The first day football players are eliible to play under the scholarship rule is Saturday, September 15 th, 2018 at 12:01 AM. National Federation of State Hih School Associations National Federation of State Hih School Associations CONTACT RULE 30 minutes per day/90 minutes per week Will not be in affect until the week of Auust 20 th. (Auust 13 th for Week 0 Schools) USA Football Levels of Contact: Thud and Live Action It is an individual rule, not a team rule. Pre Season Risk Minimization Manual Six Keys to minimize risk for players: 1. Football Helmet Inspection 2. Concussion Manaement 3. Return to Play Protocol 4. Levels of Contact 5. Heat Acclimatization 6. Hazardous Weather National Federation of State Hih School Associations National Federation of State Hih School Associations Post Season Information All 9 ames will count toward post season qualification. The +/- 17 point tie breaker will be eliminated and will not factor into post season qualification Only the district champion or ties for the district championship will receive an automatic qualification into the post season. Post Season Information The remainin at-lare qualifiers will be determined by a RPI (Rankins Performance Index). The RPI will use three criteria to determine post season qualification. Team s overall win/loss percentae (37 ½ %) Team s opponent s win/loss percentae (37 ½%) Team s opponent s opponent s win/loss percentae (25%) 1

2 National Federation of State Hih School Associations MANDATORY CONCUSSION COURSE FOR ALL 7-12 COACHES Post Season Information Beinnin with the Monday of Week 4 (September 10 th ), each class s RPI will be posted on the IHSAA website under the football Tab. Additional information reardin the selection of host sites, seedin and bracketin will be provided in the Football Post Season Manual, which will be available in late September. ALL 7-12 coaches (paid or volunteer) are required to view the NFHS course, Concussion in Sports before the beinnin of their respective sport season. Information reardin accessin this course has been sent to your school administrator. CONCUSSIONS Iowa Code Section C states, in part, Annually, each school district and nonpublic school shall provide to the parent or uardian of each student a concussion and brain information sheet, as provided by the Iowa Hih School Athletic Association and Iowa Girls Hih School Athletic Union. The student and student s parent or uardian shall sin and return the concussion and brain injury information sheet to the student s school prior to the student s participation in any interscholastic activity for rades seven throuh twelve. CONCUSSIONS Coach Removal Iowa law requires a student s coach who observes sins, symptoms, or behaviors consistent with a concussion or brain injury, durin any kind of participation, i.e. practices, scrimmaes, contests, etc., to remove the student from participation immediately and the student shall not return until the coach, or school s desinated representative, receives written clearance to return from a licensed health care provider. 2

3 CONCUSSIONS Contest Official Removal Iowa law requires a contest official who observes sins, symptoms, or behaviors consistent with a concussion or brain injury durin scrimmaes, contests, etc., to remove the student from participation immediately and that official, or a desinated contest official at the contest/event, must receive the written clearance to return from a licensed health care provider before the student can return to participation in that contest/event, includin an event that takes place over multiple days. Heat Acclimatization and Preventin Heat Illness Exertional Heatstroke (EHS) is the leadin cause of preventable death in hih school athletes. Athletes participatin in hih-intensity, londuration or repeated same-day practices durin the summer months or other hotweather days pose the reatest risk. Football has received the most attention because of the number and severity of exertional heat illnesses. Heat Acclimatization and Preventin Heat Illness The National Center for Catastrophic Sports Injury Research reports that 30 hih school football players in the United States died of EHS between 2007 and None of those deaths have occurred in the state of Iowa. EHS also results in thousands of emerency room visits and hospitalizations throuhout the nation each year. Schools and coaches need to know the importance of a formal pre-season heat acclimatization plan. Heat Acclimatization and Preventin Heat Illness Take plenty of water breaks durin practice. 4 Heat Acclimatization and Preventin Heat Illness Heat Acclimatization and Preventin Heat Illness Use the BUDDY SYSTEM Assin student-athletes a Buddy and have them monitor each other for sins and symptoms of heat related problems Sins of Possible Heat Stroke Altered consciousness Semi-consciousness, confused, irrational behavior Combative Headache, dizziness, weakness Hot skin with or without sweatin Increased heart and breathin rates Nausea, vomitin or diarrhea Heat Acclimatization and Preventin Heat Illness Lihtnin Guidelines ALL thunderstorms produce lihtnin and are danerous. Lihtnin often strikes as far as 10 miles away from the storm. Each school should have a lihtnin safety plan, which includes knowin where teams & spectators will o and how lon it will take them to et there safely. 5 EQUIPMENT RULES 1-5-4, 1-5-5, e (NEW), 3-6-2, 9-8-1h, 9-9 DEFENSELESS PLAYER RULE a No thih pads. No knee pads. Players who fail to wear required equipment durin a down (PlayPic A) must be replaced for one down (PlayPic B). Player in PlayPic A is defined as a runner and is not defenseless. Once the ball is thrown, he is a passer and is defined as a defenseless player (PlayPic B). SIGNAL RULES 6-1-3b PENALTY, PENALTY NEW OFFICIAL FOOTBALL SIGNAL - #26 (ILLEGAL BLINDSIDE BLOCK) Sinal 19 used for: K player(s) more than 5 yards behind its free-kick line K player more than 5 yards behind its free-kick line and any other player kicks the ball At time of kick, K does not have at least 4 players on each side of kicker 19 Sinal 26 is a new sinal and has been added to the NFHS Official Football Sinals chart. To indicate an illeal blindside block, the fists are bumped toether at chest level. 26 PENALTY ENFORCEMENT RULES 6-1-9b (NEW), 6-1-9b PENALTY (NEW), EXCEPTION (NEW) j (NEW) PENALTY ENFORCEMENT RULES 6-1-9b (NEW), 6-1-9b PENALTY (NEW), EXCEPTION (NEW) j (NEW) R has additional option when K fouls durin a free or scrimmae kick down. Penalty may be enforced from succeedin spot if K is not next to put the ball in play. K fouls durin the kick. R returns the kick for a touchdown. Because the foul occurred durin the kick and the succeedin spot is the oal line, R may only have the penalty enforced on the try. 5

7 PERSONAL FOULS AND UNSPORTSMANLIKE CONDUCT FOULS Defenseless Player and Blindside Blocks Illeal personal contact fouls involve potential for injury to an opponent (PlayPic A). Unsportsmanlike conduct (non-contact fouls) includes profanity and vular lanuae (PlayPic B). A downed runner is defenseless and cannot protect himself aainst unnecessary contact (PlayPic A). An Illeal blindside block is a forceful block outside the free-blockin zone when the blocker does not initiate the block with open hands (PlayPic B). Defenseless Player and Blindside Blocks FOOTBALL RULES CHANGE REMINDERS Permissible Items On Balls RULE 1-3-1h (NEW) School Name And Loo On Football The ball may contain only the followin permissible items: Ball manufacturer s name and/or loo; School name, loo and/or mascot; Conference name and/or loo; State association name and/or loos; and NFHS name and/or loos. 7

9 Blindside Block RULES (NEW); 9-4-3n (NEW); 9-4 PENALTY (NEW) Pop-up Kick RULES (NEW); (NEW); 6-1 PENALTY (NEW) A blindside block is a block outside of the free-blockin zone aainst an opponent other than the runner who does not have a reasonable opportunity to see the blocker approachin. As seen in the PlayPic, a blindside block with forceful contact initiated with open hands is leal, inside or outside of the free-blockin zone. A pop-up kick is a free kick in which the kicker drives the ball immediately to the round, the ball strikes the round once and oes into the air in the manner of a ball kicked directly off the tee. Such kicks will be penalized as a dead-ball foul. Pop-up Kick RULES (NEW); (NEW); 6-1 PENALTY (NEW) Pop-up Kick RULES (NEW); (NEW); 6-1 PENALTY (NEW) A kick in which the kicker drives the ball into the round to create two or three low bounces then one hih, archin bounce is leal. A free kick in which the ball is dribbled alon the round is leal. Official s Mechanics Mechanics For Pop-up Kicks Game Clock Option RULE (NEW) The ame official on K s free-kick line (back jude in crew of 5, head linesman in crew of 4) is primary for judin a pop-up kick. The ame official on R s free-kick line (line jude in crews of 5 or 4) is secondary. With less than 2 minutes left in the half and the ame clock runnin, A false starts (MechaniGram A). The offended team may choose to start the ame clock on the snap (PlayPic B). 9

10 Encroachment Rule Pass Interference Rule After the ready-for-play sinal and after the snapper is in contact with the ball, it is encroachment if a defensive player contacts the ball or the snapper s arms or hands until the snap is completed (Rule 2-40). Face uardin (without contact) in and of itself is no loner considered an act of forward pass interference. Coaches Verification Rules 1-5-1a(2) NOTE; PSK ENFORCEMENT RULE h A crew member other than the umpire may accompany the referee to the preame meetin with the head coaches, durin which the coach verifies his team is leally equipped. Any questions reardin leality of a player s equipment shall be resolved by the umpire. Illeal substitution and illeal participation fouls by R occurrin at the snap (MechaniGram A) are enforced from the previous spot. Illeal participation fouls by team R occurrin durin the kick (MechaniGram B) are enforced under post-scrimmae kick enforcement. Defenseless Player Rule Defenseless Player Rule B A player on the round includin a runner who has obviously iven himself up and is slidin feetfirst (PlayPic A) and a runner already in the rasp of a tackler and whose forward proress has been stopped (PlayPic B), are defenseless players. A player obviously out of the play or not in the immediate vicinity of the runner (MechaniGram A) and a player who receives a blindside block with forceful contact not initiated with open hands (PlayPic B) are defenseless players. 10

11 Electronic Equipment RULES 1-5-3c(2); 1-6-1; Illeal Horse-collar Tackle RULE 9-4-3k Electronic sinae used to sinal plays or other information from the sideline is illeal. No player or nonplayer shall rab the inside back or side collar of either the shoulder pads or the jersey of the runner and subsequently pull that opponent to the round. Player Equipment Rule 1-5-1b(1) These jerseys are illeal. In PlayPic A, the jersey is loner than the top of the pants; thus it must be tucked in. In PlayPic B, the shirt beneath the jersey and the jersey must be tucked in. Equipment RULE 1-5-1b(1) Shoulder pads and hard surface auxiliary attachments must be completely covered by a jersey. Tooth and mouth protectors that have been chewed or altered so they no loner provide the necessary protection must be replaced. ILLEGAL 12

13 CLIPPING RULES 2-17, 9-3-6, 9-3 penalty CLIPPING RULES 2-17, 9-3-6, 9-3 penalty The exception that allowed clippin in the free-blockin zone has been eliminated. It is still leal to clip a player who is a runner or is pretendin to be a runner. CLIPPING RULES 2-17, 9-3-6, 9-3 penalty UNFAIR ACTS Clippin, blockin below the waist and blockin in the back are leal methods of brinin down a runner or a player pretendin to be a runner. Acts such as the hide-out play depicted in the MechaniGram are illeal.
