2 March 2018 PLEASE READ CAREFULLY page 1 To: Section V Boys Tennis Coaches From: Rick Steiner Section V Boys Tennis Coordinator Re: Upcoming Season I have been busy with your league, sectional, and state qualifier chairs getting things organized for the upcoming season. Special thanks to these people for their help in getting this Handbook revised. IMPORTANT information can be found here, be sure to read it over carefully!! Any comments, additions, or suggestions are greatly appreciated. Contact us!!! I would like to highlight a few important changes, points of emphasis, and news for the upcoming season. 1. Coaches make note of the representation rule (Class A page 3, Classes B, C, D page 7 and team sectionals page 12) in regards to playing in 6 matches. Note that a players exhibition matches DO count towards their 6 matches so be sure you are keeping accurate records in case you are called in to question. 2. Welcome to Nate Kraemer (Penn Yan-Finger Lakes) and Brian McQuillan (Cal-Mum-Livingston) they are your new League Chairs. Special thanks to departing chairs Jim Farnholz (Livingston) and Don Gardner (Finger Lakes) for all their hard work and efforts over the years for our Section V tennis players. 3. We will again be using the tennis data base developed by Rick Schneider. All WINNING coaches for dual matches are expected to report their scores using the data base. COACHES be sure you have updated all your CONTACT INFORMATION. League Chairs will be using the data base instead of developing a League Directory so your, up to date, information is very important. You should delete graduates and add new players to your roster. We have added a column for t-shirt size which will be used at team sectional time. The public can review match results by going to It is a general expectation that coaches will keep their data base up to date. Be sure you have logged all your matches on or before the cut-off date for matches for Team Sectionals. Your league chairs are depending on you!! 4. Be sure to thank the people whose names appear on pages 2, 3 and 12 when you see them. It cannot be stated enough times the valuable contributions that these members of your tennis committee make for all the Section V tennis playing schools and their student/athletes. Their service is invaluable to Section V Tennis!!! 5. SPORTSMANSHIP continues to be an issue with all Section V sports. Our sport has aligned itself with other sports that should a disqualification occur a player will be suspended for the following match, whether this occurs in tournament or dual match competition. COACHES, please emphasize to your players that this issue is still very much a priority to all of us and that the expectation of proper behavior will be enforced at both regular season matches and during Sectional and State Qualifier competition. The USTA Publication on The Official Rules of Tennis includes THE CODE, a guidebook for unofficiated matches. Obtain a copy from the USTA. If you have never read this document do so!!! It discusses the essence of our great game with an emphasis on ETHICS. COACHES.please review the Point Penalty System with your players!!! Each Class A school is eligible to send a maximum of 2 singles players and 2 doubles teams. The top 4 finishers in both singles and doubles will advance to the State Qualifier Tournament. INDIVIDUAL SECTIONAL TOURNAMENT RULES 1. Individual Representation Rule: To be eligible for Individual Sectionals an individual must have represented their school in six (6) school scheduled contests which occurred on six (6) different dates during the season prior to the date of the Individual Sectionals. Playing in an exhibition match counts towards the required six (6) contests. 2. Players are not allowed to play both singles and doubles. 3. Commitment to Play Rule: Players who elect to play in the Individual Sectionals must agree to satisfactorily complete that event. In the event that a player or team qualifies for the State Qualifier and options NOT to move on, their coach must inform the tournament director as soon as possible so that an alternate can be determined. Any player competing in the State Qualifier Tournament must be able to satisfactorily complete that event as well as the State Tournament event. Once entered in the State Qualifier, failure to satisfactorily complete either the State Qualifier or State Tournament will lead to forfeiture of all rights and privileges associated with the event. 4. DEFAULTS The goal is to avoid forfeits communication is the key. To avoid conflicts, arrive approximately 30 minutes prior to scheduled start times. For problems in transit notify the tournament director by phone. Schools are expected to make a good faith effort to schedule bus times accordingly. Once play starts, and matches are assigned, a 10 minute, default rule is in effect. SEEDING THE DRAW 1. When submitting entries, coaches should provide any information about their players relevant to seeding. To be considered for seeding the Tournament Director will take into consideration but not be limited to: important matches versus possible opponents, past and current year s records, ETA, UTR, club matches, record in past sectional tournaments, and the coaches seeding information. 2. Placement in to the draw If possible, players from the same team or who have played each other recently will not be placed in the same half of the draw.

5 PLAY/REST BREAKS/COACHING/INJURY page 4 1. SCORING 10 game pro sets with regular scoring (7-point tiebreak at 9-all). Starting at the quarterfinals play will be 2 out of 3 sets REGULAR SCORING (7-point tiebreak at 6-all). Playback matches will begin at the quarterfinals. The COMAN tiebreak is used for all doubles play. 2. CONTINUOUS PLAY When changing ends, a maximum of 90 seconds shall be allowed. However, after the first game of each set and during a tiebreak, play shall be continuous and the players shall change ends without a rest period or coaching. At the conclusion of the first set, there shall be a set break of a maximum of two minutes, players ARE NOT allowed to leave the court. A maximum of five minutes, rest/coaching break is allowed prior to the third set. 3. MINIMUM TIMES ALLOWED BETWEEN MATCHES (players may choose to play before that time) a. after a 10 game pro set 20 minutes b. after a 2 out of 3 set match 30 minutes 4. BALLS Each school will provide one (1) can of USTA balls for EACH entrant they have in the tournament. These shall be turned in upon arrival the first day of the tournament. 5. COACHING DURING MATCHES Only during change of sides, except during the first changeover of each set and any tiebreaks. Talk cannot delay the match; 90 seconds when changing sides, two minutes between sets. Players must stay on the court; coach is not allowed on the court. 6. INJURIES If a trainer is present a player will have a total of 10 minutes from the arrival of the trainer to resume play. If only a coach is present, the player will receive 15 total minutes of injury time. A player may not receive treatment for the same injury twice without withdrawing. 7. BOTH players/teams must report scores to the Tournament Director immediately following the match. GOOD ETIQUETTE 1. TOURNAMENT RULES COMMITTEE The Tournament Director will select a committee of 2 to 3 coaches to help enforce the rules and to take care of any unforeseen situations. 2. All play will be by the USTA CODE OF CONDUCT---Specifically; loud, abusive or profane language, racquet throwing, hitting balls indiscriminately, having a cell phone on, are prohibited. There will be no warning! Coaches should be the main drivers of enforcing these rules and should give penalties when they need to be assessed. 1 st Offense: Loss of Point 2 nd Offense: Loss of Game 3 rd Offense: Disqualification Any player who receives a 3 rd offense from the Code of Conduct or is disqualified, from a match, for a flagrant, unsportsmanlike display of conduct will receive a one match suspension. This suspension could occur during a tournament or a dual match and carries over from a tournament to a dual match or vice versa. This would closely follow many other Section V sports policies for disqualification. 3. PROPER TENNIS ATTIRE IS REQUIRED Players must wear the following to participate: SHIRTS Tennis or athletic type with the name of the school that the player is representing, or a team shirt that is approved by the school, must be worn. SHORTS Athletic or tennis type shorts should be worn. No cut-off or boxer type shorts will be allowed to be worn during play. In case of warm weather, a player may change their shirt and in case of cold weather, a player may wear warm-ups. JEWELRY Per NYSPHSAA Jewelry Rule-- no jewelry, which includes visible body piercing objects, shall be worn in any sport. Any piece of jewelry that is visible at the start or during a contest is a violation. Religious medals must be taped to the body and under the uniform. Medical medals must be taped to the body so they are visible. Soft, pliable barrettes are permissible, body gems are not. 4. AWARDS Shields for the top 4 finishers will be awarded at the State Qualifier Tournament.

6 page 5 CLASSES B, C, and D ENTRY DEADLINE WEDNESDAY, MAY 9 The Class B, C, D Individual Sectional Tournaments are 16 draws for both singles and doubles. Each Class B, C, D school is eligible to send a maximum of 2 singles players and 2 doubles teams. These singles players and doubles teams must play through league qualifier tournaments to reach these Sectionals. The top 4 finishers in both singles and doubles, in each class, will advance to the State Qualifier Tournament. Qualifier entries and alternates must be submitted to the Tournament Directors listed below. 8 page 7 LEAGUE QUALIFYING PROCESS FOR INDIVIDUAL SECTIONALS 1. CLASS B, C and D Individual Sectional Tournaments are each a draw of 16 players/doubles teams. 2. Important Dates, page 14, has a suggested universal qualifier date. 3. Entrants to Individual Sectionals are determined by League Qualifier Tournaments. Leagues will qualify a certain number of qualifying players/teams based on the number of schools in that league, as determined by the Tennis Committee, after the classifications have been determined. In some cases, where leagues are combined, the league chairman with the largest number of schools will typically organize the qualifier, at a site/time determined by that league chairman. Depending on the number of qualifiers needed, league chairs will set up a procedure to determine which players will represent their league. For example, if two players/doubles teams are needed, then the two finalists might represent their league. If a third player is needed, have a playoff for the two losers of the semifinals for the third spot. Back draw matches are also a possibility. League chairs should determine how this will be done prior to the qualifying tournament. It is suggested that players from the same team should be put in to opposite sides of the draw. 4. No league with a single team/qualifier entrant will automatically be admitted to the Individual Sectional Tournament, they must combine with another league to determine qualifiers. 5. Each Class B, C, D school is eligible to send a maximum of 2 singles players and 2 doubles teams to their qualifying tournaments. 6. League Chairman need to provide an alternate or two in both singles and doubles in case an opening in the sectional draw occurs. CLASS B, C, D INDIVIDUAL SECTIONAL TOURNAMENT RULES 1. A special tournament for those players losing in the round of 16. Participation is expected. Times will be announced by the tournament director at their site. A playoff between each Class winner, in singles and doubles, will be played on the first day of the State Qualifier Tournament at that site.

9 page 8 SEEDING THE DRAW 1. League Chairmen will relay seeding information to the Tournament Director when calling in or ing entrees from their league qualifiers. To be considered for seeding the Tournament Director will take into consideration but not be limited to: important matches versus possible opponents, past and current year s records, ETA, UTR, club matches, record in past sectional tournaments, and the coaches seeding information. A template of the draw is available on the Section V Boys Tennis Website. 2. Any league that will NOT be sending representatives to the Individual Sectional Tournament should notify the tournament director well in advance so a substitute(s) may be found. 3. EXTENUATING CIRCUMSTANCES: If a coach has a player or doubles team but, due to circumstances beyond their control, they were not able to qualify through their league, they may request to the Section V Coordinator to have that player or team qualify for the tournament. A Sectional Tennis Committee consisting of the Section V Coordinator and the Class A, B, C and D tournament directors will make a decision on whether to allow an entry due to extenuating circumstances. The request to the Section V Coordinator must be made by the League Chairman one week prior to the start of the tournament. If the request is accepted by the committee, the player (or doubles team) will be placed in to the draw for the tournament. 4. ENTRIES The top 4 singles players and top 4 doubles teams from Class A, B, C, D as determined by the Individual Sectional Tournaments. Consolation singles/doubles winners from Classes B, C, D will compete in a fun mini-tournament the format to be explained to those competitors after the awards ceremony. Players can not advance to the State Tournament. FORMAT Tournament. The top 3 singles and doubles teams advance to represent Section V at the NYSPHSAA State Single elimination format for 1 st and 2 nd rounds. Losers in the semifinals will play back for the third position on the state team. SCORING ALL ROUNDS, best 2 out of 3 sets, regular scoring, 7 point tiebreak, COMAN tiebreak for doubles. BALLS Each school will provide one (1) can of USTA balls for EACH entrant they have in the tournament. These shall be turned in upon arrival the first day of the tournament. COACHING and POINT PENALTY SYSTEM Same system used as in the Individual Sectional Tournaments.

12 NEW YORK STATE BOYS TENNIS CHAMPIONSHIPS page 11 DATES: MAY 31, JUNE 1, 2, 2018 SITE: NATIONAL TENNIS CENTER FLUSHING MEADOWS, NEW YORK INFORMATION: 1. The top 3 singles players and doubles teams from the State Qualifying Tournament will represent Section V. 2. Players and parents must sign a Commitment to Compete before going. 3. Transportation will be provided by Section V for players and coaches so that the team travels together. All costs are billed back to the schools. 4. Additional information will be provided at the State Qualifier Tournament.

Coaches make sure their data base information is correct. MAY Seeding Meeting---3:00pm Place TBA MAY Round 1 MAY Quarterfinals All matches begin at 4:00pm unless both schools agree to start earlier. MAY Semifinals MAY Finals (earliest date possible, depending on conflicts see below) ALL FINALS WILL BE HELD AT A NEUTRAL SITE-- NOTE TO ATHLETIC DIRECTORS DO NOT set neutral sites!!! This is the job of the Tennis Committee. IN CASE OF RAIN: The host school AD will make contact with the visiting school AD to reschedule the match. For neutral site matches the hosting AD will make the call on postponement and contact both competing AD s. All rain dates will be the next available school day. Reasons for postponement could include: weather, conflicts with the State Tournament, educational delays. The Tournament Director and Section V Coordinator must approve other reasons. Teams involved in the State Tournament will resume their matches the Monday following States. The tournament will be played to its completion. 1. ENTRIES: Coaches must make sure their data base information (matches played, contact info) is correct by FRIDAY, MAY INDIVIDAL REPRESENTATION RULE: To be eligible for Team Sectionals an individual must have represented their school in six (6) school scheduled contests which occurred on six (6) different dates during the season prior to the date of their first Team Sectional Contest. Playing in an exhibition match counts toward the required six (6) contests. 3. DRAW: A seeding meeting will be held prior to the first day of the Team Sectional Tournament. League chairmen or a league representative should be present at this meeting and be able to verify the records of all teams in their league. The placement of the seeds will be by winning percentage using a regular tournament format for placement of seeds. Ties will be broken by any head to head result, then by coin flip. The top seeded team will be the home team thru the semifinals (per Sec. V 10/15/14) and supplies an AED. A neutral site will be scheduled by the tennis committee when the distance between schools is more than 75 miles apart. No team will play 3 consecutive days of away matches unless they choose to do so. A template of the Team Sectional Draw sheets may be found on the Section V Boys Tennis website. Once the draw becomes official the Section V Coordinator will send out the official brackets to the League Chairs. League Chairs will then forward the draws to coaches in their league.

14 page PLAY: CLASS AA, A (4 singles, 3 doubles) CLASS B, CC, C, DD, D (3 singles, 2 doubles) CLASS BB ONLY For this Class a team may either play 7 or 5 points. All teams in this class must notify their intent to their League Chairmen prior to the seeding meeting. No teams will be forced to play 7 points. This will be reviewed by the seeding committee at the seeding meeting. 5. SCORING: Regular scoring, best 2 out of 3 sets, 7 point tiebreak when the set score is 6-all. COMAN tiebreak for doubles. Tennis Balls provided by the HOME TEAM (HIGHER SEED). 6. ORDER OF PLAY if not 5 courts. 4 courts 1 st singles is last 3 courts 1 st doubles then 1 st singles is last Line ups must follow ethical rules, no stacking is allowed, follow an order of play based on ability in both singles and doubles. The Tennis Committee highly recommends that coaches keep accurate records (challenge matches, team matches, etc.) that determines their line-ups. Protests should follow the form set in the Section V Constitution. 7. WINNING COACHES HAVE TWO RESPONSIBILITIES a. IMMEDIATELY REPORT THE SCORE using the data base OR call the D&C at x1 b. CALL the Sectional Chairman for your class, phone numbers listed above c. The sooner scores are reported, the sooner the Tennis Committee can complete their work for that night.
