3 Which safety equipment do you have? Defibrillator EPIRB (H 2 O activated) Remote First Aid Kit O 2 Resus. Kit Diving First Aid Kit Satellite Phone Marine Radio Telstra 3G Mobile What two (2) forms of Communication do you have? Contact Number and location of nearest Volunteer Marine Rescue Station.. Boat and Vehicle Type, name, and registration: 1. Gemini Inflatable Boat (trailer Registration R29783) 3. Marlin Pure Logic Boat (trailer Registration Q50552) 4. Other (vehicle) Note if you are using one of the Schools s Boats for this research you MUST ensure you have been inducted on its proper and safe use and you are familiar with the Prestart and Launching Procedures. This also includes familiarity with the marine radio and its use (i.e. log-in procedures) BIOLSCI-209 Marine Emergency Action Plan MEAP Oct 2012 Page 3 of 7
4 SAFETY PROCEDURES These notes includes boating, scuba diving and snorkeling activities. If you are using a boat you MUST have a marine radio and inform Marine Rescue of your plan. In absence of a boat you MUST contact your safety contact upon entering and exiting the water. The Research Team 1. Upon launching a boat check-in with Marine Rescue using the marine radio and provide the necessary details (boating only). Contact your Safety Contact to inform them of your safe launch and/or start time (Marine Rescue log-on procedures on pg.4 of Gemini Prestart and Launching Procedures). 2. If your time of completion has changed you MUST radio Marine Rescue and/or phone your Safety Contact to notify them of you new completion time. 3. Once you have exited the water log-out with Marine Rescue using the marine radio (for boating activities only). Also phone your Safety Contact and notify them of your safe exit. If you are not using a boat you do not need to call Marine Rescue, only your safety contact. If you fail to do so your Safety Contact will try to contact you first, thereafter any other mobile numbers they have of people in your team. If, after a recommended 30 minutes, your safety contact cannot contact you they must contact Emergency Services. DO NOT rely on your Safety Contact to chase you it is your responsibility. The Safety Contact 1. Ensure you are fully informed of the research team s intended location. Decide on an agreed time that must have lapsed before you alert emergency services (only if the recommended 30 minutes is not suitable for the level of risk associated with the trip). 2. Expect a phone call on or before the nominated time. 3. If you receive no call, try calling the Fieldwork Leader and/or other members of the research team. In the event of no emergency it is likely you will be able to contact them. 4. It is recommended Emergency Services are contacted after a max of 30 minutes of attempts (this may be less if the level of risk associated with the field trip is higher). 5. Inform the School of Biological Sciences in the event of an emergency. In the event that The Research Party does not follow these procedures correctly, emergency services will be deployed unnecessarily and there could be a considerable fee. BIOLSCI-209 Marine Emergency Action Plan MEAP Oct 2012 Page 4 of 7
5 IN AN EMERGENCY The Research Party In the event of a scenario requiring emergency services follow the steps below. 1. Assess the situation quickly. 2. Have someone call for help: a) Emergency Services 000 or 112 from a mobile out of range OR b) DES (diver related emergency) (who provide medical support for scuba injuries on the phone and also contact emergency services for you). OR c) Use Marine Radio (VHF 16 27Mg 88) to call for help. IF NONE OF THE ABOVE ARE AVAILABLE d) Activate the EPIRB Who you call depends on the situation. 3. Ensure the safety of yourself, the victim(s) and any bystanders. 4. Commence treatment of casualty if possible. NOTE: If a helicopter or boat is approaching use the flares provided (this will help them locate you). Red hand flares = night or day. Orange smoke flare = day use only. Nominated Safety Contact Follow the Safety Procedures outlined on the previous page (Pg.4). BIOLSCI-209 Marine Emergency Action Plan MEAP Oct 2012 Page 5 of 7
