8 Logistics and emergency response main findings Remoteness a key challenge for ensuring a robust level of emergency response Helicopter operations (transport and SAR) within 300 nm is feasible with existing helicopter technology The field resources (especially SBV) to be given an extensive role during operations and serving as an integral part of the emergency preparedness Winter operations acceptable, will require adequate winterization of equipment and focus on operational procedures A system for sea ice management and surveillance is needed in the most remote areas

9 Overall recommendations Proposed new DSHA s Helicopter accident into the sea en route Sea ice or ice berg on collision course with rig New performance recommendation Target should be to rescue personnel from lifeboats within 24 hours after lifeboats have been launched There shall be capacity to rescue personnel from sea within 8 minutes for man over board, after accident is detected Persons in the sea following helicopter ditch outside the safety zone. The helicopter passengers and crew shall be picked up from sea as soon as possible but within 4hrs.

11 EER operation evaluated Medical evacuation via SBV (hoist stretcher from rig to SBV) Rig Consider two medics on the rig, in order to ensure that one of them can stay with patient onboard SBV Evaluate to include crane inspections as a part of the winterization manual. Ensure crane(s) is (are) operational in low temperature and icing conditions Competence/training Evaluate additional requirements to training for crane operators working in the Barents Sea, to reflect the extended use of personnel baskets in EER operations

Seconds will further improve the ability to locate the accident site AIS transmitter on helicopters The operator together with SAR crew must develop a plan for how they should respond and plan a rescue operation for different helicopter crash scenarios (with respect to distance from shore)
