1 EXAMPLE CONCEPT OF USE (CONUSE) (EXAMPLE OPERATIONAL CONCEPT DESCRIPTION OCD) SUBMARINE EMERGENCY COMMUNICATION BUOY (ECB) PPI May 2013

2 FOREWORD This example Concept of Use (CONUSE), developed by Project Performance International (PPI), is a part of PPI s documentation in support of its consulting and training activities with clients. An alternative name for this document is an Operational Concept Description (OCD). This document is intended to serve as an example of the nature of a materiel item CONUSE, describing, in overview, who is intended to use a new materiel item or a changed materiel item, what it is intended they use it for, how it is intended they use the materiel item, and under what conditions it is intended or expected that they will use the materiel item. The CONUSE also identifiers other stakeholders, together with their interests in the materiel item. The materiel item CONUSE is developed during capability development, using the Operational Solution Description (OSD), together with additional information decided upon in capability development, as inputs to its development. The materiel item CONUSE informs the procurement of the materiel item, is maintained, and serves as an ongoing reference for fitness for purpose of the evolving materiel item, through the rest of capability definition, acquisition, introduction into service and in-service phases of a materiel item life cycle. The materiel item CONUSE provides a reference for interpreting and validating requirements in the materiel item System Requirements Specification (SyRS). The CONUSE also serves as a reference for those materiel item requirements that are use dependent, such as reliability, and inherent and achieved availability. The CONUSE, if provided to the contractor for the materiel item, increases the protection of the interests of the acquirer, by providing the reference for intended use under the common law obligation of a contractor to provide a product fit for intended use, where that use was known by the contractor. Most importantly, the CONUSE provides an ongoing reference for validating all downstream materiel item work products, where any development or modification is involved. If the CONUSE is maintained, this role as a reference for validation (satisfaction of need) continues through the life of the materiel item. A CONUSE may be as limited as a paragraph in a Scope section of a SyRS, to a substantial document of perhaps 100 pages, for, say, a military aircraft. 4 1. SCOPE 1.1. Identification This Concept of Use relates to a Submarine Emergency Communication Buoy (ECB) system to be put in place by the Royal Botswan Navy (RBN). The document describes the purpose of the ECB in terms of intended users, specific intended uses, how the ECB is to be used for each intended use, and the environments - physical, procedural and policy - within which the ECB is to be used. This document is intended to provide a reference for fitness for purpose during and after development of the ECB, and subsequently throughout any evolution of the ECB through its operational life ECB Purpose The ECB is intended to be used primarily by the RBN Submarine Operations Command (SubOpsCom) and its Rescue Coordination Centre (RCC) for submarine search and rescue purposes, in conjunction with its Oberon and Collins Class submarines. The operational concept is that, in an emergency, a Buoy will be discharged from a Submerged Signal Ejector (SSE) of the submarine, rise to the surface and at the surface, emit satellite and homing radio frequency (RF) signals, as described in detail in P A, Submarine Search and Rescue Capability (SSRC) Operational Solution Description (OSD). The Buoy is also intended to be used as a static exhibit at the H.M.B.S. Penguin Maritime Museum. 2. OPERATIONS The intended users of the ECB are: a) RBN SubOpsCom; b) RBN Rescue Coordination Centre (RCC) c) crew of RBN submarines, who may need rescue and/or care; d) crew of own, allied or enemy ships and aircraft receiving the homing signal and participating in the submarine search and rescue; e) staff of own, allied or enemy satellite applications centres receiving and relaying the message and other content of the emergency signal(s); f) staff of the H.M.B.S. Penguin Maritime Museum; and g) visitors to the H.M.B.S. Penguin Maritime Museum. The intended uses of the ECB are: a) submarine search and rescue, in conjunction with the Oberon Class submarines; b) submarine search and rescue, in conjunction with the Collins Class submarines; c) static exhibit at the H.M.B.S. Penguin Maritime Museum. Two variants of the buoy are to be used, as follows: a) Type A Buoy RF Buoy only; and b) Type B Buoy RF Buoy with Strobe Light. The users and uses of the buoy are detailed in Table 4-1. Table 4-1 also defines, by reference, the characteristics of each class of user, and external conditions during use. Differences in use between the Type A buoy and the Type B buoy are described in the Use Descriptions (Annex B). Stakeholder Foreign Intelligence Agents Other Navies Potential Suppliers Stakeholder Interest Foreign intelligence agents can be expected to target submarine search and rescue infrastructure for collection of potentially useful intelligence in the forms of humint, sigint and imagery. Other navies will be interested in the ECB as a potential element for use in their own SSRC solutions. Potential suppliers will be interested in information from which to assess commercial opportunities. They will be interested in influencing buoy requirements to their advantage, in winning a contract to supply the quantity of ECBs, and in making money from doing so. Some potential suppliers will be interested in leveraging an ECB contract to create a product that they can sell to other customers. Potential suppliers will also be interested in opportunities for maintenance contracts and contracts for supply of consumables such as PPI Page 3 of 4
