3 Page 3 Championship Procedures 1. NCAA Men s and Women s Swimming & Diving Rules shall govern the Conference championship except where amended by these policies. 2. The meet officials shall be USA-S certified. A diving referee shall be hired. The meet shall be USA-S observed and times will be reported to SWIMS. 3. Time trials will be swum after the final relay of each session of finals. The order of time trial events will follow NCAA guidelines. 4. All member institutions shall be committed to participate in the Conference championships. No individual participant may attend a Conference championship without the supervision of a coach or designee of the institutions sponsoring the participant(s). Conference championships shall preferably be held during the week preceding the Presidents Day holiday in February of each year. Facilities: The outdoor pool accommodates an 8 x 25-yd. course for swimming competition, as well as 1m and 3m diving. Separate 25-yd.lanes are continuously open for warm up/down. Prelims and Finals will both run 8 x 25-yd. lanes of competition. Admission charges: $15.00 per session (including the diving sessions) $55 for an all sessions pass (Wednesday through Saturday) Payment in cash or check only payable to PCSC Children (5 & under) free Students: $5 all sessions Parking for the Meet: Located adjacent to the pool FREE

4 Page 4 Diving Events: 1m. and 3m. for both men and women shall consist of two consecutive 6 dive optional only lists without D.D. limit and consistent with NCAA and Regional criteria for the choice of dives. In the event there are more than eight divers in an event, there will be a cut after the first set of six dives to determine final placement. Diving order for finals shall be the reverse order of finish from Prelims. The top eight divers will perform three of their final six dives in the evening session of finals. The finalists will start with a score of zero. The scores in the finals will determine placement and score for individual and team points accordingly. Divers that finished 9 th and below will retain their finish position after the first six dives and score for individual and team points accordingly. Unofficial divers shall dive at the beginning of the diving order. *Qualifying contest for any diver that needs an 11-dive qualifing score will be held after the 6-dive Prelims. The five (5) voluntary dives shall include one from each group. 1-METER, voluntary dive degree of difficulty may not exceed METER, voluntary dive degree of difficulty may not exceed 9.5 Diving Entries: Follow these steps to register for 2017 PCSC Conference Meet: 1. Before giving this information to your team members, every coach participating in this competition must register at You will receive an with your ID and password. For organization choose NCAA or NAIA. If you do not find your organization listed, please send an to support@meetcontrol.com with the following information: Team Website, Team Name, Team Address, Team City, Team State, Team Zip / Postal, Team , Team Phone, Team Code / Abbreviation, Team Point of Contact, Team Fax, and Team Affiliation and they will update the database. You will not be able to register if you do not follow this process; if you have registered in the past, you do not have to register again. 2. After you register, you can tell your divers to go to sign up and then register for the PCSC Championships. They also will receive an with their ID and password. If a diver has already registered in the past they don t have to register again, but they must update their account to reflect they belong to the NCAA or NAIA and choose their respective team. If they forgot the ID and Password, they can click on Login, and Forgot your password or DiveMeets ID. 3. Divers will be prompted to the meet information where they will be able to click on the events they are registering for and fill out dive sheets for each event. The program will make sure each dive sheet will be sent correctly. Coaches or divers can make changes to a dive sheet any time after registered and up to when the meet registration closes online. Just log in and click on View/Edit Dive Sheets under the meet title. Note: If coaches decide to register their divers for the meet, they will be able to do that after the divers have signed-up with and have a divemeets ID. Then, a coach logs in and can click on the PCSC Championships link. Find the drop-down box with the divers of your team. You will choose the diver you want to register for the meet, fill out the dive sheet and follow the prompts. You will have to do this process for every diver. For help, support@meetcontrol.com

5 Page 5 Participants Each team shall be allowed to travel with an unlimited number of athletes. Official competitors (i.e Scoring Participants) must be declared before the first event, and are limited to 18 based on NCAA calculations. Swimmers shall count as one and divers shall count as 1/3 of a competitor. Number of Events: Swimmers may officially score in seven (7) events, of which no more than three (3) may be individual events. Exhibition Swimmers: Teams may enter more participants than the NCAA 18 contestant limit. Additional (i.e beyond 18) swimmers/divers shall be Exhibition swimmers/divers, and their events will be considered Unofficial. Exhibition swimmers will not be able to swim/dive any events in finals, nor may they score points (see exception to swimming in finals, next section). Declaration of Scoring Participants/Exhibition Swimmers: Declaration of the 18 Scoring Participants must be made in writing to Administrative Referee before the meet begins (diving competition on Wednesday). Squads with 18 or fewer athletes will be assumed to be designating all their athletes as Scoring Participants. Unofficial Swims for Official Scoring Participants: Official Scoring Participants may swim/dive additional Unofficial events beyond their allotted three individual events, but will not be permitted to swim/dive those events in the finals or score points (see exception, next section). Scoring Participants may oversubscribe by an unlimited number of events, but must scratch or declare an event to be an Exhibition Swim by the scratch deadline (i.e. the completion of competition on the previous night). If an entered event is not declared to be an Unofficial Swim prior to the scratch deadline, it must be swum as one of the competitor s official (scoring) events. Once a competitor has competed in his/her 3 official (scoring) events, all remaining oversubscribed events would by necessity become Exhibition Swims. Please note the distinction between Exhibition swims/swimmers and unofficial swims/swimmers. Entries & Scoring All entered times must be officially swum per NCAA guidelines, including relays. 1. Exhibition Swimmers and Unofficial Swims in Finals, Exception: Exhibition Swimmers may participate in the preliminaries but shall only advance to final heats IF there are not enough scoring swimmers to fill the final heats. The same rule applies to Unofficial Swims. If the scenario of unfilled finals heats occurs, the Exhibition swimmers/unofficial swims will be seeded into any unused spots in the final heats, chosen by the fastest times from preliminaries. Under no circumstances will an Exhibition swimmer or Unofficial swim displace a scoring swimmer in the seeding of the final heats. Exhibition Swimmers and Unofficial Swims MAY be seeded into any finals heat that is not filled by Scoring Participants (i.e. they may swim alongside Scoring Participants), but will not be able to displace any scoring swimmer in the

6 Page 6 placing/scoring in that final heat. In addition, Exhibition Swimmers or Unofficial Swims may not swim in the fastest two heats of the Exhibition swimmers are also eligible to swim in non-scoring relays (B, C, etc.). Entry procedure and eligible times: Entries must be made to Alina De Armas at alinapcsc@gmail.com All relay and individual (swim & dive) entries must be received no later than Wednesday, February 6, 2018, by your local time standard. No later than Thursday, February 7, 2018 each school will be sent a "Preliminary entry report". Each school will be responsible for checking and reviewing their team's entries; changes may be made up until Midnight on Friday, February 9, 2018, at which time all entries will become final. A full and correct meet psych sheet that includes all teams will be sent to coaches via no later than 10 AM (PST) Saturday, February 10, Each school will be sent a "Final Entry Discrepancies Report". This report may be discussed at the Swim and Dive Coaches Administrative Meeting on the first day of the Championship Meet. 2. Times eligible for entry: All entered times must have been achieved during the current season. NCAA conduct rules and NCAA approved starting, judging and timing procedures must have been followed for these times, including times submitted for relays. Aggregate relay entry times based on 4 individually-achieved bona fide times are allowable. If a coach would like to use an entry time that does not meet these criteria, exceptions may be made by a simple majority agreement of the executive committee at the pre-championship administrative meeting (Wednesday prior to finals), but not for the 1650; such an exception will be considered for athletes who were unable to compete in the Fall (due to studying abroad, ineligibility to compete, injury, mid-year transfer, etc.). NT s may be entered, and will be seeded after all bona fide times. Any time (including scm or lcm performances, and unconverted swims at altitude) from within the qualifying period and achieved at a bona fide competition, may be used for an entry time. If necessary, the time will be converted to scy per the NCAA rulebook metric : This event will be a timed final. All 1650 s will be conducted slow to fast, alternating women and men. The slowest 1650 heats will begin at the end of Saturday prelims (after a short break), and proceed continuously until completion of the second fastest seeded heat. Finals on Saturday will begin with the senior recognitions followed by the women s fastest heat of the 1650 at approximately 4:30 pm. The fastest heat of men will swim next. All entered times must be a swimmer s season-best 1650 time : This event will be a timed final. All 1000 s will be conducted slow to fast, alternating women and men. The slowest 1000 heats will begin prior to the start of finals on Wednesday afternoon, and proceed continuously until completion of the second fastest seeded heat, which shall end just prior to the beginning of Finals at 4:30 pm. Exact start time of the 1000 heats will be published after entries are complete. Finals on Wednesday shall begin at 4:30

7 Page 7 pm with the fastest heat of the women s The fastest heat of men will swim next at. All entered times must be a swimmer s season-best 1000 time. 5. Number of Finals: The meet shall have morning preliminaries and evening finals. Scoring will be through 24 th place. Finalists shall be the 24 fastest swimmers from the morning preliminaries who have not scratched or been designated as Exhibition swimmers for that event. Swimmers qualifying 17 th 24 th will swim in the first heat designated as the C-final. Swimmers qualifying 9 th -16 th will swim in the second heat designated as the B-final. Swimmers qualifying 1 s t - 8 th will swim in the third heat designated as the A-final. In the 50 and 100 freestyle events, two additional heats will be swum prior to the C-final, consisting of swimmers qualifying 33 rd - 40 th designated as the first bonus heat, and 25 th - 32 nd designated as second bonus heat. In the 100 Butterfly, Backstroke, Breaststroke and IM events, one additional heat will be swum prior to the C-final, consisting of swimmers qualifying 25 th -32 nd and designated as the first bonus heat. Swimmers competing in these bonus heats do not score points and cannot move up into the top 24 places even if their time is faster than those in the A, B, or C-finals. 6. Time Trials: There will be time trials each evening after the conclusion of the finals session. Swimmers may only time trial once during the meet in any one event, but may time trial in multiple events. Leadoff swims and initial split times achieved in Time Trial events are NOT eligible for time standard consideration. 7. Scoring: Relays: ; etc. Individual: ; ; Scratches: Scratch deadline for any event to be swum on the second day of competition (Thursday): the conclusion of the last event on the first day of competition. Scratch deadline for subsequent days: the conclusion the last event on the preceding evening. NCAA rules do not allow for any scratches from any final heat (A, B or C-final). Scratches from bonus heats must be made within 30 minutes after the posting and announcement of the preliminary results. Unofficial Swimmers/Exhibition Swims who do not wish to swim in open lanes in the finals must also scratch within 30 minutes after the posting of results.

8 Page 8 Relays Teams may enter as many relays as desired, but only the A relay will score. All relays will be timed finals. Each team is eligible to have its A relay swim during the evening finals without qualifying in the morning. Any relays swum during the morning heats do not need a qualifying time. Since relays are timed finals, any prelim (morning) disqualification of a relay will prohibit the same relay and relay members from competing in that event again during the finals (evening) session. Entry time for seed purposes shall be the time submitted during the original entry process, which must be a bona fide current-season time (aggregate accepted). Only A and B relays will be allowed to compete in the finals session. Any additional relays (C, D, etc.) must swim at the end of the prelims session. A and B relays may still choose to swim at the end of the prelim session. For the 200 Medley Relay and the 800 Free Relay: all non-scoring relays (i.e. B, C, etc. relays) will swim in the Wednesday evening finals session along with the A relays. All relay events will be swum slow-to-fast, first the women s event and then the men s event. Exception 1: The 800 Free Relay will proceed slow-to-fast, alternating women s and men s heats. Exception 2: A relays are always seeded in the last heat(s), even if there are non-scoring ( B, C, etc.) relays with faster times. Relays may swim in Prelims OR Finals but not both. Relays desiring an extra swim in the attempt to achieve a specific time or cut may utilize the time trial option. Swimmers may only appear on one relay, e.g., they are not permitted to swim on a B relay in the morning session and then again on an A relay in the evening session.

11 Page 11 7:37 PM Time Trials Protocol for Publication of Championship Meet Entries & Results 1. Psych sheets will show seeding for each event prior to the Championship and will be available by the Monday preceding the Championship meet. 2. Heat sheets will be available for all coaches at the conclusion of every morning and evening session (ideally within 20 minutes of the conclusion of the session). The Administrative Referee will confirm that heat sheets have been distributed before departing after each session. Copies shall be made available for the head coaches, the PCSC, and program/heat sheet sellers. 3. Scores will be posted immediately after the completion of each final event. The subsequent event will not be permitted to start until the posting is complete. 4. Real-Time online results will be available. 5. Event results will be posted no later than within 20 minutes of the conclusion of each event. The posting shall show all Exhibition swims and swimmers (i.e. those performances not eligible for finals) at the bottom of the list. The finals heats will be represented in this posting by showing which swimmers stand to proceed to which finals (i.e. the posting will be flighted into finals heats, followed by those prelim performances that are ranked outside the finals heats for that event, and finally followed by the exhibition swims/swimmers). Gate and Lane Assignments for PCSC Conference Championships For the 2018 PCSC Championships, there will be 8 lanes utilized for both prelims and finals. Each team is responsible to provide timer(s) for their assigned lane for all sessions. Assignments are as follows: Gate Duties: CSEB organizes Gate Duties and coordinates with UCSD, APU, and CI parents on Day 1 to secure protocol for the weekend. 12 Page 12 Athletic Training Services An athletic training station will be set up with the following amenities: ice, and a hydro collator with heat pads. No other modalities will be available. If your team will not be traveling with a Certified Athletic Trainer, please contact us in advance with specific questions regarding the care for your athletes. All teams are expected to provide their own taping, bracing and/or padding supplies. Concordia University will host athletic trainers. Please bring medical documentation for use of artificial aids, devices and or tape as required according to NCAA Rules (3 Sec 1 Art 2). Emergency care and first aid will be handled by the Splash lifeguards. Awards The following awards shall be given per the selection criteria indicated below: a. Medals will be awarded to athletes for finishing 1 st, 2 nd or 3 rd in each individual event and will be given out directly after the completion of the event final. Athletes finishing in the top 8 in an individual event will be recognized as All-Conference; athletes finishing 9 th -16 th in an individual event will be recognized as All-Conference, Honorable Mention. A file with the All-Conference certificate will be sent to each head coach so he or she can print them out and award them to recognized swimmers/divers at the coaches convenience. b. Medals will be awarded to each member of the 1 st place relay team only and will be given out directly after the completion of the final of each relay event. Swimmers on the top 3 relay teams will be recognized as All-Conference and a file with the All-Conference certificate will be sent to each head coach so he or she can print them out and award them to recognized swimmers at their convenience. c. Conference Swimmer of the Meet Plaque (1 Male / 1 Female) d. Conference Diver of the Meet Plaque (1 Male / 1 Female) e. Conference Swim Coach of the Meet Plaque (1 Men s team / 1 Women s team) f. Recognition will be made of all athletes who qualify for Conference All-Academic honors and a file with the Conference All-Academic certificate will be sent to each head coach so he or she can print them out and award them to recognized swimmers/divers at the coaches convenience. 1. To qualify for the Conference All-Academic 1st Team, an individual must: a. Be classified as a Sophomore, Junior or Senior participant. b. Carry over a 3.5 Cumulative GPA on a 4.0 scale 2. To qualify for the Conference All-Academic 2nd Team, an individual must: a. Be classified as a Sophomore, Junior or Senior participant. b. Carry between a 3.2 and 3.49 Cumulative GPA on a 4.0 scale 3. To qualify for Academic Honorable Mention, an individual must: a. Be classified as a Sophomore, Junior or Senior participant. b. Carry between a 3.00 and 3.19 Cumulative GPA on a 4.0 scale

13 Page There will be no limit to the number of Conference All-Academic Team members. Exhibition athletes are eligible for these recognitions. g. Championship Team Plaques (1 st through 3rd Men s team / 1 s t through 3rd Women s team) h. Swim Coach of the Year Plaques (1 Men s Team / 1 Women s Team) i. Swimmer/Diver of the Year Plaques (1 Male / 1 Female) Selection Process: The Swimmers, Divers and Coaches of the Meet and Swimmers, Divers and Coaches of the Year shall be determined by the following process: 1. Selections for Swimmers and Divers of the Meet shall be based on performances at the Championship event. They shall be awarded based strictly on point values off scored individual events with the highest scorer winning regardless of Division. In the event of a tie, the athlete who breaks the most conference records at the meet will be recognized as the winner. In the event of a further tie, athletes will be co-recipients of the award. 2. Selections for Swimmers and Divers of the Year shall be based on performances throughout the season. Head Coaches may submit a single nomination from their team to be considered for Swimmer and/or Diver of the Year. This nomination should include one paragraph describing that swimmer/diver s accomplishments throughout the year and shall be sent to the Conference Commissioner within one week of the end of that swimmer or diver s national championships. The Commissioner shall consolidate the nominations and send them to each head coach. The Male Swimmers and Divers of the Year shall be voted on by the head men s team s coaches and the Female Swimmers and Divers of the Year shall be voted on by the head women s team s coaches. Each coach shall vote for one athlete regardless of Division. 3. Selections for Men s and Women s Team s Coaches of the Meet shall be based on performances at the Championship event. Each head men s coach shall cast a ballot for the Men s Coach of the Meet and each head women s coach shall cast a ballot for the Women s Coach of the Meet, regardless of Division. If the Team Percentage of Improvement statistics are available, they shall be provided to each head coach for consideration in his or her vote. Ballots shall be filled out and handed to either the Meet Director or Conference Commissioner at the conclusion of the meet. Coaches may not vote for themselves for Coach of the Meet. 4. Selections for Male and Female Team s Coach of the Year shall be based on performances throughout the season including the national championships. Head Coaches may submit a single paragraph listing his or her team s accomplishments to be considered for Coach of the Year and shall be sent to the Conference Commissioner within one week of the end of that team s national championships. The Commissioner shall consolidate the nominations and send them to each head coach. The Men s Team Coach of the Year shall be voted on by the head men s team s coaches and the Women s Team Coach of the Year shall be voted on by the head women s team s coaches. Each head coach shall vote for one coach regardless of Division. 5. Announcement of awardees will be made at the end of the meet with the exception of the Athletes and Coaches of the Year and will be included in post-event media releases.

14 Page 14 Athlete of the Week (AOTW) Purpose: To recognize outstanding individual performances by PCSC athletes (swimmers or divers) on a weekly basis throughout the season by naming a female and male Athlete of the Week from each of the Divisions represented in the PCSC. Nominations: Coaches and/or SID may nominate one female and one male athlete from their team based on the previous week s competitions. AOTW nominations should be ed by Monday, 9:00 PM to Jeff Boss, Concordia University jeff.boss@cui.edu Nominations should include: university; name of athlete, year in school, hometown, college major and nominated events including times, brief reason for nomination. Nominations are encouraged but not required. Awards: PCSC Athlete of the Week NCAA DI Women PCSC Athlete of the Week NCAA DII Women PCSC Athlete of the Week NCAA DII Men PCSC Athlete of the Week NCAA DIII Women PCSC Athlete of the Week NCAA DIII Men PCSC Athlete of the Week NAIA Women PCSC Athlete of the Week NAIA Men Each AOTW selected will be announced as PCSC Athlete of the Week Women s/men s Swimming or PCSC Athlete of the Week Women s/men s Diving to further identify the athlete. Selection: AOTW selection will be based on relative performance, recommendation by the coach/sid and evaluation by the selection representative(s). Means of evaluation may include but not be limited to: victories in competitions, NCAA qualifying times, school records, Hy-Tek Open Power Points (the highest single event total), personal best times/scores, etc. Selection announcement will be made on Tuesday by 5:00PM through the PCSC website and distributed by the webmaster to institutional SIDs and swim-specific websites (collegeswimming.com, swimswam.com, swimmingworldmagazine.com, etc.) via press release with a link back to the announcement page on the PCSC website. Each institution shall provide the address of their SID or point of communication.
