4 Pesticide taxation as an instrument Since 1996 we have had a substantial pesticide tax based on the individual pesticides retail price: Herbicides, fungicides and growth regulators 33% Insecticides 50% On average pesticide tax amounts to 30 per ha Pesticide taxation is just one important instrument in addition to the standard (EU) regulation (max dose, ban etc.) A significant conflict, however, between the 1.7 TFI target and a value taxation. 5 Why tax the pesticides by their value and TFI? Evaluation of the third pesticide action plan showed that at least a 40 per TFI tax would be needed to reach the 1,7 TFI target. A 40 per TFI tax would be costly for farmers and society (more than 70 per ha) And the evaluation also showed us that some TFI s despite of the price are more harmful to farmers health, ground water and environment (the three main objectives of the Danish pesticide action ) than others. Consequently, we were looking for a new target based on pesticides harmfulness instead of their TFI and we would like to tax their harmfulness instead of their value or TFI. Dias 5

6 How to tax harmful pesticides Inspired by the Norwegian pesticide taxation system we intended to set up a pesticide taxation based on pesticides harmfulness instead of their value. From Norway we also learned that a pesticide taxation based on just a few classes of harmfulness was inefficient. We intended to set up a simple system where the pesticides harmfulness can be added up (no categories), and where each and every parameter related to the harmfulness can be calculated, aggregated and taxed on a continuous scale. To solve the problem we have defined a so-called pesticide load (L) Dias 6

7 Definition of pesticide load The pesticide load, with the unit "L", gives a measure of the load on the environment and health resulting from the use of pesticides. The pesticide load is calculated for each of the three main categories of load. The three categories, also termed main indicators, are: Human health: measures the load to which the spray operator is exposed when handling and applying pesticides. Environmental fate: is a measure of the degradation time of the pesticides in soil and their potential for accumulation in food chains and for transport through soil to ground water. Environmental toxicity: is a measure of the toxicity of pesticides to non target organisms in the field and the surrounding nature. Dias 7

12 Combined pesticide load for main and sub indicators The principles and preconditions outlined above allow for the pesticide load (L) to be calculated for all contexts as the sum of the loads for the underlying indicators: L Total = L human health + L environmental fate + L environmental toxicity It is also possible to run more detailed calculations on the load on individual crops. For example, to calculate environmental fate of herbicides in spring barley, this is done by combining the loads for the underlying indicators: L environmental fate = L degradation + L bioaccumulation + L mobility Dias 12

21 Substitution It turns out, that there is a significant variation in the harmfulness of the available pesticides, as well as significant possibilities for substitution of harmful (becoming more expensive) pesticides with less harmful (becoming cheaper) pesticides in most crops. A significant pesticide load taxation may consequently lead to an approx. 50% reduction in the total pesticide load. Some less harmful pesticides, like the SU herbicides, may however be favourite to much by the load taxation (lesson learned from Norway) Dias 21

22 New Danish pesticide statistics, tax and action plan This year a new pesticide tax based on the pesticide load and content of active ingredients has been decided by the Danish parliament : 14 per L and 6.7 per kg EU legislation and procedures has, however, to be checked The new tax is almost provenu neutral but it may be costly for potatoes and some of the very specialised seed productions New TFI and pesticide load statistic to day?
