1 THE GREAT VALLEJO RACE MAY 1 and 2, 2010 SAILING INSTRUCTIONS Vallejo Yacht Club PO Box 311 Vallejo, California YRA of SF Bay Quarters 35 S, Fort Mason San Francisco, CA RULES: The races will be governed by the rules as defined by The Racing Rules of Sailing and the YRA Standing Sailing Instructions, except as any of these are changed by these sailing instructions. *The J 105 Class will be sailing under the J 105 Fleet #1 class rules. 2.0 ENTRIES: The regatta is open to all qualified yacht owners who are sailing members of YRA, or have paid a one-time entry fee for this YRA event, and whose division or class is listed in the starting sequence. 3.0 SATURDAY START: The starting line will be located in the vicinity of the Berkeley Circle area. The starting line will be a red inflatable mark and an orange flag on the race committee boat. Boats shall sail.5nm to.75nm upwind to a yellow inflatable mark. The race committee shall communicate the side the yellow mark is to be taken or rounded by either a red (port) flag or green (starboard) pennant during the starting sequence. The first warning is at 11:00 am. Divisions will be listed in Attachment 1, which will be posted on the YRA website on Friday April 30 th. 3.1 SATURDAY FINISH: Between the temporary orange buoy near the middle of the Mare Island Channel and an orange flag on the Race Committee Platform on the bulkhead of the East side of the channel, approximately 450 yards South of the Vallejo Yacht Club. 3.2 SATURDAY COURSE AND MARKS: Course #1 - Start, yellow windward mark (direction of rounding shall be indicated as described in Section 3.0), Castro Rock buoy-s CR -East, Point San Pablo buoy R 2 -S, Point Pinole day mark P -S, Mare Island Channel Entrance Light #1-P, (The Mare Island Channel Entrance Light #1-P is a floating green buoy and shall be left to Port), Finish. Course # 2 This course is for the Multi-hulls only. All Mono-hulls will sail Course #1. Start, yellow mark (side to be taken shall be indicated as described in Section 3.0, YB (yellow inflatable mark approx.5 nm East of Yellow Bluff) S, YRA 21 (G1 NE of Alcatraz) -P, Castro Rock buoy-s CR -East, Point San Pablo buoy R 2 -S, Point Pinole day mark P -S, Mare Island Channel Entrance Light #1-P, (The Mare Island Channel Entrance Light #1-P is a floating green buoy and shall be left to Port), Finish. 3.3 SATURDAY TIME LIMIT: All yachts not finishing by 2000 hours shall be scored DNF. This changes RRS SUNDAY START: Between the temporary orange buoy near the middle of the Mare Island Channel and an orange flag on the Race Committee Platform on the bulkhead of the East side of the channel, approximately 450 yards south of the Vallejo Yacht Club. 2 Channel Mark #17 off the San Rafael Channel. A limiting buoy, which may not be on the finish line, may be set to limit the Committee Boat end of the line. 4.2 SUNDAY COURSE AND MARKS: Start, Mare Island Channel Entrance light #1-S, Point Pinole daymark P -P, Point San Pablo buoy R 2 -East, Finish. 4.3 SUNDAY TIME LIMIT: All yachts not finishing by 1900 hours shall be scored DNF. This changes RRS DISTANCE: The calculated distance is NM on Saturday and 14.5 NM on Sunday. The Race Committee reminds participants it is their responsibility to note their finish times, other boats finishing near them and the order of finish to assist in the event of omission or error in recording. 6.0 COMMUNICATIONS: The Race Committee will attempt to hail boats for OCS and other pertinent information on VHF Channel 63. The inability of a competitor to hear a hail for OCS or any other information shall not relieve her of her responsibility, nor shall it be grounds for redress. This changes RRS 25 and CHECK IN IS NOT ALLOWED. Boats are also encouraged to monitor VHF Channel 14 for updates on large vessel traffic. 7.0 RESTRICTED AREAS, HAZARDS, ETC: 7.1 RICHMOND LONG WHARF, the Richmond Wharf is restricted by a line connecting the three buoys G "3" Fl G 4s (1/3 nm south of Richmond Long Wharf), R "2" Q R (1/2 nm west of Richmond Long Wharf) and R "2CR" Fl R 4s (Castro Rock buoy) to East. No part of a boat shall cross the imaginary line between these buoys. 7.2 THE PINOLE SHOAL CHANNEL, bounded by markers #8, #10, #12 and #14 on the South and markers #7, #9, #11, #13 and #15 on the North (see USGC Chart #18654), shall be left to the north by all participating yachts and will rank as an obstruction. No part of a boat shall cross an imaginary line between any of the markers listed in this paragraph. The onus is on the protesting party. Members of the Race Committee may be stationed in the area to ensure compliance with this rule. Violations of this rule observed by the Race Committee and reported to the Protest Committee shall be considered factual. Section 6.2 defines the bounded area of the Pinole Shoal Channel. Any boat that crosses this boundary or leaves it to the South is in violation of this rule. This area MUST be kept clear for the safety of both vessel traffic and competitors. 7.3 STARTING LINE: Boats whose preparatory signal has not been made shall keep clear of any boat whose preparatory signal has been made. Boats shall not cross the Start line except when preparing to start or starting. Boats observed by the race committee to be in violation of this instruction will be scored DNF without a hearing. This changes RRS VALLEJO START/FINISH LIMITING BUOY: The Eastern End of the Mare Island Channel start/finish line has insufficient depth for navigability at low tides. Therefore a temporary Committee Platform limiting buoy will be placed approximately 50 yards West of the Race Committee Platform located on the bulkhead of the east side of the channel, approximately 450 yards South of the Vallejo Yacht Club. This buoy may not be located exactly on the Start/Finish line. It must be left to the East. 7.5 Any physical contact with the Committee Boat SHALL NOT be exonerated. This changes RRS COMMERCIAL TRAFFIC, SAFETY Page 2 of 3 Revised 4/21/2010
3 8.1 Boats shall not impede the passage of commercial vessels and shall comply with USCG Navigation Rules. If a commercial vessel has sounded five blasts, and the vessel or the Coast Guard identified the boat by sail number, the Race Committee shall protest the boat, in which case the Protest Committee shall assume that the identified boat has impeded passage or violated USCG Navigation Rules, and the identified boat shall have the burden of proving otherwise. In the case of a complaint by VTS or the Coast Guard, the protest time limit shall be extended up to two days after the conclusion of the regatta. This changes RRS61.3. Compliance with RRS 60.2(a) shall not be required. 8.2 A Race Committee boat may signal a boat to alter course to avoid impeding the passage of commercial vessels by making a sound signal (horn or whistle) and pointing Code Flag V (a white square with a red X) at the offending boat. The signaled boat shall comply with the signal unless compliance would create an unsafe condition. If a boat fails to comply with such a signal, the Race Committee shall protest the boat, in which case the Protest Committee shall assume that the course alteration would not have created an unsafe condition, and the protested boat shall have the burden of proving otherwise. A boat may be penalized under SI 8.1 even if it does not violate SI 8.2, and a boat may be penalized under SI 8.2 even if it does not violate 8.1. A violation of any part of SI 8 may not be exonerated by a Scoring Penalty. A disqualification under any part of SI 8 shall not be excludable under RRS A2 for boats sailing a YRA series. The VYC will cooperate with and provide information relevant to any investigations of impeding passage or violation of USCG Navigation Rules by the Coast Guard or other governmental authority. 9.0 PROTESTS: Protests must be written on US Sailing Protest forms and postmarked or electronically transmitted (fax or ) to the YRA office by Tuesday, May 4, Hearings will be held at the Vallejo Yacht Club beginning at 7:30 pm on the third Monday of May RACE FINISH SCORING DISCREPANCIES: Race discrepancy forms are included with these sailing instructions. They will also be available at the clubhouse after the Saturday race and may be filed at that time. They may be faxed to the YRA office at or mailed to: YRA, Quarters 35S Fort Mason, San Francisco for either the Saturday or Sunday race. Use of these forms is not mandatory as long as all pertinent information is included in your explanation of the discrepancy. Skippers are encouraged to contact the YRA office directly through at info@yra.org. All discrepancy forms must be submitted prior to Tuesday May 4, RELEASE OF LIABILITY: Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. The organizer (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, each competitor aggress to release the race organizers from any and all liability associated with such competitor s participation in this event to the fullest extent permitted by law.
