1 Procedural Review Voting Sheet 2012 Cycle 1 REGION: Japan COMMITTEE: Gases and Facilities EVENT: Japan Spring Meetings 2012 DATE OF MEETING: 2012/03/23 PLACE OF MEETING: SEMI Japan, Tokyo, Japan COMMITTEE CO-CHAIRS: Hiromichi Enami/Hitachi High Technologies, Isao Suzuki/MKS Japan SEMI STAFF: Akiko Yamamoto Voter: Name/Company Date: 200/MM/DD I. Document Number & Title Document Revision to SEMI F1-96, Specification for Leak 5026C Integrity of High-Purity Gas Piping Systems and Components II. Tally (Staff to fill in) Voting Tally: As-cast tally after close of voting period A minimum of 60% of the voting interests that have voting members within the technical committee must return votes. 2 III. Rejects Reject 1 (Mark Crockett/ Applied Materials) Negative 1 of Reject 1 Negative Referenced Section Related Information 1 RELATED INFORMATION 1 The diffusion effect may occur at all leak rates and its effect is inversely related to the isolation of helium provided by the pump and directly related to partial pressure of helium in the room. This effect is applicable to all ranges of helium leak testing and not isolated to the range cited ( level of Pa m3/s ). Therefore the wording of this "Related Information" should not isolate the applicability of this effect to a "measurement required higher sensitivity than the sensitivity described in SEMI F1" Related Withdrawal Motion and Motion by/2nd by Discussion Result of Vote (check ONE) No withdrawal made Withdrawal document received by staff on Related is mutually agreed upon. GO TO Related section GO TO Final (A) *This motion can be appended to the motion for Persuasive (See Persuasive Section) Negative is related (needs over 1/3 votes to pass) Negative is not related (needs 2/3 or more votes to pass) Name (Company)/Name (Company) - [Negative is related] > 1/3 [Negative is not related] < 2/3 GO TO Persuasive 2/3=< [Negative is not related] GO TO Final (B) sua siv Motion and Negative is related and persuasive (needs over 1/3 votes to pass) Negative is related and not persuasive (needs 2/3 or more votes to pass) Ballot Report Template Revision 7.7
3 It seems to us that the negative voter might not note what we explained in the last 2 sentences. We mentioned about the diffusion effect first, then explained and gave special caution regarding the effect of diffusion effect over the higher sensitivity leak test (such as under Pa/m3/s leak rate). For more clarification, we will modify the last sentence by editorial changes in order to drive readers to understand the importance of consideration of the diffusion effect when they are going to perform the higher sensitivity leak test than the SEMI F1. Motion by/2nd by Discussion Result of Vote (check ONE) Yoshifumi Machii (Fujikin)/ Noritsugu Ishida (Swagelok) None. 4-0 [Negative is related and persuasive] > 1/3 [Negative is related and not persuasive] < 2/3 2/3=<[Negative is related and not persuasive] <90% 90% =< [Negative is related and not persuasive] GO TO Final (E) GO TO Final (C) GO TO Not Significant Finding Option Not Significant Finding Option This option can only be used if the committee finds a negative not persuasive by a vote equal to or greater than 90% of the persons voting on the action. 5 V. Summary of Editorial Changes Note: Original section number and at least one full sentence are required in FROM and TO fields. 1 FROM: Section R1-1.1 R1-1.1 Tracer gas (helium in this case) that is released to ambient during routine leak testing naturally diffuses throughout the room where testing is performed. This increases the local concentration of background tracer gas in the room. Therefore, it is not uncommon to find this tracer gas traversing a reverse-diffusion path from the exhaust port of the roughing pump to the leak detector spectrometer. An increase in the tracer gas background signal of the leak detector is representative of this effect. In a measurement required higher sensitivity than the sensitivity described in SEMI F1, an accurate leak rate cannot be measured when the background value approaches the measurement region. Pay close attention to the rise of the background value of the tracer gas during the test period in a high sensitivity (level of Pa m3/s) leak tests. TO: Section R1-1.1 R1-1.1 Tracer gas (helium in this case) that is released to ambient during routine leak testing naturally diffuses throughout the room where testing is performed. Therefore, pay close attention to the rise of the background value of the tracer gas during the test period in the higher sensitivity of SEMI F1 (such as level of Pa m 3 /s) leak tests.
