1 Technical Committee Scope of Work Head: Mr. Aref Mardini Members: Mr. Alain Sayegh Mr. Tanios Kanaan Mr. Nicolas Sassine Mr. Elie Chedid Mission: - Planning and execution of relevant programs aiming to develop the Tennis game in Lebanon. - Technical and administrative tournaments follow up with all federated clubs. - Implementation of the LTF general rules and regulations.

2 1. General Decisions: 1.1. All players participating in federated tournaments need to be affiliated to federated clubs Tournament days shall not exceed 10 days including Qualifications (in case needed). Grade Gold tournaments may be extended to 14 days ENTRY FEES: Category A: USD 40 all categories in Singles / USD 40/team in Doubles. Category B: USD 35 all categories in Singles / USD 35/team in Doubles. Category C: USD 30 all categories in Singles / USD 30/team in Doubles. 2. LPIN Registration LPIN (Lebanese Player Identification Number): 2.1. All players are required to file for the LPIN enabling them to register for all Local Federated Lebanese Tennis Tournaments. The LPIN annual fee is set at USD 50 per player If a Player doesn t register for the LPIN, he/she will not be able to participate in any Federated tournament Any player registering under fake identity info (First Name, Last Name, Date of birth...) will be subject to technical committee review and In circumstances that are flagrant and particularly injurious to the success of the tournament, or are singularly flagrant, a single violation of this section shall also constitute the Major Offence of Aggravated Behaviour If a player un-intentionally entered wrong identity info than he/she should report to LTF for correction in a timely manner Any player facing difficulties in registering for the LPIN can contact the LTF Offices by phone on the or by on the info@lebanesetennisfederation.com or through the club they belong to for an appointment to help them go through registration. 3. Tournament Entries 3.1. All entries must be submitted online via the LPIN or on the official entry form (only in case of a system breakdown) which can be ed to the LTF before entry deadline If a player cannot access the online LPIN account, the player must submit the entry or withdrawal official form to the tournament general referee and the club tournament director before the deadlines All official entry forms must be signed by the player and must contain all the required information. In case of a minor, parental signature is required All entries are subject to the Rules, Regulations and conditions of entries Registration deadline for any tournament is set to 3 days prior to the draw (6 PM). 4. Withdrawals 4.1. Withdrawal deadline is set to 3 days prior to the start of the tournament, no penalties will be applied during this period All withdrawals must be submitted online via LPIN (even after the withdrawal deadline) or on the official withdrawal form (in case of system breakdown) which can be ed to the LTF.

3 4.3. Players are allowed to one (1) withdrawal after the withdrawal deadline (before the draw) or one (1) no show after draw is out per season. Both cases are not refundable and will not be counted as a late withdrawal offence. In that case, it won t be necessary to submit a medical report After a player uses his free late withdrawal (after publishing the draw) in a calendar year, all subsequent late withdrawals will be penalized according to the LTF Code of Conduct mentioned below In the case of a health related no show, a medical report is required and is subject to tournament emergency committee approval. It should be presented on behalf of the player (in case the player himself is unable) prior to the match. 5. Draw 5.1. Draw shall be done 2 days prior to the start of the tournament with the presence of the General Secretary and/or a member of the technical committee, the tournament director, the General referee or his assistant, a representative of the club, & a selected player. It will be made public online and at the venue of the tournament by the club officials. Once the draw is public, there can be no change, unless any of the top 4 seeded players withdrew prior to the commencement of the final stage of the competition which will cause direct negative effects on the seeding; in that case, the referee with the tournament director may request the tournament committee to adjust the seeding In Grade Gold & Silver tournaments the MD draw will be 32, there will be 8 seeded players + (16 players in the MD, 4 of which are players granted WC. 8 players from the QD will enter the MD) In Grade Bronze tournament, the MD will be 16 with 4 seeded players + (8 in the MD, 4 of which are players granted WC. 4 players from the QD will enter to the MD) In the 16 & 32-knockout draw, the seeds shall be nominated and positioned as follows: Number one shall be placed at position 1, number two shall be placed at position Number 3 and 4 shall be drawn by lot The first drawn shall be placed at position 9 the second drawn at position Number 5, 6, 7 and 8 shall be drawn by lot The first drawn shall be placed at position 8, the second at position 16, the third at position 17 and the fourth at position The remaining 8 shall be drawn by lot Seeded 9 & 16 will be placed randomly. It is important to understand that this placement is done automatically by the software according to rankings inputs and automatic upgrading after each tournament. 6. Byes 6.1. If there are byes, they shall be given to the seeded player in descending order. 7. Wild Cards 7.1. Wild cards per tournament category to be distributed evenly between the club hosting the event and the LTF: All tournament: 8 Wild Cards in Qualification, and 8 Wild Cards in Main Draw Maximum 4 wild cards in same draw

4 8. Tournaments Emergency Committee 8.1. Represented by the Tournament Director, the LTF General Secretary, the LTF Head of Technical Committee, the Tournament General Referee & any other member of the Technical Committee. The Emergency Committee will be allowed to take decisions on the spot during the tournaments, in case of any on court offense or incident (after reviewing reports from the referee and players). 9. Top Seeds 9.1. Top seeds in the tournament draw are The Technical Committee has the right to seed the current year DAVIS CUP players up to four spots in the main draw (draw of 16) and can seed up to 2 players in the top 4 seeded players into the main draw In case seed 1 or 2 players withdrew from the tournament for a valid reason before its start, but after publishing the draw the following seeding modification will occur: Seeded 3 will take the position of the withdrawn player; Seeded 5 will take the position of seeded 3; Seeded 9 will take the position of the seeded 5; 10. Tournaments General Rules and Ranking System Players are allowed to register in 2 singles events & one doubles or 2 doubles events & one singles Any event with Less than 4 players will be cancelled Any event with less than 8 players will have points and prize money calculated by 50% The Match format and the Scoring system will be unified during all tournaments: Men, Ladies and JR disciplines: 2 tie break sets, third set super tie break including the QF; SF & Final 2 out of 3 tie break sets Qualifications Draws, Veterans & Doubles disciplines 2 tie break sets (no advantage/deciding point) with a super tie break 3 rd set The D (Development) league for the NextGen 8&U (Orange ball), 10&U (Green ball), 12&U, 14&U & Men In the 12&U & 14&U categories, players ranked 9 & above may register In the Men category, players ranked 17 & above may register & event has no prize money or points distribution. 11. ON COURT RULES & REGULATIONS It is the player s responsibility to be aware of all the following Rules and Regulations set by the LTF during any tournament he/she has registered for Etiquette/Player s Responsibility Players are expected at all times to shake hands with their opponent(s) at the completion of a match Do not enlist (join) the aid of spectators, including parents, coaches in making line calls, or attempting to determine the score or other on-court matters Do not stall, sulk, complain or practice gamesmanship In doubles, when returning service, the partner of the receiver should generally call the service line for him/her. The receiver should generally call the center and side service lines. The call needs to be loud enough to stop their opponents/partner playing It is the responsibility of the player who wins the match to collect the balls, return them to the tournament desk and give the match result It is the responsibility of the player to confirm with the tournament director the date and time of his/her next match Always THANK the Tournament officials (organizers, referees, supervisors, ball kids ) prior to leaving the tournament Talk quietly when standing near tennis courts that are in use ALWAYS show respect and courtesy to your opponent, your partner, and others on or near the courts. Keep your voice down and confined to your court as much as possible so as not to disrupt players on adjacent courts. If you get into a dispute with your opponent, go to the net so you don t disrupt other courts. Respect your racquet and the balls by treating them nicely. Always put racquets down carefully and roll the balls on the court to avoid an accident and save your opponents wasting unnecessary time retrieving the ball NEVER walk onto another court during a game Wait for the players to finish the game before walking onto their court. It is very distracting to have someone disrupt a game in progress, so if you must cross another court, do so after the game is finished, and go around the court, not through the middle ALWAYS Pick up after yourself Don t leave empty drink bottles or food wrappers. Dispose of any garbage you have in the rubbish bins provided REMEMBER to have fun! The entire objective of playing tennis, aside from being good aerobic exercise, is to have fun. You can follow these rules of etiquette and still have a good time on the courts - players on other courts will appreciate it.

7 13.2. Breaks During Play Between points: 20 seconds Between games when a change of end is required (except after the first game of each set and during a tie-break): 90 seconds Toilet break: Permission is required and should be taken between sets. Between games when a change of end is required (except after the first game of each set and during a tiebreak) Change of attire break: Females only, males can be permitted to leave court and change attire when needed after getting the permission Dress & Equipment Code Every player shall dress and present himself/herself for play in a professional manner. Clean and customarily acceptable tennis attire shall be worn. Any player who violates this Section may be ordered by the Chair Umpire or Referee to change his/her attire or equipment immediately. Failure of a player to comply with such order may result in immediate default Dress Code Identification: No identification shall be permitted on a player s products or equipment on court before, during or after a match Shirt, Sweater or Jacket: Sleeves: One (1) commercial (non-manufacturer s) identification for each sleeve, neither of which exceeds four (4) square inches (26 sq.cm), plus one (1) commercial identification of a National Association Team Sponsor on one (1) sleeve, not to exceed four (4) square inches (26 sq.cm), plus one (1) manufacturer s identification on each sleeve, neither of which exceeds eight (8) square inches (52 sq.cm) shall be permitted. If written identification is used within this eight (8) square inches (52 sq.cm) area on either or both sleeves, such written identification may not exceed four (4) square inches (26 sq.cm) per sleeve Sleeveless: The two (2) commercial (non-manufacturer s) identifications permitted on the sleeves above, neither of which shall exceed four (4) square inches (26 sq.cm), may be placed on the front of the garment Front, Back or Collar. Total of two (2) manufacturer s identifications, neither of which exceeds two (2) square inches (13 sq.cm) or one (1) manufacturer s identification, which does not exceed four (4) square inches (26 sq.cm) shall be permitted Shorts or Skirts Two (2) manufacturer s identifications, neither of which exceeds two (2) square inches (13 sq.cm) or one (1) manufacturer s identification which does not exceed four (4) square inches (26 sq.cm) shall be permitted. On compression shorts, one (1) manufacturer s identification not to exceed two (2) square inches (13 sq.cm) and which shall be in addition to the manufacturer s identifications on shorts/skirts shall be permitted. Note: A dress, for the purposes of permissible identification shall be treated as a combination of

8 a skirt and shirt (dividing dress at waist) Socks/Shoes Manufacturer s identifications on each sock and on each shoe shall be permitted. The identifications on the sock(s) on each foot shall be limited to a maximum of two (2) square inches (13 sq.cm) Racquet Manufacturer s identifications on racquet and strings shall be permitted Hat, Headband or Wristband One (1) manufacturer s identification, without writing, not to exceed two (2) square inches (13 sq.cm) shall be permitted Bags, other Equipment Tennis equipment manufacturer s identifications on each item plus two (2) separate commercial identifications on one (1) bag, neither of which exceeds four (4) square inches (26 sq.cm) shall be permitted Shoes Players are required to wear tennis shoes generally accepted as proper tennis attire. Shoes shall not cause damage to the court other than what is expected during the normal course of a match or practice. Damage to a court may be considered as physical or visible, which may include a shoe that leaves mark beyond what is considered acceptable Warm-Up Clothing Players may wear warm-up clothing during the warm-up and during a match provided it complies with the foregoing provisions and provided further that the players obtain approval of the Referee prior to wearing warm-up clothing during a match. Unacceptable attire Sweatshirts, gym shorts, dress shirts, T-shirts or any other inappropriate attire shall not be worn during a match (including the warm-up) Fines VISIBLE OBSCENITY: Players shall not make obscene gestures of any kind within the precincts of the tournament site. Violation of this Section shall subject a player to a fine up to USD 50 for each violation. In addition, if such violation occurs during a match (including the warm-up), the player shall be penalized in accordance with the Point Penalty. In circumstances that are flagrant and particularly injurious to the success of a tournament, or are singularly flagrant, a single violation of this Section shall also constitute the Major Offence of Aggravated Behaviour and shall be subject to the additional penalties hereinafter set forth. For the purposes of this Rule, visible obscenity is defined as the making of signs by a player with his hands and/or racquet or balls that commonly have an obscene meaning VERBAL ABUSE: Players shall not at any time directly or indirectly verbally abuse any official, opponent, sponsor, spectator or other person within the precincts of the tournament site. Violation of this Section shall subject a player to a fine up to USD 50 for each violation. In addition, if such violation occurs during a match (including the warm-up), the player shall be

9 penalized in accordance with the Point Penalty Rule. In circumstances that are flagrant and particularly injurious to the success of a tournament, or are singularly flagrant, a single violation of this Section shall also constitute the Major Offence of Aggravated Behaviour and shall be subject to the additional penalties hereinafter set forth. For the purposes of this Rule, verbal abuse is defined as a statement about an official, opponent, sponsor, spectator or other person that implies dishonesty or is derogatory, insulting or otherwise abusive Physical Abuse: Players shall not at any time physically abuse any official, opponent, spectator or other person within the precincts of the tournament site. Violation of this Section shall subject a player to a fine up to USD 50 for each violation. In addition, if such violation occurs during a match (including the warm-up), the player shall be penalized in accordance with the Point Penalty Rule. In circumstances that are flagrant and particularly injurious to the success of a tournament, or are singularly flagrant, a single violation of this Section shall also constitute the Major Offence of Aggravated Behaviour and shall be subject to the additional penalties hereinafter set forth. For the purposes of this Rule, physical abuse is the unauthorized touching (not hitting) of an official, opponent, spectator or any other person ABUSE OF BALLS (BA): Players shall not violently, dangerously or with anger hit, kick or throw a tennis ball within the precincts of the tournament site except in the reasonable pursuit of a point during a match (including the warm-up). Violation of this Section shall subject a player to a fine up to $50 for each violation. In addition, if such violation occurs during a match (including the warm-up), the player shall be penalized in accordance with the Point Penalty Rule. In circumstances that are flagrant and particularly injurious to the success of a tournament, or are singularly flagrant, a single violation of this Section shall also constitute the Major Offence of Aggravated Behaviour and shall be subject to the additional penalties hereinafter set forth. For the purposes of this Rule, abuse of balls is defined as intentionally hitting a ball out of the enclosure of the court, hitting a ball dangerously or recklessly within the court or hitting a ball with negligent disregard of the consequences UNSPORTSMANLIKE CONDUCT: Players shall at all times conduct themselves in a sportsmanlike manner and give due regard to the authority of officials and the rights of opponents, spectators and others. Violation of this Section shall subject player to a fine up to USD 50 for each violation. In addition, if such violation occurs during a match (including the warm-up), the player shall be penalized in accordance with the Point Penalty Rule. In circumstances that are flagrant and particularly injurious to the success of a tournament, or are singularly flagrant, a single violation of this Section shall also constitute the Major Offence of Aggravated Behaviour and shall be subject to the additional penalties hereinafter set forth. For the purposes of this Rule, unsportsmanlike conduct is defined as any misconduct by a player that is clearly abusive or detrimental to the Sport, but that does not fall within the prohibition of any specific on-site offence contained herein. In addition, unsportsmanlike conduct shall include, but not be limited to, the giving, making, issuing, authorizing or endorsing any public statement having, or designed to have, an effect prejudicial or detrimental to the best interests of the tournament and/or the officiating thereof DEFAULT: Any player who is defaulted as herein provided shall lose all prize money, and points earned for that event at that tournament and fined up to USD 50 in addition to any or all other fines levied with respect to the offending incident. Any player who is defaulted as herein provided may be defaulted from all other events, if any, in that tournament, except when the offending incident involves only a violation of the Punctuality or Dress and Equipment provisions or as a result of a medical condition or when his doubles partner commits the Code Violation which causes the default. *Default: In case a player was defaulted he/she will not be able to participate in the next 2 tournaments on the calendar year

10 ABUSE OF RACQUETS OR EQUIPMENT: Players shall not violently or with anger hit, kick or throw a racquet or other equipment within the precincts of the tournament site. Violation of this Section shall subject a player to a fine up to USD 50 for each violation. In addition, if such violation occurs during a match (including the warm-up), the player shall be penalized in accordance with the Point Penalty Rule. In circumstances that are flagrant and particularly injurious to the success of a tournament, or are singularly flagrant, a single violation of this Section shall also constitute the Major Offence of Aggravated Behaviour and shall be subject to the additional penalties hereinafter set forth. For the purposes of this Rule, abuse of racquets or equipment is defined as intentionally and violently destroying or damaging racquets or equipment or intentionally and violently hitting the net, court umpire s chair or other fixture during a match out of anger or frustration LEAVING THE COURT A Player shall not leave area during a match (including the warm-up) without the permission of the Chair Umpire or Referee. A player who violates this section may be defaulted by the Referee and subjected to the additional penalties for Failure to complete a match as hereafter set forth FAILURE To COMPLETE A MATCH - A player must complete a match in progress unless he is reasonably unable to do so. A player who violates this section may be defaulted forthwith by the Referee. In circumstances that are flagrant and particularly injurious to the success of the tournament, or are singularly flagrant, a single violation of this Section shall also constitute the Major Offence of Aggravated Behaviour LEAVING THE TOURNAMENT - Any player that leaves a tournament prior to his/her elimination from all entered events (Singles, Doubles and/or Consolation), or retires from a tournament for medical reasons, without a valid medical certificate (from the tournament doctor), will forfeit all ranking points won in all events at that tournament and be subject to the penalties set forth in Suspension Points. In circumstances that are flagrant and particularly injurious to the success of the tournament, or are singularly flagrant, a single violation of this Section shall also constitute the Major Offence of Aggravated Behaviour CEREMONIES - A player participating in the finals of a tournament event must attend and participate in the final ceremonies after the match unless he is reasonably unable to do so with the approval of tournament director. In circumstances that are flagrant and particularly injurious to the success of the tournament, or are singularly flagrant, a single violation of this Section shall also constitute the Major Offence of Aggravated Behaviour BEST EFFORTS - A player shall use his best efforts to win a match when competing in an LTF tournament. For purposes of this Rule, the Referee and/or Chair Umpire shall have the authority to penalize a player in accordance with the Point Penalty Schedule. In circumstances that are flagrant and particularly injurious to the success of the tournament, or are singularly flagrant, a single violation of this Section shall also constitute the Major Offence of Aggravated Behaviour and shall be subject to the additional penalties hereinafter set forth therefore POINT PENALTY SCHEDULE - The Point Penalty Schedule to be used for violations set forth above is as follows: FIRST offence: WARNING SECOND offence: POINT PENALTY THIRD AND EACH SUBSEQUENT offence: GAME PENALTY However, after the third Code Violation, the Referee shall determine whether each subsequent offence shall constitute a default

11 DOUBLES EVENTS - Warnings, Point Penalties, Game Penalties and/or a Default if assessed for violation of the Code shall be assessed against the team DETERMINATION AND PENALTY - The Referee shall make such investigation as is reasonable to determine the facts regarding all Player On-Site Offences and upon determining that a violation has occurred shall specify the punishment, other than under the Point Penalty Schedule, and give written notice thereof to the player. a) APPEALS - a) On-site offences any player convicted of a violation of an On-Site Offence may appeal to the Head of LTF Appeal Committee for a review of the determination of guilt and penalty. Such Notice of Appeal must be in writing and submitted by 5.00 p.m. Beirut Time within fourteen 48 hours of notification. All appeals must include a written statement by the player explaining the facts and circumstances of the incident, along with any evidence which the player may wish to submit. Upon receipt of such an Appeal, the Head of Appeal Committee, LTF shall conduct a reasonable investigation of the facts and circumstances surrounding such incident, and shall either affirm or reverse in whole or in part the determination of the Referee. In the event of a whole or partial reversal LTF shall remove the penalty from the player s record in accordance with the nature of the appeal. b) Late withdrawals or No Show/Failure to sign-in at a tournament Any players wishing to make an appeal for offences relating to late withdrawals, or a No Show/Failure to sign-in at a tournament may only do so and they should keep any relevant evidence, such as medical certificates etc. Appeals must be made in writing and submitted, along with any supporting evidence, by the appeal deadline (1 week of their notification) It is the Job of the Tournament Director and Tournament Referee (Supervisor) to decide on the amount of the fine for each player according to each case without the interference of anyone else. Once the decision is made, a letter must be sent by the tournament director to the Federation immediately. Any player who has received a fine will not be allowed to participate in the following tournament before paying the amount due Player Major Offences Wagers No player or Related Person (defined hereinafter as including, but not limited to coaches, therapists, trainers, management representatives, family and business associates) shall wager anything of value in connection with LTF Tournament. Violation of this section by a player, directly or indirectly through a Related Person or others, shall subject the player to a maximum penalty of permanent suspension from play in LTF tournaments. Violation of this Section shall subject a Related Person to a maximum penalty of permanent denial of access to all LTF tournaments Bribes or other payments No player or Related Person shall offer, give, solicit or accept, or agree to offer, give, solicit or accept, anything of value to or from any person with the intent to influence any player s efforts or participation in any LTF event. Violation of this section by a player, directly or indirectly through a Related Person or others, shall subject the player to a maximum penalty of permanent suspension from play in LTF events

12 Violation of this Section shall subject a Related Person to a maximum penalty of permanent denial of access to all LTF tournaments Aggravated Behaviour No player or Related Person at any LTF event shall engage in Aggravated Behaviour which is defined as follows: 1) One or more incidents of Behaviour designated in this Code as constituting Aggravated Behaviour. 2) One incident of Behaviour that is flagrant and particularly injurious to the success of LTF events, or is singularly flagrant. 3) A series of two (2) or more violations of this Code within a twelve (12) month period which singularly do not constitute Aggravated Behaviour, but when viewed together establish a pattern of conduct that is collectively flagrant and is detrimental or injurious to LTF event. Violation of this section by a player, directly or indirectly through a Related Person or others shall subject the player to a fine up to $500 or the amount of prize money won at the tournament, whichever is greater, and a maximum penalty of permanent suspension from play in LTF events. Violation of this Section shall subject a Related Person to a maximum penalty of permanent denial of access to all LTF tournaments Conduct contrary to the integrity of the game No player or Related Person shall engage in conduct contrary to the integrity of the Game of Tennis. If a player is convicted of a violation of a criminal or civil law of any country, he/she may be deemed by virtue of such conviction to have engaged in conduct contrary to the integrity of the Game of Tennis and LTF may provisionally suspend such player from further participation in LTF tournaments In addition, if a player has at any time behaved in a manner severely damaging to the reputation of the sport, he/she may be deemed by virtue of such Behaviour to have engaged in conduct contrary to the integrity of the Game of Tennis and be in violation of this section. Violation of this section by a player, directly or indirectly through a Related Person or others shall subject the player to a maximum penalty of permanent suspension from play in LTF tournaments. NB. Sanctions fees are to be paid before the registration deadline of the next tournament. Failure to do so, players won t be able to register in any tournaments Coaching and Coaches Players shall not receive coaching during a match. Communications of any kind, audible or visible, between a player and a coach may be construed as coaching. Players shall also prohibit their coaches (1) from using audible obscenity within the precincts of the tournament site, (2) from making obscene gestures of any kind within the precincts of the tournament site, (3) from verbally abusing any official, opponent, spectator or other person within the precincts of the tournament site, (4) from physically abusing any official, opponent, spectator or other person within the precincts of the tournament site and (5) from giving, making, issuing, authorizing or endorsing any public statement within the precincts of the tournament site having, or designed to have, an effect prejudicial or detrimental to the best interest of the tournament and/or of the officiating thereof. Violation of this Section shall subject a player to a fine up to USD50 for each violation In addition, if such violation occurs during a match (including the warm-up), the player shall be penalized in accordance with the Point Penalty Schedule. In circumstances that are flagrant and particularly injurious to the success of a tournament, a single violation of this section shall also constitute the Major Offence of Aggravated Behaviour and shall be subject to the additional penalties therefore and the Supervisor (tournament director, general referee or any

13 member from the technical committee) may order the Coach to be removed from the site of a match or the precincts of the tournament site and may declare an immediate default of such player For the purposes of this Rule, a coach shall also include any representative and/or relative of player Parents Misconduct Parents interfering and not abiding by the rules and the regulations could be disqualified by the tournament s general referee Players Sign-In All players need to notify of their presence 10 to 15 minutes prior the start of their scheduled match irrespective if the court is vacant or not. Notification should be done with the Tournament Director or the Tournament Referee Once your name is called out to play the match, you have 15 minutes to show on court. Failure to do so, the present player will win the round by walkover. No exceptions will be made and time must be fully respected.
