used in Danish, Italian and German competitions. Therefore we thought that the system would work. The system worked out as the most useful system of the 3 systems tested at the WC2010. Unfortunately at Pajulahti the system worked out more unreliable than expected, because the measurements depend on many different details. All nations agreed that the ICEWH Executive Committee will make the decision on the speed control system on advise of the Technical Commission who will work out the several systems and the wish of the nations is to have a system at least one year before the next international tournament. Punishment for breaking the rule Red card: Belgium, Czech Republic, Spain, Slovenia, Italy, Switzerland, Finland, Germany, Netherlands Losing the match: Denmark Decision: It was decided that the ICEWH decides on the system and the punishment Adoption The document was adopted Referee Certification (DOC11) Information / discussing No discussion Adoption The document was adopted /5 Minutes Time Penalties (DOC12) Information / discussing I.2.4: If a goaltender is penalized by a 5-minutes time penalty, the goaltender shall serve the penalty. The goaltender may be replaced in the goal by another T-stick player who was on the playing field at the time of the offence. If there are no T-stick players on the playing field, a hand-stick player may be substituted with a T-stick player to take place in the goal. If the team has no more T-stick players, a hand stick player can take place in the goal for the remainder of the game without a hand-stick. If the team has no more T-stick players, the team shall play without a goaltender. ( without a hand-stick to be added) Voting round Agree: Finland, Netherlands Disagree: Germany, Belgium, Czech Republic, Denmark, Spain, Italy, Slovenia, Switzerland Decision: The current Game Rules of penalties (warning, time penalty, disqualification) will stay Motions (DOC13) Italy pointed out that the ICEWH should advise the nations if there s something wrong with their motions before the SA. It could have been fixed before the SA. Chair: ICEWH will give more information for next time. Info can be found at the IWAS website. National organisations should know how to put motions Motions on Game Rules Motions Italy About speed: As the motion wasn t clear, there was a brief discussion and it was decided that Italy suggested a new maximum speed of 12 km/h. 8 About protection: To make it compulsory to have a protection between the two wheels (on the side of the wheelchair) to avoid the possibility that the T-stick goes under the wheelchair and causes a flip over. Agree: Netherlands, Italy, Czech Republic Disagree: Germany, Belgium, Denmark, Spain, Slovenia, Switzerland, Finland. The current rules about protection of players stay. About helmet: To make it compulsory to wear a helmet. No nation seconds the motion. The current rules about protection of players stay. About goal area: To add and the space above to Game Rule G.5.1. No nation seconds the motion. The current rule G.5.1. stays. Motion Denmark About illegal equipment: To harden the penalties of using illegal equipment. No nation seconds the motion. The current rules stay. Motion Belgium About substitution: to add to Game Rule I.2.5: If the concerned team has no other T-stick player in the playing field, a hand stick player may be replaced by a T-stick player who will function as goaltender. Slovenia pointed out that there is nothing in the rules not allowing a substitution. No nation seconds the motion. The current rule stays. Motions Spain About boundaries: Only 20 cm high boundaries should be allowed due to safety reasons, without deviation till 50 cm. Chair: some referees of the EC have indicated that they feel more safe with a high boundary, because they see the boundary more easily. Electric wheelchair people have indicated that it is more difficult to look over a high boundary. Agree: Switzerland, Italy, Spain, Denmark, Czech Republic, Germany Disagree: Finland, Slovenia, Belgium, Netherlands The rule will be changed: only 20 cm high boundaries will be allowed in international ICEWH Competitions. About a T-card : To change in the Game rule E.2.4 that a coach is entitled to announce to the scorekeeper for an allocated time-out by a T-card (not substitution paper). The rule will be changed to: A coach is entitled to announce the scorekeeper an allocated time-out by use of a Time-Out-Card. About whistling a defected wheelchair: Option Spain: F.1.5. In case of a defected wheelchair, the referee shall whistle directly, and shall award a Technical Time Out. One should try to fix the defect of the wheelchair. If the wheelchair cannot be repaired within 1 minute a substitution needs to be made or the player shall change of wheelchair. To take as Referee Signal for a Technical Time Out: to raise the forefinger. Option ICEWH: F.1.5. In case of a defected wheelchair, the referee shall not whistle. During the next dead moment of play a Technical Time Out shall be awarded and one should try to fix the defect of the wheelchair. If the wheelchair cannot be repaired within 1 minute a substitution needs to be made or the player shall change of wheelchair. To take as Referee Signal for a Technical Time Out: current signal 1 for time-out ( A T-sign with forefinger pointing into the other hand in the direction of the timekeeper). Henry Aqcuah (Germany) pointed out that there might be a situation where a player is going towards the opponent s goal with no opponents and the referee will have to whistle. Option Spain: Spain, Italy. Option ICEWH: Germany, Finland, Belgium, Czech Republic, Denmark, Slovenia, Switzerland, Netherlands. The rule will be changed to the ICEWH option. 9 Motions Finland About the side wings: To change Game Rule C Option a: The curve of the side-wings shall not exceed 2 cm. Option b: At the end the side-wings may be rounded to a maximum of 2 cm, but may not go under an interior angle of 135 degrees. Option A: Finland Option B: Germany, Belgium, Czech Republic, Slovenia, Switzerland, Netherlands, Italy Abstaining from voting: Spain, Denmark The rule will be changed to Option B. About the hand-held stick: To take the mentioned rules from IFF. Chair: since it s not clear how much co-operation we want to have with Floorball, the Executive Committee has decided not to mention IFF in the rules in this stage, but rules can be taken over. Agree: Netherlands, Slovenia, Finland Disagree: Germany, Belgium, Czech Republic, Denmark, Spain, Italy, Switzerland The current rules stay. About maximum speed: To change Game Rule F.1.3: During the match the wheelchair has to be adjusted in the way that it is not possible to drive over 15 km/h. It is not allowed that readjusting is possible without unattached tools or equipments. The change of the rule is not needed if real-time speed control will be deployed. About scoring the ball from the own end of the playing field: To remove Game Rule G.1.6. Agree: Finland, Belgium, Switzerland, Slovenia, Denmark, Czech Republic, Netherlands Disagree: Germany, Spain, Italy Game Rule G.1.6 will be removed. Motions ICEWH Game Rule B.3.1: to change Audience area into Spectators area Agree: Germany, Finland, Belgium, Czech Republic, Denmark, Italy, Slovenia, Switzerland, Netherlands Disagree: Spain Game Rule B.4.: to add: The material inside the goal shall be such that it holds the ball into the goal after a shot. It was decided to add: The goal shall have a drop net. Agree: Germany, Finland, Belgium, Denmark, Italy, Slovenia, Switzerland, Netherlands, Spain Disagree: Czech Republic Game Rule C.4.1: to add: Wheels which consist of two wheels on one axle count as 1 wheel. C.3. : to add: Personal identity cards (badges) shall include personal picture, name, nation and function. It was pointed out that there should be guidance on in which format and size the photos are submitted. Chair: this was mentioned in the Registration Form. E.1.2.to add: meaning with at least two lifts if rooms are upstairs, doors and gangways wide enough for wheelchairs, no doorsteps, a sufficient number of power points, and with dining room, meeting rooms, bedrooms and bathrooms with enough space for electric wheelchairs to move around. Possibility for more Official Competitions, besides WCs and ECs To accept this proposal with all (financial) consequences, i.e. to realize small tournaments for ALL national teams of all EWH nations in the years between the WCs and ECs by the system as mentioned in DOC 15: WRL Tournaments. Disagree: All nations. Proposal not accepted. The current Qualification System for ECs will stay as mentioned in DOC European Championship Short look back / Evaluation All the nations were happy with the week gone and thanked the Organising Committee. Although there is still a lot to do, things keep going forward. The level of the sport is going up, with the players as well as referees. The Classifiers Course also got good feedback Planning Events & Competitions World Championship & Sport Assembly 2014 There were no bids so the deadline was extended but there still has been no bids to host the WC&SA2014. Czech Republic, Netherlands and Germany had the intend and are willing to look for possibilities once more. Belgium pointed out that if there are no World Championships, the status with IWAS might be at risk. Therefore it is extremely important to find an organiser. Chair: if there ll be no Organizer, there ll be no World Championship. As decided in the past, the nations want WCs in a regular sport schedule every 4 years. New date to take final decission will be 1 May ICEWH will come with next deadline for bids. ICEWH Competitions 2015 (for EC2016) One Organiser for a Qualification Tournament (as decided in point ) will be needed for Allocation of nations will depend on WC European Championship & Sport Assembly 2016 A normal period from the bidding to ICEWH Competitions is about 3 years. The invitation to organise will be send to the nations in Development Events (with courses for Referees, Trainers/Coaches and Players) It is adviced to have a look at the calendar on the ICEWH website and see if Referee Courses could be organised in conjunction with international tournaments for club teams and/or national teams. Belgium is thinking of organising a tournament for under 18-year-olds. Spain is thinking of organising a demo or game at IWAS World Games in Alicante. Netherlands will organise an EWH Tournament for national teams at the Paragames in Breda (recognised by IPC). Chair: inform ICEWH about all international events, so that all events will be mentioned on the international calendar and so that planning of events will not interfere with each other. 9.
