3 1 GENERAL 1.1 a) The Sun Fast 3200 is a performance boat designed by ANDRIEU YACHT DESIGN and production built by CHANTIERS JEANNEAU SA or under licence. It offers yachtsmen a complete navigation program: Class racing, handicap racing, match racing, short-handed sailing, coastal or offshore racing. b) The Sun Fast 3200 is an isotype (*) based on the IRC rule. (*) isotype (from the Greek, equal). This is a production boat where the small differences due to production variance are compensated (equalled out), outlined in the rules, by adjusting the sail area. 1.2 Objectives of the class rules These Class Rules have the following objectives: a) Reduce the costs and guarantee the existence of boats as similar as possible in all the characteristics affecting their performance. b) To allow racing in real time based on a TCC IRC. IRC is a rating system jointly administered by the UNCL ( and the RORC ( 1.3 Applicable rules In races in real time, as stated in the Class Rules (Rule 1.2), based on a TCC IRC it is the full text of both rules that must be followed. In case of dispute, the Class Rules have the priority 1.4 Fundamental rule In order to remain consistent with the objectives defined (Rule 1.2), without unduly burdening the class rules, the CLASS SUN FAST 3200 reserves the right to modify the class rules herein at any moment with immediate effect, in order to discourage any fraudulent or malicious application. 1.5 The Rules stated herein are complete included drawings and appendices. 1.6 IRC certificate a) Sun Fast 3200 wanting to compete with other boats in the class must have a current IRC certificate. b) Obtaining a IRC certificate The Owner must be a member of the CSF3200 and send to the secretary of the CSF3200 the signed and documented copy of the certificate of conformity. The CSF3200, after verifying the information, will send the request on to the IRC Rating Centre. 1.7 Racing under a Fixed Rating a) Races using a Fixed Rating (or Level Rating ) are factored in real time based on a maximum TCC IRC. b) All Sun Fast 3200s that conform to the Class Rules and that have a TCC IRC equal or less than the annually established will race in real time with other boats in the CLASS SUN FAST c) For 2008 the TCC is fixed at The CLASS SUN FAST 3200 declines all legal responsibility in case of any incident subject to the application of these Rules, or any complaint due to the Rules. 2 ADMINISTRATION 2.1 Authority a) The CLASS SUN FAST 3200 (CSF3200) administers the Class: BP 529, LES HERBIERS CEDEX, FRANCE b) In each country the authority is the National Authority (N.A..). 4 c) For any situation beyond the competence of the Protest committee or Jury for an event, the interpretations of these Rules shall be carried our by the CSF3200. d) No alteration or modification of the Class Rules shall be authorised without the joint agreement of the CSF3200, CHANTIER JEANNEAU SA and ANDRIEU YACHT DESIGN. e) The current Class Rules edition is applicable starting from January 1st, Language a) The official language of the Class is French; in the event of a dispute, the French text shall prevail over all translations b) In translating and interpreting these Rules, the word shall is mandatory, and the words can or may are permissive. 2.3 Builder a) The Sun Fast 3200s are built exclusively by licensed builders. b) The copyrights are held by: CHANTIERS JEANNEAU SA, Route de La Roche-sur-Yon, LES HERBIERS 85500, FRANCE Building license a) Applications for a building license shall be addressed to the copyright holder. b) The copyright holder will inform the CSF3200 of these applications and shall, conjointly with the CSF3200 ensure that the Builders concerned can guarantee the production of sailing yachts according to these Class Rules. c) The copyright holder shall issue the licenses and inform the CSF Registration and Measurement certificate A hull number shall be assigned by the copyright holder A sail number shall be assigned by the N.A.. If the N.A. is not the Class administrator, the National Class Association (N.C.A.) or the CSF3200 shall assign the sail number Upon delivery of the boat, the licensed Builder shall fill out and sign a certificate of conformity; this document is also signed by the boat owner Changing ownership of the boat renders the document null and void and requires a reinstatement of a new document a) Any alteration of the hull, deck, interior mouldings, structure, interior fittings, motor, keel, rudders or spars renders the certificate of conformity, as well as the IRC rating certificate invalid until re-measurement. b) A major repair to any part specified in part a) or its replacement may also invalidate the certificate of conformity, as well as the IRC rating certificate. c) During events not relating to the Class Rules, the use of items non conform, added to, or replacing others, does not render the certificate of conformity invalid providing that these items are removed prior to Class racing. During events using IRC and not relating to the class rules, the use of items non conform, added to, or replacing others, must be declared to the IRC Rating Centre and can result in the modification of the IRC certificate for the boat. 5 2.4.6 A copy of the certificate of conformity shall be kept onboard the yacht No yacht shall race unless the owner or the helmsman are members of the CSF3200 or the N.C.A.. The Owner or the helmsman member will receive a Class sticker. 2.5 Measurements a) Yachts shall only be measured by Measurers approved by the N.A., N.C.A., CSF3200, and IRC. b) The Race Committee may appoint a Measurer on condition that he is approved by the N.A., N.C.A, CSF3200, or IRC. c) Le Measurer shall note down anything considered to be a deviation from the nature and design of the yacht or which goes against the general interests of the Class. d) The Measurer shall not measure the yacht, spars, sails or equipment of which he is the Owner, the Builder, or in which he is an interested party, or has financial concerns. e) Measurement tolerances, in the Rules and the drawings, are to provide for minor building variations and the distortion due to ageing. f) A certificate may be refused even if the specific requirements of the Rules have been satisfied Weight a) For each boat, the Builder will separately weigh the boat and its keel as defined in article and article b) Generic weights, based on weighing the first examples, are assigned to items comprising the standard inventory including; spars, standing and running rigging and steering system. c) Added these weights together will be the build weight. This weight will be between 3420 Kg, and 3500 kg d) The Builder will add weight (ballast) to boats with a build weight inferior to 3420 kg using weights equally distributed fore and aft in the structure of the boat. These weights can not be removed. Their weight is listed on the Certificate of Conformity. e) The Builder will provide a certificate of conformity that lists the build weight of the boat, standard inventory and options. f) The weighing protocol to determine the build weight is certified by the IRC authorities. The weight can not be questioned or challenged by the IRC authorities. Because of this all modifications of elements that make up the build weight are prohibited Displacement IRC a) The empty weight (IRC Rule 22.0) to declare to IRC authority IRC is the build weight noted on the certificate of conformity that is provided with each boat (Rule c), added to this is 90 kg of obligatory equipment (Rule 2.5.3) and personalised equipment not to exceed 40 kg (Rules d & e) b) In accordance with the IRC rule , the following list of equipment, not included in the standard inventory provided by the Builder, is part of the obligatory equipment: Pack Energy Jeanneau (or similar designation), consists of 2 additional 50A service batteries, a battery charger and a shorepower connection, all of this equipment must be connected and in working order; or equivalent equipment. These batteries make up one third of the weight of the obligatory equipment; hence particular attention will be paid to their weight as described in the certificate of conformity. Pack Electronic Jeanneau (or similar designation), consists of a speed transducer and display, a depth transducer and display, wind anemometer and display, onboard calculator, repeaters at the mast base, all of this equipment must be connected and in working order; or equivalent equipment. An autopilot with its onboard calculator, in working order. A fixed VHF with speaker in the cockpit and an antenna at the masthead, all of this equipment must be connected and in working order; or equivalent equipment. A spinnaker pole and its rigging (Rule 3.6.5) The weight of the hull preparation and that of the appendences is included in the 90 kg Class Rules page 4 Version 1.3 _ 28/2/2007
6 c) The sum of the obligatory equipment is counted as 90 kg for all the boats and must be added to the build weight in the declaration of empty weight for the IRC. This equipment is listed on the certificate of conformity and is part of a declaration procedure and verification. d) With a limit of 40 kg, personalised additional equipment, that does not replace equipment listed in the obligatory equipment list (Rule b) can be installed and taken into account in the empty weight for the IRC. e) The list and the weight of each item of additional equipment is to be declared by the owner (see certificate of conformity) and noted for the IRC certificate by an authority of the rule, the weight of this equipment can be verified by the CSF3200 and/or the IRC and they can chose to substitute an appropriate generic weight. f) Hence, the lightest Sun Fast will have an IRC displacement of 3420 kg + 90 kg; or 3510 kg and the heaviest will have a displacement of 3500 kg + 90 kg + 40 kg; or 3630 kg. This means that a difference of 120 kg will separate the lightest and heaviest boats in terms of IRC displacement. g) In order to achieve and iso-rating to ensure racing in IRC in real-time, this maximum difference of 120 kg will be compensated by a variation of the mainsail roach (Rule 3.7.4) 2.6 Identification marks a) The hull shall carry: -the hull number engraved on starboard in the angle between the sheer and the transom -a Builders plate installed in the rear of the cockpit -the CSF3200 membership sticker clearly displayed on the starboard side of the transom b) The mainsail shall carry the emblem of the Class, the sail numbers, and the national letters. c) The spinnakers shall carry the sail numbers and the national letters. 3 BUILDING AND MEASUREMENTS 3.1 General The hull, deck, interior mouldings, structure, interior accommodation, engine system, fittings, keel, rudder, spars, and sails, shall conform to the building specifications, the official drawings and the Class Rules. 3.2 Hull, deck and interior mouldings Materials a) The hull and the deck are infusion-moulded and are a sandwich of glass fibre, resin and balsa or PVC. b) The interior mouldings and other fibreglass parts are contact moulded in solid glass fibre/resin or a sandwich of glass fibre/resin and balsa or PVC. c) The moulds are supplied by CHANTIERS JEANNEAU S.A Modifications a) All modifications are prohibited except those listed in 3.2.2b, c, d b) It is permitted to add through hull fittings for added equipment (depth-sounder and/or speedo) c) It is permitted to drill holes in the deck to pass electric cables and install equipment, as long as the watertightness is maintained. d) It is permitted to fair with filler the area immediately surrounding all seacocks Surface All painting of the topsides is permitted, in accordance with ISAF RRS Weight For the weighing (Rule 2.5.2a), the boat consists of a hull, deck, inner mouldings, structure, engine, equipment and interior fittings, deck hardware and equipment, according to the standard inventory. 7 3.3 Interior fittings, equipment and hardware Interior fittings It is prohibited to remove, modify or move any of the interior fittings that make up the standard inventory, except in order to carry out repairs or replace with identical equipment Equipment It is prohibited to remove or move any of the equipment that makes up the standard inventory. They can, however, be replaced with equipment that does not change the nature, location or weight of the original equipment Hardware It is prohibited to remove or move any of the fixed elements of the deck hardware that make up the standard inventory. They can, however, be replaced with equipment that does not change the nature, location or weight of the original equipment. 3.4 Keel Material a) The keel is in two parts, the upper part the keel fin is in iron. The lower part the blub is in lead. b) The keel must be provided by the licensed Builder Boundaries a) The distance from the junction of the hull and transom at the centreline to the trailing edge of the keel located 500mm from the hull, must be 4929mm ± 20 mm. b) The keel can only be retouched in order to improve the profile, leading edge or trailing edge by using the drawings of the appendices and within the boundaries stated in rule a) Surface a) The keel can be faired with any liquid or compound in order to protect and improve the surface finish in accordance with ISAF RRS 53. b) Profiling the surface of the keel of the within the area outlined in the Class Rules is permitted. c) All profiling with the aide of computer-aided routers is prohibited 3.5 Rudders and tillers Materials a) The rudder is moulded fibreglass using polyester or vinylester resin and reinforced with fibres in the moulds provided by CHANTIERS JEANNEAU S.A. b) The rudder and rudder stock shall only be supplied by the licensed Builder. c) The rudder stock is made of steel F16PH or equivalent Boundaries a) The rudder can only be retouched in order to improve the profile, leading edge or trailing edge by using the drawings of the appendices. b) The rudder stock can t be modified a) Tillers are made of wood b) Tiller extensions can be made to any dimension and of any material A deflector for seaweed in front of each rudder is permitted Surface a) The rudder can be faired with any liquid or compound in order to protect and improve the surface finish in accordance with ISAF RRS 53. b) Profiling the surface of the rudder of the within the area outlined in the Class Rules is permitted. 8 3.6 Spars a) The licensed Builder, or an approved supplier, is exclusively responsible for the supply and replacements of the mast, boom, spinnaker pole or bowsprit. b) The mast foot is fixed on its step and the mast chocked at deck level; these positions are not to be altered whilst racing Materials a) The spars (mat and boom) shall be made of extruded aluminium alloy. The mast profile supplied by the builder is a single length. b) With the exception of the backstay the shrouds are made of Dyform or equivalent. c) Rigging turnbuckles are to be of stainless steel Mast a) The profile must of the consistent exterior dimensions along its entire length. b) Specifications of the profile (provided by suppler): -exterior dimensions: 115x170 mm -transversal inertia: 240 cm4 -longitudinal inertia: 560 cm4 -weight per meter: 4.27 kg c) length of the mast tube: mm maximum. d) In the case of repairs the fitting of a junction sleeve is permitted. e) Equipment and rigging. The mast must have, at least, the following inventory: -a tri-colour mast head light -a steaming light on the forward face of the mast -two sets of aluminium spreaders -a fixed forestay Ø 7mm -two lower shrouds (V1) of Ø 7 mm -two middle and upper shrouds (V2/D3) of Ø 6 mm -two lower shrouds (D1) of Ø 6 mm -two diagonals (D2) of Ø 5 mm -a textile backstay of Ø 8 mm, and the strength equivalent to a steel wire cable of Ø 5 mm -a restricting backstay adjusting bridle of textile of Ø 8 mm Boom a) The profile shall be constant b) Specifications of the profile (provided by suppler): - exterior dimensions: 98x130 mm -transversal inertia: 143 cm4 -longitudinal inertia: 340 cm4 -weight per meter: 3.72 kg c) the boom on centreline and perpendicular to the mast: -distance of the measurement band to the aft face of the mast (measurement band): 4.65m minimum Fore triangle a) The calculated height for heavy weather sails (ORS & ERS) I: 12.50m b) Basis for IRC certificate J: 3.85m Spinnaker pole The spinnaker pole shall be made of carbon fibre and of a constant circular section of Ø 75 mm IRC length of spinnaker pole: 4.15m maximum Class Rules page 7 Version 1.3 _ 28/2/2007
9 3.6.7 Bow Sprit The bowsprit is made of stainless steel tubing with a constant diameter of Ø 38 mm. The distance from the front of the mast to the physical extremity of the bowsprit: 4.15m maximum The bobstay is made of stainless steel of Ø 8 mm 3.7 Sails The approved racing sails are of the number, size and materials specified by the IRC Instructions to follow in the fabrication and measurements of the sails: ISAF and IRC rules. Please note that the ISAF rules include the RSO rules Numbers a) The sail numbers, national letters and Class emblem, unless otherwise indicated in these Rules shall conform to ISAF rules Appendix G1. b) National letters on the mainsail are compulsory. c) The Class emblem on the mainsail is compulsory (see appendix for dimensions and location). d) On the spinnakers the national letters and the sail numbers are situated in accordance with ISAF rules Appendix G Mainsail The weight differences linked to fabrication and the equipment of each boat (Rule 2.5.3) are compensated by an adjustment of the surface area of the mainsail roach. The maximum dimensions of the mainsail roach correspond to the boat with the heaviest IRC empty weight (3630kg), the minimum dimensions of the mainsail roach correspond to the boat with the lightest IRC empty weight (3510kg) The dimensions MUW, MTW, MHW are adjustable variables for the level rating. The manufacturer of the mainsail is to confirm the dimensions of MUW, MTW, MHW via a provisional calculation done by the UNCL/RORC in order to obtain the defined TCC (Rule 1.7 d) For the equivalences, at a constant TCC, between the variations in the weight and the variation on the roach are detailed in the following table of reference. Application of the Race Instructions (RI) and the IRC rules b) Classification ISAF At the most, one crewmember in group 3 of the ISAF code of classification will be allowed. For races that are not either single- or double-handed, this crewmember cannot steer the boat at the start, at the first rounding mark, the last leg before the finish or at the line crossing, unless he is the owner of the boat (or the syndicate head or president of owners association) Prohibitions It is prohibited to: a) Use hydraulic equipment, except for the autopilot b) Use strain indicators (tension meter). c) Use materials containing titanium. d) Use sail battens containing carbon.
