1 YMCA of Central Florida Youth Sports Fall 2012 Soccer Rules Summary PreK Division This rules document is inspired by the literature contained within the National Federation of High Schools Rulebook with over 100 pages of regulations and procedures. While ever increasingly comprehensive in its evolution (for purposes of clarification as well as staff education and training), this is still a relative summary by comparison. Most sections of the original have been amended, including some sections being deleted and/or replaced altogether, to fit the overall function and mission of the YMCA. With that in mind, the information below shall supersede the official rules except where a situation(s) is not specifically covered. Visit HYPERLINK " to learn more. I. Players, substitutes, and bench personnel Games are played with a maximum of four players for each team Teams may start or complete the game with less than four players if necessary. If a team must start the game with less than four players, that team may borrow a player(s) from the opponent and the opponent must lend any available player(s) so that a game can take place. A game may continue with less than four players for either or both teams if the game continues to be healthy and fun. All players on a team must participate in each game as close as possible to half of the total playing time. Substitutions may take place at any time during a live or dead ball. The game does not need to be delayed to allow for substitution if the official determines it is not necessary. When players are available, a team must make every effort to play, as much as possible, all available players up to the maximum of four on the field. A team may not purposely play fewer players unless directed to do so by the official as in cases of borrowing/lending players. Two coaches for each team may be anywhere on the field to encourage and instruct players and respectfully request information from an official. Coaches must stay clear of play and official s duties.
2 It is recommended that one coach assists the fielders and the other coach assists the goalkeeper. All bench personnel must remain off the field including other coaches, team representatives, spectators, etc., and substitutes must be reasonably supervised. II. Equipment The preschool division will use... A size 3 soccer ball provided by the YMCA. An approximately 30yd long by 20yd wide soccer field provided by the YMCA. It is highly recommended that players wear Proper fitting shin guards covered by proper fitting soccer socks. Athletic sneakers or rubber cleats designed for soccer. It is recommended that players wear proper fitting soccer-style shorts. If the official determines a player is wearing illegal equipment, the item(s) must be removed in order for that player to be allowed to participate such as Items that are hard or sharp that could cut or scratch (examples are jewelry, ear rings, rings, watches, barrettes, belt buckles, etc.) Items that are hard or do not give that could collide with another player (examples are casts, slow recovery padding, caps, knotted clothing or bandanas, hair clips, etc.). Items that are loose fitting or hanging loosely off the body in a gap that could catch another player (examples are bracelets, necklaces, looped ear rings, cloth jewelry, large pockets, belt loops, hoods, etc.). Items that are hanging loosely off the body that could swing or strike another player (examples are hair ties or adornments, clothing with strings or ties, etc.). III. Game duration Teams may warm up for 5-10 minutes prior to the start of each game. Games are played in two 12 minute halves with a running clock throughout. The official will notify both teams when the game clock is half-way through the period to assist coaches with substitution planning. The official will notify both teams when the game clock reaches 60 seconds left to play in the period. There are no team timeouts. There is a 2 minute timeout at half-time. In cases of extreme heat and/or humidity, the Sports Department may opt to shorten the periods. The periods may be divided into equal quarters instead of halves. In this situation, there is a 60 second timeout between the second and fourth quarter. The clock will resume after 60 seconds. Play will resume at the point of interruption via a free kick or throw-in. IV. Start of play All games begin with pre-game information and a prayer along the sideline. Both teams shall play in the direction they warmed up. The home team kicks off for the first half towards the goal it warmed up at. This direction of play will remain the same for the entire game, but the visiting team shall
3 kick off for the second half towards the goal it warmed up at. Kickoffs are free kicks used to start play and also Resume the second half. Resume the game after a goal. Kickoffs involve the same free kick provisions described later except The offense may be positioned anywhere on its own half of the field. The opponent may be positioned anywhere on its own half of the field but must also remain out of the center circle. These restrictions end at the moment the ball is kicked. The kicked ball must do the following to be legal The kicked ball must initially travel more towards the opponent s goal line instead of the kicking team s own goal line. After the ball initially travels forward, any subsequent direction of travel is irrelevant. After the ball is kicked, another player other than the original kicker must touch the ball prior to the kicker touching it again. G. If the kickoff (free kick) procedure is done improperly The infraction is ignored and play continues unless the official chooses to halt play for a re-do. V. In and out of play The outside edges of the boundary lines are treated as imaginary planes that begin at the ground and rise infinitely vertical. The ball is out of play when it completely crosses past a boundary line plane whether on or off the ground. The location of the ball in relation to the boundary plane determines out of play. The location of a player is irrelevant except that a player may be out and beyond the boundary plane and still legally play the ball provided the ball is not completely beyond the plane. The goalposts and crossbar are in play because they are on the boundary plane. Every effort should be made to save a loose ball escaping the field. The concept is to provide as little disruption and distraction as possible. Play will be stopped when the ball is obviously out of bounds, and is continuing out of bounds, and cannot immediately be put back inbounds. VI. Scoring A. Players are encouraged to kick for goals, however, no score is officially kept- the concept is to develop coordination and skill, to have fun and gain confidence. B. If the official determines that a team is in obvious need of assistance and/or scoring opportunities, he/she may apply restrictions to the more advanced team and/or other opportunities to the team in need to ensure the spirit of the game is adhered to. C. The goal line is a boundary line. It is treated as an imaginary plane in the same manner as out of bounds. A goal is scored when the ball completely crosses past the plane within the goal. As in out of bounds, the ball determines a goal.
4 The location of the ball in relation to the goal line plane determines a goal. The location of the goalkeeper is irrelevant except that a goalkeeper might stop or catch the ball but a goal could still be scored if the stopping or catching occurs beyond the boundary plane. D. A goal may only be scored from an extremely indirect kick. VII. Offside There is no offside rule in the PreK division. VIII. Free kick All free kicks in the PreK division are extremely indirect free kicks. Unlike normal indirect kicks, the ball must be purposely passed to a teammate(s) prior to attempting to score. The ball may be passed in any direction, but the ball must be purposely passed and it must initially travel towards a teammate(s). The receiving teammate(s) may then attempt to score as in normal rules. A goal shall be disallowed if the kicked ball enters the opponent s goal Through normal indirect rules; for example, a kicked ball that initially deflects off of the opponent and into the goal. Without purposely passing towards a teammate(s); for example, the kicker simply touches the ball and a teammate subsequently shoots the tapped ball for a score. If the provisions of the extremely indirect kick are not followed Play resumes if the opponent is able to take possession and/or, in the judgment of the official, the opponent is able to adequately impede the kicking team s scoring attempt or the scoring attempt does not materialize. Play is halted and the kick is re-taken if the kicking team scores from the free kick and/or, in the judgment of the official, the kicking team is able to score as a result of the initially improper kick. Free kicks are awarded to a team when the opponent Scores a goal. Is the last to touch the ball prior to it going out of play beyond the goal line- either a goal kick or a corner kick. Commits a foul. All free kicks have the same in common The kick must be taken with the ball stationary on the ground. Any player for the awarded team may kick the ball. The opponent must remain a specified distance away from the ball, as determined by the official, until it is kicked. The ball must be touched by another player before the kicker touches it again. The ball may be kicked in any direction except during a kick off. In this division, all free kicks are extremely indirect. If the free kick procedure is done improperly The infraction is ignored and play continues unless the official chooses to halt play for a re-do.
5 IX. Penalty kick There are no penalty kicks in the PreK division. X. Throw-in A throw-in from out of bounds is awarded to a team when the ball was last touched by the opponent prior to it going out of play over the boundary line. A throw-in is similar to the components of a free kick except... A player of the awarded team shall throw the ball into the field of play. The player shall, with both hands continuously on the ball Start the throw with an arm motion beginning from behind the head. Deliver the ball over the head and ending in one continuous motion. The player must be facing the field of play and must make the throw from the appropriate spot where the ball when out of play. The throw must not touch the ground prior to breaking the boundary line plane. At the moment of delivery and until the ball has clearly entered play The player must be touching both feet on the ground. The location of the feet on the ground need not be completely out and beyond the boundary plane. The feet or a foot may be in contact with a boundary line. Only the feet or foot that is completely within the field of play is illegal. 2. If the throw-in procedure is done improperly a. b. The infraction is ignored and play continues unless the official chooses to halt play for a re-do. Opponents shall not attempt to distract or impede the player making the throw-in. XI. Goal kick A goal kick is a free kick awarded to a team when the ball was last touched by the opponent prior to the ball going out of play over the goal line (not including a scored goal). A goal kick is similar to the components of a free kick except The ball may be placed anywhere in the awarded team s own goal box including anywhere along the goal box line. Teammates of the kicking team may be located anywhere in the field of play including the goal box but must not touch the kicked ball until it travels completely beyond the goal box line. In this division, the opponent must be positioned in its own half of the field until the ball is kicked. If the goal kick (free kick) procedure is done improperly The infraction is ignored and play continues unless the official chooses to halt play for a re-do. XII. Corner kick A corner kick is a free kick awarded to a team when the ball was last touched by the opponent prior to it going out of play over the opponent s own goal line (not including a scored goal).
6 The spot of the corner kick shall be the corner closest to where the ball became out of play. A corner kick is similar to the components of a free kick except the ball must be placed in the opponent s corner. A. If the corner kick (free kick) procedure is done improperly The infraction is ignored and play continues unless the official chooses to halt play for a re-do. B. Opponents shall not attempt to distract or impede the player taking the kick XIII. Fouls and misconduct Generally, there are no detailed provisions for fouls but the official will stop play if judged necessary to do so for pushing, holding, purposely playing the ball with the hand (except the goalkeeper), etc. The official will encourage the offending player. The opponent is awarded a free kick. There are no detailed rules provisions regarding misconduct but if a coach, spectator, or player should lose their way and behave in a manner determined to be profane, taunting, dangerous, vulgar, deceitful, abusive, obscene, inciting, persistent, demonstrative, reckless, dissentious, excessive, or otherwise disrespectful or inappropriate, the official or coordinator will encourage the offender to stop the behavior. The act(s) do not need to be directed to any specific individual to be accountable. If a player s conduct does not cease, the official will direct that player to the sideline That player will not participate for the remainder of the period. Further misconduct results in disqualification for the remainder of the game. If a coach s or spectator s conduct does not cease, the coordinator will direct that coach or spectator to leave the facility. In some unfortunate, severely inappropriate or potentially violent situations, a coach or spectator may be directed to leave the facility or a player may be disqualified for the remainder of the game without prior encouragement. The officials and coordinators of the YMCA of Central Florida are YMCA employees and volunteers. They work here because they enjoy working with children and sports and the opportunities of being positive role models with other adults to encourage both teams to try their best, learn and develop skill, and grow as healthy, gracious competitors. Winning the game is secondary.
