October 2018 from 0700 Breakfast at CST 0930 Departure with the catamaran from the CST Dock 0930 Morning Briefing on the catamaran 1030 Start Racing approx Last time for warning signal 1630 Price giving ceremony and farewell party 5 Rules 5.1 The series will be governed by the rules as defined in the Racing Rules of Sailing (RRS). 5.2 Addendum Q to the Sailing Instructions (SI) will apply with the approval by Swiss Sailing under RRS RRS 60.1, A1, A2, A4, A5, A6, A8, A9 and A10 are changed in the NoR. RRS 26, 33, 35, 42.3 (c) with the approval by Swiss Sailing under RRS 86.3, 49, 60, 62 and Race Signals will be changed and appear in full in the SI. Additional changes to the rules are made in Addendum Q. The SI may also change other racing rules. 5.4 The rules for handling the boats will apply and will also apply to any practice sailing and races. Class rules will not apply. 2 5.5 Terminology (a) The term team as used in the NoR and SI means: A club team and all competitors of this team. (b) The meaning of boat in Terminology of the Introduction of the RRS is changed for the rules in part 5, 6, 7 and Appendix A with the approval by Swiss Sailing under rule 86.3 to: A sailboat and the crew on board or a team as described in NoR 3.5(a) as appropriate for single regattas or SSL series. 5.6 In all rules governing the SSL series;- (a) [DP] denotes a rule for which the penalty is at the discretion of the Protest Committee as stated in RRS Introduction/Terminology; (b) [SP] denotes a rule for which a standard penalty may be applied by the race committee without a hearing or a discretionary penalty applied by the protest committee with a hearing. This changes RRS 63.1; and (c) [NP] denotes a rule that shall not be grounds for protests by a boat. This changes RRS 60.1(a). 5.7 In case of conflict between languages the English version will take precedence. 5.8 The SI will be sent by to the skipper, will be available at the online notice and at registration of the regatta on request. 6 Eligibility 6.1 Up to 24 Swiss Sailing Member Clubs or established youth training pools organized by Swiss Sailing Clubs will be invited. 6.2 All competitors shall be under 21 years old on 31st December 2018 (i.e. born after 31 December 1997). Evidence of age shall be submitted to SSLA no later than the close of registration 6.3 Only 1 team per club may apply for an invitation. If a training pool, which a club is part of will participate, the club cannot send an additional club team. 6.4 If more than 24 eligible clubs apply for an invitation the teams will be invited on a first come first served basis. 6.5 To remain eligible a team shall (a) confirm its participation online and register register the entire crew with at least 4 but not more than 6 crew members by entirely completing the crew list online on by no later than 31 August 2018, (b) pay the entry fee and accomodation by no later than 30 September 2018, (c) pay the damage deposit at registration in cash or provide proof that the club has paid a damage deposit to SSL as part of its participation in other SSLA events. 7 Entries 7.1 Entering A team shall be entered after complying with the requirements of NoR Entry Fees (a) For registrations and payments up to the 30 June 2018 a non-refundable entry fee of CHF 300. plus the full board accommodation fee of CHF 80.--/person for two nights shall be paid as specified in the invoice. (b) For registrations or payments after the 30 June 2018 a non-refundable entry fee of CHF 450. shall be paid as specified in the invoice and by no later than 30 September Friday, July 6, 2018 Page 2

3 7.3 Damage Responsibility and Deposit (a) Each team is responsible for the damage or loss to their boat unless responsibility is otherwise assigned by the umpires or PC. (b) An initial damage deposit of CHF shall be paid by no later than stated in NoR 6.5 (c). This deposit is the maximum payable by the team as a result of any one incident. (c) If a deduction from the damage deposit is decided by the OA, it may require that the deposit be restored to its original amount before the team will be permitted to continue in the regatta. 8 Advertising 8.1 As boats and equipment will be supplied by the OA, World Sailing regulation 20.4 applies. Each boat will be required to display advertising as supplied by the OA. 8.2 Boats shall not be permitted the right to protest for breaches of any rules regarding advertising. This amends RRS Regatta Format 9.1 The format will be umpired fleet racing and consist of a series of races. 9.2 A pairing list will define the number of races and the teams for each race. The pairing list will be distributed before racing. 9.3 The format may be modified during the event in a fair and practical way as solely determined by the RC after consulting with the chief umpire and taking into account the entries, weather conditions, time constraints and any other relevant factors. This includes changing the pairing list, the racing schedule, eliminating any race and terminating the series. 10 Boats and Sails 10.1 The regattas will be sailed in J70 type boats boats will be provided The sails will be provided for each boat: Mainsail, jib, genaker Boats will be allocated by a draw as decided be the Race Committee (RC). 11 Crew 11.1 In a race the number of crew (including the person in charge) on board shall be 4 or 5 per team. Teams shall report the number of crew on board online using their manage2sail accounts by no later than 31 August This number may not be changed later Each team shall register the crew members (including the person in charge) by handing in a crew list as required in NoR 6.5 (a) using the manage2sail account. 4, 5 or 6 crew members can be registered There will be no crew weight limit Each crew member shall be a member of its team club or of its training pools sponsoring clubs The person in charge needs not to helm the boat When a registered crew member is unable to enter the regatta or to continue in the regatta, the OA may authorize a substitute or a temporary substitute. Any substitute shall meet the requirements of NoR Course The course will be windward/leeward with port rounding at the windward mark, passing between the leeward gate marks in the direction from the last mark, rounding on either side of the marks and downwind finishing. 4 13 Penalty System 13.1 The right of appeal shall be denied as approved by the Swiss Sailing Federation under RRS 70.5 (b) Additional instructions to the penalty system are made in Addendum Q. 14 Scoring For the purpose of scoring the series the following apply: 14.1 To constitute the series each team shall be scored in at least 2 completed races, otherwise the entire regatta shall be declared void. This amends A A team that did not start, did not finish, retired or was disqualified shall be scored points equal to the number of boats listed in the pairing list for this race. However, if (a) a team that did not start due to breakdown or damage signaled in compliance with the SI and no repair could be effected until the preparatory signal or, (b) the RC decides before the preparatory signal that due to breakdown or damage a team shall not start, this team shall be scored average points according to RRS A10 (a) for this race unless it has been scored in less than 2 races in the series except the race in question. This changes RRS A When teams have been scored with a different number of races a team with less scores shall be scored for each missing race average points scored per race sailed by the team according to A10 (b). This changes RRS A2.1 and A No results shall be excluded. 15 Prices 15.1 Medals for teams ranked 1 to Souvenir prices for all participants. 16 Support Boats 16.1 [DP] Support boats shall conspicuously display identification of the associated team [DP] Support boats shall not interfere with the racing or regatta organization [DP] Support boats are required to register by at the OA (sekretariat@swisssailingleague.ch) not later 30 September [DP] Support boats and support boat drivers shall comply with the federal and local law requirements. Teams are solely responsible to obtain all necessary licenses, permissions and documents for their associated support boats and support persons by their own. 17 Media Rights, Cameras and Electronic Equipment 17.1 By participating in the Swiss Sailing League Youth Cup, competitors and teams grant to the Swiss Sailing League Association, the OA and the regatta sponsors the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation [DP] Boats may be required to carry cameras, sound equipment and positioning equipment as specified and supplied by the OA [DP] Competitors shall not interfere with the normal working of the OA supplied media equipment [DP] If required by the OA competitors shall give interviews at the regattas. 18 Disclaimer of Liability Competitors and teams participate in a regatta entirely at their own risk. See RRS 4, Decision to Race. Any liability for any damage is excluded to the maximum extent permitted by the applicable law. Friday, July 6, 2018 Page 4

5 19 Further Information 19.1 Arriving by train Change in Bellinzona and take the Tenero train. When you arrive at the station in Tenero, take the two underpasses, which will bring you directly to the Sports Centre (10 minutes' walk) Arriving by car / minibus Leave the motorway at the Bellinzona Sud exit and head for Locarno. Change to the A13 at Quartino and take the Tenero exit. After the roundabout and underpass, turn right immediately. You will find plenty of free car parking spaces at your disposal Accommodations All participants shall stay at the National Youth Sports Centre in Tenero. Comfortable tents are available. Tents can accommodate 16 people, the ground is tarmacked and the mattresses are laid on a damp-proof wooden surface. Participants need to bring their own sleeping bags and pillow; woollen blankets are provided. The tents have electric lighting. Price per person for two (2) nights/days full board: CHF 80.--/two nights Coaches have separate tents. Upgrades to hostel rooms are available on a limited basis. Please note that the CST is not a hotel. All accommodation has to be reserved via the Swiss Sailing League as the organizer and we appreciate if you do that online via your Manage2Sail account in order to keep our administration low.
