3 MESSAGE FROM THE FINA PRESIDENT FINA SWIMMING WORLD CUP 2018 It is my great pleasure to present you the FINA Swimming World Cup 2018, which includes seven legs in the Middle East, Europe and Asia. This year, the competition kicks-off on September 7 in Kazan (RUS) and concludes on November 15 in Singapore (SGP). Doha (QAT), Eindhoven (NED), Budapest (HUN), Beijing (CHN), and Tokyo (JPN) complete the 2018 list of host cities. FINA is thrilled to welcome Budapest as a new comer in the circuit, after the capital hosted a fantastic and highly successful FINA World Championships in July Furthermore, Doha s presence since 2012 in the World Cup circuit has assuredly reinforced the visibility of this top-notch competition in the Middle East region. After the successful staging of the 12 th FINA World Swimming Championships (25m) in 2010 in the Qatari capital, Doha, the legacy of Swimming has continued in this part of the world. Europe continues to carry a long-standing swimming tradition with FINA World Championships 2015 host Kazan and Eindhoven, hosting the event for the fourth time (2009, 2013, 2017). Tokyo and Singapore have been regular organisers, while the short-course showdown has called Beijing home for the last 20 years. Since 1988, together with FINA National Federations and the host cities, the FINA Swimming World Cup remains a key annual 25m-pool meet for the world s best swimmers and constitutes an additional opportunity to display a high-level Swimming event on TV screens and live streaming. FINA has worked hard to develop a new concept for the 2018 World Cup which combines races in 50m pool (x1 Cluster) and 25m pool (x2 Clusters). Each event will last three days with heats in the morning and finals in the evenings. Unlimited events can be swum by a swimmer and only the best three results (per meet points) will count towards the ranking/scoring. The 2018 prize money to be distributed reaches over US$ 2.5M. Sport presentation will also be improved, enhancing the fans experience on site and providing a better environment for TV production. I would like to express my gratitude to seven host cities and their Local Organising Committees of the 2018 edition for their commitment in the promotion and success of this competition. I wish all the participants much success over the next three months! Dr. Julio C. Maglione President 3

7 HISTORICAL OVERVIEW Past, Present and Future In compliance with the FINA Constitution and its fundamental objective to promote Swimming and its other disciplines, FINA started in 1973 the World Championships (Belgrade, YUG) that, since then, has ranked alongside the Olympic Games as one of FINA's most important competitions. It was at this time that the swimming family searched for an opportunity to organise a competition in the winter season (for the Northern hemisphere) and also to organise a short-course competition. During the 1970s and the 1980s some federations were able to stage successful meets such as the Arena Festival (Bonn, GER), the Speedo Meet (Amersfoort, NED, 50m), the Coca Cola International (London s Crystal Palace, GBR, 50m), the NOK Schwimmfest (East Berlin, GDR, 50m) and the Meet de la Ville de Paris (FRA). In 1988, the organisers of some existing competitions Toronto (CAN), Indianapolis (USA), Paris (FRA), East Berlin (GDR), Bonn (GER), Gothenburg (SWE), Venice (ITA) and Barnett (GBR) gathered in Rome and decided to create the first Swimming World Cup Series with a prize money allocation for winners to be implemented in early The first two meets were held in North America in late The first competition to be labelled the Swimming World Cup took place in September 1979 at Tokyo s Yoyogi Swimming Pool (50m). Eight teams representing different regions of the world competed for supremacy: The United States, Canada, Sweden, the Soviet Union and Japan took part with their respective national teams, while the remaining ones represented Oceania (Australia and New Zealand), Latin America and the rest of Europe. In January 1991, the recognition of World Records set in 25m pools was approved at the FINA Swimming Technical Congress in Perth (AUS). The same year, FINA became involved in the World Cup. Together with the Organising Federations, it was agreed to establish six categories for both men and women according to stroke and distance: *Sprint: 50m, 100m and 200m freestyle; *Distance: 400m and 800m or 1500m freestyle; *Backstroke: 50m, 100m, 200m; *Breaststroke: 50m, 100m, 200m; *Butterfly: 50m, 100m, 200m; *Individual Medley: 100m, 200m, 400m. In 1992, for the first and only time, FINA held a Super Final in Palma de Mallorca (ESP) at the conclusion of the World Cup series. Only swimmers who had qualified through the series were admitted. Palma de Mallorca was also chosen as the venue for the 1 st FINA Swimming World Championships (25m) in In 1991 and 1992, World Cup meets were held in St. Petersburg (RUS) Leningrad at that time and while the city withdrew from the World Cup series in 1993, China joined in with Beijing. In 1994, Shanghai (CHN) and Hong Kong were added to the list. On August , following the FINA Technical Congress in Rome (ITA), it was decided to recognise the World Records set in the 50m backstroke, breaststroke, butterfly and in the 100m individual medley (SCM). 7

8 In 1998, the World Cup found new stages in Australia (Sydney) and Brazil (Rio de Janeiro). Since then, Australia and Brazil have welcomed a meet for a number of editions. In the 1999/2000 and 2000/2001 series, the ranking system was abandoned and the final classification was based on Individual Events. In order to allow this competition to become more competitive and spectacular, FINA decided to implement a new model for the 2001/2002 and subsequent editions of the Swimming World Cup. From then on, the scoring has been based on a FINA Table: only the best swim achieved by a swimmer is counted. The 2003/2004 edition had stages taking place in Africa (Durban) and Korea (Daejon) for the first time. From 2007 to 2012, FINA decided to present a more compact calendar of meets during a short period at the end of each year in October/November. The goal of the new calendar is to attract wider coverage and international attention. Since the 2013 edition, the World Cup series kick off in August with the first two stops in Doha, QAT (August 27-28) and Dubai, UAE (August 31-September 1). The series then head to Hong Kong, HKG on September Moscow, RUS (October 4-5) is next and only European stop this year. The last three meets will take place in Asia: Beijing, CHN (October 24-25), Tokyo, JPN (October 28-29) and Singapore, SIN (November 1-2). This shift in the calendar is aimed at enhancing the participation and exposure of the World Cup by attracting more athletes who will be competing in peak form at various continental championships in July and August. In 2015, the event was exceptionally hosted in a 50m pool. It returned to 25m as of the 2016 and 2018 editions, while 2018 introduces a combination of both pool lengths.
