1 INTERNATIONAL MARITIME ORGANIZATION E IMO SUB-COMMITTEE ON STANDARDS OF TRAINING AND WATCHKEEPING 41st session Agenda item 12 STW 41/12/2 9 October 2009 Original: ENGLISH DEVELOPMENT OF MODEL PROCEDURE FOR EXECUTING SHIPBOARD EMERGENCY MEASURES Emergency steering drills Submitted by the Republic of Korea Executive summary: Strategic direction: 5 High-level action: 5.2 Planned output: Action to be taken: Paragraph 12 Related document: MSC 84/22/14 SUMMARY This document proposes the standard procedures of emergency steering drills for seafarers, PSC officers and other interested parties Background 1 Model procedures for executing shipboard emergency measures following consideration of document MSC 84/22/14 (Republic of Korea), proposing that a model procedure for executing shipboard emergency measures be developed to standardize the emergency drills for crew in case marine emergency on board and port State control (PSC) inspections for PSC officers, the Committee agreed to include, in the work programme of the STW Sub-Committee, a low-priority item on Development of model procedure for executing shipboard emergency measures, with two sessions needed to complete the item. Introduction 2 Steering Gear: Testing and Drills is required to ship s crew in regulation 26, chapter V of SOLAS Convention. There are described only regarding test procedure, the operation, check and test of related equipments as well as period of emergency steering drills required within every three months in the regulation. However, there is no the detailed drills procedure and necessary elements in respect to emergency steering drills. For reasons of economy, this document is printed in a limited number. Delegates are kindly asked to bring their copies to meetings and not to request additional copies.

2 STW 41/12/2-2 - Analysis of steering gear drills scenarios of 4 shipping companies Operation method of Steering gear equipment 3 In pursuance to paragraph 3.1, regulation 26 of chapter V of the SOLAS Convention, it is shown to Simple operating instructions with a block diagram showing the change-over procedures for remote steering gear control systems and steering gear power units shall be permanently displayed on the navigation bridge and in the steering compartment. Most of crew members understand basic principle of steering gear. However, there are many various methods of operating it according to manufacturers. Therefore, the drill scenario has to contain operation methods of steering gear equipment. Ensure emergency communication measures between bridge and steering gear compartment 4 When conducting the emergency steering drills, surely, masters have to ensure sufficient ship manoeuvring from other vessels. So, the standard procedure of the drill scenario has to deal with emergency communication measures on it. Making sure the alternative power supplies 5 In addition to the routine checks and tests prescribed in paragraphs 1 and 2 of regulation 26 of chapter V of the SOLAS Convention, emergency steering drills shall take place at least once every three months with a view to ensuring safe navigation as practising emergency steering procedures. These drills shall include direct control within the steering gear compartment, the communications procedure with the navigation bridge and, where applicable the operation of alternative power supplies in accordance with paragraph 4, regulation 26 of chapter V of the SOLAS Convention. 6 Accordingly, the results of investigation of emergency drills scenario of 4 shipping companies reflects into the model procedures. There are 5 steps in case of writing the standard procedure and carrying out emergency steering drills as follows: Standard Procedure of Emergency Steering Drills.1 Step 1: Initial actions and reports;.2 Step 2: Summoning to a muster stations;.3 Step 3: Communication procedure between the bridge and the steering gear compartment;.4 Step 4: Conducting direct control of steering gear; and.5 Step 5: Discussion and actions to be taken for next drills. 7 Each step consists of Procedure, Action, and Related Regulations. In addition, it has another blank to assign Code representing a procedure, action and related regulation. Besides, the Code is corresponding to the detailed contents of each step.

3 - 3 - STW 41/12/2 8 The Codes shown in the attached annex which is regarded as core components of making standard scenarios shall be reflected on an actual scenario. In developing the Code, we use initial letter of name of emergency drill such as code ES come from Emergency Steering gear drill. The proposed standard procedure facilitates and become more perfectly in making the actual scenario on board ship as reflecting and using the Code. 9 The proposed guideline contained in the annex does not describe time, location and the person in charge. We hope these 3 components have to be considered on real emergency steering gear drill scenario on board ship. The expected benefits 10 If the developed standard scenario for exercising various shipboard emergency drills newly applies to emergency steering gear drill scenario on board ship, the following 3 benefits would be expected: Proposal.1 Ships Crews work load by various inspections would be reduced Ship s master and officers have heavy burden on various inspections such as PSC inspection, external audits by ISM Code, inspections by major oil companies and etc. together with the requirements of different domestic standards when calling at a foreign port. In case the standard scenarios for various inspections are provided, the work load should be expected to be reduced to the crew..2 Shipboard emergency drills would be exercised more efficiently Ship s master and officers are able to exercise the emergency drills more systematically through reminding ship s crew of the risk factors which could be occurred during exercising emergency drills in consideration of ship s characteristics and presenting the procedures for emergency drills secured with safety, and more efficient shipboard emergency drills could be exercised by the crew having self-confidence. Particularly, the risk of accident occurrence caused by poor communication or misunderstanding between multilingual crew would remarkably be decreased..3 Joint emergency response drills between shore-based organization (government, shipping companies) and ships will efficiently be exercised Through the distribution of the standard scenario published in accordance with systematic procedures, efficient communication will be made and more realistic and effective joint emergency response drills between ships and shore could be realized. 11 In this regard, the Republic of Korea would like to suggest the standard procedure of emergency steering gear drill as provided in the annex to this document for consideration by the Sub-Committee.

5 STW 41/12/2 ANNEX DRAFT GUIDELINE FOR DEVELOPING EMERGENCY STEERING DRILLS SCENARIO BY STANDARD PROCEDURE 1) STEP 1: INITIAL ACTIONS AND REPORTS Take actions & Report to the bridge in accordance with ship company s ES1.1 When the steering gear control system in operation fails, crews shall bring the second system into emergency operation (Turn the mode selection switch [Automatic] mode to [Manual steering] Mode) SOLAS Ch. II-1, Reg.29 procedure 2) STEP 2: SUMMONING TO MUSTER STATIONS Make sure whether or not crews properly perform ship E2.1 Exhibit proper lights/balls or similar shapes to notify that our vessel is not under command. Notify to other ships about the ship s steering gear failure Observe the proper engine control COLREG Rule27 manoeuvring and Observe the proper ship s manoeuvring concerned with surrounding circumstances (open sea, actions for coastal area, densely traffic area and etc.)

6 STW 41/12/2 ANNEX Page 2 emergency steering situations E2.2 All crew members go to muster station as soon as possible and report to navigating bridge regarding some information (all number of person/general situation) Leader of all crew members at muster station give orders as appropriate to their crews and keep in close touch with the bridge. 3) STEP 3: COMMUNICATION PROCEDURE BETWEEN THE BRIDGE AND THE STEERING GEAR COMPARTMENT Confirm communication procedure between the bridge and the steering gear compartment E3.1 Specify the emergency communication channel and method described on muster list Deliver periodically all information concerned back to the bridge about condition within the steering gear compartment Observe the use of communication equipment with efficient means Assign one person to deliver the word if difficult to communicate between the navigating bridge and the steering gear compartment Make sure whether or not crew members appropriately communicate in the situation SOLAS Ch. 7 STW 41/12/2 ANNEX Page 3 4) STEP 4: CONDUCTING DIRECT CONTROL OF STEERING GEAR Direct control Carry out the direct control of the steering gear according to orders of navigating bridge or within the steering gear E4.1 master Prepare the operation of alternative power supplies for the event of a power failure. SOLAS Ch. V, Reg.26 compartment Crews perform their duties properly in emergency steering situations. Assist from engine room E4.2 Observe that communication and collaboration between the bridge and engine room goes on appropriate ways. (Engine control and steering gear repair, etc.) 5) STEP 5: DISCUSSIONS AND ACTIONS TO BE TAKEN FOR NEXT DRILLS Make sure that the emergency steering gear drills is operated Evaluating the drills E5.1 E5.2 Report proper the condition at steering gear compartment to the bridge. Post a watch keeping for immediate action against the additional failure and order the enhanced patrol around the scene. Find out some problems occurred during the drills and develop some points to be improved for next drills.
