3 1 A Message for Residents Over 300,000 incidents of underground utility damage were reported in the United States in 2016*. Digging into underground cables or pipelines can disrupt service to an entire neighborhood, harm you and those around you, and potentially result in fines and repair costs. In an effort to protect you and reduce damages, Marathon Pipe Line LLC has developed this resource guide. It provides valuable information about: Steps for safe digging 811 the national toll-free call-before-you-dig number How to respond to a pipeline emergency Recommended setbacks near pipelines Please refer to this guide before beginning any digging project. *CGA DIRT Report, 2016
4 2 Protecting Pipelines = Protecting Yourself + Protecting Others around you Potential Consequences There are over 2.7 million miles of energy pipelines in the United States transporting petroleum products (crude oil, gasoline, diesel fuel), natural gas and other hazardous products. Pipelines are considered the safest and most efficient means of transporting energy products. However, they can be easily damaged by excavation (digging) activity. The results from this type of damage can be severe. Hazards of a pipeline release due to excavation damage include: Danger of explosion and fire Loss of life Personal injury Property damage Environmental impact

6 4 SAFE DIGGING Planning an Outdoor Project? Outdoor improvements can add value and beauty to your property. Whether you are planning to do it yourself or hire a professional, smart digging means calling 811 before each job. 811 is the designated call-before-youdig number that directly connects you to your local one call center. This free call can help protect you from serious legal, financial and, most importantly, physical harm resulting from damaging a buried pipeline or other utility. Most states require that you call at least two full business days (excluding Saturdays, Sundays and holidays) before you dig. Some states require more than two days advance notice (refer to the table on page 10 for your state). Projects That Require a Call To 811 Planting trees or shrubs Installing a fence Building a deck or patio Installing a mailbox post Digging a pond or swimming pool Landscaping projects Installing outdoor lighting Any digging activity

8 6 Steps for Safe Digging 1 Call 811 several days before excavation is scheduled to begin. Provide the operator with the following information: Your name and telephone number County, city or township Street address and nearest cross street Distance and direction off the road to the dig site Type of work and specific digging location (front/rear/side of property) Digging start date and time ELECTRIC NATURAL GAS & PETROLEUM COMMUNICATION CATV WATER SEWER TEMPORARY SURVEY MARKINGS PROPOSED EXCAVATION
9 7 2 Outlining the dig area with white spray paint is recommended so the utility operators will only mark the dig site, not the entire property. Wait for your underground utilities to be marked before starting to dig. 3 The one call center will notify the appropriate utility companies. Trained technicians will mark the location of underground facilities with colored flags, stakes or paint, at no cost to you. The graphic on page 6 indicates the color code for each utility. Natural gas and petroleum pipelines are always marked with yellow paint or flags. 4 Do not remove the flags, stakes or paint marks until you have finished digging. 5 Once your property is marked, dig carefully. Many utilities may only be a few inches below the surface. The depth of pipelines vary. Always hand dig in the area around marked utilities. Never use mechanized equipment (auger, backhoe, etc.) that could seriously damage an underground cable or pipeline.
10 8 Underground Utilities Many utilities such as electric, natural gas and petroleum pipelines, water, sewer and telecommunications run underground for safety and aesthetic reasons. But out of sight, shouldn t mean out of mind. As a property owner, it s important to be aware of where your underground utilities are located. The depth of utility lines varies and there may be multiple utility lines in a common area. Cables, plastic and clay pipes can be easily damaged by a shovel.

13 11 Excavation Damage An example of pipeline damage caused by excavation. If you cause what seems to be only minor damage to a pipeline or other utility, it is important that you notify the company. A scrape or dent to a pipeline or the coating may cause a future problem or release. If a pipeline operated by Marathon Pipe Line LLC is hit during excavation, stop working immediately, call Marathon Pipe Line s 24-hour Emergency Number: and report your location. A Marathon Pipe Line LLC representative will travel to the work site, inspect the pipeline, and determine if repairs are needed.

15 14 Signs of a Pipeline Release Sight PIPELINE EMERGENCY A pool of liquid on the ground A rainbow sheen on water Continuous bubbling in water A dense white cloud or fog Discolored or dead vegetation Dirt or water being blown into the air Sound An unusual hissing or roaring noise Smell An unusual odor such as gasoline, oil, sulfur or a rotten egg smell

17 15 How to Respond Move as far away from the area as possible in an upwind, uphill direction First call 911, then Marathon Pipe Line's 24-Hour Emergency Number: Keep others away from the area DO NOT Walk through or touch any liquid or vapor that may have come from the pipeline Attempt to stop material from leaking, shut off valves, or put out a fire Create any source of ignition (starting an engine, turning switches on or off, etc.)
18 16 Emergency Response Procedures Marathon Pipe Line LLC personnel have been trained to properly respond to a pipeline release. If a release occurs, Marathon Pipe Line LLC will undertake the following measures: Shutdown the pipeline Close valves to isolate the problem Dispatch personnel and equipment to the release site Identify the hazardous area Work with local officials to protect the health and safety of residents Contain and cleanup the spill Excavate and repair the damaged pipeline

20 18 What is a Pipeline Right of Way? PIPELINE RIGHT OF WAY A right of way is a strip of land where some of the property owner s legal rights have been granted to a utility company. A right-of-way agreement between a company and a property owner is also called an easement and is usually filed in public records with property deeds. Rights of way provide a permanent, limited interest in the land. This enables a pipeline company to operate, inspect, repair, maintain, or replace the pipeline on property owned by others. 21 19 General Guidelines Landscaping Trees, shrubs, and other plantings greater than 3 feet high are prohibited within 25 feet of any pipeline or appurtenance and typically all plantings are prohibited within 10 feet of any pipeline or appurtenance. Fencing If crossing the pipeline, fence posts should not be installed within 5 feet of the pipeline. Fences running parallel to the pipeline should be at least 10 feet from the pipeline. Driveways Driveways or lanes should cross the pipeline at not less than a 60-degree angle and not run parallel within 25 feet of the pipeline. A minimum cover of 36 inches should be maintained over the pipeline. Drainage and Septic Systems Septic systems and their leach fields should not be located within 25 feet of the pipeline. Removal or Deposit of Dirt No substantial amount of cover should be removed from the pipeline right of way. Limited amounts of cover can be added, but the pipeline should not be covered by more than 60 inches of soil. Always call 811 prior to adding or removing any dirt from the right of way.
22 20 Recommended Setbacks Near Pipelines Property improvements such as houses, sheds, fences, driveways, trees and landscaping can pose a danger to underground pipelines. Marathon Pipe Line LLC has established specific guidelines for property development. 24 22 Pipeline Markers The U.S. Department of Transportation requires the use of markers to indicate the approximate location of underground pipelines. Markers are located at road, railroad, and navigable waterway crossings. Markers do not indicate the depth of the pipeline or the exact location. Markers display: The products transported through the pipeline The name of the pipeline operator A toll-free emergency telephone number

26 24 About Marathon Pipe Line LLC Computers and satellite communications enable Marathon Pipe Line LLC employees to monitor and control the flow of products from a single control center in Findlay, Ohio. Marathon Pipe Line LLC is one of the largest petroleum pipeline systems in the United States, based on total volume delivered. Marathon Pipe Line LLC operates approximately 6,400 miles of underground pipelines in 16 states. These pipelines range from 4 inches to 40 inches in diameter. The company transports crude oil, petroleum products (gasoline, diesel fuel, heating oil, jet fuel) and natural gas to and from terminals, refineries and other pipelines. Marathon Pipe Line LLC safely delivers approximately 143 million gallons of crude oil and petroleum products daily through its pipelines. MARATHON PIPE LINE LLC
27 25 Integrity Management Program Marathon Pipe Line LLC utilizes a comprehensive risk-based Integrity Management Program. The program addresses the various threats that could affect the pipeline, such as excavator damage, corrosion, operator error, equipment failure and others. Routine processes and procedures are employed to maintain the integrity of the pipelines. These include: Workers prepare to launch an in-line inspection tool into the pipeline. In-line Inspections and Hydrotest Equipment Inspection and Maintenance 24 x 7 x 365 Real Time Operation and Monitoring Design and Construction Standards Right of Way Clearing and Inspection Operator Qualification Requirements Waterway Crossing Inspection Public Awareness Cathodic Protection Damage Prevention Activities In compliance with state and federal regulations, Marathon Pipe Line LLC conducts frequent assessments of its pipeline systems.
