6 Definitions Antenna: a flexible red and white rod that is attached to the net marking the out-of-bounds. This out-of-bounds extends all the way up to the ceiling and down to the floor. Attack Line: the line that is ten (10) feet from the net and runs parallel on each side of the court. If the attacker is taking a volleyball attack approach from the back row, the player must jump from behind this attack line if they attack the ball when it's completely above the height of the net. Backcourt: the area of the court behind the attack line that is in front of the baseline and between the sidelines. Baseline/Service Line: also called the end line, is the line at the end of the court. Center Line: the line that runs underneath the net. This line is the width of the court and divides the volleyball court into two equal halves. Players can legally cross the centerline with part of the hand or foot. If the entire hand or foot crosses the centerline then it's a line violation. Dead Ball: a ball that has gone out of play or is deemed temporarily unplayable by the official Excessive/Prolonged Contact: any contact beyond 5-yards of the current line of scrimmage or any over aggressive contact (hard push or shove, throwing punches, intentional tripping or any contact to the face) Foot Fault: when a server steps on or over the end line while serving. The server may step on or over the line after the ball has been contacted. Free Zone: the area outside the boundary lines of the court where players sometimes make plays. Legal Contact: is a touch of the ball by any part of a player s body, which does not allow the ball to visibly come to rest or involve prolonged contact with a player s body. Net: the volleyball net that goes down the middle of the court and divides each teams playing area in half. Rally: An exchange of strokes in a court game ending when one side fails to make a good return resulting in a point and/or the loss of service. Rally Scoring: is a scoring system in volleyball in which a point is scored on every single rally, regardless of which team is serving the ball. Thus, in rally scoring, points can be scored by either the serving or receiving team. Rotation: the clockwise movement of a team each time it wins the serve. Serving line: the line dividing the out of bounds line from the court. 6

7 Setter: the player making the second contact on the ball who decides whether to play the ball over the net or setting up his or her teammate. Substitution Zone: the area between the attack line and the centerline along the sideline where substitutes sub into the game. 7

9 SECTION ONE - Forming a Team No Cut Policy The CPS SCORE! Program follows a no cut policy. Accordingly, all eligible students who register to participate shall be permitted to participate, assuming a sufficient number of students register to allow for the formation of a team at the students elementary school. If an elementary school has enough registered students to form multiple teams, the Office of Sports Administration may form multiple teams as permitted by contest schedules and other constraints, such as facility availability. Additional teams will only be awarded with prior approval from the Office of Sports Administration. Guaranteed Participation Time The CPS SCORE! Program has a guaranteed participation requirement for schools that are awarded a team, based off a sufficient number of registered students. All students who register to participate in a sport will be guaranteed the opportunity to participate during both practices and games. It is the individual responsibility of each coach to ensure that their assigned students each have the opportunity to participate during scheduled games. Coaches are encouraged to provide each athlete with the opportunity to learn and compete in different positions during the practices and games. Exceptions to this rule shall be appropriate in the event of disciplinary action of the student (determined by each school), player injury, or other reasonable circumstances. Student-Athlete Eligibility Students must satisfy several criteria to be eligible to participate in the CPS SCORE! Program. The student criteria is as follows: Age / Grade o All 5 th grade students are eligible for the CPS SCORE! Program. o Any 8 th grade student that starts the academic school year at the age of 14 is eligible to participate the entire school year. Any student that starts the academic school year at the age of 15 has aged out of participating in the CPS SCORE! Program and will not be allowed to participate. o CPS SCORE! Sports is for 5 th, 6 th, 7 th, or 8 th grade students only. 7 th /8 th Division: Students in 7 th or 8 th grade and any 6 th grade student that reaches the age of 13 prior to the start of the sport season. A student that will reach the age of 13 during a sport season must be moved up to the 7 th /8 th Division at the start of the sport season. 9

10 5/6 th Division: Students in 5 th or 6 th grade and have not reached the age of 13 prior to the start of the sport season. NOTE: Schools violating any age rules shall be suspended at that grade level for the remainder of the season and will forfeit all played games. School Be a full-time student or registered as a homeschooled student at a CPS elementary school. Academic Standing Be academically eligible based on their school s eligibility standards. NOTE: Each participating elementary school principal shall set academic eligibility standards for their school. Medical Requirement According to school records, student-athletes must have approval by a physician to participate in physical education to participate in volleyball. Student Registration Participating elementary schools are responsible for registering participating students using the method(s) designated by the Office of Sports Administration: All Schools are required to submit registration information in SIM. Each participating school s final roster must be signed by the school principal and submitted to their assigned CPS Conference Commissioner prior to the start of the season (see calendar). The school liaison shall make team rosters available to the assigned coach. Team Rosters The elementary school liaison/coach shall be solely responsible for the formation of team rosters. In order for a school team to be recognized for participation in the CPS SCORE! Program Conference League play, that school must field a team consisting of at least eight (8) participants. SIM Rosters must be signed by the principal and immediately forwarded to the CPS Commissioner for your Network, prior to participating in any volleyball games. All rosters must be submitted to CPS Commissioner by Monday, September 25, Every school must submit a complete roster of all team members and coach s name. If all interested participants are entered in SIM and an Official Roster has been submitted, a coach may begin conditioning and practice. Conversely, if an Official Roster has not been submitted, students are not 10

11 insured by the Chicago Public Schools insurance policy and coaches are not allowed to begin conditioning and practices until above stated requirements have been completed. Copies of each team's roster shall be in a binder available at the score table for all contests under the purview of the assigned court monitor. (CPS Conference Commissioners are responsible for creating binders). 11

12 SECTION TWO - Program Regulations Regular Season Dates No practices will be permitted before the official start date of each season or after the official end date of each season, as communicated by the Office of Sports Administration. The Office of Sports Administration will establish and communicate the girl s and boys volleyball season dates each year. Each team will play six (6) regular season games. Game times and opponents will be determined at random prior to the creation of the official schedule. If a team drops from the conference, teams that have already played them will get either a win or a loss based on the game results. Teams that are scheduled to play that team after they have dropped will receive a win for that contest. Note: This is to ensure that every team gets the same number of games when seeding and breaking ties for the playoffs. No Contest In the case of a no contest (an extenuating circumstance, which will be determined by the Office of Sports Administration only), each team will need to make-up that game. The game will be played in a time slot where a team dropped thus causing a bye in the schedule. This means that when this occurs the (2) two teams will play two (2) games on that day. Their regular league game and the make-up game. If the game can t be played at the conference site, an alternative site will be found or the game will be played either before the first scheduled game of the day or after the last scheduled game of the day. If for some reason the game can t be played prior to week six (6) final league games, a team s standing will be based on their winning percentage average based on games played. If the no contest is weather related where some teams were able to play and others were not, then a team s standing would also be based on their winning percentage average based on games played. Note: The final outcome will be used when seeding teams and breaking ties to determine which teams will make the playoffs. 12

13 Equipment Net o o Ball o The net shall be 3 feet wide overall and at least 32 feet in length when stretched. It shall consist of 4-inch-square mesh, dark, natural, or synthetic cord. o The net shall be attached to upright standards, which are three (3) feet outside the court or from its four (4) corners to walls, which are at least six (6) feet from the sidelines. o Net antennas shall be attached to the net in line with the outside edge of the sideline and extend upward at least 2-1/2 feet, but no more than 3-1/2 feet above the net. o Net placement shall be such that the net crosses the court midway between and parallel to the end lines. o The height of the net shall be 7 feet, 4 ¼ inches measured at center of the net. o The net measured at the ends shall not exceed these heights by more than ¾ of an inch. o The ball shall be spherical with a lace-less molded cover of 12 or more panels (all of which shall be white or if a colored ball is used, at least one third of the panels must be white) of genuine or simulated smooth leather (not suede). It should measure at least 25 inches, but no more than 27 inches in circumference, with a weight of 9-10 ounces when inflated. Uniforms Appropriate shoes must be worn. o During scheduled volleyball games, all team members are required to wear the designated t-shirt given to them by the CPS Office of Sports Administration. (Once Received) Players are not allowed to wear jewelry. If religious or medical medals are worn, they shall be taped to the body under the uniform. Prohibited attire/accessories: earrings (may not be covered by band aids), head rags, jewelry, and hoods. The IHSA Official is responsible for enforcing these uniform rules. Mouthpieces are encouraged, but not required. Knee pads are encouraged, but not required. 13

14 Forfeits All reasonable efforts should be made to avoid forfeits. If a team is not ready to compete at the scheduled time of the volleyball game with all of their players present, the team will play the game as long as the minimum number of five (5) players is present. The game IHSA Official or Court Monitor may make special allowances for weather or other special circumstances, if necessary. The Ghost Rule will be used, if one team only has five (5) players to start. The Ghost Rule means the team with five (5) players will lose the serve and the opposing team gets the rally point when that missing/ghost person would normally have served. If the minimum is not present at the start of the game, the team has ten (10) minutes to show up. The game should be started promptly when the team shows up. If the team does not show up within the ten-minute window, the game will be forfeited. A forfeit is considered a contest not completed due to extenuating circumstances not to include postponements or cancellations initiated by the Office of Sports Administration. If the team and/or the team s coach is not present at the officially scheduled start time, the High School Site Manager is encouraged to use discretion in the event of inclement weather or other appropriate circumstances, such as having been notified of a team s anticipated arrival. Should a team be delayed, they should contact their assigned CPS Conference Commissioner who will in turn contact the Site Manager. A contest forfeiture will be treated as a loss in the season standings. Teams who forfeit two (2) games during a single sports season will be removed from participation for the remainder of the season at the discretion of the Office of Sports Administration. Advanced Contest Cancellations The Office of Sports Administration will administer all advanced cancellations. Coaches, elementary school liaisons, conference commissioners, and/or principals may not cancel or reschedule games. Schools must notify the Office of Sports Administration by close of business (4:00pm) on the Wednesday before that game for any school-sanctioned cancellations. 14

15 Playoff Seeding Playoffs will not be held for the 5 th /6 th grade level. Playoffs will be held inter-conference at the 7 th /8 th grade level only. Playoffs are conducted in a single elimination tournament format. The top four (4) teams from each conference will advance to the conference playoff. Seeding will be determined by best record. In a case where the Office of Sports Administration has determined there were extenuating circumstances that precluded a team from playing all their league games, their record will be determined on the basis of their winning percentage (games won divided by games played). Tiebreakers will be determined by the following: o Head to head records o Points allowed o Points scored o Coin flip Playoff Format (7 th /8 th Only) Semi-Finals o Game 1: 1 st Place versus 4 th Place o Game 2: 2 nd Place versus 3 rd Place Conference Championship o Game 1 Winner versus Game 2 Winner Contest Outcome Tracking & Reporting The Official must sign the contest scorebook provided by the Office of Sports Administration. Each coach must sign the scorebook, which indicates their agreement with the final score of the contest. The Court Monitor is responsible for collecting and reporting all final contest scores to the Office of Sports Administration within 48 hours after the scheduled contest date. Coaches Responsibilities Prior to the start of the sport season: Attend the Rules Interpretation Meeting. Provide proof that the Concussion Certification Training has been completed within the last (2) two years. 15

16 During the course of the sport season: Prepare your student-athletes through daily practice sessions during the season. Monitor your student-athletes progress on the court and in the classroom. Accompany your team to all games. Monitor the conduct of your athletes for the duration of each game. Always have in your possession: A copy of your official roster A copy of the rule book Emergency contact information for each student athlete A first aid kit 16

17 SECTION THREE Game Rules This section identifies rules and requirements that are specific in nature to the CPS SCORE! Volleyball Program. National Federation of High Schools and the Illinois High School Association The official rules of the National Federation of High Schools (NFHS) in conjunction with the Illinois High School Association (IHSA) rulebook govern all athletics rules and regulations at Chicago Public Schools. This rulebook communicates additional rules and regulations that are specific to Chicago Public Schools athletics programs and activities. The rules and regulations in this rulebook supersede NFHS and/or IHSA rules and regulations where applicable. The CPS SCORE! Program is not a member of the Illinois Elementary School Association (IESA). Contest Officials The Office of Sports Administration and the Chicago Park District will assign an IHSA Official and a Court Monitor to each scheduled contest. There will be one (1) IHSA Official assigned to each game. The IHSA Official shall examine and approve the field and game equipment. The IHSA Official shall be the sole judge of play, conduct of players, coaches, spectators, and other factors affecting the game. The IHSA Official has the authority to forfeit the game against the team that leaves the field of play without permission or without completing the game. There will be a Court Monitor assigned to each court. The Court Monitor is a person designated by the Office of Sports Administration to ensure rosters are present for each team playing, the ages and grade restrictions are being followed, students are playing at their appropriate grade level, and players are not playing on more than one team, ensure that pinnies are distributed and collected when necessary, etc. Each game also needs to have a scorekeeper/timekeeper: Scorekeeper shall keep a record of all points scored on the scoreboard and running score and substitutions made in the scorebook. 17

18 During a situation when the assigned IHSA Official is not present at game time, the coach from each team will be expected to officiate the game. Game Times All matches are scheduled one (1) hour apart. If a team is late by ten (10) minutes or more, they will forfeit the game. If a team is not ready to compete at the scheduled time of the volleyball game with all of their players present, the team will play the game as long as the minimum number of five (5) players is present. Rally Scoring Game Length Regular Season: All grade levels will play two (2) 25-point rally score games. A game ends when one team reaches 25 points and is ahead by two (2) or more points. Subsequently there is a 27-point cap for each game. The first team to score 27 points wins, regardless of the scoring margin. If a 3 rd game is needed to decide a match, the game will be played to 15 points. The first team to score 15 points wins, regardless of the scoring margin. If a 3 rd game is not needed to decide the match, a game may be played, but will be stopped 15 minutes before the start of the next game. To begin the match, the starting teams must line-up on the end lines. The official will call the teams together to shake hands before the match begins. After each game, teams will line up on their respective end lines. When the official signals, the teams proceed to the appropriate team bench. There will be a two (2) minute intermission between games. Teams will switch sides between games one (1) and two (2). Game Length Playoffs: There is no cap during playoffs. A game must be won by a margin of at least two (2) points. If a third game is needed the winner of the coin toss will decide if they want to serve or receive or decide which side of the court they want to start on. A 3 rd game, which is needed to determine the winner of the match, will NEVER be stopped due to time. 3 rd games will be up to 15 points. The first team to score 15 points wins, regardless of the scoring margin. 18

19 Team Configuration Team captain Each team shall designate a team captain. This player is the team representative. May address an official to obtain essential information May address an official on matters of interpretation Note: We recommend that a different captain be selected each week to represent the team. Each team must have a minimum of five (5) players to start a game. If a team has fewer than five (5) eligible players on the court, the opponent will be declared the winner by forfeit. All eligible players participating in the game must appear on the team s Official Game Roster. This roster shall be given to the CPS Conference Commissioner prior to the start of the season. The roster must be signed by the school s principal. Teams not adhering to this rule shall forfeit the game. Timeouts Two (2) 60-second timeouts is allowed per game. o Play can commence if both teams are ready for play prior to the end of the 60 seconds. Libero The Libero position is not recognized in the conference. Net Serves Net serves are considered live balls. o If a served ball hits the net, but goes over, it is live and playable. o Serves that hit the net, but do not go over will result in a point and service switches to the other team. Serving After official whistles to serve, players have five (5) seconds to serve. Serving Lines 5 th /6 th grades: 25 feet (courts must be taped) 7 th /8 th grades: end line (30 feet) Blocking Back row players shall not participate in a completed block. Blocking a served ball is not permitted. 19

20 Kicking Kicking the ball is legal. A player may intentionally kick the ball. Multiple Contacts Multiple contacts are more than one (1) contact by a player during one (1) attempt to play the ball. o Multiple contacts are permitted only when: The first ball over the net rebounds from one (1) part of the player s body to one (1) or more other legal parts in one (1) attempt to block. On any first team hit, whether or not the ball is touched by a block. Attacking a Served Ball Attacking a served ball while the ball is completely above the height of the net is not permitted. However the contact is legal and the ball is not out of play until it completely crosses the vertical plane of the net or is legally contacted by an opponent. Pregame Warm-Ups 5 th /6 th : passing two (2) minutes, serving two (2) minutes 7th & 8th: passing two (2) minutes, spiking two (2) minutes, and serving two (2) minutes. Lineup Card Coaches must submit a lineup card to the contest official 2-minutes prior to the start of each game in the match. The official lineup card is available at the scorer's table. The first server is listed first on both receiving and serving team s lineups. Receiving teams will "back up one so the server starts right front. Substitutions A team is allowed unlimited substitutions per game. Coaches must stand and signal for a substitution. Unsportsmanlike Conduct Red and Yellow cards will be used for players and coaches. Yellow Card: warning for a minor offense. Red Card: Penalty, a point/side out is awarded to the opponent. 20

21 o o Red and Yellow Card: Disqualification if both cards are given at the same time, that person receiving the cards is disqualified from further participation in the match. A point/side out will be awarded to the opponents. When any card is given, it will be recorded on the score sheet. If any one person (player or coach) received the following during the season: Two (2) yellow cards: One (1) game suspension Two (2) red cards: Two (2) game suspension Three (3) red cards: Suspended for remainder of season If a coach or parent, in the opinion of the official, is verbally abusive to that official after the game is completed the official may assess the equivalent of two (2) red cards on that person by reporting the incident to the league. o This would result in an automatic two (2) game suspension that is not subject to review. If a coach or parent, in the opinion of the official, is verbally abusive to that official beyond the confines of the gym building then that official may assess the equivalent of two (2) red cards on that person by reporting the incident to the league. o This would result in an automatic two (2) game suspension that is not subject to review. The Office of Sports Administration will determine if that person will be dismissed from coaching or if that parent will be allowed to attend any more games. In addition, the coach or parent is subjected to being removed by security personnel. Note: Existing rules already address conduct during the contest. Additional Note: Physically abusive behavior is addressed by the State Penal Code. 21

22 SECTION FOUR Safety & Sportsmanship Coaches are expected to act in the best interest of the health and safety of the injured child. That means exercising reasonable caution, particularly as it relates to loss of consciousness, tears, strains, or suspected breaks or fractures. According to school records, student-athletes must have approval by a physician to participate in physical education in order to participate in the CPS SCORE! Volleyball Program. Injuries and Serious Incidents The safety and security of students is always of paramount importance and cannot be over-emphasized. In the case of student injury, it is the responsibility of each coach to seek appropriate care. If of a serious nature, the coach should call 911 immediately. Emergency Ambulance Transport Any student-athlete who is not accompanied by a parent/guardian on contest day and has to receive transport to the hospital due to a severe injury, the following must occur: Head Coach or Volunteer Coach must ride with student-athlete to the hospital. Site Manager, CPS or CPD Commissioner or Office of Sports Administration staff must supervise the remaining teammates at designated site. Above personnel must notify school official and parent/guardian to arrange for student-athlete pick-up. Blood Protocol If blood is involved, it may endanger others as well as the injured. o Individuals who have uncovered or open wounds or blood on their self or clothing must leave the contest or practice immediately. o A participant may return only when the bleeding has stopped, the wound is covered, and/or the clothing has been changed. Head Injuries In the event of a concussion, the coach must follow the appropriate procedures identified in the CPS Concussion Management Policy: 22

23 Reporting Incidents All serious incidents must be reported to the Office of Safety and Security by completing the appropriate Incident Reporting Form. o The coach of the athlete(s) involved in the incident is responsible for completing the Incident Reporting Form provided by the Office of Sports Administration. o The coach must provide the Incident Reporting Form to the appropriate elementary school liaison(s). It is the responsibility of the elementary school liaison to report the incident within Verify, the CPS Incident Management System. All Incident Reporting Forms must be filed with the injured student s school liaison on the next business day. First Aid & Safety Coaches are responsible for hydrating their student athletes. All schools must travel with a first aid kit and emergency contact information for every student athlete. Sportsmanship All participating student-athletes, coaches, and staff are expected to exhibit good sportsmanship. To begin the match, the starting teams must line-up on the end lines. The official will call the teams together to shake hands before the match begins. A handshake at the end of each match is required. CPS enforces a zero tolerance policy as it relates to unsportsmanlike conduct related to fighting. Any participant who is involved in a fight or similar unruly or threatening behavior before, during, or after an activity may be barred from continued participation in the sport for the remainder of the season at the discretion of the Office of Sports Administration. Spectator Conduct Parents, guardians, and other spectators are expected to exhibit good behavior. If a spectator, in the opinion of a contest IHSA Official, exhibits inappropriate or unsportsmanlike behavior, the IHSA Official may ask the spectator to leave the contest location. The Coach, IHSA Official, or High School Site Manager should work with the assigned CPS security personnel to assist in these situations. The contest IHSA Official shall make the High School Site Manager aware of any issues regarding spectator conduct. 23

24 The High School Site Manager, as appropriate, shall report issues concerning inappropriate spectator conduct to the Office of Sports Administration. 24

25 SECTION FIVE Protests All protests must be written to Desire Wheeler at and include Must be submitted within 24 hours of the contest. If the contest is on a Saturday, the protest must be submitted by close of business (4:00pm) on the following Monday. No protest will be considered regarding judgment calls made by the official.
