2 All USA Field Hockey National Indoor Tournament Qualifiers and National Indoor Tournaments will operate under the 2015 FIH Rules of Indoor Hockey. Therefore, matches will be played with 5 v 5 format throughout the 2015 Indoor Season.

7 GOAL KEEPER SUBSTITUTION All Goalkeeper substitution will take place at the midway line near the team bench, not at the end line or at the FIH defending end Template of the team bench. Master Time is NOT stopped for Goalkeeper substitutions.

8 GOAL KEEPER SUBSTITUTION Mandatory Experimental Rule There is no limit to the number of players who are permitted to be substituted at the same time or to the number of times any player is permitted to substitute or be substituted, except that the number of times a team may substitute their goalkeepers off the pitch is limited to a total of two per match

9 GOAL KEEPER SUBSTITUTION Mandatory Experimental Rule A substitution is counted as a player / GK going OFF the pitch. Therefore, a GK coming on is not counted in the two allowable substitutions. Changing GK s at halftime DOES count as one of the two allowable substitutions. (Confirmed with FIH)

If a team has used their full allocation of goalkeeper substitutions (2) and their goalkeeper is injured and incapable of continuing then, for safety reasons, that team is allowed one further substitution onto the pitch of another goalkeeper who is wearing full protective equipment.

11 GOAL KEEPER SUBSTITUTION Mandatory Experimental Rule (cont.) In the event that a goalkeeper receives a temporary suspension, their return to the pitch following its completion does not count towards the total number of goalkeeper substitutions, but only if they are replacing a player with goalkeeping privileges or another field player. Should they return to the pitch in place of another goalkeeper who is wearing full protective equipment, this will count towards the total number of times a team may substitute off their goalkeepers.

If a team has used their full allocation (2) of goalkeeper substitutions and their goalkeeper receives a temporary or permanent suspension then, for safety reasons, that team is allowed if it so wishes one (1) further substitution onto the pitch of another goalkeeper who is wearing full protective equipment.

13 Ball Hitting the Foot or the Hand 9.11 Field players must not stop, kick, propel, pick up, throw or carry the ball with any part of their body. FIH It is not always Template an offence if the ball hits the Master foot, hand or body of a field player. The player only commits an offence if they gain an advantage. Keep in mind that a team gains an advantage if their action disadvantages the opponent. Example: the ball hits the foot of a defender that would have gone to an attacker had the ball not hit the foot. The attacking team is disadvantaged therefore a foul on the defender.

14 Ball Hitting the Foot or the Hand 9.11 Field players must not stop, kick, propel, pick up, throw or carry the ball with any part of their body (cont.) FIH It is not an Template offence if the ball touches the Master hand holding the stick but would otherwise have touched the stick. Only when a player uses their hand to push or stop the ball is this a foul. If the ball just comes in contact with the hand that is on the stick and no other actions by the player are judged to be using the hand then play should continue.

15 Trapping the ball against the boards Players must not intentionally trap or hold the ball against the side-boards. FIH Umpires should Template recognize and interrupt play, Master with a bully restart, when the ball is either trapped between players sticks or becomes unintentionally trapped against the side-boards. New wording to rules. Deliberately trapping or holding the ball against the side-boards should be viewed as an intentional offence and penalized accordingly.

16 Deleted Rule Rules deletion is that of the ability to progress a free push by up to 5 meters. This has become redundant with the new free push Rules and FIH the ability to Template self-pass, while any other Master misconduct can be managed using other Rules or personal penalties. No more 5 meter bump up on free pushes!

17 Breaking on a Penalty Corner Breaking at a Penalty Corner is now a Rule with no modifications by USA Field FIH Hockey. Template Master Penalty Stroke award for persistent breaking at Penalty Corners has been deleted.

18 Breaking on a Penalty Corner The players beyond the center line may not return for re-taken penalty corners, but may do so for a subsequently awarded penalty corner. A penalty corner is considered as re-taken until any of the conditions of Rules 13.5 & 13.6 for its completion are met. This means.if another PC is called before the PC is officially over, the players that were sent to the midway line originally must go back to the midway line. A PC is considered re-taken until the PC is completed. For any totally new PC, the players may return.

19 DRILLING Playing the ball deliberately and hard into an opponent s stick, feet or hands, especially when done close to a player or when the opponent is in a low set position is considered dangerous and should be penalized accordingly. If this action persists in a match awarding a personal penalty (carding) should also be considered. The goal is to eliminate this action from the match as it can lead to serious injury.

20 DRILLING Players collecting, turning and trying to play the ball hard through an opponent who is either trying to tackle or in a low defensive position close to the player in possession is also considered dangerous and should be penalized accordingly. More commonly known as a turn and fire this action is common on attempted shots at goal and is not allowed. The goal again is to eliminate this action from the match as it can lead to serious injury. If this action persists in a match awarding a personal penalty (carding) should also be considered.

21 DANGEROUS PLAY Reckless play, such as sliding tackles and other overly physical challenges by field players, including those which take an opponent to ground and which have the potential to cause injury should attract appropriate match and personal penalties. Umpire should be more strict on these types of actions to help eliminate the attempts which can cause serious injury. Personal Penalties (carding) is appropriate in such cases.

22 BALL IN THE AIR Rule 9.10 Players must not play the ball when it is in the air except that a player from the team which did not put the ball in the air may stop it. If the ball is in the air as a result of a legitimate shot at goal which has rebounded from the goalkeeper, defender or from the goal-post or cross-bar, the ball may be stopped by a player of either team. This is intended to allow a player to stop the ball in the air with a near stationary stick. This is not intended to allow for the ball to be played forward as a rebounded shot on goal or to be played forward. The ball must settle on the floor before playing it further.

23 Bobbles As the playing surfaces change from tournament to tournament, umpires should be understanding when players are trying to play the ball legally but due to the surface, the ball may come up slightly. Umpires should look to allow the game to flow and not look to penalize unnecessarily when the ball is slightly up off the pitch. This can also occur due to the ball bouncing off of side boards that are made of wood and may have some inconsistencies in them.

24 Bobbles In contrast, bobbles occurring in the midfield that come up well over the height of the sideboards, must be penalized. Umpires are instructed to be quicker with this as it allows players to come in while the ball is settling, creating crowding and possible danger. This is a lack of skill and concentration which can be detrimental to the game.

25 APPLYING THE RULES Remember If the ball is intentionally played over the back-line by a defender and no goal is scored, play is re-started with a penalty corner If it is clear that a player is shielding the ball with their stick they should be penalized. Watch also for tackling players who by pushing or leaning on an opponent cause them to lose possession of the ball. The requirement for the ball to be stationary, albeit very briefly, at free pushes, especially if it is taken using a self-pass, should be more strictly (but sensibly) applied.

26 Keys to a Successful Event GOOD COMMUNICATION between players and umpires with umpires being clear and understandable in decisions. FIH ACCEPTANCE Template that everyone has a different Master perspective of decisions being made on the pitch. But, in the end, the umpire must make the best decision possible at the time. SPORTSMANSHIP between all participants that promotes not only the game but the values expected by USA Field Hockey.
