Vessel engines to be started/stopped only at the direction of nominated water banks man. Nominated water banks man to direct hoist down slip way and direct hoist operator to hoist/lower arms and auxiliary hoist as required. Safety boat on hand at all times. Buoyancy aid to be at hand. Operation to be stopped in excessive tidal stream. Poor visibility/blind Areas Vehicle marshalling, pedestrian access. A2 Marshal at entrances to and in compound, at point hoist crosses roadway and public footpath to stop traffic/pedestrians when hoist crossing. Unauthorised personnel not to be allowed in compound/on slipway. Boat owners/crews/block movers to remain in cordoned area until called forward by compound supervisor. Letters to be sent to vessel owners prior to launch identifying hazards. Also publish in club magazine and website. Warning signs/cones to be positioned at appropriate locations. Nominated banksman and marshals to wear high visibility clothing. Lifting load with personnel. A1 Ensure equipment maintained iaw manufacturer s guidelines. Ensure all Slinger/banksmen trained iaw with current legislation. Ensure hoist and associated equipment thoroughly examined 6 monthly and inspected prior to and during use. (iaw LOLER/PUWER regs) All crew to remain seated in cockpit whilst hoist underway. 4

5 Ergonomic constraints C2 Regular change of tractor driver to reduce neck/back fatigue. Regular relief for water banks man. Manual Lifting C1 Ensure sufficient numbers available to Move keel blocks, cradles and tenders. Tenders without bungs/ full of water to be emptied before movement. Responsibilities Method Statement Tudor Sailing Club will undertake the responsibilities for the operation of the tractor/hoist to ensuring it is maintained in accordance with the manufacturers guidelines and all statutory examinations are is completed and in date. Note: The appointed person/supervisor will ask to be shown this documentation prior to operations commencing. 6 Weather conditions The appointed person, or in his absence, the hoist supervisor, will ensure that the lifting operation only takes place if the tidal and weather conditions are within the limits deemed safe to minimise any risk of injury to personnel or damage to a member s vessel or club equipment. Equipment inspection The Tractor driver/hoist operator must carry out visual inspections of the tractor engine and hydraulic oil/water levels. The hydraulic system and brakes should be tested before use. A visual inspection of the boat slings and auxiliary wires/hooks must be carried out by the supervisor in charge. The lifting accessories, as detailed previously, will be provided by Tudor Sailing Club complete with all statutory documentation. Sequence of operations (Launch) 1. Clear all obstructions around vessel to be lifted. 2. Ensure skipper of vessel is briefed and has sufficient crew onboard to allow for tidal and wind conditions. 3. Manoeuvre hoist alongside vessel to be lifted with arms at appropriate height and span to allow for vessel size, paying attention to hazards protruding from adjacent vessels. 4. Position forward sling in appropriate position according to vessel size/keel and hull shape using numbered lifting lugs and adjusting sling length accordingly. 5. Inch up on arms until slack taken up on forward sling. (Banksmen paying attention not To foul underwater fittings with sling, as identified by vessel skipper/owner. 6. Position aft sling ensuring clear of obstructions (shaft/sail drive/logs etc) at lifting point Advised by owner/skipper, or as deemed safe to lift. Hook on to auxiliary hooks with Sling length adjusted accordingly. (See note 3) 7. Raise auxiliary winches until slack taken up on aft sling. 8. Once load deemed safe to lift and all personnel clear, lift both arms on hoist until load At suitable height to allow rudder/keels to clear ground level between compound and water. Use auxiliary winches to level load before moving forwards. 9. Manoeuvre Tractor and hoist out of compound and across public highway to allow hoist to be reversed down slipway to launch position. 10. Reverse hoist and load down slipway into water until depth suitable to lower arms for 6

7 vessel to float. This part of the operation is assisted by banksmen situated in the water at waste height on either side of the slipway. 11. Once vessel is afloat, remove aft sling, ensure sling clear of Underwater obstructions and instruct Skipper to start engine. 12. Once skipper happy to do so, vessel is reversed out of hoist arms and clear. (Under instruction of nominated water banks man. ( See note 1) 13. Aft sling is hooked with both eyes on one auxiliary hook and hoist arms/auxiliary winched hoisted until slings clear of ground level. Proceed to compound for next vessel to be lifted as directed by banks man. Sequence of operations (Lift out) 1. Reverse hoist and load down slipway into water until depth suitable to receive vessel into hoist. (Hoist arms span to be pre set for vessel size/beam to be lifted). This part of the operation is assisted by banks men situated in the water at waste height on either side of the slipway. 2. Ensure skipper of vessel is briefed prior to embarking water taxi to mooring, and has sufficient crew onboard to allow for tidal and wind conditions. 3. The vessel to be lifted will be called using VHF radio or hand signals and instructed to approach the slipway/hoist at a speed suitable for tidal and wind conditions and manoeuvre the vessel into the hoist. The crew of the vessel will pull the vessel on to the forward/bow slings using the ropes attached to the hoist. The water banks man (See note 1) will carry out a visual check to ensure that the stern sling is in the correct position for lifting and this point will advise the owner/skipper to shut down the engine of the vessel. The water nominated banks man will signal the tractor driver/hoist operator to inch up on arms until slack taken up on forward sling. ( Water banks man paying particular attention not to foul underwater fittings with sling, as identified by vessel skipper/owner and vessel lifting marks) (See note 3) Raise auxiliary winches until slack taken up on aft sling. 4 5 Once load deemed safe to lift and all personnel clear, lift both arms on hoist until load At suitable height to allow rudder/keels to clear ground level between compound and water. Use auxiliary winches to level load before moving forwards. 6 Tractor and hoist moves forwards and back up the slipway, across public path and highway into compound where directed by the compound banks man for positioning the vessel to be laid up. The rig/hoist is brought to a standstill to allow the vessel owner/skipper to disembark in order to instruct the compound crew on how the vessel should be landed on blocks or cradle provided. (See note 2) 7 Proceed to slipway for next vessel to be lifted as directed by banks man. Notes: 7

8 1. Use of water banks man is only a requirement to speed up operations during periods of multiple lifts (Tudor launch and lift out weekends) The lifting and launching operation may be conducted without the assistance of water banks man in a slower and controlled method, but paying more attention to tidal and wind conditions. Positioning or removal of the aft sling must be done by vessel owner/skipper and crew in such a manner to avoid fowling under water obstructions (propeller/sail drive/log impellors etc). The tractor/hoist operator will lift on directions given by the vessel owner/skipper. It is the owner/skipper s responsibility to ensure the slings are in the correct position. Normal operations will then commence as per the sequence of operations above. 2. It is the responsibility of the owner/skipper to ensure that his vessel is resting correctly on the blocks/cradle that he/she provides. 3. It is the responsibility of the vessel owner to ensure that sling lifting positions are clearly marked on his/her vessel. 4. Emergency/individual lifts must only be conducted with the use of trained tractor/hoist operators. At least one trained slinger / banks man must be present to supervise the lifting operation. Marshalling of pedestrians and vehicles using the public pathway and highway must still be undertaken. The only exception is the lift may proceed without the use of water banks man as described in note 1 above. 5. During planned lift out and launch weekends a safety boat will be provided to assist vessels that may breakdown and require a tow to or from the hoist. In the event of this happening the slipway supervisor will co-ordinate such requirements on VHF and the water banksman/slingers will assist in positioning/removing the vessel to or from the hoist. 6. A water taxi will be provided on planned launch and recovery weekends to ferry crews to and from vessels to be lifted. The boat crew co-ordinator will liaise closely with the slipway and compound supervisors to ensure vessels have the required crews to meet current weather and tidal conditions. Boat crews are to be directed on and off the slipway/compound as directed by the relevant marshals.
