1 METHOD OF ETRY EQUIPMET TRAIIG RIG Introduction Purpose The MOE Training Rig is a tool used by trained instructors to demonstrate and assist crews in carrying out a rapid entry via locked doors. The training rig is made up of 2 inward opening and 2 outward opening doors. It also consists of 1 PVC and 1 Euro locked door. The Rig is used to demonstrate gaining access to locked premises and is used in conjunction with the sledge hammers or hooligan tools and the Webber Hydraulic equipment carried on appliances across the brigade, the Training Rig is specifically used to aid in training in different methods of entry. To allow the practice of forcible entry techniques using Hooligan Tool and Sledgehammer and two person kicking technique. General Description The overall dimensions (not including wheels and adjusting rods on UPVC door section) are 3m long x 1.5m wide x 2.565m high. The main frame is constructed of mild steel channel sections 127mm x 73mm, the floor is raised 150mm and has lifting points on one side. The floor itself is 3mm chequer plate. 2 At 5 positions around the unit are steel sub frames, these frames are interchangeable and are secured to main frame with 4no M12 bolts and nuts. All/any of these frames can be 'lifted' should (purpose made) steps be added in time. 2 of these sub frames have 2 braces each. These braces are to provide rigidity for the inward opening doors and transfer energy to the floor. If required, the braces positioned on the 'hinge' side of each door can be removed with no discernible effect on the doors performance. If the braces on the 'lock' side are removed for any reason (exercises where the inside of the rig is entered) then the quantity of pegs should be reduced accordingly. The braces can only be used on the existing sub frame positions. Page 2 of 9 Printed: 04/09/2014
3 Each sub frame is unique for its door, the frames are constructed of 100mm x 50mm mild steel channel and are lined each side with 100 x 75 PAR softwood, any further timber/fittings etc are designed to determine the action of the door. One of the 'inward' opening doors has a purpose made steel frame shroud fitted, this shroud allows use of hydraulic spreaders. The other frame has a 50 x 25 PAR s/w door stop which can be considered 'sacrificial' and easily replaced. The shrouded frame will experience inaccurate strikes and become damaged in time, aesthetics apart this shroud rarely becomes so damaged to render it un-useable. Page 3 of 9 Printed: 04/09/2014
4 If any of the sub frames require repair and/or maintenance then a minimum of 3 staff should be used to remove door plus sub frame away from main rig. (a) Unscrew any top hinge cups (b) Lift door from bottom cups, a lever is sometimes required under door to assist. (c) Undo 4 M12 nuts/bolts holding sub frame and remove from rig. The (timber) frames are secured to the sub frames with a combination of purpose made studs and coach bolts these are anchored with M12 nuts plus nylock additions. If the nylocks are removed then they should be replaced with new ones when possible. Equipment Location and Allocation This is provided for Method of Entry instructors to deliver training to all operational personnel. Method of Use Refer to risk assessment before use. Each door in the unit will offer a variety of locking options. Decide on how to secure door. Use only 150mm lengths of ex 25 x 25 as supplied with the unit. Ensure securing clamps are done up hand tight. Person securing the door must indicate the area behind the door is clear of personnel to tool operator. 5 The Provision and Use of Work Equipment Regulations 1998 (PUWER) Training Required The Training Rig will currently only be used during the delivery of Method of Entry training and must not be used without the direct supervision of an MOE Instructor. Full instruction will be given by the instructor prior to the use of the Rig and all associated equipment. As the tools weigh 14 or 16kg, all personnel should be familiar with manual handling techniques. Personnel will be given the opportunity to practice the techniques prior to carrying out the practical elements of the training. PPE Requirements Standard fire kit, helmets and structural gloves must be worn at all times. Ear plugs / ear defenders will be provided by instructors during the training. Goggles/glasses/visors advised. Hazards of Use The following precautions must be taken when using this equipment: The Rig should only be used when supervised by a MOE Instructor Full fire kit, helmets and hearing protection should be worn at all times when using the Rig and all associated equipment The operator should ensure the area is clear of all personnel as swinging of the Sledge Hammer/Hooligan Tool may strike and seriously injure other personnel. Care and Maintenance The Method of Entry Rig will be checked prior to use and after a training event by an MOE instructor. All maintenance and cleaning will be carried out by MOE instructors in conjunction with Sigma Security Devices Ltd. Damage and Repair Any damage during training must be reported immediately to the instructor, who will make a decision on whether to carry on using. As this item is currently still relatively new to the brigade, MOE instructors will liaise with Sigma Security Devices Ltd to deal with defects and repair. Health & Safety Risk Assessment The Risk Assessment for the Method Of Entry Rig is included in the overall Risk Assessment for the Method Of Entry Training Course (Trng.13.03). 6 Limitations of Use Refer to risk assessment before use. Doors to secured using only wooden blocks supplied. 2 or more wooden blocks to be used to secure any door shut. Combined drills using BA chamber and Forcible entry unit (where adjoined) can be carried out after a full safety brief.
