1 CHILDREN S CUP May 12, 2018 FAIRHOPE YACHT CLUB PHRF/Portsmouth SAILING INSTRUCTIONS 1. RULES 1.1 This race will be governed by the Racing Rules of Sailing, the current Prescriptions of the U.S. Sailing Association, the NOR and these Sailing Instructions. In the event of a conflict, these Sailing Instructions will govern. 1.2 Eligible boats must be 19 LOA or greater and may be entered by completing registration with the Fairhope Yacht Club. 1.3 All boats must comply with the U. S. Coast Guard and the State of Alabama Marine Regulations regarding lifesaving and safety equipment. 1.4 All participants shall abide by the Navigational Rules International/Inland (COMDTUNSTM ), a vessel of less than 20 meters in length or a sailing vessel shall not impede the passage of a vessel that can safely navigate only within a narrow channel or fairway. Any boat which impedes commercial shipping shall be subject to disqualification. 1.5 A boat may cross, but may not race in, a ship channel. 1.6 Boats sailing in a non-spinnaker class may only race with one headsail at a time tacked at the usual tack point. Staysails are permitted if tacked no closer than 1/3 J behind the jib tack point. Cutter rigs, rated as such, may set staysails at the tack point provided by the vessel s manufacturer or designer. 1.7 Race distance will be computed by the Race Committee and shall not be subject to protest. 2. OFFICIAL FLEETS AND CLASSES 2.1 It is the skipper/owner s responsibility to ensure that all information provided on the entry form is complete and accurate, as this data will be used to determine rating, fleet and class. 2.2 Yachts sailing PHRF must possess a valid GYA PHRF rating certificate. The Registration Committee reserves the right to examine this certificate. PHRF classes will be determined by the Registration Committee based on the current rating certificate and other data required to complete registration and are not subject to protest or request for redress. 2.3 The current Portsmouth Yardstick will be used to determine the Portsmouth classes. The rating is based on information provided on the registration form. Portsmouth ratings will be D-PN numbers with no wind factor allowances. Boats not listed in the Yardstick shall be assigned a D-PN number which is not subject to protest. 3. NOTICES TO COMPETITORS and SIGNALS MADE ASHORE 3.1 Notice to competitors will be posted on the official notice board located on the north wall between the shower rooms beneath the Fairhope Yacht Club. 3.2 When a notice to PHRF and Portsmouth competitors has been posted, code flag L over solid red will be displayed. 3.3 Signals made ashore prior to the start of the race will be displayed from the flag pole at Fairhope Yacht Club. 3.4 Any changes to these Sailing Instructions shall be posted no later than thirty (30) minutes after the conclusion of the competitors meeting. 3.5 Flag AP over Solid Red with two sound signals (one when lowered) made ashore means the race is postponed for PHRF and Portsmouth classes. The warning signal will be made not less than 45 minutes after the AP flag is lowered. 3.6 No oral instructions will be given from any Race Committee boat. 4. SCHEDULE OF RACES One race is scheduled. The approximate warning signal time is 12:25 PM CDT, May 12, CLASS FLAGS 5.1 The Class Flag for PHRF (spinnaker and non-spinnaker) will be a solid YELLOW flag. 5.2 The Class Flag for Portsmouth will be a solid PINK flag. 6. RACE COURSE 6.1 The course will utilize drop and/or fixed marks. The approximate coordinates for the fixed marks are listed at the end of these instructions. FYC Race Committee is not responsible for errors in coordinates 6.2 The racing area includes Mobile Bay. 6.3 No later than the warning signal, the course to be sailed will be displayed from the stern of the RC boat. 6.4 Participating boats must give way to commercial traffic while in the vicinity of the Mobile Ship Channel (See rule 1.4). 7. THE START 7.1 The starting line will be between the staff displaying an orange flag on Race Committee Boat and the nearby mark. Times may be taken from the visual signals; the absence of a sound signal shall be disregarded and shall not be grounds for redress. 7.2 The start will be in the vicinity of the FYC X mark.

2 7.3 A floater may be attached to the prestart side of the Race Committee Boat and shall be considered an extension of the Boat. 7.4 It is the sole responsibility of each boat to make a proper and timely start. Boats failing to start within fifteen (15) minutes of her starting signal will be scored as Did Not Start (DNS). This changes RRS THE FINISH The finish line will be between the staff displaying a solid blue flag on the starboard side of the RC Signal Vessel and the nearby mark. 9. TIME LIMIT No boat will be finished after 1630hrs CDT. Boats that have not finished within the time limit will be scored DNF. This changes RRS PROTESTS 10.1 All protests will be made in accordance with RRS Part 5. A proper protest flag for this event shall be a red rectangular flag of sufficient size that is flown in such a manner as to be visible to nearby boats and/or the Race Committee as notification of intent to protest A boat that intends to protest must so inform the Race Committee when it finishes or, if it does not finish, must inform the Race Committee of intent to protest when it provides notification of retiring or withdrawing. When so informing the Race Committee of its intent to protest, the protesting boat shall also identify the sail number and, if possible, the name of the protested boat Boats attempting to notify the Race Committee of their intent to protest shall not interfere with boats that are still racing Protests shall be written on current US Sailing protest forms available at the official notice board and delivered to a Race Committee member within the Protest Time, which will begin at the sound of the committee boat returning to the harbor and will last thirty (30) minutes. 11. RADIO COMMUNICATIONS 11.1 The Race Committee will monitor VHF channel A boat shall neither make nor receive special radio transmissions not available to all boats. This does not preclude distress signals or notification of retirement. 13. RETIRING AND DISQUALIFICATION Any boat retiring or withdrawing from the race shall notify the Race Committee via channel 68 or the Fairhope Yacht Club ( ) as soon as possible. The boat shall report the boat s name, sail number and the person s name giving the report. 14. MISCONDUCT DURING EVENT The Race Committee reserves the right to convene a hearing under RRS 69 for any competitor whose conduct during the event constitutes, in the opinion of the Race Committee, a gross breach of good manners or sportsmanship. 15. SCORING Scoring shall be in accordance with RRS Appendix A, except that there shall be no throw-out. This changes RRS A ENVIRONMENTAL Any Boat that discharges waste or discards trash into the water shall be subject to disqualification. RULES The Regatta will be governed by the Racing Rules of Sailing (RRS), the current Prescriptions of U. S. Sailing, One Design class rules, the NOR, except as any of these are changed by these sailing instructions. 2. NOTICES TO COMPETITORS & SIGNALS MADE SHORE 2.1 Notice to competitors will be posted on the official notice board located on the north wall between the shower rooms beneath the Fairhope Yacht Club. 2.2 When a notice to One-Design and Youth competitors has been posted, code flag L over solid green will be displayed. 2.3 Signals made ashore prior to the start of the race will be displayed from the flag pole at Fairhope Yacht Club. 2.4 Any changes to these Sailing Instructions shall be posted no later than thirty (30) minutes after the conclusion of the competitors meeting. 2.5 No oral instructions will be given from any Race Committee boat. 2.6 Flag AP over solid green with two sounds (one when lowered) means the race is postponed for One Design and Youth competitors. SCHEDULE OF RACES 3.1 Races are scheduled as per the Notice of Regatta. 3.2 Competitors are required to stand by, well clear of the finish line after finishing and await the next start or further instructions from the Race Committee. 4. CLASS FLAGS Boards or other flags to be displayed by the Race Committee will be assigned at the skippers meeting designating the order of start for each class. 5. RACING AREA The racing area will be detailed at the skippers meeting. 6. THE COURSE 6.1 The diagrams in Illustration A & B show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. Depending on the course sailed and wind conditions, each leg will be approximately 1nm long. 6.2 The approximate compass bearing from the start to the first mark of the course will be displayed from the race committee signal boat. 7. MARKS Marks will be orange inflatable marks (tetrahedrons or tomatoes ). Change of course marks after the start will be of a different color (yellow) and will revert back to orange if further changes of course are necessary. 8. THE START 8.1 Races will be started using RRS 26, with classes starting at approximately 5 minute intervals in the order given at the skippers meeting or class flags or boards displayed from the Race Committee signal boat. 8.2 The starting line will be between a staff displaying an orange flag or shape on the Race Committee signal boat at the starboard end and the port end starting mark. 8.3 Boats whose preparatory signal has not been made shall keep clear of the starting area and all boats whose preparatory signal has been made. 8.4 A boat shall not start later than 5 minutes after her starting signal. 9. MARK BOATS Mark boats may display green flags and may be stationed beyond each mark. Failure of a mark boat to be on station or display her signal will not be grounds for redress. This changes RRS 62.1(a). 10. THE FINISH The finish line will be between a staff displaying an orange shape or flag on the Race Committee boat and a nearby mark.

4 11. PENALTY SYSTEM Rule 44.1 and 44.2 will apply 12. TIME LIMIT Boats failing to finish within 30 minutes after the first boat sails the course and finishes may be scored Did Not Finish (DNF). This changes RRS PROTESTS 13.1 Protests shall be written on forms available at the official notice board to competitors and delivered to a race officer within the protest time which will begin when the course committee boat signals its return to the harbor Protest will be heard in the order in which they are received and at the first reasonable opportunity Protest notices will be posted within thirty minutes of the protest time to inform competitors when and where there is a hearing in which they are parties to a hearing or named as witnesses RRS 66 is changed by adding this sentence: On the last day of racing, a party to the hearing may ask for a reopening no later than one hour after being informed of the decision. 14. SCORING The Low Point Scoring System will be used. There shall be no throw-out if less than five (5) races; this changes RRS A2. Ties will be broken in accordance to RRS A SUPPORT BOATS Team leaders, coaches and other support personnel shall not be in the racing area from the time of the warning signal for that class and until all boats have finished. The penalty for failing to comply with this requirement will be disqualification for all boats associated with the support personnel who do so. ILLUSTRATION A
