1 I :V ;W ^ Box 471G Pacem in M aribus Ocean Resources Law Program Law Center Eugene, Oregon 97^03 U S A Dear Sirs: The International Ocean Institute takes pleasure in Inviting you to attend Pacem in Maribus V, to be held in Malta from September 9 through 13, As during the past four Convocations, we shall have the participation of distinguished statesmen and leg.-.l experts, industrialists, fishery experts, ocean scientists, ecologists, and students and junior civil servants, with a maximum interaction among these groups. The Convocation will be presided over by K.E. Mr. H. Shirley Amerasinghe of the Republic of Sri Lanka who, as you know, is President of the U.N. Conference on the Law of the Sea. Sir Anthony Mamo, Governor-General of Malta, will be the Honorary Chairman. The inauguration will take place on September 9 at 8:00 p.m. at the Corinthia Palace Hotel. The Convocation will deal with two major topics: 1. An assessment of the results of the Caracas session of the U.N. Conference on the Law of the Sea, with special emphasis on a. The Implications of the Economic Zone concept for the development of an international ocean regime, and b. The prospects for arms control and disarmament in the oceans. This topic will be Introduced by Mrs. Alva Myrdal of Sweden on the afternoon of September 13. Her presentation will be followed by a report by Dr. N. K. Panikkar of India on the Indian Ocean as a Zone of Peace, and by general discussion. 2. The development of the living resources of the Mediterranean. This topic will be introduced by Dr. Sidney Holt, Director of the 101. International Ocean Institute* The Knyal University of Malta * Msida, Malta

It is hoped that this will be the maiden issue of an annual symposium edition of the Oregon Law Review on Ocean Law. As the issue now begins to take shape it is apparent that this field is providing many scholars, politicians, lawyers and others with fertile although ofttimes highly specialized areas of interest. In working with Professor Jon L. Jacobson of Oregon Law School, himself a specialist in Ocean Law, we have come to the conclusion that in contrast to the deliberately compartmentalized and somewhat narrowly drawn articles that will constitute the issue our Forward ought to be a brief, eloquent statement of the importance of the sea and the urgency of man's emerging attempts to utilize its riches while protecting its majesty. The Forward would serve not only as an introduction to the maiden issue but should be the unifying spirit that binds all the materials together. Professor Jacobson has suggested that such a Forward if written by you would combine authority with eloquence. Because we anticipated your busy schedule we are conceiving the Foreword as a fairly brief statement of perhaps two thousand words. We are flexible as to that idea, however. Also somewhat flexible, in the case of the Foreword, is the manuscript receipt deadline. The articles to be included in the June issue have an April 15, 1971 deadline. Because of the nature of the Foreword we could accept it well into May, I should think. We certainly hope that it will be possible for you to undertake this Foreword for our June Ocean Law issue.
