3 GIVE SOME THOUGHT ON THIS: Who is the one with the whistle? The referees in the matches are junior referees. For some, this is the first time in that role. Let's give them a chance for positive experiences. When a junior referee blows the whistle, let's make sure that there is an adult close by to support him or her. Let's not interfere unnecessarily, let them act and learn, but help them when needed. There is a plastic bag in every court where you can find the necessary equipment for referees and players: the ball, score sheet and pen, whistle, referee's vest. Enter the match result carefully into the score sheet, sign it and, as soon as the match is over, return it to the returning point in your court area (the tent at the side of the court area). DO NOT LEAVE THE AREA BEFORE THE SCORE SHEET HAS BEEN CHECKED AT THE RETURN POINT FOR POSSIBLE MIX-UPS. Power referee: remember a few basic things: Be calm and make sure you control your feelings in every situation Remember to be impartial to maintain your credibility Be determined and make decisions/judgements as quickly as possible, albeit not precipitately Be consistent, i.e. maintain the same line of refereeing with both teams Blow the whistle as soon as you notice a fault, after that you can take time to think about the right signal. If you cannot remember the signal, you can also explain the fault verbally Think over the power rules for your age group in advance The coach or parent is there for you if you need them, but it is you who decides about the judgements. THE ONE WITH THE WHISTLE DECIDES! Busy, busy. The tournament provides some 4,500 matches and over 100,000 meals. There are good 7,000 players and coaches joining this year. The match schedules have been planned so that the match schedule will give every team a suitable number of breaks for eating and freshening up in the best possible way. The match schedule is designed to balance out peak times in dining. It is of primary importance to comply with the starting times of matches marked in the match schedule. It is not allowed to bring the games forward from the schedule. 3
4 If you change the time of a match on your own, it causes a great deal of hassle e.g. to referees' duties. The wish to have one's team play the matches quickly might not make the opposing team or the referee in duty happy. Furthermore, players have, over the years, expressed a hope to have breaks between matches, so we adults should not be in a hurry, either. If things go wrong There will certainly be disagreements when 4,500 matches are being played. Let's remember that we will be surrounded by children and adolescents. Let's settle issues in discussions between adults. You can always ask the court officer in charge of your court area for advice. You can identify the court officer on a coloured vest. This responsible person in the court will take the matter further to the competition office and the jury of the competition, if necessary. MESSAGE FROM THE COMPETITION AND RESULT SERVICE OFFICE In some series, there is a "system" in place in which the result of a match played in the first series will remain in force in the following series, too. This is so as to keep the number of matches/ day reasonable. If the match schedule is significantly delayed, the jury of the tournament is entitled to order the matches to be started in a 7-7 situation (a possible third set 3-3). This helps to "return" the match schedule back on track. In case the circumstances for playing change essentially during the tournament, the management has the right to change the game system so that matches are played in the so-called short form; 2 won set games up to a maximum score of 15 points, a possible third set is played to a maximum score of 7 points. It is extremely important that the referee as well as the players check that the score sheet has the right result after the game. The team that refereed the game submits the score sheet to the return points right after the match; there are three points in the court areas of Puijonlaakso Sport Park and two points at the court area at Kuopio Hall. You can submit the score sheets to any points. The results are entered to the result service at these points, so it is easy to go there to e.g. correct a match result. The results of the volleyball score keeping app are entered to the result service automatically. 4

POWER CUP RULES Rules of game approved by the International Volleyball Federation, the competition rules of the Finnish Volleyball Association and the special series orders for the Power Cup are complied with at the tournament. The series-specific amounts of matches / day can vary between 1-5 matches depending on the number of teams in the series. New game balls delivered by the organizer are used in the tournament. RULES: Mini-volleyball for D-, E, and F-Juniors D juniors 4 vs. 4 formation is used the service rule is the same as in the winter series in Finland (2 services in a row) E juniors: 3 vs. 3 formation is used the service rule is the same as in the winter series in Finland (2 services in a row) F juniors: 2 vs. 2 formation is used 5
6 RULES FOR D JUNIORS: SUPER SERIES The Purpose of the game Volleyball is a sport played by two teams on a playing court divided by a net. The idea of the game is that both teams hit the ball in line with the rules over the net trying to make it touch the opponent's court and to prevent the ball from touching the team's own court. Playing court and equipment The length of a court is approx m x 6.1 m The distance of the attack line is m from the central line The height of the net is 210 cm The match ball is Mikasa MVA 400 mini ball The Course of the game The teams can be girls', boys' or mixed teams. The mixed teams register at the boys' series. Each team has a minimum of 4 players. There are four players at a time on the court and as the team gets the turn to serve, the team in question makes a rotation so that the player in position I leaves the court, the player in position II moves to the position of player I, the player in position III moves to the position of player II and the player in position IV moves to the position of player III. The player number 5 comes to the position of player IV from the bench. As the next change of service takes place, the rotation is performed as described above, and the player number 6 comes from the bench to position IV, next the player number 7 etc. If the team has at least 5 players, it must use rotation. If a team has at least 6 players, the team coach must announce prior to the beginning of each set how many players they will rotate in each set. A maximum of 4 player substitutions/set is allowed. A player may be taken to the court and out of it only once in one set. A player who is part of the rotation and sitting on the bench waiting for his or her turn cannot be taken into the court as a substitute player. Counting scores In the D junior series the matches are played as games of two won sets up to 25 points with rally point scoring. If the game is a 1-1 tie, the third set is played to 15 points. To win a set, a minimum lead of 2 points is required without a score limit. Service and the reception of the service With D juniors the reformed starting service rule applies in season The system is similar to tiebreaks in tennis: Prior to the game, the starting team to get the ball in the first set is drawn by lot. The player in position I in the starting team (Team A) will serve the first point. After one played point the right to serve will go to the other team (Team B) regardless of 6
7 which team won the point. Team B will make a rotation right after the first point is played. The same player in team B serves the second and third point (regardless of which team wins the points). After the third played point, the service turn goes back to Team A that will rotate players prior to serving the fourth point. The same player in Team A will serve the next two points (regardless of which team wins the points) The same applies to the end of the set, i.e. after every two played points the service goes to the other team that will make a rotation before entering into their service. The starting service of the second set goes to Team B and the serving team for the third set is drawn by a lot. In the third set, the same service rule applies as in the first two sets. In Power Cup, the D juniors get a free service, i.e. the players have the opportunity to overhand serve. Naturally, also the underhand serve is allowed. In the series for D juniors, the serve-reception must be a forearm pass. The forearm pass means passing the ball using both forearms or using one or two arms when diving or rolling. The service takes place in the service zone that extends to the length of the whole end line of the court. The underhand serve may be carried out without a toss. Position of the reception of a service During serving from either side of the net, the player in position I must be behind the player in position II. The player in position I can therefore afterwards be in front of the players in positions III and IV as the opponent serves (during the own team's service, the player in position I is naturally behind the end line). This makes it possible to e.g. practice playing with a back server. All front players, i.e. players in positions II, III and IV, must, at the time of the service, be positioned in line with the net in the correct order so that the player in position II must be on the right-hand side of the player in position III, closer to the side line on the right, and similarly the player in position III must be to the right of the player in position IV. The distance of the front players from the net has not been defined, i.e. the player in position III does not have to be closer to the net than players in positions II and IV. RULES FOR E JUNIORS: SUPER SERIES The Purpose of the game Volleyball is a sport played by two teams on a playing court divided by a net. The underhand service must be done from underneath the shoulder line. The serve-reception must be a forearm pass (one-arm dive or roll are allowed). The service takes place in the service zone that extends to the length of the whole end line of the court. The underhand serve may be carried out without a toss. In the category of E juniors the first server of the set serves ONE serve, after which the service goes to the other team that performs a rotation. For the rest of the set each player serves TWO consequent services. After two consequent services performed by the same server, the service goes to the other team that performs a rotation. Position of the reception of a service Players in positions II, III and IV, must be positioned in line with the net in the correct order so that the player in position II must be on the right hand side of the player in position III, closer to the right side line, and similarly the player in position III must be to the right of the player in position IV. In the D and E junior categories, the matches are played as games of two won sets up to 25 points with rally point scoring. If the game is a 1-1 tie, the third 8

RULES FOR F JUNIORS: SUPER SERIES In the super series for F juniors the service line is at 4.5 metres. Only underhand service is allowed in the super series. In addition, after a catch, the player must perform a volleyball performance with his own toss (overhand passing, forearm passing or spiking) to his/her teammate. The ball may not be caught before passing it over the net (2. or 3. contact). Also in the Super series it is allowed to play completely without catches. The Purpose of the game Volleyball is a sport played by two teams on a playing court divided by a net. The idea of the game is that both teams hit the ball over the net according to the rules trying to make it touch the opponent's court while preventing it from touching the team's own court. Doubles Match (2 vs. 2) Court and equipment The length of the court is approx m x 6.1 m The distance of the attack line in the Super series is 4.5 m from the centre line The height of the net is 180 cm The ball is Mikasa SKV 5 Team A team must have 3-5 players and at least one coach. The Course of the game The object of the game is to send the ball over the net in order to ground it on the opponent's court and to prevent the same effort by the opponent. Each won rally is a point. The games are played of two won sets up to fifteen (15) points with rally point scoring. If the game is 1-1 tie, the third set is played with rally point scoring up to 7 points with a minimum lead of two points without a score limit. A player touching the net is constitutes a fault. The ball may touch the net. Ball hits in the Super Series The team must always use 2 3 touches, of which the 1. and /or 2. can be a catch. A catch means capturing the ball, from which the performance continues immediately from an own toss with a finger or sleeve toss to a teammate. If the ball is caught right at the centre line, the player can take one step towards the court and continue his/her performance after that. The attack hit is free as long as it is not aided with a catch. 9
10 Service, rotation and leaving the court In the Super series the service is given from behind the service line (4.5 m) as an underhand serve. The player who will stay on the court longer performs the starting service, after the previous player has left due to rotation. The team will rotate players only at the stage when the team gains the right to serve (except of course before the first rally). The team preparing for reception does not make a rotation. The player who has stayed in court longer leaves for the bench in rotation, and the player staying in the court will have a new rotating teammate from the players on the bench. The order of rotation among players must remain the same throughout the set. Prior to the game, the team starting the first set is drawn by lot (the other team will start the second set). So the team will rotate players only at the stage when the team gains the right to serve (except of course before the first rally in the set). The Number and positioning of players in the court The teams can be girls', boys' or mixed teams. The mixed teams register at the boys' series. A team has 3-5 players. Six players can form two teams. Two of the players are in the court simultaneously, and the rest wait for their turn in line outside of the court. The players can be freely positioned on the court either side by side or in single file. SERIES REGULATIONS IN POWER CUP Rules of game approved by the International Volleyball Federation, the competition rules of the Finnish Volleyball Association and these series regulations are complied with in the POWER CUP. 2. The schedules and results are entered on the website as soon as the series are completed, however no later than Friday, 8 June and Saturday, 9 June at 10 pm. Form of the game The matches are played as games of two (2) won sets with so-called rally point scoring up to 25 points (with a two-point margin). A possible third set is played to 15 points (with a twopoint margin). As an exception, all F junior series (girls, boys and mixed) where the sets are played to 15 points with so-called rally point scoring (with a two-point margin) and the possible third set up to 7 points (with a two-point margin). 3. SERIES SYSTEMS For further details on the series systems by age category, see the online result service at: 4. CALCULATING THE RESULTS For each match a team wins, they gain two (2) points, zero (0) when they lose. The standing of a team is defined by the number of points it has gained. The team that gained most points is the winner. When there is a tie, the order is defined by the RATIO of the gained and lost sets so that the team that has the better RATIO wins. If the ratios are the same, the ratio of set points is similarly decisive. If that, too, is the same, the standing order is determined by the result of a match between those two teams. If even that does not settle the score, the winner is determined by drawing lots. 5. RETIREMENT If a team retires from the match assigned to it, it forfeits the match 0-2 (0-25, 0-25) (0-15, 0-15). NOTE! The referee must also fill out the score sheet for a retired match. If the team has not arrived at the match assigned to it within 20 minutes, it is considered to have retired from the match 0-2 (0-25, 0-25) or 0-2 (0-15, 0-15). 6. SCORE SHEET In N22-C-series is to be used volleyball score keeping app which is downloaded to your phone as follows (please remember that the Power App is only available in Finnish): 1. Open the Power App and choose Omat (Own) from the menu. Then tap Pistelasku (Scoring). 11
12 2. Type your phone number in the selection field and tap Tilaa vahvistuskoodi (Order confirmation code). The confirmation code will be sent as a text message to your phone shortly. Type the code into the score keeping app. In F-D-series a score sheet approved by the association is to be used in the series. It is filled out in one (1) copy. Team coaches approve of the result of the match by signing the score sheet! 7. BALL The Power Cup balls allocated to each court should be used as balls. The referee shall, however, approve the ball that he or she considers the best and that is at the court. A mini-ball is to be used in mini series. The teams bring their balls for warm-up with them. F JUNIORS use the Mikasa SKV 5 ball. 8. ORGANIZING MATCHES An organizing committee elected by the Finnish Volleyball Association is responsible for organizing the matches. The organizing committee or a body authorized by it has the right for exceptions from these rules in order to create and maintain a functional tournament system 9. REFEREES AND OFFICIALS Referees are appointed to the matches by the organizing committee. The matches use one (1) referee. No line judges are used. Participating teams appoint a person who can act as a referee and scorer in the matches and notify the organizing committee of this person. In series N22, A, B, C, D, E and F juniors referees and scorers must be of the same age or older than the players. In case of neglecting the duties of a referee (without a weighty reason), teams are sanctioned with a 20 fine. 10. COMPLAINTS AND PROTESTS Complaints about possible organizational issues must be made prior to the beginning of the match. By starting the match, the team is considered to having approved of the prevailing conditions. Issues occurring during the match can be complained about only if those issues were not observable before the match with normal attentiveness or if they otherwise do not clearly occur until the match has started. Complaints about the match organization must be made immediately after the defect has surfaced. The protest must be recorded in the score sheet as soon as the match is over, and the referee's signature must be requested for it. The referee's 12
13 decisions do not qualify as grounds for a protest. The protest must be submitted immediately after the match (no later than within 30 minutes) to the jury of the competition at the competition office. The fee for protest is 20 and it must succeed the protest. If the protest is accepted, the fee will be returned. The protest is solved by the jury of the competition 11. PLAYER LISTS All players participating in the tournament are listed. The listing is conducted electronically through the enrolment service for the tournament. The listing must be conducted through the enrolment service by 23 May at 00:00. After that, the listing of new players must be done at the competition office by Thursday 9 June, at 12:00. In case of injuries or illness, the team may continue until the end of the game with a shorthanded team, if there is no substitute. For the next games, authorization must be asked at the competition office for playing in a shorthanded team. 12. COURTS The matches are played on outdoor courts. Players in the mini category (D-F juniors) play on mini courts according to the rules. MISSING REGULATIONS All questions that are not solved by the series regulation are solved by the jury of the competition. 14. PLAYING THE MATCHES Each match is played on the court as defined by the match schedule. If a team is not ready to start the match, it will result in a resignation that only applies to the match in question. Matches will not start before the time shown in the match schedule. There is no warm-up. 15. AWARDS 13
