1 THE 2012 SUMMER SAILSTICE REGATTA June 23, 2012 SAILING INSTRUCTIONS (rev 6/18/12) South Beach Yacht Club Pier 40, Ste 5 San Francisco, CA YRA of SF Bay 1070 Marina Village Prky, Ste 202-G Alameda, CA RULES: 1.1. The races will be governed by the rules as defined by The Racing Rules of Sailing and the YRA Standing Sailing Instructions, except as any of these are changed by these sailing instructions. *The J 105 Class will be sailing under the J 105 Fleet #1 class rules. 2. ENTRIES: 2.1. The regatta is open to all qualified yacht owners who are sailing members of YRA, or have paid a onetime entry fee for this YRA event, and whose division or class is listed in the starting sequence. 3. START: 3.1. The starting line is Olympic Circle Buoy "E", which will be a temporary orange tetrahedron for this race. The first warning is at 11:00am. Divisions and starting times are listed in Attachment FINISH: 4.1. The Finish Line (F) will be located within 0.3nm east of Treasure Island north of the Bay Bridge, and shall be a line from an orange flag, panel or inflatable mark on the shore of Treasure Island to an inflatable mark in the waters within 0.3nm east of Treasure Island After finishing, boats are encouraged to head down the Alameda Estuary to participate in the Summer Sailstice Celebration at Encinal Yacht Club. More information on the Summer Sailstice Celebration can be found at 5. COURSE AND MARKS: 5.1. The and marks are described on Attachment The courses to be sailed will be displayed by the Race Committee (RC) with numeric International Code Flags. 6. TIME LIMIT: 6.1. All yachts not finishing by 1700 hours shall be scored DNF. This changes RRS DISTANCE: 7.1. The calculated distance is between 15.3 and 18.6 NM, depending on the course selected. The Race Committee reminds participants it is their responsibility to note their finish times, other boats finishing near them and the order of finish to assist in the event of omission or error in recording. 8. COMMUNICATIONS: 8.1. The Race Committee will attempt to hail boats for OCS and other pertinent information on VHF Channel 78. The inability of a competitor to hear a hail for OCS or any other information shall not relieve her of her responsibility, nor shall it be grounds for redress. This changes RRS 25 and CHECK IN IS NOT ALLOWED. Boats are encouraged to monitor VHF Channel 14 for updates on large vessel traffic. 9. RESTRICTED AREAS, HAZARDS, ETC: 9.1. For safety reasons, lines between the following objects and the closest points ashore from them are restricted: Anita Rock and any buoy marking same, vertical H beam off Water Quality Control Plant west of StFYC, bell buoy 7 off the west end of Alcatraz, and Point Blunt buoy off Angel Island. Above obstructions are not marks of the course. The South Tower of the Golden Gate Bridge must be left to the South at all times. Any rocks visible at Mean Lower Low water immediately adjacent to Contra Costa County, Marin County or San Francisco shorelines shall be left to shoreward, except for Mile Rock, The Brothers and Red Rock. 2 9.2. The above-mentioned areas and buoys are defined as obstructions. A boat that breaks this rule may not correct her error per RRS 28.1 and shall retire Boats whose preparatory signal has not been made shall keep clear of any boat whose preparatory signal has been made. Boats shall not cross the Start or Finish line except when preparing to start, starting or finishing. Boats observed by the race committee to be in violation of this instruction may be scored DNF without a hearing. This changes RRS On courses signaled as twice around, boats shall NOT sail through start/finish line to start second rounding Any physical contact with the Committee Boat SHALL NOT be exonerated. This changes RRS COMMERCIAL TRAFFIC, SAFETY Boats shall not impede the passage of commercial vessels and shall comply with USCG Navigation Rules. If a commercial vessel has sounded five blasts, and the vessel or the Coast Guard identified the boat by sail number, the Race Committee shall protest the boat, in which case the Protest Committee shall assume that the identified boat has impeded passage or violated USCG Navigation Rules, and the identified boat shall have the burden of proving otherwise. In the case of a complaint by VTS or the Coast Guard, the protest time limit shall be extended up to two days after the conclusion of the regatta. This changes RRS61.3. Compliance with RRS 60.2(a) shall not be required A Race Committee boat may signal a boat to alter course to avoid impeding the passage of commercial vessels by making a sound signal (horn or whistle) and pointing Code Flag V (a white square with a red X) at the offending boat. The signaled boat shall comply with the signal unless compliance would create an unsafe condition. If a boat fails to comply with such a signal, the Race Committee shall protest the boat, in which case the Protest Committee shall assume that the course alteration would not have created an unsafe condition, and the protested boat shall have the burden of proving otherwise A boat may be penalized under SI 8.1 even if it does not violate SI 8.2, and a boat may be penalized under SI 8.2 even if it does not violate 8.1. A violation of any part of SI 8 may not be exonerated by a Scoring Penalty. A disqualification under any part of SI 8 shall not be excludable under RRS A2 for boats sailing a YRA series. The VYC will cooperate with and provide information relevant to any investigations of impeding passage or violation of USCG Navigation Rules by the Coast Guard or other governmental authority. 11. PERPETUAL TROPHY Handicap boats will be competing for the OCSC Summer Sailstice Perpetual Trophy, awarded to the PHRF Monohull with the overall fastest corrected time. 12. PROTESTS: Protests under RRS 61.1 shall be submitted in writing in accordance with RRS 61.2 and mailed, ed or faxed to the YRA of San Francisco Bay, no later than midnight the Monday following the regatta, or if Monday is a holiday, on Tuesday. Once a Protest is received by the YRA, The YRA shall contact the sponsoring Yacht Club and a protest committee shall be formed. Copies of the protest, as well as notification of the time & date of the protest will be sent to the involved parties. Note: RRS 63.8 allows protests between boats in different races. 13. RELEASE OF LIABILITY: Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. The organizer (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, each competitor aggress to release the race organizers from any and all liability associated with such competitor s participation in this event to the fullest extent permitted by law.
