17 The North Wales Coast Football Association Rules Name and Constitution 1.1 That this Association be called 'Cymdeithas Pel Droed Arfordir Gogledd Cymru''/'The North Wales Coast Football Association' and shall be Affiliated to the Football Association of Wales. 1.2 The Area will be on the Western side of the A494 major road from the English border to Mold, the A5119 through Mold to rejoin the A494 to Dolgellau and on the Western side of the A496 Dolgellau to Barmouth Road. (Note: Where the boundary roads pass through Mold, Ruthin and Bala, it is assumed that the Area within the Town's perimeter is part of the NEWFA). 1.3 The Association has for its object, the fostering and improvement of the Association game and its structure. The management at all levels, within its geographical area as defined in Rule 1.2 and under the Authority of the F.A. Wales. 1.4 For purpose of Competitions in which members of this Association take part and which are outside the Association's Area and where competition rules contemplate, or refer to 'County Association' it must be understood where such rule exists, to refer to the above Association. Clubs Eligible for Membership 2.1 All Clubs/Leagues situated within the boundary as per rule 1.2 shall be eligible for membership subject to the approval of the Executive Council of this Association. 2.2 No club from the area covered as per rule 1.2 shall be affiliated to the Football Association of Wales unless such club is directly affiliated to this Association. 2.3 All clubs must complete a Registration Form before they are allowed to be members of this Association, together with the appropriate fee. (See Rule 3). st 2.4 All clubs must affiliate to the Association before 1 August in each year, failure to do so will incur a fine of 20. st 2.5 New members must affiliate by 1 August in each year or within 14 days of being accepted into membership of a League Competition, failure to do so will incur a fine as per rule A full member is a Club/League from within the geographical area of the Association, whose delegate shall have full voting powers at any Annual/Extraordinary/Special General Meetings of the Association provided it has paid its full subscription to the Association. 2.7 An Affiliated member is a Club/League in this section which has affiliated with Leagues outside this Association but is based within the NWCFA boundaries. They shall be subject to the Rules of the Association but shall not have any voice in the Management of the Association, nor vote at any meeting. Similarly Clubs playing in Leagues catering 17

18 solely for players under the age of 18 years shall become affiliated members of the Association. Subscriptions 3.1 The subscription fee for each club shall be decided annually at the Annual General Meeting on a recommendation by Executive Council. 3.2 (a) Leagues in the pyramid structure shall each pay a subscription of 20 per annum to qualify as a full member. (b) Sunday Leagues shall each pay a subscription of 20 per annum to qualify as a full member. (c) Affiliated Leagues not covered by (a) or (b) above and Junior Leagues catering for under 18 clubs shall each pay a subscription of 10 per annum to qualify as an affiliated member. 3.3 Each Club shall pay a subscription of 10 per annum to qualify as a full member. 3.4 Affiliated Members must pay a Subscription of 10 for Senior Affiliated Clubs and 5 for Junior (Under 18) Affiliated Clubs. 3.5 The above subscriptions at 3.3 (See also Rule 18), 3.4 and 3.6 must be received by the st Treasurer of this Association no later than 1 August in each year. Failing to pay within the time stipulated shall incur a fine of 20 (See also Rule 18). 3.6 Public Liability Insurance shall be arranged by the Association at a Fee to be adjusted and set annually as per premium. 4.1 Clubs playing solely in leagues catering for players under the age of 18 years will not be required to pay a subscription, but they shall become affiliated to the Association. 4.2 All clubs included in this paragraph will be subject to the rules of the Association and can enjoy all the privileges of membership as associate members but shall not have any voice in the management of the Association, nor vote at the general meetings. 4.3 All Senior clubs within the Association must enter the appropriate cup competition compatible the status of the league in which the clubs plays. Should the appropriate cup entrance fee be paid, the club will automatically be included in the relevant cup competition and the appropriate fee will have to be paid within 14 days from the commencement of the appropriate season. Colleges with students in full time education are exempt from entering cup competitions. No club outside the Association's Area may enter the Association's Cup Competitions. 4.4 All fines due to the NWCFA shall be paid within 14 days. Failing to pay within the stipulated time means the sum will increase by 10 for every 7 days it is outstanding. 18

19 Officers of the Association 5.1 The Officers of the Association shall be a Patron, President, Deputy President, Hon. Treasurer, General Secretary, as the Executive Council shall from time to time determine. 5.2 The President and Deputy President shall serve for a period of three years which will coincide with the triennial election and they will not be eligible for re-election. These two officers shall alternate each three years between the two divisions referred to in rule 8. After his term of office the Deputy President shall become President for the ensuing three years. General Meeting 6.1 That the Annual General Meeting be held in the month of June or July for the consideration of the Rules of the Association Statement of Account and for the election of officers and Executive Council when such elections are due. 6.2 Any member club of the Association failing to attend the Annual General Meeting will be fined the sum of 20 unless the General Secretary receives a written apology prior to the meeting. Alteration to Rules 7.1 No new rule shall be made or any of the foregoing altered or rescinded, unless ten days notice thereof, specifying such alterations, has been given to all affiliated clubs, and then only by the vote of not less than two thirds of the Executive Council and Club/League representatives present and entitled to vote, at the Annual Meeting or meeting specially called for such purpose. 7.2 All suggested alterations must reach the Hon. Secretary no later than the first day of April and any such proposals when made by a full member club of League must be signed by three officers of such clubs or Leagues. 7.3 Members of Executive Council of the Association may also make a proposed alteration st to rule by 1 April in each year. Discussions on a proposed alteration of rule will not be allowed unless a detailed written objection to such alteration is received by the Secretary, no later than three days prior to the Annual General Meeting. All proposed rules or alterations shall be discussed by the Rules Committee prior to submission to the Annual General Meeting/ Special or Extraordinary General Meeting. 7.4 The North Wales Coast Football Association or League (except in cup competition) shall not have a more stringent rule than any Rules of the Football Association of Wales. Management 8.1 The management of the Association is vested in the Executive Council. 8.2 The Executive Council shall consist of Patron, President, Deputy President, Vice Presidents, Life Members and sixteen elected Executive councillors elected at a triennial Annual General Meeting. 19

20 8.3 The Sixteen Executive Councillors shall be elected by ballot, eight members for the Eastern Area and eight members for the Western Area (Eastern & Western Area as defined in Rule 8.13). If no nominations are received for any vacant seat as an Executive Councillor from the member clubs, the Executive Council shall have the authority to nominate a person to serve on the Council to represent the area concerned for the duration of the triennial period. 8.4 All candidates for election as members of the Executive Council must be nominated by a full member club (from the applicable division of the NWCFA as defined in rule 8.13) on a form which will be supplied by the General Secretary of the Association and signed by the Secretary and two other members of the Committee of the nominating club and received by the General Secretary of the Association on or before 30th April in each triennial year. 8.5 Retiring members of the Executive Council shall be eligible for re-election without being nominated by a fully affiliated club. Such Executive Councillors shall give notice of their intention if the desire to seek re-election, the notice to be forwarded to the st General Secretary on or before 31 March in each of the triennial election. 8.6 Nominations for Vice President shall be submitted and recommended for the Annual General Meeting by the Executive Council for approval by full member clubs. 8.7 All Executive Councillors and League representatives attending Executive Council must reside within the defined area of the Association (as defined in Rule 1.2). No elected Executive Councillor or League representative on Executive Council can serve as a Councillor or League representative of another Area Association. 8.8 Voting papers containing the names of candidates nominated shall be issued to the clubs and shall be returned to the General Secretary of the Association in an envelope st supplied by the Association and marked 'Ballot Paper' not later than 21 June in each triennial year. Only clubs within the defined area that the election is taking place are entitled to vote. 8.9 Each ballot paper shall be signed by the Secretary and two officials (individually) and shall be opened at the Annual General Meeting in the presence of persons nominated at the Annual General Meeting The President or Chairman of the meeting shall be the Returning Officer. The eight candidates for each area receiving the largest number of votes in their area shall be declared duly elected. In the event of a tie(s), a further ballot shall take place between the tied candidates of the designated area by full member clubs The Executive Council to have power to fill and to appoint sub-committees. Such powers or duties to be expressed by resolution of the Executive Council. Any vacancies arising on the Executive Council shall be declared to full member clubs who shall be allowed to nominate candidates within a specific date as decided by the Executive Council. A ballot will be convened in accordance with the principle of Rule

21 8.12 No club shall have more than one member on the Executive Council. No club shall have more than one representative on Council and shall have no further representation as a League Representative The Association shall be divided into two divisions and shall apply to membership of all affiliated Leagues, eight Executive Councillors and four Vice Presidents to be allocated to each of the divisions, and they are to reside within the division for which they are elected (The boundaries of the old counties of Gwynedd and Clwyd will e used to define the Eastern/Western Area and Divisions) The whole Executive Council shall meet at such times as they decide, ten to form a quorum. The Hon. Gen. Secretary to give not less than six days notice to each member Any member of the Executive Council who fails to attend two consecutive meetings of the Executive Council, unless a written explanation is received within 14 days after the meeting which is acceptable to the Executive Council, shall deemed to have resigned from the Executive Council and the vacancy filled in accordance with this rule (see 8.11) Elected members (not including Vice Presidents) must serve on at least two Standing Committees, except the Disciplinary Commissions and Standing Orders Committee An elected member who has failed to attend two consecutive meetings of the Standing Committee to which he has been appointed, unless a written explanation acceptable to the Executive Council is received prior to the following meeting, shall be deemed to have resigned from the Committee. The Executive Committee shall fill the vacancy with co-opted members who shall also be bound by these rules At any meeting held by the Council or any subcommittee of the Council to discuss issues relating to any Club, or League, Councillors having a financial or direct interest in such Club, League shall not:- Vote at said meeting. In any way influence any decision of the Council or sub-committee. Act in any such matter or contribute to such discussions without the prior consent of the Chairman, which consent the Chairman may in his absolute discretion withdraw if he feels that a Councillor has breached this Rule. Any Councillor who is in a breach of any of the provisions of this Rule, shall forfeit his seat on the Council if found guilty by a commission All sub-committee Secretaries plus the Welfare Officer should attend all Executive Council Meetings, but shall have no Voting Powers All members of the Executive Council shall declare any club allegiance at the beginning of each season to the Hon. General Secretary. No member of the Executive Council shall be actively involved in ascertaining evidence against another member of the Association, with regard to any Commissions/Appeals, which may arise from any disputes between member Clubs/Leagues. Failure to adhere to this rule will result in a 21

22 breach of Code of Conduct No elected member of the Executive Council with voting rights shall officiate in any capacity as s Secretary of the Associations Committees All Area Leagues, Sunday Leagues and Junior Leagues to elect representatives as members to represent them on the Full Executive Council of the North Wales Coast Football Association with full voting powers. The elected members from the various Leagues shall be elected by member clubs of their respective Leagues through a ballot. Life Members 9.1 Officers of the Association, members at the Council who have rendered extrameritorious service to the Association, of at least twenty years, and retiring Presidents, may be elected Life Members of the Annual General Meeting. All Life Members shall have full voting powers. 9.2 Nominations for Honorary Life Membership, without voting powers shall have a proposer and seconder, all such nominations should be submitted in writing to the General Secretary of the Association for consideration at a Council meeting prior to the Annual General Meeting. 9.3 Nominees must reside within the area of North Wales Coast Football Association. Committees/Commissions/Appeals: 10.1 The Standing Orders Committee shall be composed of up to 8 members consisting of Patron, President, Deputy President and such Life members/vice Presidents as required. The duties will be: (a) To scrutinise nominations for ballots (b) To receive and consider all Notices of Motion (c) To receive and consider all amendments to such Notices of Motion, and to issue same to clubs, after which no further amendments shall be eligible (d) To prepare and complete agenda for Annual General Meeting (e) To deal with Disciplinary matters applicable to Officers and Council Members of the Association (f) To count votes at all meetings of the Association and declare the result 10.2 Following the triennial election, the Executive Council at its first meeting shall elect: (i) a Finance Committee, consisting of up to eight elected members with a minimum of five (ii) a Competitions Committee consisting of up to eight elected members and a minimum of five, plus League Representatives (iii) a Referees' Committee, comprising of up to eight elected members with a minimum of five, plus League Representatives (plus representative of NWRA who shall have full voting powers) (iv) a Rules Committee, comprising of up to eight elected members with a minimum of five (v) a Development Committee, comprising of up to eight elected members, minimum of five, plus League Representatives 22

23 (vi) an Inter-Association Committee comprising of Patron, President, Deputy President, Life Members, 2 Vice Presidents West, 2 Vice Presidents East, 4 Executive Council Members West and 4 Executive Council Members East, The General Secretary, Treasurer also to be Members 10.3 Life Members and Vice Presidents may attend meetings as they shall determine A quorum for each Standing Committee shall be one-third of the elected membership (Executive Councillors and Vice Presidents) with a minimum of three The election of Committees to be undertaken by ballot with each Executive Councillor, being considered for election No person shall be elected Chairman or Vice Chairman of more than one Standing Committee. No person can be elected Chairman at the same standing committee more than three consecutive years. Chairman of Committees should start their term of 3 years as from the start of the triennial year The Deputy President shall be appointed Chairman of the Finance Committee Commissions to consider appeals and Disciplinary matters. Shall consist of at least three members of the Executive Councillors. Representation 11.1 Each club shall be entitled to send two representatives to the Annual General Meetings/Special General Meetings of the Association with only one allowed to vote. The Officers and Executive Councillors to be entitled to vote at the General Meeting No club or League shall be entitled to be represented at the Annual General Meeting unless the subscriptions for the previous season have been paid New members shall be entitled to vote immediately they are accepted into membership at the Annual General Meeting Representation on Various Organisations: The Executive Council at its first meeting after the Annual General Meeting shall elect members to represent the Association on all affiliated Leagues. Association/organisations (if applicable). The Executive Council shall have full powers to elect members on the above if and when appropriate The representatives of the NWCFA on the FAW shall be elected by ballot of the Executive Council. The nominations submitted in writing to the President of the st Association before 1 May in each triennial year. Special General Meetings 12.1 A Special General Meeting of the Association shall be held within twenty eight days of the receipt of a written requisition to the Hon. General Secretary from at least the majority of full member clubs, stating the reason for which such meeting is called or at 23

24 the request of the majority of the Executive Council Not less than ten days' notice specifying the object of such meeting shall be given to each member. Registration of Colours and Grounds 13.1 That each club enjoining the Association shall forward to the General Secretary the name and address of its Secretary, a statement of its distinguishing colours, the location of its grounds and state whether the ground is public or private, and shall also acquaint him when any change in these matters occurs Next to the FA of Wales, the North Wales Coast FA shall have first claim to the use of all football grounds within its jurisdiction Payment for the use of such grounds by the N.W.C.F.A. shall be the sum of 30 plus 20 if floodlights are used In accordance with Law 4 of the Laws of the Game, which states all players including goalkeepers must wear a jersey with colours that distinguish them from the Referee and the Assistant Referee, teams therefore must ensure that their teams do now wear predominately black kit, since the only person allowed to wear predominately black kit will be the Referee. The Referee will be totally in his right to refuse to play a match until such time rule has been complied with No club affiliated to the North Wales Coast Football Association will permit/ allow the use of its facilities/ grounds for the use of any football matches, by teams/ leagues which are not affiliated to the North Wales Coast Football Association without prior written approval from the General Secretary of the North Wales Coast Football Association. Any contravention of this rule will be subject to a minimum fine of Accounts 14.1 That the funds of the Association shall be lodged in a bank approved by the Council All accounts shall be paid by cheque, signed by the Treasurer and President or Treasurer and General Secretary That the Association accounts for each year shall be audited by such qualified person or persons as appointed at the Annual General Meeting. Proceeds of Association Matches 15.1 That all monies received at matches be counted at the conclusion of the game by the Treasurer or General Secretary and two members of the Executive Council That a report of the receipts and expenses of each match be produced at the first meeting of the Executive Council thereafter and inserted in the minutes That the Treasurer and General Secretary shall pay all monies they receive into the 24

25 bank within 7 days Each affiliated League will be required to send annually a balance sheet showing the financial records of the previous season A club shall, on request of the Executive Council, send full financial records of the previous season. Such records to be sent to the Hon Gen Secretary of the Association no later than the first day of August in any year. Contravention of this rule will incur a fee of Laws of the Game 16.1 That all clubs belonging to the Association shall play the according to laws of Association Football issued by FIFA Any club playing according to any other laws than those of the Association shall cease to be members of this Association. Definition of Players 17.1 A football player registered with the Football Association of Wales, North Wales Coast Football Association, League, Club or any other sanctioned League or club No player who is under the statutory school leaving age shall enter into a contract of employment with a club in membership with the Football Association of Wales or an affiliated Association Subject to the Rules and Regulations of the League of which a Club is a member, any club in membership with this Association or an affiliated Association may negotiate whatever financial arrangements with its players as may be mutually acceptable (a) A player under contract may be registered for a maximum of three (3) clubs during st th the period from 1 July to 30 June of the following year and during such period the player will only be eligible to play for two (2) clubs. (b) Registration period will apply to all players holding a written contract with their club and who participate in adult football. The periods for registration and transfer of players will be as follows: TH 1. Players registered with a club playing in a league at National Level 4 th st st July until 28 September inclusive and 1 January until 31 January inclusive. th 2. Players registered with a club playing in a league Recreational Level 4 July until the last Thursday in March inclusive. 3. Players registered with a club playing in the English system as per the rules and regulations applicable to league in which the club plays A player who does not hold a written contract with his/her club shall not be approached, except during the 'Close Season' by any club or person attempting to 25

26 ' induce such player to play for another club or clubs without at least seven (7) days' notice in writing to the Secretary of the club for which the player was last known to have played and the negotiation with the player must cease at the expiration of fourteen (14) days from the day of such notice being given. The notice must be forwarded by recorded delivery, registered post or a written acknowledgement otherwise obtained. A second notice shall not be given by the same club in respect of the same player during the same football season (see rule number 51.3 of the Football Association of Wales Rules for Clarification) i.e. Registration period will apply to all players not holding a written contract with their club and who participate in adult football. The periods for registration and transfer of players will be as follows: th a) Players registered with a club playing in a league at National Level 4 July until th st st 28 September inclusive and 1 January until 31 January inclusive th b) Players registered with a club playing in a league at Recreational Level 4 July until the last Thursday in March inclusive, and c) Players registered with a club playing in the English pyramid system as per the rules and regulations applicable to the league in which the club plays.' 17.6 A player without a written contract is restricted to one Saturday club and one Sunday club (Except on the 'A' form for the Youth Cup Competition) (a) In the case of a male player on reaching the age of sixteen (16) and in the case of a female player on reaching the age of sixteen (16), and in either case before the player reaches the age of nineteen (19), a player not holding a written contract with a club shall be permitted to play in both youth and adult football. The said player must be registered with each club, if he/she plays youth and adult football for different clubs. If the said player plays youth football for a club playing in a league at National Level he/she shall only be allowed to play adult football for another club if that other club plays only in a league or leagues at Recreational Level.
