2 1 Bleach Production Overview Powell Skid Mounted Batch System Shown below are the steps needed to prepare a batch of bleach using the Powell Skid Mounted Batch Bleach System. a) The Powell Batch Bleach System operates using a manually controlled tank level system: Note: The batch tank has volume markers molded into the side of the tank. i) The proper amount of soft water is added to the batch tank. (1) This can be from a pressurized city water supply, piped directly into the top of the batch tank by opening the city water valve. (2) This can be water from a storage tank pumped by starting and stopping an optional water pump and piped directly into the top of the tank. b) Recycle pump is started; water circulates through heat exchanger & filter housings and back to batch tank. i) Operated using a purchaser supplied motor starter & controls. c) Cooling water pump is started; cooling water circulates to heat exchanger and back to cooling tower. i) Operated using a purchaser supplied motor starter & controls. d) Cooling tower fan is started. i) Operated using a purchaser supplied motor starter & controls. e) The proper amount of 50% caustic is added to the batch tank. i) This can be caustic from a tote container or barrel, connected to a manual service valve in the recycle pump suction line. ii) This can be caustic from a storage tank pumped by starting and stopping an optional caustic pump and piped directly into the top of the tank. iii) The temperature of the dilute caustic is measured and displayed on control panel screen display. iv) The dilute caustic is sampled and tested by the operator for proper strength. (a) The strength is then adjusted by adding more caustic or water as needed and then re-tested by the operator for proper strength. f) Once the diluted caustic is at the proper strength, it will be chlorinated over a three to five hour period of time, depending upon the strength of bleach being produced. i) The manual chlorine throttling valve is closed. ii) The automatic valve at the chlorine container is opened using the control on the screen display. iii) The manual chlorine throttling valve is slowly opened to introduce chlorine into the sparging tube of the batch bleach system. (1) Chlorination is monitored using Powell ORP electrodes (2) Chlorination set point and current ORP reading is shown on the screen display g) Batch Alarms: i) Alarms are provided to indicate the following conditions (1) High primary ORP reading 2

3 (2) High secondary ORP reading (Closes the chlorine supply block valve) (3) High dilution temperature (Closes the chlorine supply block valve, which will automatically re-open once the batch has cooled below the alarm set point) (4) High tank level indication (5) Low tank level indication (6) High or low pump flow h) Batch Cooling: i) During the caustic dilution (and chlorination) process, a portion of the solution is circulated through the heat exchanger. ii) In addition to removing heat of reaction, the heat exchanger serves as an excellent mixer, ensuring the caustic and water are thoroughly mixed. i) Batch Filtration: i) The remainder of the solution passes through two filter housings. The nominal filter bags remove suspended solids from the solution. This prevents the build up of material from settling in the recycle tank and affecting the operation of valves, pump, piping, heat exchanger and improves product quality. j) Batch Finishing: i) The chlorination process will be manually slowed down by closing the manual chlorine valve. ii) Once the batch has reached the End Point as indicated by the ORP electrodes reading on the screen display, the manual chlorine valve will be closed. iii) The finished product should be circulated an additional twenty to thirty minutes to reduce the temperature and improve the filtration. k) Batch Transfer: i) Changing the position of manual valves will allow the bleach from the batch tank to be emptied. (1) The finished bleach is pumped from the batch system through a third filter housing with an absolute filter bag that further improves product quality. (2) Care must be taken to avoid running the recycle pump dry, which will over heat the pump and cause damage. (a) The pump is equipped with a power monitor to help prevent damage from dry running the pump. 3

Note 3 15% by weight available chlorine is too strong for a batch system. Note 4 The standard Powell Batch Bleach System is equipped with a 5,678 liter tank. A price adder is given for increasing the tank capacity to 11,356 liters. Batch times vary depending upon size of batch, water and caustic filling time, bleach strength being produced and transfer time of finished tank. 4

5 4 Item # 1 Powell Batch System Major Components a) HX 1820 Heat Exchanger: One APV SR2 M-12 Paraflow Plate Heat Exchanger. i) This unit contains 0.5 mm thick Grade 1 titanium plates and EPDM clip-in gaskets. ii) Size 1 Frame, carbon steel frame finished with a polyurethane based paint. iii) Piping connections are 50 mm (2 150# ANSI) studded bolt pattern. iv) Titanium liners on the bleach side, 316L stainless steel liners on the water side. v) ASME Code Stamped per Section VIII, Division 1, 2001 Edition, 2001 Addenda. vi) P 1800 Recycle Pump: Innomag magnetic drive pump. 76 mm x 50 mm x 152 mm (3 x 2 x 6 ) b) Supplied with a 7.5 Hp 2,900 RPM 240 VAC / 3 phase / 50 Hz motor. i) This pump casing is fully lined with Tefzel, the impeller/magnet assembly is molded from carbon fiber-reinforced Tefzel for optimum strength and chemical resistance, sintered silicon carbide shaft (SiC) and bearings, composite containment shell one piece carbon fiber Tefzel molding. ii) Reinforced socked for shaft mounting. iii) Outer pressure housing made from Kevlar composite. This pump operates without a seal. iv) A Durco power monitor is included that will stop the pump during high or low flow conditions, programmed by Powell. c) T 1800 Recycle Tank: One 5,678 liter, molded cross-linked polyethylene, dome top, flat bottom storage tank with molded liter/gallon volume markers. i) Dimensions are 1,624 mm (64 ) diameter by 3,073 (121 ) high. ii) Equipped with a 406 mm (16 ) screw on man way. iii) Wall thickness conforms to ASTM D , 1.9 specific gravity. iv) A Powell sparging tube is installed in the bottom of this tank for the introduction of chlorine. A sight glass is provided on the side of the tank for tank level indication. Includes passive tank restraint system. d) FLT 1837, FLT 1840, FLT 1844 Filtration Housings: Included with the base unit are three filtering housings. i) PVC one-piece seamless body, 50 mm (2 ) NPT inlet and outlet, hand removable cover. ii) Includes one box each of coarse nominal bags and fine absolute bags. iii) An additional box of each filter bag type is quoted as spare parts. e) Control System: One Powell Batch Bleach Control System. i) Consists of an en-bradley MicroLogix Programmable processor. ii) en-bradley PanelView 400 monochrome screen display with keypad, analog input card, digital input & output card, power supply, fuses, terminals, cabling and all required hardware for a complete control system. iii) components are installed in a fiberglass NEMA 4X rated enclosure. iv) Control system is designed, fabricated and programmed by Powell Fabrication. v) The licensed Rockwell Automation programming software is not included in the price of the base unit. 5

6 f) AE 1812, AE 1813 ORP Powell ORP electrodes monitor the chlorination endpoint. i) Each pair of electrodes consists one positive and one negative electrode. ii) The pair of electrodes submersed in sodium hypochlorite produces a millivoltage reading that is send to the control panel. iii) A primary and secondary pair of electrodes is installed in the PVC piping of the recycle pump suction line using Powell electrode adapters. iv) The secondary pair of electrodes acts as a reference point. Should the primary pair of electrodes produce a faulty reading, the secondary pair prevents over-chlorination. g) LSH 1819, LSL 1815 Tank Level Switches: Two float switches with titanium weights are in the batch tank. i) One float switch is adjusted to close the contacts when the diluted caustic level at least 2 meters (6 ) above the level of the chlorine sparging tube. ii) The chlorine valve cannot be opened until this condition is satisfied. This is designed to prevent the introduction of chlorine into an empty recycle tank. iii) The second float switch is designed to alarm and prevent an overflow condition. h) TE 1811 Solution Temperature Indication: The temperature of the bleach solution is monitored and displayed on the control panel display. i) A 4-20 ma RTD probe is furnished with titanium well for installation in the PVC piping of the recycle pump suction line using Powell PVC adapters. ii) If the solution temperature increases beyond the alarm set point, chlorination will be stopped. iii) High solution temperature may indicate a problem in the cooling system such as a cooling water pump breaker tripped. i) PT 1823 Solution Pressure Transmitter: The pressure of the recycle pump is monitored in the discharge piping of the recycle pump, prior to entering the heat exchanger. i) An Ashcroft pressure transmitter is mounted on a 1 150# flange with diaphragm seal. The pressure is displayed on the control panel display. j) PI 1835, PI 1838, PI 1841 Solution Pressure Indication: Three pressure gauges with a kpa (0-60 Psi) range, mounted on a PVC seal with Viton diaphragm are provided for the differential pressure across the filter housings. k) TI 1825, TI 1828 Cooling Water Temperature Indication: The temperature of the cooling water is monitored before and after the heat exchanger using Ashcroft 3 thermometers C range. The thermometers are installed in the PVC cooling water piping using Powell PVC adapters. l) PI 1826, PI 1829 Cooling Water Pressure Indication: The pressure of the cooling water is monitored before and after the heat exchanger using Ashcroft 2-1/2 0-60# pressure gauges. The pressure gauges are installed in the PVC cooling water piping using Powell PVC adapters. m) Valves: valves for the batch bleach skid are Asahi Type 21 PVC True Union ball valves with Viton O-Rings. 6

7 n) Piping: bleach and cooling water piping is Schedule 80 PVC. Powell Skid Mounted Batch System o) Conduit: The Powell Skid Mounted Batch Bleach System is furnished with rigid and flexible PVC conduit. p) Frame: The above components will be fully assembled and fastened to a Powell welded steel equipment frame. The welded steel frame is sandblasted, primed and painted with a two part epoxy paint system. Open spaces in the frame are filled with FRP grating. q) Paint: The piping system is primed and painted with a two part epoxy paint system. i) Frame: Grey ii) Cooling Water Piping: Blue iii) Bleach Piping: Red iv) Chlorine Piping: Yellow 5 Remote Mounted Major Components & Equipment by Powell Cooling Tower and Cooling Water Pump Reference Appendix for pictures and related information. Note: Show below is a typical batch bleach system cooling tower that can be provided by Powell. a) CT 1850 Cooling Tower: Marley Aquatower induced draft, cross flow cooling tower. i) G-235 Galvanized steel construction, factory assembled general-purpose cooling tower. ii) Galvanized hot and cold water basins. Non-adjustable pitch fan assembly. 6 inlet & outlet piping connections. Side or bottom outlet. iii) One 3 HP 240 VAC / 50 Hz single speed, single winding TEFC motor. iv) Purchaser must provide a 8 12 liter per minute purge from tower water. This will reduce build up of solids in the tower. v) Cooling Tower Sizing (1) A typical cooling tower for a batch bleach system must be able to cool 662 to 757 liters per minute of water. (2) The typical water temperature exiting the batch skid heat exchanger will be 5.55 C greater than the wet bulb temperature of the location. (3) The cooling tower must be sized to reduce the hot water temperature 2.77 C. (4) Sample: (a) Local wet bulb temperature: 26.6 C (80 F) (b) Water temperature entering tower: 32.2 C (90 F) (c) Water temperature leaving tower: 29.4 C (85 F) (d) Finished bleach temperature: 32.2 C (90 F) vi) Contact Powell for assistance sizing a cooling tower for your project. 7

8 b) P 1850 Cooling Water Pump: One Berkeley B2-1/2TPMS water pump. i) Pump has a 2.5 flanged suction connection and 2.0 flanged discharge. ii) Includes a 10 HP 240 VAC / 50 Hz TEFC motor. iii) Pump is all iron construction with a mechanical seal. iv) Cooling Water Pump Sizing (1) The cooling water pump must be sized for a typical flow rate of 662 to 757 liters (175 to 200 gallons) per minute of cooling tower water. (2) The pump discharge pressure should be 3.45 bar ( 50 psig). v) Contact Powell for assistance sizing a cooling water pump for your project. Reference Appendix for pictures and related information. 6 Optional Equipment by Powell Option # 1 Chlorine Unloading Components The purchaser can also supply the chlorine unloading components. They should meet the minimum guidelines set forth by The Chlorine Institute, Inc. respective pamphlets. Carbon steel body, Monel ball, modified Teflon seats. ii) One - Automax B-50 Air-Open/Spring-Closed Pneumatic Actuator iii) One W&T Closed Yoke & High Flow Adapter Assembly b) SV 1800 Chlorine Block Valve Solenoid Valve i) One Asco ¼ Solenoid Valve (1) ¼ Stainless Steel Body (2) 24 VDC Low Power Coil c) PI 1802 Chlorine Pressure Gauge i) One - Ashcroft 4-1/2 compound pressure gauge. -100/0/2400 kpa (30/0/340) range, silicone face fill. Mounted on an Ashcroft 1 300# flanged seal with tantalum diaphragm with inert fill. (1) Powell Stock Code: d) HV 1801Nitrogen Purge Valve i) One # Jamesbury threaded ball valve. Carbon steel body, Monel ball, modified Teflon seats. Includes a manually open / spring return operator. ii) Used to introduce nitrogen into the piping system to purge chlorine from the piping into the batch tank and back into the container. 9 e) HV 1805 Chlorine Manual Valve i) One - 1 Jamesbury threaded ball valve. Carbon steel body, Monel ball, modified Teflon seats. Includes lockable handle. ii) Used to manually control chlorine flow into the batch system. (1) Powell Stock Code: f) E 1804 Chlorine Expansion Tank Assembly i) One Powell Chlorine Expansion Tank consisting of a 218 cubic inch 2000# DOT approved steel cylinder, rupture disc & holder and pressure gauge assembly. 3000# forged steel fittings to meet the design criteria of The Chlorine Institute, Inc Pamphlet # 6. Suitable for up to 100 ft of 1 Schedule 80 pipe. The fully assembled chlorine manifold will incorporate the components listed above Option 1a through 1h. Option # 3 Piping Kit a) Option # 3 Chlorine Piping & Barometric Loop Piping Kit i) The chlorine piping will extend from the chlorine vessel as indicated in the Batch Bleach System P&ID. ii) Upon request this piping and equipment can be provided by Powell and installed by Purchaser. iii) piping from the chlorine container to the top of the barometric loop is 1 Schedule 80 seamless A106 steel with 3000# forged steel threaded fittings using US standard NPT standards. iv) The downstream piping system from the top of the loop is 1 Tefzel -lined steel pipe and fittings using 150# flanged connections. v) Piping components typically included for the installation are as follows: 9

Upon request Powell can supply the optional 50% Caustic Supply Pump. A typical example is shown below. Actual pump size may vary and be project specific. i) One - Innomag 1.5 x 1 x 5 Tefzel lined, ductile iron, magnetic drive pump. ii) 5 HP 2,900 RPM 240 VAC / 3 phase / 50 Hz motor. iii) This is a direct-coupled pump with a magnetic drive for operation without a seal. Bearings are silicon carbide and the impeller is Tefzel. iv) Space saving direct-coupled pump and motor assembly, does not require a base plate. v) Includes power monitor to prevent pump damage due to low flow condition. vi) 50% Caustic Pump Sizing (1) A typical caustic pump for filling a batch tank could be sized to deliver from 100 to 800 liters per minute with a typical discharge pressure of 2.4 to 2.5 bar. 10

11 (2) The flow rate and pressure are at the purchaser s discretion. (3) The supply and discharge piping must be properly sized as well. (4) The variable viscosity of 50% caustic must be factored in the pump sizing. The letter of credit shall be an irrevocable letter of credit with terms above in US dollars, payable at sight, confirmed by any U.S. bank, reimbursable at a U.S. bank and in negotiable form with all banking charges for the account of the buyer. The presentation period is 21 days from date of sailing or within validity of letter of credit. 11

12 8 Typical Related Terms & Conditions Powell Skid Mounted Batch System b) Freight, Insurance and Export Packaging i) The base price given for the items quoted does not include the price of freight, insurance or export packaging charges. ii) FCA, Saint Louis, Michigan 48880, if above payment terms are accepted. iii) Our liability for loss or damage in shipment will terminate upon receipt of the equipment by carrier. iv) Freight, Insurance & Export Packaging charges will be invoiced separately and payable prior to shipment. c) Date of Shipment i) The equipment in this proposal shall be ready for shipment in 18 to 22 weeks. ii) Date of shipment is calculated from receipt of required down payment. iii) Date of shipment is based on timely receipt of ongoing progress payments. iv) owances shall be made to Powell Fabrication and Manufacturing, Inc., for time lost by reason of strikes, acts of God, and causes beyond our control such as an unavailability of shipping containers. d) On Site Technical Assistance i) The quoted price does not include Powell On Site Technical Assistance for start up or operator training. ii) Contact Powell for current service rates or for a quote for On Site Service. e) Export Quote Statement If this quote results in an order, a U.S. Department of Commerce, U.S. Department of Treasury, or U.S. Department of State export license may be required. In addition, we may require: i) A statement of intended end-use; ii) Certification that the intended end-use does not relate to the proliferation of weapons of mass destruction (prohibited nuclear end-use, chemical/biological weapons, missile technology); and iii) Certification that the goods will not be diverted contrary to U.S. law. 12

Schedule 80 PVC piping, glue, primer, gaskets, hangers, fasteners, manual service valves and related piping equipment for bleach service, process water and cooling water service. Schedule 80 A-106 seamless carbon steel pipe, B7 studs, 2H nuts, gaskets, hangers and any related piping for chlorine service. Schedule 80 carbon steel pipe, B7 studs, 2H nuts, gaskets, hangers and any related piping for caustic service. Commercial water softener and all related equipment. Installation labor for all Powell supplied equipment. Mechanical, electrical, structural & detail engineering.
