1 2017 JUNIOR LIPTON CHALLENGE July 21-23, 2017 Organizing Authority: Gulf Yachting Association Host Club: Pass Christian Yacht Club SAILING INSTRUCTIONS 1. Rules 1.1. The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) and the GYA Regulations for Sanctioned Events RRS 44.1 is changed per Appendix V Flying Scot Sailing Association Class Rule 7C is changed to allow the use of VHF radios to monitor the Race Committee (RC) on the same channel used by the RC and to receive notifications from the RC at any time during the race day Sailing Instruction (SI) 11.4 changes RRS 62.1(a), 29.1 and SI 15 changes RRS 35, A4 and A SI 17.1 and 17.3 change RRS A8 2. Notice to Competitors Notices to competitors will be posted on the official notice board located on the main floor (second floor) in the southwest corner of the Pass Christian Yacht Club (PCYC). 3. Changes to Sailing Instructions Any changes to the SI will be posted within thirty (30) minutes following the conclusion of the competitors meeting on Saturday and by 0830 on Sunday, except that any change to the schedule of races will be posted before 2000 on the day before it will take effect. 4. Signals Made Ashore 4.1. Signals made ashore will be displayed on the flagpole located on the front lawn of the PCYC When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in the race signal AP. 5. Schedule 5.1. Number of Races: Six (6) races are scheduled Friday, July 21 st Saturday, July 22 nd Registration / Check-In Registration / Check In 1500 Practice Races (optional) 0900 Breakfast available 1700 Debriefing 1100 Competitors Meeting 1730 Dinner available 1230 Warning Signal - First Race with additional races to follow 1800 Dinner

2 Sunday, July 23 rd 0800 Breakfast available 1000 Warning Signal for first race of the day with additional races to follow 1500 No warning signal after this time Trophy Presentation to follow as soon as possible Crew Changes: To comply with crew change requirements of the GYA Regulation 31.3 the RC asks that teams change crew on the water in the vicinity of the starting area. For teams without support boats, please notify the PRO during the Competitors Meeting so that arrangements may be made. The RC discourages crews from returning to the harbor to change crew. This request for on the water crew changes is an attempt to reduce the time between races Crew List: See GYA Regulation Team captains or their designee shall file Crew Lists each day before the end of protest time limit. The Crew List report shall be submitted to the Registration Desk. 6. Class Flag The GYA burgee shall be the class flag. 7. Racing Area The racing area will be in the northern Gulf of Mexico, just south of the PCYC. 8. Check In Prior to the warning signal for the first start of each day, each boat shall sail past the stern of the RC signal boat and hail her sail number until acknowledged by the RC. Penalty for not complying with this requirement may be a scoring penalty. 9. Courses 9.1. The diagrams in Attachment A show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left No later than the warning signal, the RC signal boat will display the course designation, number of laps, and approximate compass bearing of the first leg. 10. Marks Marks W and L will be orange tetrahedrons Offset mark O will be an orange sphere New marks as provided in SI 12 will be yellow tetrahedrons Starting and finishing marks will be orange tetrahedrons. 11. The Start Races will be started by using RRS The starting line will be a staff displaying an orange flag on the RC signal boat at the starboard end and the course side of the port-end starting mark A boat starting later than 5 minutes after her starting signal will be scored Did Not Start (DNS) without a hearing. This changes RRS A Individual Recall: The RC will attempt to hail each OCS boat. The failure of any boat to hear the hail, an untimely hail of OCS boats, failure to hail any boats, and the order of the boats in the hail shall not be grounds for a request for redress. This changes RRS 62.1(a). This alters RRS 29.1 and shall not constitute infringement of RRS 41.

3 12. Change of Course After the Start To change the next leg of the course, the RC will set a new mark (or move the finish line) and remove the original mark as soon as practical. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 13. The Finish The finish line will be between a staff displaying an orange flag on a RC boat and the nearby mark Flag A displayed, with no sound, by the RC signal boat while boats are finishing means No more racing today. 14. Penalty System US Sailing Prescription V1 applies. This changes RRS US Sailing Appendix T will apply. 15. Time Limits The time limit of the first boat to sail the course and finish will be 90 minutes Boats still racing and failing to finish within 30 minutes after the first boat in their class sails the course and finishes will be scored TLE (Time Limit Expired) and will be scored 2 more points than the last finisher in that race. This changes RRS 35, A4.2, A5 and A The RC reserves the right to award a finish position to a competitor that has not completed the course in order to expedite the completion of races. 16. Protests and Request for Redress A boat intending to file a protest shall, upon finishing, inform the RC finishing boat, or if unable to finish, at the first reasonable opportunity, report the sail number or otherwise identify the protested boat(s), and receive an acknowledgment from the RC. Failure to do so will make the protest invalid Protest and Requests for Redress shall be in writing. Forms are available at the Registration Desk Protests shall be delivered to the Registration Desk within one (1) hour after the docking time of the RC signal boat as posted in accordance with SI Notices will be posted on the Notice Board within 20 minutes of the protest time limit to inform competitors where and when there is a hearing in which they are parties or named as witnesses. Hearings will be held as soon as possible subject to the availability of the parties involved and the protest committee. Such posting shall constitute a notice of hearing as required by RRS Scoring The Low Point Scoring System of RRS A4 will apply, except that no race scores will be excluded. This changes RRS A One (1) race constitutes a series Series ties will be decided in accordance with GYA Regulation This changes RRS A Trophies Trophies will be awarded as specified in the GYA Regulation for Sanctioned Events 27.1 and Safety Regulations and Responsibility Each competitor is solely responsible for his and her personal safety. It shall be the sole responsibility of each boat to decide whether or not to start or to continue to race. A boat which retires from a race shall notify the RC before leaving the race area, or if that is not possible, at the first reasonable opportunity All skippers and crew members are required to wear non-inflatable U.S. Coast Guard approved Type I, II or III life jackets (PFDs) while on board a competing vessel that is away from the dock. This changes RRS 40.

4 19.3 Competitors participate in the regatta at their own risk. See RRS 4, Decision to Race. The organizing authority or host club will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after this regatta In the interest of safety or to avoid unreasonable delays, the RC, at its discretion and with concurrence of the Judges, may order a capsized boat rescued and scored Did Not Finish. 20.
