2 INTRODUCTION This Gas Retailer Handbook ( Handbook ) is prepared by Keppel Gas Pte. Ltd. to serve as a guide to eligible Natural Gas ( Gas ) customers who are current or future offtakers of Gas from the Distribution Networks (as defined in the Singapore Gas Network Code) in Singapore for the application for supply, connection, turn-on and turn off of Gas. This Handbook will cover the procedures, requirements and relevant forms for existing and new gas customers looking at gas connection and supply, switching of Gas Retailer, or addition, or cessation, and alteration works for expansion projects. In addition, Developers, Consultants, Professional Engineers, Licensed Gas Service Workers, contractors, and all other relevant persons involved in the connection for natural gas lines may also obtain key information and forms from this Handbook. 4 A DEFINITIONS Check Meter shall mean any subsidiary device used to verify the readings taken by a Meter; Designated Representative shall mean a Professional Engineer or a Licensed Gas Service Worker appointed by the developer or a person responsible for the premises; EMA shall mean Energy Market Authority; Gas Appliance shall mean any appliance in which gas is consumed, either for domestic requirements (including for cooking, heating or cooling purposes) or for industrial or commercial requirements (including for powering a gas engine or as feedstock in a chemical process); Gas Distribution Network shall mean those part of the transportation system (owned and operated by the Gas Transporter) which do not comprise the Gas Transmission Network; Gas Fitting shall mean any pipe, valve, Meter, regulator or other device for the control, measurement and use of gas; Gas Installation shall mean a discrete grouping of Gas Fittings linking a Gas Service Pipe to a Gas Appliance; Gas Main shall mean any gas pipe used for the distribution of gas from a Gas Transmission Pipeline to a consumer but does not include a Gas Service Pipe or an Internal Pipe; Gas Retailer shall mean any person who is issued a gas retailer license by EMA Gas Service Isolation Valve or GSIV shall mean a valve, located at or near the boundary line of any property or the apron of any building, used by a Gas Transporter to isolate the supply of gas to that property or building; Gas Service Pipe shall mean means a pipe or any part thereof, other than a Gas Main, used for the purpose of conveying gas from a Gas Main to a Gas Service Isolation Valve, and includes any pipe owned by, or under the management or control of, a Gas Transporter which is used for the purpose of conveying gas from the Gas Service Isolation Valve to the Meter at a gas customer s premises; Gas Service Work shall mean any work carried out on any Gas Installation or Gas Appliance, in whole or in part, including any design, construction, installation, commissioning, erection, testing, repair, addition, alteration or maintenance work; Gas Transmission Pipeline shall mean a bulk transmission pipeline or interconnected transmission pipeline, together with equipment (including pressure regulating and control valves) used for the conveyance of gas to a direct access customer or a Gas Mains network, and "Gas Transmission Network" shall be construed accordingly; Gas Transporter shall mean PowerGas Ltd; Page 3

5 GDP shall mean Gas Distribution Project; Internal Pipe shall mean any pipe, not being a gas pipeline, used for the purpose of conveying gas from a Gas Service Pipe to a Gas Appliance, including a Gas Fitting inserted therein but excluding a Meter; Keppel Gas shall mean Keppel Gas Pte. Ltd.; Licensed Gas Service Workers shall mean a person who is licensed under section 12 (3) of the Gas Act; Meter shall mean any device for computing the volume of gas supplied or amount of energy supplied, for charging purposes, but does not include a Check Meter; Meter Installation shall mean any meter and its associated equipment and installation, including any associated pipework, filter, valve, pressure regulating equipment, seal, housing, mounting, telemetry equipment and gas chromatograph; Metering and Pressure Regulating Skid shall mean the equipment housing the meter located at the customer s premises to meter and regulate the delivery gas pressure according to the customer s Gas supply requirement. MOM shall mean Ministry of Manpower; Professional Engineer or PE shall mean a person who is registered as a professional engineer in the mechanical engineering discipline under the Professional Engineers Act (Cap. 253); Page 4

6 B GENERAL INFORMATION 1 Background Keppel Gas establishes its presence and delivers value to the Singapore gas market by covering the entire gas supply value chain as an importer, shipper and retailer. Keppel Gas is a fully-owned subsidiary of Keppel Infrastructure Holdings Pte Ltd ( KI ). Keppel Gas is the first importer of piped natural gas from Malaysia, bringing in competitive molecules to the Singapore shores from national oil and gas company, Petronas Nasional Berhad. In May 2013, Keppel Energy and Keppel Integrated Engineering were re-organised under a single entity, Keppel Infrastructure Holdings Pte. Ltd. KI drives the Keppel Group's strategy to invest in, own and operate competitive energy and infrastructure solutions and services by tapping the expertise of its environmental engineering and technology. Keppel Gas operates under the newly organized entity Gas-to-Power division comprising of other business units, namely; generation company, Keppel Merlimau Cogen; electricity retailer, Keppel Electric; utilities and service corridor provider in Jurong Island, Pipenet. The business division, Gas-to-Power, provides synergistic services across the entire utilities value chain. KI is a brand of choice offering one-stop solution to businesses seeking to manage its supply of electricity, gas and district cooling services by delivering significant cost savings. 2 Gas Supply System Keppel Gas manages a supply portfolio comprising of piped natural gas from Malaysia and Indonesia, and liquefied natural gas from British Gas Singapore Gas Marketing. With a portfolio of gas supply, Keppel Gas can deliver Gas to its customers with great security and flexibility. Keppel Gas delivers molecules to the customers premises by flowing natural gas through Transmission Network 2 as defined in Annexure 12 of the Singapore Gas Network Code which are onshore regulated assets owned, operated and maintained by the Gas Transporter. Natural Gas can be supplied through the 28 barg or 40 barg Gas Transmission Network to transmission level customers. In contrast, supply pressure for Distribution Networks is about 2 barg. Depending on the customer s requirement, the delivery pressure to the customer s premises can be up to 2 barg. Page 5

7 For customers requiring pressure higher than 2.0 barg, costs associated with the installation of necessary equipment to achieve the required pressure shall be borne by the customers. Customer can refer to the specification found on EMA s website at to find out the characteristics to natural gas supplied in Singapore. 3 Professional Engineer and Licensed Gas Service Worker All Gas Service Work shall only be carried out by a Professional Engineer with a valid practicing certificate in the mechanical engineering discipline. In particular, all gas boilers must be certified by a Professional Engineer with specialization in boiler equipment in accordance with MOM requirements. The Professional Engineer shall be responsible for a. Designing and construction of the pipeline section from the Gas Service Isolation valve to the Inlet Service Valve of the Metering and Pressure Regulating Skid. b. Designing and construction of the pipeline section from the Outlet Service Valve of the Metering and Pressure Regulating Skid up to and including the Gas Installation. The scope of work in (a) can be undertaken by the Gas Transporter for an agreed fee. The Professional Engineer shall ensure all works must be carried out in full compliance with the Gas Act, and all relevant regulations, codes and standards. All works performed by or conducted by a Licensed Gas Service Worker must be carried out under the supervision of the Professional Engineer. Submission of plans for Gas Installation pipework and addition and alteration work shall be carried out by a Professional Engineer. The Professional Engineer must endorse his plans to confirm / certify that the submission complies with the Gas Act, and all relevant regulations, codes and standards. These plans will then be used for application for gas admittance and gas turn-on. A list of registered Licensed Gas Service Workers can be obtained from EMA s website at Page 6

8 4 Tariffs The Gas Transporter will levy a transportation tariff for the transportation of Gas to the customer s premises. The transportation tariff comprises of the following three components: a. transmission capacity charges; b. transmission usage charges; and c. distribution charge component. These charges are subject to review by the Gas Transporter and approved by EMA. Please note that Keppel Gas will levy a transportation charge on its customers. Further details on the transportation charges may be obtained from Keppel Gas via at gas.commercial@kepinfra.com. C PROCEDURES FOR GAS SUPPLY AND CONNECTION (NEW CUSTOMER) The flowchart on the application procedures and the relevant forms can be found in Appendix A and Appendix B. 1 Preliminary Assessment 1.1 Customer Service / Pre-submission Consultation All enquires for gas supply (and/or electricity) can be made to Keppel Gas customer service at telephone number , during office hours from 9.00am, to 6.00pm, from Monday to Friday (excluding public holidays), or to gas.commercial@kepinfra.com. Keppel Gas will follow up with the customer to understand the customer's requirements. Customers are required to appoint a Designated Representative who will liaise directly with Keppel Gas on all matters relating to Gas Installation. The Designated Representative shall ensure that the Gas Installation is designed, constructed, tested and commissioned in accordance to the requirements of the Gas Act, and all relevant regulations, codes and standards. The Designated Representative shall also endorse all drawings, documents, applications and submissions in relation to the Gas Installations. Page 7

9 2 Site Survey The customer must first submit Form GDP102 to Keppel Gas. A feasibility study and site survey will be conducted together with the Designated Representative, and Gas Transporter's representative to discuss the entry point at the customer's premises, location of Metering and Pressure Regulating Skid, the distance of connection pipelines and the project evaluation. 3 Application for Gas Supply and Connection 3.1 Gas Supply The customer is required to submit Form KGAS01 with the relevant documents as mentioned in Section 3.3 below to Keppel Gas. After the submission is processed, the applicant will be informed of the outcome via Form KGAS Gas Connection Concurrently, the customer is also required to submit Form GDP101 with the relevant documents as mentioned in Section 3.3 to Keppel Gas. Keppel Gas will submit the completed forms, on behalf of the customer to the Gas Transporter. Gas Transporter is expected to reply within 14 days upon receipt of such request from Keppel Gas. 3.3 Other Relevant Documents for Gas Supply and Connection Application a. Location / site plans showing the proposed site and connection point; b. Pipe route from property boundary to Metering and Pressure Regulating Skid; c. Location of Metering and Pressure Regulating Skid d. Form GDP101 & GDP102; e. Written consent of the owner of Gas Installation (if applicant is not the owner); All proposed Gas Installation drawings / plans which are submitted together with the forms mentioned in Sections 3.1 and 3.2 must be duly endorsed by the Professional Engineer and submitted to Keppel Gas for preliminary approval. This approval does not cover the checking on the compliances and engineering design. The Designated Representative shall work closely with the Professional Engineer to ensure and confirm/certify that the submission and all gas service work are in compliance with the Code of Practice and Regulatory Requirements. 10 4 Notification to Customers on the Project Cost Upon evaluation for the Gas Connection by the Gas Transporter, Keppel Gas will provide a quotation for the extension and connection of gas main/service to the customer s premises Concurrently, Keppel Gas will continue to work with the customer for the execution of an agreement (the Agreement ). 5 Gas Transporter to Proceed for Gas Connection and Admittance Upon execution of the Agreement between Keppel Gas and the customer, and upon receipt of payment of a connection cost from the customer, Keppel Gas will confirm the gas connection project with the Gas Transporter who will then commence construction of the pipeline from the gas mains to the customer s premises. When the customer s premises is ready to receive gas, the Designated Representative is required to write in to Keppel Gas to request for gas admittance. The Designated Representative is required to submit two (2) copies of the following documents at least seven (7) days in advance of the gas admittance date. a. As-built drawings including pipe layout, single line diagram; b. Statement of welding procedure adopted in the construction; c. Welder s certificates; d. Non Destructive Testing ( NDT ) report for pipework; e. Risk Assessment of Gas Turn on procedure; f. Statement of Method for Gas Turn-on adopted. The statement shall clearly illustrate the steps/measures taken by the PE to ensure that Gas turn on is being carried out in a safe and efficient way.; and g. Gas installation specification Upon receiving confirmation about the gas admittance date from Keppel Gas, the Designated Representative is required to notify all relevant parties that gas will be admitted into the premises up to the Gas Installation on the specific date. The relevant parties shall include but not limited to, the person responsible for the premises, owner/developer, main contractor, subcontractors, architect, engineer, suppliers and vendors, that Gas will be admitted into the Gas Installation. On the date of gas admittance, the Professional Engineer is to ensure that the Gas Installation is not tampered with and hot works in the vicinity of the Gas Installation are carried out with all necessary safety precautions during the Page 9

11 date of Gas admittance. In particular, all hot works must be stop during the Gas admittance process. The Designated Representative will then submit Form GDP105 to Keppel Gas who will request the Gas Transporter to admit gas up to outlet valve of the Metering and Pressure Regulating Skid. Upon successful admittance of gas up to the Metering and Pressure Regulating Skid, the Gas Transporter will issue Form GDP110A to the customer, and provide a copy to Keppel Gas for record purposes. 6 Customer to Proceed with Construction of Gas Installation Concurrently, the Designated Representative is required to liaise with the Project Coordinator (as appointed by Keppel Gas) to oversee and carry out construction of Gas Installation from outlet valve of the Metering and Pressure Regulating Skid to the Gas Appliance at the customer's premises. The Professional Engineer shall ensure that the Gas Installation is constructed in accordance with the plan approved for construction and is in full compliance with all the statutory and relevant codes / standards requirements. Prior written consent must be sought from Keppel Gas if it involves plans which deviate from the original plan approved for construction. Any deviation(s) from the original submission shall be re-certified and approved by the Professional Engineer again. 7 Application of Gas Turn-On When the construction of the pipes from outlet valve of Meter Installation to the Gas Appliance is completed, the Designated Representative is required to conduct final pressure test in the presence of the Professional Engineer. Once installation has passed the final pressure test, both Designated Representative and Project Coordinator shall certify on Form KGAS03. The Designated Representative will then conduct the necessary proof test and submit Form KGAS04 to Keppel Gas after completion of the test. Concurrently, the Designated Representative is also required to set up vent points equipped with flame arrestor for testing purposes. Such identified vent points must be located in open space to allow gas to disperse into the surrounding easily. The Designated Represetnative must also ensure that all plugs, caps and other ends of the installation are affixed with warning labels marked 'Gas Pipe Tested. Do Not Tamper'. After the proof test on the Gas Installation, no one is allowed to carry out any further work without prior written approval from Page 10

12 Keppel Gas. Any further work on the installation will render the proof test null and void. If any further work has to be carried out, a new application for the work shall be made together with the plans. Upon completion of the proof test, if the gas supply is not turned on and the consumer's internal pipe including the Meter Installation is left unattended, the Designated Representative must ensure that the spool piece interconnecting the outlet service valve and the downstream pipeline is physically removed. This is necessary to prevent any flow of gas into the Gas Installation. All necessary tests and checks must be conducted again prior to any gas turn on process again. Once the customer's internal pipes from the Meter Installation up to the Gas Appliances are ready to receive gas, the Designated Representative is required to submit GDP111 to Keppel Gas to apply for gas turn-on. Before the Gas Transporter proceeds to turn on the gas Meter control valve, Keppel Gas will register the Meter reading in Form KGAS05. The Designated Representative shall then proceed to purge the Meter Installation to ensure 100% nitrogen (N 2 ) before proceeding to commission the customer's internal pipe up to the Gas Appliance with Gas. Upon successful purging of the gas pipeline system with nitrogen, the Designated Representative is allowed to admit gas into the Meter Installation up to the Gas Appliance(s). The Designated Representative under the supervision of the Professional Engineer shall ensure the Meter Installation and Gas Appliance(s) is filled with 100% Gas for the completion of the commissioning process. Keppel Gas will then issue Form KGAS06 upon certification by the Professional Engineer of successful purging and commissioning of the customer's Internal Pipe. Upon completion of the gas turn on process, the Designated Representative shall provide and affix the LIVE GAS. DO NOT TAMPER labels on all plugs, caps, isolating valves and other end points of the gas installation. The Designated Representative shall also ensure that safety lockout tags are provided for at the customer s own cost. Customer is required to carry out maintenance on the pipeline system on the regular basis in accordance to current industrial practice. The customer shall ensure that such maintenance records are properly documented. Keppel Gas reserves the rights to review the maintenance records. Page 11

13 D PROCEDURES FOR REPLACEMENT, ADDITION AND ALTERATION OF GAS FITTINGS AND APPLICANCES In the event if customer is required to perform any addition and alterations (A&A) works on the gas system, the customer is required to write in to Keppel Gas officially. Such written notice shall include but not limited to the following information: a. Type of modification works being carried out; b. Date and estimated timeline for modification works; c. The PE responsible for the modification works; Application for works to be carried out on the underground gas mains, such as the application for the termination of the gas supply to premises and the diversion of underground gas pipes, shall be made to Keppel Gas who will then inform the Gas Transporter. Under no circumstances should any modification works be carried out without the written approval of Keppel Gas. Upon receiving written approval from Keppel Gas, Keppel Gas shall work with the customer, and Gas Transporter to isolate the gas supply to the premises on the specific date as agreed by all parties. The above procedures from (C) 2 to 7 are also applicable for the replacement, addition and alteration of Gas Fittings and Gas Appliances. E PROCEDURES FOR GAS SUPPLY CONNECTION (EXISTING NATURAL GAS USERS) For existing Gas users who intend to apply for gas supply from Keppel Gas, please contact Keppel Gas for commercial / technical discussion through the customer service telephone number or to gas.commercial@kepinfra.com. Keppel Gas will work with the Gas Transporter and any other relevant parties to determine if there are any requirements for new Metering and Pressure Regulating Skid installation or modifications to existing infrastructure. Upon execution of the Agreement, Keppel Gas will work with the relevant parties to ensure a smooth switch over from the existing Gas Retailer to Keppel Gas. The above procedures from (C) 3 to 7 would also be applicable for existing customers, who require a new Metering and Pressure Regulating Skid installation. F GAS SUPPLY TERMINATION In the event that the Customer wishes to terminate the natural gas supply upon expiry of the Agreement or in accordance with the terms of the relevant gas agreement, the Customer shall notify Keppel Gas in accordance to the commercial Page 12

14 arrangement as prescribed under the relevant gas agreement. Upon receipt of the written notice, Keppel Gas will work with the Gas Transporter and any other relevant parties to effect the following arrangements: a. Gas Transporter to disconnect and isolate the gas supply to the premises; i. A Notification of Isolation of Gas Supply will be issued to the Customer by Keppel Gas upon complete isolation of gas supply at the MPRS outlet S/V or GSIV, whichever applicable. A copy of the Notification will be sent to the Gas Transporter for record purposes. ii. A Notification of Termination of Gas Supply will be issued to the Customer by Keppel Gas for the successful isolation of the GSIV. A copy of the Notification will be sent to the Gas Transporter for record purposes. b. The removal of the MPRS (if necessary) (to be witnessed by Keppel Gas); c. Keppel Gas to arrange for the final settlement of payment; d. Return of Banker s Guarantee (BG) to the Customer after settlement of outstanding payments, if any. Page 13
