4 Objectives of the exercise The aim of this exercise is to give the opportunity to modules and teams to have a functional full-scale exercise at jointly transgressing on level. Self-sufficiency Interoperability Procedures Coordination A learning opportunity Module / team related objectives 4
5 Video team The first newsflash gives insight in the disaster situation and will be made available before the exercise. During the whole mission a video team will record (critical) moments of the exercise. These recordings will be used for: After Action Reviews and evaluation Mission Briefing Newsflashes and exercise clip If the team or individuals have any objection to being recorded, they must communicate this to the Co-trainer. He will inform the Chief Exercise Controller. 5
6 Mission briefing View the video of the mission briefing before the start of the exercise, this contains all the general safety rules Make sure each team member knows, understands, and agrees to : the mission briefing, the safety rules and this safety presentation An attendance list consisting of the name, function, gender and nationality of each team member before 15 September Provided by the co-trainer at the border crossing a copy of the safety rules, signed by each team member 6
7 Historical background In 1968 earthquake sequence took place in Belìce (Sicily) between 14th and 15th of January. The largest shock measured 6.1 on the moment magnitude scale, with five others of magnitude 5+. The greatest perceived intensity on the Mercalli scale was X (Extreme) at Gibellina, Montevago and Salaparuta, was IX (Violent) at Poggioreale, Partanna, Santa Margherita di Belìce and Salemi. 7
8 Historical background The earthquakes on 14 January did little damage, but many of the inhabitants spent the following night sleeping outside, during which the most damaging of the shocks occurred, which probably reduced greatly the number of casualties. The official death toll was 231 with a further 623 injured and 100,000 homeless. 8
9 Historical background Some towns, such as Poggioreale, were rebuilt in new locations. Other towns, such as Santa Margherita di Belìce and Montevago, were rebuilt attached to the ruined zone. So today there are entire villages, partially or completely collapsed, available to train participants. If you come in Poggioreale, you can test your ability. If you come in Poggioreale, you can feel the reality. 9
10 Safety: General The Exercise Modex Sicily in 2016 aims to test the ability to "Assessment" and to Search and Rescue of the USAR teams in a "real environment", that suffered a "real earthquake" and degradation due to time and weather for over 45 years in close cooperation with local authorities. USAR Teams are called to work in the presence of "real dangers and risks", such as the danger of falling from above, unsafe buildings, presence of protruding needles, unsafe windows, etc... Moreover some activities will be performed during night and in the presence of high temperatures: this will force the team to operate in condition of stress. 10
11 Safety: Warnings The teams will have to be aware of operating in a "real environment", in the presence of "real dangers and risks... which the organization has reduced, but not eliminated. The organization will promptly interrupt the exercise or will limit the USAR activities in case of an earthquake in the district or in the presence of particularly adverse meteorological phenomena that could affect the safety of the participants. 11
12 Safety: House Rules invasive operations on roleplayers will be not allowed: the rescuers should declare the procedure and then simulate it (i.e. for intubation it will be possible to fix a tube to the neck with a band-aid and simulate); no needles, no drugs, no cardiac massage, not even simulated; it is absolutely forbidden to modify or break buildings or part of them (i.e. walls, fixtures, fittings and machinery, etc.), even if they are seriously damaged. It is possible modify some new added parts; it is possible to move and replace all the rubble. The Safety Officer will intervene if a (part) of the building can not be broken. For structural markings wooden panels will be made available. It is FORBIDDEN to write on the walls of the ruins. 12

14 Safety Own safety, team safety House rules Last Minute Risk Analyses Report unsafety: member leader site safety officer Excon In case it will be necessary to stop the exercise and/or to make an emergency call, use the statement: "NO-PLAY NO-PLAY NO-PLAY The exercise will be (locally) stopped or suspended immediately by the site safety officer or trainer. From that moment the safety officer and trainer will start the emergency procedure or investigate and evaluate the situation according to the procedure. Followed by an Accident and Near Miss procedure 14

16 Safety: Organization and structure Each Working Area is divided into two main areas: The OPERATING AREA where there are: - The SAFETY OFFICER (SO), identifiable by a green vest - The TRAINER and CO-TRAINER, identifiable by a green vest - The USAR TEAMS The BACKSTAGE where there are: - The SITE MANAGER (SM) identifiable by a red vest - The STAFF, identifiable by a red vest - The VICTIMS - The SENTINELS for the management of the victims identifiable by a red vest - All the personnel necessary to the organization of the simulation 16

18 Recognisable The following dress code will be used: ORGANISATION Trainer CO-Trainer Safety Officer Excon Staff Director Staff Staff Sentinel Evaluators Observers Liaison Officer VEST GREEN GREEN GREEN RED RED RED RED WHITE YELLOW VEST OF VV.F. 18 Participants will wear their normal clothing/uniforms as used during a mission; Role-play, will wear their normal functional clothing or uniform with a white label on their chest with Modex Falck on it. They will introduce themselves or be introduced to the participants; Underwear is skin; Others: not recognizable, not a specific role during the exercise should be treated as a citizen of that area.
19 Safety Rules Safety measures / Risk analyses per site/exercise Safety officer functions will be manned by certified fire-fighters or INSARAG classified USAR personnel. They are all familiar with the exercise and exercise locations. Each site will be provided with one or two safety officers who will close liaise with the (co-)trainer to facilitate the exercise on the locations Safety Officers are assigned to the following tasks: They are familiar with the risk analysis and safety procedures They will monitor the safety of the sites and where possible improve the health and safety locations of the exercise They will check the location/staging/exercise objects prior to the start of the exercise In case of an accident they will notify the emergency services and EXCON They will assist the (co-)trainer, especially in cases where knowledge of the exercise area/staging is key Can initiate a time-out, no play or emergency procedure and if necessary fill in an accident report Can contact the venue manager for questions or additional safety staff If there is no Safety Officer, do not enter the site. 19
20 Last minute Risk Analyses You are responsible for your own and your teams safety. You should ask yourself the following questions before and during the exercise: Am I safe? (protective clothing, equipment, environment, object) Are we safe? (leadership, stress, experienced) Do I have enough information to operate? (what, when and how) Am I skilled and/or trained for the action? What is the possible result of my/our action? (victims, structure, installation) What if something will go wrong? (no play, emergency procedure) What is my escape route or back up? How to handle real victims? If there is any doubt please report to your module safety officer or trainer. 20
