RULES 1.1 This race program shall be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 US Sailing Prescription to RRS 63.2 shall not apply. 1.3 Class is defined in these Sailing Instructions as the group within a fleet to which a boat is assigned on the scratch sheet, for example PHRF A, JAM B, or Tartan Ten. 1.4 The rules and policies of the Cleveland Yachting Club (CYC) & Edgewater Yacht Club (EWYC) shall apply to all participants and their crew members. 1.5 All boats shall carry an operating VHF radio. 2. NOTICES TO COMPETITORS 2.1 Notices to competitors shall be posted on the respective CYC and EWYC official club sail race notice boards. 3. CHANGES TO THE SAILING INSTRUCTIONS 3.1 Any change to the sailing instructions shall be posted at least ninety (90) minutes before the first Warning Signal on the day it shall take effect, except that changes to the schedule of races shall be posted by 2000 on the day before it will take effects). 3.2 Per RRS 90.2(a), the Race Committee may, while on the water, communicate changes to the mark designation (SI 9.2), and to the starting sequence (SI 5.3), including elimination of a class start and/or a combination of classes for a start via VHF and/or Loud Hailer. Failure to receive or hear these transmissions shall not be grounds for redress. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore shall be displayed at the flagpole north of the EWYC patio, and the CYC flagpole 4.2 When flag AP is displayed ashore, "1 minute" is replaced with "not less than 60 minutes" in the race Signal AP. This change RRS Race Signals. 5. SCHEDULE OF RACES 5.1 Races are scheduled Sundays June 3rd, July 22nd, Aug. 19th, Aug. 26th, Sept. 9th, and Sept. 16th, The time of the first warning signal for Sundays will be at 10:25. Subsequent races may follow. No race shall start after 13: On June 3rd after racing, there will be a post-race party at Edgewater. Join us for refreshments and some camaraderie to celebrate the 2018 Gold Cup Series racing. Dockage will be available after the race at EYC for boats wishing to tie up and participate 6. CLASS FLAGS 6.1 Class Flags shall be Numeral Pennants as described in Display #2 7. RACING AREA 7.1 Racing will take place on the open waters of Lake Erie immediately North of Lakewood Park. THE COURSES 8.1 The course diagrams including the direction each mark will be rounded is described in Display # PHRF and T-Ten will sail Windward-Leeward course with fixed marks. 8.3 R Boats and JAM will sail triangle courses with fixed marks. 8.4 The June 3 rd random leg course will be announced in advance. 8.5 Additional courses may be added as new exhibits at a later date. 9. MARKS 9.1 The Start Mark shall be a red and white cylinder with a letter designation S. 9.2 Marks of the course shall be red and white cylinders, or white cylinders with orange stripes, as indicated on the Fixed Mark Course card, with a letter designation A through H. 9.3 All mark locations are approximate and subject to change without notice due to weather, equipment failure and outside interference. This changes RRS The finish mark shall be either a red and white cylinder, an orange and white cylinder, or an orange tetrahedron as defined in Sailing Instructions 14 ( The Finish ). All finish marks are to be left to port. 10. THE START 10.1 Races will be started by using RRS Prior to the Preparatory Signal, the Race Committee boat shall display the direction to the first mark after the start and the course number to be sailed. This changes RRS Courses may be changed for different fleets The starting line shall be between a staff displaying an orange flag on the Race Committee Signal boat at the starboard end and the course side of the port-end starting mark Boats whose warning Signal has not been made shall avoid the starting area during the starting sequence for other races A boat starting later than 4 minutes after her starting Signal shall be scored Did Not Start without a hearing. This changes rules A4 and A5 11. CHANGING THE NEXT LEG OF THE COURSE 11.1 If there is a change of course, it will be signaled by the Race Committee per RRS THE FINISH 12.1 The Finish Line will be between a staff displaying a Blue Flag on the Starboard side of the Race Committee Vessel and the course side of a nearby mark to port. 13. PENALTY SYSTEM 13.1 The first two sentences of RRS 44.1 are changed to: A boat may take a One-Turn Penalty when she may have broken a rule of Part 2 or Rule 31 while racing. However, when she may have broken a rule of Part 2 while in the zone around a mark other than a starting mark, her penalty shall be a Two-Turns Penalty. 14. TIME LIMITS 14.1 The time limit to the first mark of the course is thirty (45) minutes. If no boat in its class has rounded the mark by the time limit, the race shall be abandoned The time limit for all races is two (2) HOURS. This changes RRS 35 and Boats not finished within 30 minutes after the first boat of its class sails the course and finishes shall be scored TLE for Time Limit Expired. The score for TLE shall be the number of boats finishing the race, plus one (1). This changes RRS 35, 63.1, A4 and A GOLD COAST SERIES Rev 2 June 2, 2018,

3 15. PROTESTS AND REQUESTS FOR REDRESS 15.1 A boat intending to protest or request redress based on an incident in the racing area that she is involved in or sees shall, at the first reasonable opportunity after she finishes, inform the Race Committee boat at the finishing line of her intent to protest or request redress and, when applicable, the identity of the protested boat Protests and Requests for Redress shall be delivered to a Fleet Captain or PRO within the appropriate time limit. The recipient will note the date & time of receipt before forwarding on the Protest Committee Chairperson for scheduling a hearing For each class, the protest time limit is two (2) hours after the last finisher of her class Breaches of NOR 12 & 13 or SI 17 shall not be grounds for a protest by a competitor. This changes RRS 60.1(a). Penalties for these breaches may be less than disqualification if the Protest Committee so decides Protests shall be heard by the Protest Committee based upon the schedule established by the Protest Committee Chairperson at his/her sole discretion. Hearing schedules shall be posted on the Official Notice Board. 16. RADIO COMMUNICATIONS 16.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones All communications with the Fixed Mark Race Committee shall be on VHS channel The Race Committee may use VHF or Loud Hailer to communicate information including the location of the starting area, countdown to the start, OCS sail numbers, Individual or General Recalls and Postponements. Failure to make these broadcasts or failure to include a bow/sail number or failure to hear them shall not constitute grounds for granting redress. This changes RRS Communications between the Race Committee that may be overheard by a competitor shall not be grounds for redress. This changes RRS 62.1(a). 17. RADIO CHECK-OUT 17.1 A boat that retires from a race or leaves the race area between races shall notify the race committee by hail or VHF radio as soon as possible. A boat unable to notify the Race Committee shall inform the gas dock upon returning to shore.
